2 I. Summary This report provides a look into county-by-county public transportation services for the state of Kentucky The report is intended to help the Kentucky Developmental Disabilities Council (KDDC) contribute to informed policy decisions about improving public transportation services in both rural and urban areas. Also included in this report are brief answers from Kentucky Cabinet (KYTC) staff regarding KCDD transportation questions. The following public transportation information is current as of August 2010 and found on the KYTC Public Services website at: To complete the report, we contacted KYTC to provide information about current public transportation services available for all Kentucky counties. KYTC provided a shell spreadsheet which we then updated with the most recent information available on the website. II. Kentucky County by County Services The table at the end of the report presents information about public transportation services in each county that receive federal funding through the Kentucky Cabinet and/or the Federal Transit Administration. The table includes fare rates, hours of operation, public transit provider information, services provided, contact information, and websites. Many counties have multiple transit providers offering various services. Examples of public transportation services that may be provided are: Fixed route ADA Para-transit Demand response door-to-door with prior notice Intercity transportation for residents in non-urbanized areas medical transportation Employment transportation for the elderly 2

Major Findings The Kentucky Cabinet maintains information about fare rates, hours of operation, public transit providers, services provided, telephone numbers of providers, and web sites of providers for each county in Kentucky. Five counties appear to have no public transit services. Data are incomplete for 23 counties. The maps that follow provide pictures of the distribution of transit services around the Commonwealth. The five counties that have no public transit are Adair, Bath, Green, Marshall, and Menifee. Fifty-one counties offer Saturday service, typically between 8am and 1pm. Concentration of Saturday service is primarily throughout central Kentucky, with less in the farther east and west regions. 3

4 A total of 9 counties offer public transportation services 7 days a week. These counties are Boone, Fayette, Laurel, Mason, Jefferson, Kenton, Knott, Leslie and Perry. 4

5 IV. First Joint Meeting Questions The Join Group expressed interest in answers to a variety of questions about transportation services in Kentucky. In an attempt to answer those questions, we interviewed a Cabinet staff member and sought such other information as might be available, including the information contained in the preceding discussion. First Joint Meeting Questions What medical and Non-Medical transportation is currently available in rural areas? o o The Human Service Delivery Program provides transportation in all counties for those covered under Medicaid, Department for the Blind, and Vocational Rehabilitation. Public transportation, which can be used for any purpose, is available in 115 of Kentucky s 120 counties. The level of service varies considerably across the counties and is typically much lower in rural areas than in urban areas. In both urban and rural areas, service might not be available in all areas of the county. Who runs/oversees public transportation in rural areas? Are they Private? Public? o o Both public and private (generally non-profit) providers offer transportation services These systems receive federal funds through the Kentucky Cabinet which helps to keep fares affordable and to offer accessible services. The Cabinet is required to ensure that services comply with federal Civil Rights laws and with Safety and Security requirements How much does transportation cost in rural areas? What is the cost for medical/non-medical to the consumer? What is the cost to the provider? o o The cost for public transportation varies from provider to provider and between rural and urban counties. Pricing varies by county and on type of transportation service, however fixed pricing is common and some service provider price per mile ranging from.80 cents to $1.75 depending on service. It costs recipients nothing to use non-emergency medical transportation. The cost is covered by the Medicaid program through agreements with transportation service brokers arranged through the Human Services Delivery Program. The state reimburses brokers on a per capita basis. 5

6 What are generally the hours of operation for available transportation? o Generally, most public transportation providers offer service between 6 a.m. and 8 p.m., but hours can extend from early morning to late at night, with limited transportation services on Saturdays and Sundays generally between the hours of 6 a.m. and 1 p.m.. Medicaid non-emergency transportation is provided 6 a.m. to 8 p.m. Monday-Friday, Saturday s 8 a.m.-1p.m. The state offers transportation on Sundays only for medical emergencies. Does rural usually operated on fixed routes or does it provide door to door service? According to data provided by the Kentucky Cabinet some counties have demand-response service, some have fixed route service, and some have both types of service. Data on door-to-door service were not available. 7

8 How much notice is required for various transportation services in rural areas? This depends on the program. Medicaid requires 72 hour notice; other demand response services require advance notice but the Cabinet s data do not indicate how long in advance services have to be requested. How accessible is transportation for people who need it? o All public transportation is required to provide accessible service but we were not able to identify how often issues arise with respect to accessibility. Is there sufficient service currently available in any rural area now? o This, of course, is a very subjective question. What is clear is that rural areas generally have much lower levels of service than urban areas. Even in urban areas, citizens often find their choices constrained. How flexible is the transportation service? Is it possible to connect from service to service? Do riders have to stay in their current service area? Is this something that could be addressed? o We have no information on this. How many people with disabilities actually have access to transportation services? o There are no good data on this that we have been able to find. Medicaid vs. Non-Medicaid ridership o Current Medicaid eligible for transportation services in February was 715,000. We have no information on non-medicaid ridership of individuals with disabilities. 8
