2 Chapter Six INFORMATION TECHNOLOGY AND COMMUNICATIONS DEPARTMENT Organizational Relationship DIRECTOR (N6) Function. Manage the automated data processing (ADP) and office information technology to support the management of the recruiting functions at the NAVCRUITCOM and in the field. Coordinate and direct all automated data processing planning and development efforts with other commands, military services, and civilian contractors. Provide telecommunications support for Navy recruiting through voice and data communications, electronic mail, Local Area Networks (LANs), Metropolitan Area Networks (MANs), and Wide Area Networks (WANs). Provide training for information technology users. Evaluate and select systems and software. Formulate and approve information technology policy standards. Plan, budget, and execute all Operations and Maintenance, Navy (O&M,N) and Other Procurement, Navy (OPN) funds authorized to the Information Technology and Communications Department. Major Responsibilities 1. Manage all information technology for NAVCRUITCOM. 2. Direct formulation and approve information technology policy and standards. 3. Direct supervision and training of information technology users for the NAVCRUITCOM. 4. Interface and coordinate with other NAVCRUITCOM department directors on information technology matters. 5. Direct evaluation and selection of systems and software for NAVCRUITCOM s information technology configuration. 6. Provide telecommunications support for NAVCRUITCOM information technology. 7. Chair the Information Systems Configuration Control Board. 6-1
3 8. Coordinate all information technology functions with other commands, military services, and civilian contractors. DEPUTY DIRECTOR, (N6B) Function. Assist the Director, Information Technology and Communications Department in providing ADP and office information technology to support the management of recruiting functions at the NAVCRUITCOM Headquarters and in the field. Assist in all automated data processing planning and development efforts with other commands, military services, and development efforts with other commands, military services, and civilian contractors. Monitor telecommunication support for Navy recruiting voice and data communications, electronic mail, LANs, MANs and WANs. Help to formulate information technology policy standards and plans, budgets for and helps to execute all Operations and Maintenance, Navy (O&M,N) and Other Procurement, Navy (OPN) funds authorized for the Information Technology Department. Manage the Information Technology and Communications Department in the absence of the Director. Major Responsibilities 1. Advise the Director, Information Technology and Communications Department on the status of all ADP matters. 2. Assist in all ADP planning for hardware, systems software, and telecommunications. 3. Coordinate ADP operations with other divisions and departments within NAVCRUITCOM and with other commands. 4. Develop procurement specifications for hardware, systems software, and telecommunications within budgetary controls established for the department through coordination with department budget officers. 5. Represent the department and the Navy at technical seminars, functions, and activities in support of DoD programs. 6. As senior civilian in the department, implement and monitor civilian personnel policies. 7. Assist in coordination of information technology functions with other commands, military services, and civilian contractors. 6-2
4 OPERATIONS AND INFRASTRUCTURE DIVISION (O&I) (N61) Function. Manage the automated data processing (ADP) operations, systems, and network personnel. Manage the hardware, systems software, and production data for the NAVCRUITCOM. Provide computer support for the headquarters development of systems, and for headquarters and field production ADP processes. Responsible for NAVCRUITCOM Help Desk operations, Headquarters Desktop Support, and all PC Support personnel. Manage trouble ticket resolution to insure complete customer satisfaction. Provide recommendations for software/hardware upgrades and conducts beta testing before implementation of upgrades. Major Responsibilities 1. Advise the Director, Information Technology and Communications Department on status of all ADP matters. 2. LAN Administration: a. Overall operation of all LAN/WAN equipment to include servers, hubs, routers, wiring, and network protocol. b. and Internet connectivity for 7,000 users. c. Resolution of all action calls to include password issues, configuration settings for NT/98/95, and Internet issues, mapping drives and printer set-up. d. Proper back-up and restoral on all systems files. e. Protection against virus contamination. f. Construct of new servers and configuring the operating systems. g. Maintain current documentation of network components. h. Recommend architectural changes and update to infrastructure. 3. Web Hosting: a. Operation of web hosting services for Intranet and Internet sites for NAVCRUITCOM. 6-3

Maintain hardware equipment and software programs required for operation, design, and connectivity to web sites, related databases, and any additional functionality such as connectivity for forms based surveys, etc.. c. Responsible for resolution of connectivity problems accessing web sites noted above a. Overall operation of the network architecture. b. Exchange server operations; includes installation of Exchange server software, required service packs, Information Store maintenance, server level virus protection for the IS (Norton), message transfer agents and connector (Simple Mail Transfer Protocol (SMTP) & X.400) operation. Includes Outlook Web Access server operation. c. Resolution of all action calls regarding and NT passwords, Outlook configurations and SMTP connectivity. d. Approve architectural changes and updates to infrastructure. 5. Data Communications: a. Proper operation of Defense Information Systems Agency (DISA), Recruit Servicing Network (RSN), and Epoch circuits. b. Maintain dial in solution. 6. Information Storage, Availability, and Integrity: a. Total information storage capabilities including , database, and file services. b. Insurance of data integrity. 7. Message Center: a. Proper transmission and receipt of message traffic through Gateguard. b. Proper delivery of message traffic to internal users. 6-4
