2 WELCOME MESSAGE FROM THE CENTER FOR TRADE SECURITY DIRECTOR John F. Stampfli Welcome to the Center for Trade Security at Universidad Azteca de Chalco. The Center for Trade Security (CTS) was established as a think tank to promote cooperation and security through the use of education, research, and dialogue focused on the mitigation of threats to global trade. CTS is committed to providing world class and state of the art education and research in all aspects of global trade security. Through Universidad Azteca de Chalco, CTS has developed a global trade security degree curriculum tailored to meet the varying needs of students from around the world. Azteca s International Division was established to provide students with a means to pursue a superior comprehensive education from anywhere, at any time, without interruption. At CTS, we welcome all individuals interested in pursuing a career in global trade security to join our student community. As a student you will receive an education that is second to none, and that will prepare one to meet the current international environment within the global trade security community. This brochure was developed to provide an overview of Universidad Azteca de Chalco, Global Trade Security degree programs. 7 PROGRAMS INTRODUCTION As a direct result of the terrorist attacks of September 11, 2001, the world of international trade was forever changed. With the knowledge that a terrorist s objective is to both disrupt and dismantle the world s economy, every international shipment has become a potential conveyance for delivering a weapon of mass destruction/disruption (WMD) into one of world s major ports of commerce. Trade security, which had previously been viewed in the comparatively benign context of cargo theft or drug contraband, is now driving an array of changes that will forever alter the way in which the countries of the world will conduct international trade. A container compromised with narcotics suddenly pales in comparison to the incomprehensible thought of one carrying a biological, radiological, or nuclear weapon. The world s governments, in conjunction with the international trade community, are now developing strategies and programs to reduce this risk and while balancing trade facilitation. The Center for Trade Security (CTS) was established to conduct research and provide education in one of the newest and fastest growing concerns within international commerce; securing global trade against acts of terrorism. The purpose of CTS is to provide those working in the global marketplace, the understanding, insight, resources, and tools needed to implement an effective trade security program designed to protect goods and personnel, while eliminating risk and promoting efficiencies within the global supply chain. The research and academic programs at CTS are beneficial to import/export companies, transportation companies, Freight Forwarders, Customs Brokers, and traditional security firms, as well as, law enforcement officers, military personnel, and government officials. CTS serves government, industry, and academia as a trusted, ethical forum for advancing professional knowledge and relationships in the fields of international trade, intelligence, and global security. 8 The focus of academic programs at the Center for Trade Security are based on the SUPPLYSEC methodology developed by the CTS directors in SUPPLYSEC (SUPPLY CHAIN SECURITY) was created in response to current gaps in the traditional supply chain that do not address the objectives and unique threats presented by terrorism. SUPPLYSEC encompasses the entire trade process and infrastructure from product conception to final delivery. The focus of research at the Center for Trade Security is on Tradeology, which is defined as an ongoing dialogue about issues that impact international trade. CTS is committed to providing world class education and research in Global Trade Security and to promoting Tradeology. Our trademarked methodology, SUPPLYSEC, has been used by several of the world s leading companies to assess their supply chains and qualify for U.S. Customs, Customs-Trade Partnership Against Terrorism (C-TPAT) certification. Our research, and faculty, has been recognized by both government and industry for our contributions to Global Trade Management (GTM) and Global Trade Security alike. P. 8 of 48

