4 FY14 SHSP Grant Awards FY14 State Homeland Security Grant Program Competitive Grants FCEM&HS submitted applications totaling $1,154, and received $843,873.00, 73% of the total requested. This was a 143% increase in SHSP grant funding from Columbus Police Terrorism Early Warning Group Response Vehicles: $100,000 Two vehicles for the Central Ohio Terrorism Early Warning Group in order to meet the needs of the National Preparedness Goal. Columbus Public Health First Responder Antibiotic Cache: $100,000 Rapidly deployable emergency prophylaxis for first responders, mission critical personnel, and their families and to partially fund the Planning Coordinator who maintains and oversees the Cache. 5 FY14 SHSP Grant Awards Franklin County Public Health Sustainment of the MRC Coordinator and Central Region MRC Capabilities: $30,000 Partially fund the Franklin County & Columbus Medical Reserve Corps Coordinator and purchase supplies needed to support exercise and training activities for the MRC. City of Columbus Division of Fire PPE Sustainment: $39,288 Protective suits for Columbus HazMat 4. City of Columbus Division of Fire Biological Detection Sustainment: $16,098 Purchase a Response Biomedical RAMP Biodefense starter system for Columbus HazMat 4. November 19, 2014 BRIEF TO EXCOMM 5
6 FY14 SHSP Grant Awards Columbus Division of Fire/Bomb PPE: $85,625 Replacement of PPE that is nearing the end of their serviceable life cycle. Columbus Division of Fire/Bomb BOZ Robot Upgrade: $62,280 Upgrading the radio frequency communication system on the current BOZ Robot. Columbus Division of Fire/Bomb Response Robot: $222,828 Replacement for the current bomb response robot which is twenty (20) years old. Worthington/NAS-T HazMat Upgrade and Partnership Program: $20,230 Sustain and improve the operations of the HazMatID 360 unit. November 19, 2014 BRIEF TO EXCOMM 6
7 FY14 SHSP Grant Awards Franklin County Sheriff s Office Night Vision Enhancer/Illuminator: $63,986 This equipment will allow the FCSO SWAT Team to provide outstanding tactical response to incidents and to support events that necessitate a tactical team. FCEM&HS Franklin County CERT and Volunteer Program: $89,438 Sustainment of the FC CERT and Volunteer Program through acquisition of equipment and training. Columbus Division of Police SWAT Tactical Law Enforcement Robot: $14,100 Purchase a throwbot which can be carried by an officer and available for deployment immediately. 9 FY 14 Emergency Management Performance Grant (EMPG) and EMPG Special Project Awards Franklin County Emergency Management Performance Grant (EMPG) - $262,221.00* This Grant is to further strengthen FCEM&HS s ability to support emergency management mission areas. Franklin County EMPG Special Project Awards EOC/JIC Power Supply - $4,632.99* The uninterrupted power supply and surge protection units will integrate seamlessly to provide safeguarding of the recently updated technologies residing in the JEOC and JIC. EOC/JIC Technology Upgrade - $16,300.00* The video conference system and audio/visual system will complement and be integrated into the existing equipment which was recently updated in the JIC. *EMPG Grants require a fifty-percent local match November 19, 2014 BRIEF TO EXCOMM 9

13 FCEM&HS Mass Notification System for Franklin County The RFP Committee completed a review of the assessment study and determined required system specifications. FCEM&HS authored the scope of work and developed request for proposal (RFP). Research revealed Everbridge as an approved GSA vendor. FCEM&HS provided the scope of work and RFP to Everbridge. November 19, 2014 BRIEF TO EXCOMM 13
14 FCEM&HS Mass Notification System for Franklin County Everbridge submitted a proposal to FCEM&HS and a representative met with the committee. It was determined the Everbridge proposal met the required specifications. Contract length would be 5 years. 16 Central Ohio Cybersecurity Initiative The first work group meeting of the Central Ohio Cybersecurity Initiative was held on October 14, 2014 at FCEM&HS. Columbia Gas President Jack Partridge, Franklin County Commissioner Paula Brooks, Columbus City Councilmember Zach Klein joined over 60 participants from local, state and federal government as well as business leaders from higher education, utility and financial industries to discuss the importance of a public/private partnership to increase regional preparedness. November 19, 2014 BRIEF TO EXCOMM 16
17 Central Ohio Cybersecurity Initiative The facilitated discussion featured important concerns including: What current capabilities are available for response to a cyber event? How should public agencies and private businesses measure their performance in combatting intrusions to their cyber systems? How to educate employees and citizens to recognize a cyber intrusion? What legal protection is necessary for information sharing among work group members? How can training exercises enhance the work group s objectives and goals? What amount of failure to protect cyber systems is acceptable to customers and stakeholders? How can the work group members gain a better understanding of the interconnectivity of multiple cyber systems? November 19, 2014 BRIEF TO EXCOMM 17
18 Central Ohio Cybersecurity Initiative The next work group meeting will be held in January The work group will be charged with defining its mission, vision and goals as well as the scope of the initiative. FCEM&HS received funding for the Cybersecurity Initiative through the State Homeland Security Program (SHSP) Grant and will result in the development of a Cybersecurity Guide for all 88 counties in Ohio. 20 FCEM&HS Ebola Update The 2014 Ebola outbreak is the largest in history, affecting multiple countries in West Africa. To date in the U.S., there has been one travel-related and two healthcare-related cases of Ebola. At this time, there are no cases or potential cases of Ebola in Ohio. Local Health Departments are currently monitoring 32 Ohioans with recent travel history to West Africa. The majority of these cases fall in the Columbus and Franklin County Public Health jurisdictions. November 19, 2014 BRIEF TO EXCOMM 20
21 FCEM&HS Ebola Update FCEM&HS received a formal request from Columbus Public Health (CPH) and Franklin County Public Health (FCPH) to assist in the Ebola response. FCEM&HS was asked to coordinate ESF activities and publish weekly Situation Reports (SitReps) to maintain a common operational picture. Additional request to develop a subset of an Isolation and Quarantine Plan, specifically sheltering individuals being monitored by Health. November 19, 2014 BRIEF TO EXCOMM 21
22 FCEM&HS Ebola Update The response will include considerations for the following: Available locations for housing persons in quarantine (voluntary and involuntary) Security for quarantine locations Transportation to and from quarantine locations Healthcare while in quarantine Provisions for daily living for persons in quarantine November 19, 2014 BRIEF TO EXCOMM 22

24 FCEM&HS THIRA FEMA requires any city designated as a UASI to complete a Threat and Hazard Identification and Risk Assessment (THIRA) Ohio EMA agreed to use the existing FCEM&HS THIRA to fulfill this requirement for Columbus USAI. FCEM&HS completed the THIRA according to the most recent federal process with the assistance of stakeholders and will submit in advance of the November 30 deadline Without an approved THIRA, Columbus UASI would not be eligible for UASI funding November 19, 2014 BRIEF TO EXCOMM 24
25 Metropolitan Emergency Consortium Communications (MECC) Siren Activation Site November 19, 2014 BRIEF TO EXCOMM 25
26 MECC Siren Activation Site Earlier this year, FCEM&HS secured an agreement with Metropolitan Emergency Consortium Communications (MECC) center to serve as an additional outdoor warning sirens activation point. Franklin County now has a total of four activation points to ensure timely activation of the outdoor warning sirens.