9 DIRECTOR John F. Stampfli, PhD CTS FACULTY & ADMINISTRATORS John F. Stampfli is a consultant on geopolitics and global risk management. His background includes management positions with Ernst & Young, LLP and KPMG, LLP where he was a subject matter expert in global logistics operations and supply chain security. John was also the Manager of Logistics for Unisys Corporation where he had direct responsibility for import/export operations, regulatory compliance, international and domestic transportation, and cargo security administration. John has over 25 years of military, private and public sector experience. He is considered an expert in global logistics, security management and in intelligence operations and has consulted several of the world's leading companies in these areas. John also served in the United States Army National Guard reaching the rank of Brigadier General where he was an all source intelligence officer. John has been published on security and intelligence issues appearing in several major publications. He received a PhD in International Commerce from Universidad Azteca de Chalco and a BA in History from California State University, Fullerton. In addition, he holds Professional Designations in International Business Management and International Trade from the University of California, Los Angeles and is a graduate of the United States Air Force Air War College, and United States Marine Corps Command & Staff College. 10 DEPUTY DIRECTOR William G. Jerry Peck, PhD, LCB Jerry Peck is the Global Director of International Trade Compliance (ITC) for a $7 Billion leading Electronics Manufacturing Services (EMS) provider, serving the Automotive, Communications, Defense & Aerospace, Industrial Semiconductor, Medical, and Multimedia industries. In his current role, Jerry has responsibility for ensuring the company s compliance with global trade regulations in more than 20 countries, across 5 continents. With over 25 years of experience, Jerry s background has uniquely encompassed nearly every facet of international trade, including third-party logistics, Fortune 200 multinational companies, and professional services consulting firms. These have included Mattel Toys, Compaq Computer, KPMG, and CapGemini Ernst & Young, respectively. His personalized methodology for Global Trade Management (GTM) a model which incorporates equal parts trade compliance with trade optimization has successfully resulted in best-in-class compliance operations with multi-million dollar duty / cost savings. After the tragic events of September 11, 2001, Peck emerged as an industry thoughtleader in supply chain security with the co-development of SUPPLYSEC, the first defined security model for addressing terrorism within the international supply-chain. As a result, Jerry personally conducted over two dozen, international security assessments in support of the U.S. Customs-Trade Partnership Against Terrorism (C-TPAT) initiative, for a clientele that included Siemens AG, and Porsche. Peck s monthly column in The Journal of Commerce ( Security Counsel, ), gained national recognition, and continues to be referenced by both Government and academia. Jerry is a frequent speaker on trade & customs issues, which has included invitations from Northwestern University s Kellogg Graduate School of Management, the University of North Texas and the United States Merchant Marine Academy. Jerry is also a contributing author to The Dictionary of International Trade, (World Trade Press). Jerry has held an active U.S. Customs Brokers License since 1991 and earned a PhD in International Commerce from Universidad Azteca de Chalco. P. 10 of 48

11 ACADEMIC PROGRAM COORDINATOR Prof. Dr. Gerhard Berchtold, PGDipEDM, MBA, MPA, MA, LLM, PhD Dean of European Programs Attached to Center for Trade Security by Universidad Azteca International Programs. Gerhard Berchtold, is Director of Business School Direct, Innsbruck, Austria the European Branch Campus representative of Universidad Azteca de Chalco, an Austrian scholar, management consultant, environmental policy advisor and businessman he is experienced in higher education provision and management. He is a full professor with Universidad Azteca de Chalco, and examinations developer for WWEDU World Wide Education in Austria. Since the 1980ies, Professor Berchtold has held a wide range of professional management and policy management experience, as well as distance education management and lecturing, research and consulting experiences. He has served the Austrian national Parliament and the European Parliament as consultant and assistant, was a full-vote member of the Austrian Superfund Commission (Altlastensanierungskommission), he used to be the administrative and political director of a fraction of the Tirol State Legislature. He has won awards including the Austrian annual prize for environment and public administration proposals, Oekomanager 2000, and is also a Salzburg Seminar alumnus (Environment and Diplomacy, 1994). He has published numerous publications and contributed substantially to both, international business at the operational level in terms of projects, facilities and technologies. Professor Berchtold has linguistic proficiency in German, English, Italian, Spanish and French. P. 11 of 48

PhD, Division for International Graduate, Postgraduate & Vocational Programs Canada * USA * Europe * Asia * Latin America * United Arab Emirates * India * Saudi Arabia Dr. Saavedra is the Director and Legal representative of Universidad Azteca International Network System and Founder and General Director of Pro-Innovation Solutions SC, a consulting firm that provides service to transnational corporations, universities, governments and organizations in different countries like Mexico, United States, European Union, Malaysia, China, Taiwan, Bolivia, Peru, Honduras, Dominican Republic, Nicaragua and Costa Rica. He has more than 19 years of experience as business consultant, with several executive positions worldwide. He has implemented successful operation in national and international companies and organizations. Dr. Saavedra has been the precursor of the creation of an international network of universities acting as Advisor for Organizational Development. He has implemented educational technology, successful administrative design, application of acceleration models and innovation, setting out diagnosis and design of organizational structure. He has also created maps of leadership and integration of effective corporate team work. Dr. Saavedra was invited to speech at the Forum Internacional de las Culturas 2007 event that joined scholars worldwide. He is a consultant member for United Nations for more than 9 years; he also collaborates with UNESCO and DPI NGO Section at UN. 15 DEGREE PROGRAMS Master of Science in Global Trade Security (MSc GTS) Program Outline The academic focus of the program of study will be on the four critical areas of Trade Security as defined in the SUPPLYSEC model o Physical Security o Personnel Security o Information Security o Policies & Procedures Entry Requirements Bachelor s degree or equivalent from a university or other institution acceptable to the University. Students should have at least five years of professional experience. Exceptions will be granted on a case by case basis. Program Requirements The completion of 6 courses of study taken from the each of the four critical areas of SUPPLYSEC. Completion of a thesis is also required. The topic of the Masters thesis must focus on one of the 4 critical areas of SUPPLYSEC allowing the student to specialize in that area. Course completion will be based on the reading of required texts and producing a 15 page paper in APA format. The instructor and student will agree on the deadline of the paper. Two to three papers will be required for each course depending on the topic of instruction. A final thesis will be required before the awarding of the MSc GTS degree. The thesis will be based on a topic submitted by the student and approved by the student s thesis supervisor. The thesis will be of original research of approximately 100 pages (25,000 words) in APA format, on a topic related to trade security and the student s desired specialization. The deadline for submitting the thesis will be determined by the student and student s supervisor. P. 15 of 48

16 Master of Science in Global Trade Security Introduction The Master of Science in Global Trade Security (MSc GTS) curriculum consists of 90 ECTS credits of postgraduate study, offered as modular fashion plus 30 ECTS credits for the Masters thesis. MTS candidates complete required modules/courses (90 ECTS credits), plus a Masters thesis (30 ECTS credits) all of these focused on a specific field of international trade security embedded in the SUPPLYSEC methodology. The Master of Science in Global Trade Security is an academically rigorous program designed to develop skills, expertise, knowledge and vision to enable students, to be critical, analytical and creative professionals. The program offers students the opportunity to develop their own capabilities, skills and competencies within a supported environment. The outcome of the program can be summarized by the following objectives. Develop a critical approach to the use of contemporary sources as a means of exploring complex concepts, ideas and issues of relevance and value to the field of global trade security. Develop the power of critical enquiry, logical thought, creative imagination and independent judgment. Provide a forum of study that allows each student to build on his or her past academic and professional experience in a relevant and meaningful fashion. This program represents a short program at level L4 and L5 and L6 of the eleven semesters Mexican Licenciado structure and at level M1 and M2 according to the Bologna-system, precursor to the graduate degrees to award a university degree in a study area with RVOE. (see accreditation) The GTS program is embedded in the study area of International Commerce The Spanish language degree awarded with the MSc is the Licenciado en Comercio Internacional (Registro de Validez Oficial ante S.E.P: Acuerdo No de fecha 19 de Marzo de 2003), equivalent with a level two degree according to the Bolognasystem. This degree comprises a total of 330 ECTS credits (412,5 creditos). Objectives of the Program This program intends for the individual student to develop their own potential through a carefully selected program of study. P. 16 of 48

17 The primary objectives of the program are to: Enable the student to achieve an appropriate level of academic and professional competency in the field of global trade security. Achieve personal development and to develop critical awareness of benefit to themselves and to their organization Develop skills of initiation, implementation and analysis in a range of contexts Develop capability in the analysis and evaluation of complex issues and situations The specific objectives of the program will include the: Development of knowledge at an advanced level. Development of skills of analysis, research and policy formulation and implementation. Unification of theoretical analysis and practice through a variety of contexts appropriate to global trade security related issues and decision-making. 18 Basics entry requirements All applicants will be assessed for admission with regard to their ability to fulfill the program objectives and to achieve the standards required for the award of the MSc GTS degree. Students, whenever possible, will be interviewed. The interview is designed to ensure that those students accepted into the program have the background both in terms of academic and / or professional experience and motivation to undertake a rigorous program of study and research. Given the interdisciplinary nature of the program, applications are welcome from candidates from a wide range of academic and professional backgrounds. Applicants must fully complete the application form. The admissions application is divided into two parts. Part I asks for basic information that you can quickly supply. Part II asks about previous education and employment. Please respond fully to these questions. The evaluation of admissions is an important aspect of the admissions process. Applicants must have completed, in a satisfactory manner, certain minimum course work in designated areas; the specific courses and amount of work is dependant upon the field of study in which the student proposes to enter. Admission as Official Student Once all requirements for admission are met and tuitions paid, candidates are officially admitted as formal students. Learning Process at CTS Mentor: Immediately after registration, CTS will appoint a Mentor to take care of the student in everything needed for the first module or course. The student can communicate with him/her by , telephone, fax or ordinary mail. Study Plan: The individual study plan, with all courses the student needs to take and the corresponding credit units assigned will be communicated and agreed with the student. Books and Educational Technology: Technology has broadened the opportunities for students to be engaged in distance learning. Then, we will send a listing with all bibliography suggested and/or in some cases- books, manuals and/or study material required. P. 18 of 48

19 Assignments and Examinations: Students start studying and contact their mentor whenever they need to. After completing a course, students may ask for the established assignment or examination. Correction: The assignments or exams are corrected and results computed on the transcript. Upon completion of all subjects, a student will earn the degree. P. 19 of 48

20 General Presentation of the Program Master of Science in Global Trade Security This degree provides the student with curriculum and research opportunities in one of the world s most relevant study areas, global trade security. Students will study challenges, business and policy issues, and strategies facing global trade security today. The course of study will focus on the four critical areas of Trade Security as defined in the SUPPLYSEC methodology. Students have the opportunity to develop a specialization through their thesis. This degree aims to develop a student s skills in critical security analysis, modelling and management, as well as, broaden and deepen the student s comprehension of global trade and security issues from an interdisciplinary perspective. This degree program is ideal for government and industry professionals, and those wanting a career in global trade and security management. It also serves as a foundation degree for study at the doctorate level in the related study area. Qualification: Name of qualification and title conferred: Master of Science in Global Trade Security (MSc GTS) Main Fields of study for the qualification: International Commerce Name and status of awarding institution: Universidad Azteca de Chalco Level of the qualification: Masters Official length of the program: There is no requirement to complete the credit requirement for this award within a certain time period. The official duration in terms of ECTS is 120 ECTS or 4 semesters. Access requirements: The minimum entrance requirement is either a first degree awarded by an accredited and recognized college or university or other recognized degree awarding body, or an equivalent qualification. Mode of study: Distance and Blended Learning Grading Scheme: Assessment is divided between continuous assessment of assignments and end of course assessment of examinations. Student performance is measured either tutormarked or computer-marked. The final course result depends on the overall performance. P. 20 of 48

21 Information on the function of the qualification: Access to further study: Foundation degree for the PhD in International Commerce with a specialization in Global Trade Security. Professional status: Specialist in the study area at the ECTS-postgraduate level. Learning Process at CTS Assessment Throughout the program assessment by assignments are designed to enable students to develop their own potential and permit a close working relationship between the learning experience and individual assessment. Assessment strategies employed will be consistent with the student centred rather than teacher centred focus of the program. Aims of assessment The aims of assessment process are to: Ensure that students are developing the powers of critical enquiry, logical thought, creative imagination and independent judgment associated with postgraduate study; Indicate to students progress in the part of students in relation to the achievement of specified learning outcomes; Ensure the students ability to critically evaluate policy, management, techniques, philosophies, approaches, and methodologies appropriate to environmental management in general and their chosen route. Whilst understanding, critical analysis, evaluation and integration will be expected at all levels, increasing emphasis will be placed on the requirement for systematic evaluation and integration in assessment at Masters Level. 22 Application of the ECTS European Credits Transfer System We apply the ECTS European Credit Transfer System for most of our international courses and degree programmes, following international trends (UNU, GVU) in applying the standard. All degrees are issued along with the Transcript of Records (Diploma Supplement) in accordance with ECTS-regulations. ECTS KEYWORDS (Source: ECTS website) What is a credit system? A credit system is a systematic way of describing an educational program by attaching credits to its components. The definition of credits in higher education systems may be based on different parameters, such as student workload, learning outcomes and contact hours. How did ECTS develop? ECTS was introduced in 1989, within the framework of Erasmus, now part of the Socrates program. ECTS is the only credit system which has been successfully tested and used across Europe. ECTS was set up initially for credit transfer. The system facilitated the recognition of periods of study abroad and thus enhanced the quality and volume of student mobility in Europe. Recently ECTS is developing into an accumulation system to be implemented at institutional, regional, national and European level. This is one of the key objectives of the Bologna Declaration of June Why introduce ECTS? ECTS makes study programs easy to read and compare for all students, local and foreign. ECTS facilitates mobility and academic recognition. ECTS helps universities to organize and revise their study programs. ECTS can be used across a variety of programs and modes of delivery. ECTS makes European higher education more attractive for students from abroad. What are the key features of ECTS? ECTS is based on the principle that 60 credits measure the workload of a full-time student during one academic year. The student workload of a full-time study program in Europe amounts in most cases to around 1,500-1,800 hours per year and in those cases one credit stands for around 25 to 30 working hours. 23 Credits in ECTS can only be obtained after successful completion of the work required and appropriate assessment of the learning outcomes achieved. Learning outcomes are sets of competences, expressing what the student will know, understand or be able to do after completion of a process of learning, long or short. Student workload in ECTS consists of the time required to complete all planned learning activities such as attending lectures, seminars, independent and private study, preparation of projects and examinations.