6 8. Direct the supervision and training of military and civilian personnel assigned to the division. 9. Develop procurement specifications for hardware, systems software, and telecommunications within budgetary controls established for the division by the Director, Information Technology and Communications Department through the coordination with the department budget officer. 10. Ensure security of the computer room through monitoring of ADP security, backup, and recovery processes. 11. Desktop Support: a. Advise Director, Information Technology and Communications Department on all desktop support/helpdesk issues. b. Subject matter experts in PC s, hardware, and software. c. Install, upgrade, and maintain software and hardware for NAVCRUITCOM PC s. d. Troubleshoot Desktop networking connectivity issues. e. Install peripheral equipment and computer components. f. Test and evaluate beta software to ensure compatibility. g. Prepare and maintain computer images. h. Train Departmental System Administrators (SYSADs) on the latest applications and hardware issues. i. Research and recommend computer components. j. Provide troubleshooting assistance for hardware/software problems. 12. Help Desk: a. Receive IT trouble calls for N6. b. Man the Help Desk. c. Management of the web based Footprints trouble tracking program. 6-5
7 d. Track and maintain all trouble tickets. e. Assign incoming trouble tickets to their respective division. f. Assist customers with trouble tickets and provide quick resolution if possible. g. Provide a Customer Service feedback survey. REQUIREMENTS PROGRAM MANAGEMENT OFFICE DIVISION (N62) Function. Responsible for the program and project management of NAVCRUITCOM s software applications; receive requests for all projects dealing with information technology and the technology within NAVCRUITCOM. Analysis of user requirements with respect to command requirements and the Navy Enterprise Architecture; Analysis of Recruiting Force requirements for information technology throughout the nation and ensuring automation solutions support the end user and the Enterprise; application testing; configuration management; budget and POM development; compliance and registration of software applications; and customer liaison. Monitor and report project(s) status on a regular basis. Responsible for the NAVCRUITCOM s specific/unique software programs and required maintenance, to include but not limited to: upgrading, developing, optimizing, and troubleshooting. Responsible for overall support and systems analysis of locally developed applications. Responsible for development and maintenance of web pages and the NAVCRUITCOM Intranet site (Recruiting Quarterdeck). Major Responsibilities 1. Program/Project Management: a. Overall project oversight for Recruiting applications and functional point of contact for documenting and providing user requirements to development personnel. b. Develop project management plan; establish project objectives. c. Review SOW and associated appendices during project initiation and start up. d. Establish documentation and procedural standards for deliverables. 6-6
8 e. Provide conflict resolution as required. 2. Risk Management: a. Responsible for ensuring timely mitigation of risks and escalating risks to the project sponsor for support. b. Review status, severity, ownership, and completeness of risk entries. c. Establish severity of risks and define target dates. d. Work with project teams, subject matter experts, and the project manager to facilitate solutions to risks. 3. Functional Analysis: a. Elicit functional and non-functional requirements from systems users and stakeholders. b. Analyze user requirements, with respect to the command requirements and enterprise, determining the most efficient and effective resolution. c. Determine imbedded security needs. d. Perform analysis of impact on existing applications; and analysis of existing systems as candidates for shared data. e. Capture and manage requirements populate and maintain requirements in Rational RequisitePro repository. f. Develop and maintain requirements documentation in Rational RequisitePro and ClearCase; manage requirement allocation in Rational RequisitePro. g. Develop and document requirements traceability processes. h. Participate in the test evaluation and validation development and performance processes. Develop process mapping and system/process improvement initiatives. 4. Testing: a. Manage the testing team, schedule, and allocate resources. 6-7
9 b. Escalate testers issues to the project manager. c. Enforce the adherence to quality processes and procedures. d. Oversee the development of test plans and test cases; provide written reports of test results. e. Ensure processes are followed as prescribed. 5. Configuration Management: a. Establish and maintain an effective configuration management program. b. Control configuration items and changes to configuration items. c. Enforce change control procedures and controlling changes to a product using a systemic changes process. d. Capture and maintain the configuration item throughout the lifecycle. e. Ensure product design is accurately documented and achieves agreed upon performance requirements. 6. Budget and POM Development: a. Prepare budget submissions in support of Navy Recruiting IT applications. b. Prepare POM and PR submissions requesting funds for IT. c. Prepare documentation to defend budgets against marks and prepare rebuttal documentation. 7. Application Compliance and Registration: a. Ensure applications meet NETWARCOM security requirements; prepare technical sections of System Security Accreditation Authorization (SSAA) and DITSCAP submissions. b. Ensure all NAVCRUITCOM applications, networks, and hardware are registered in DADMS and DITPR DON and information is refreshed as required. 6-8
10 c. Ensure all applications have the required security documentation prior to deployment. d. Prepare and submit Defense Business Transformation documentation for authorization to commit funds. 8. Application Development: a. Develop internal applications and systems documentation, as required, within the constraints established by the Federal Acquisition Regulations (FAR). b. Analyze commercial and government resources. Analyze the Recruiting Force requirements provided by Requirements Program Management Office (RPMO) and provide the necessary automated solutions. c. Ensure compliance with NAVCRUITCOM configuration management policies and procedures. 9. Application Support: a. Routine application maintenance. Break/fix, modification, expansion, and enhancement at user request of NAVCRUITCOM developed applications within the limits specified by the FAR; analysis of user-developed systems to determine compatibility with existing systems. b. Tier II help desk. Provide Tier II help desk support for NAVCRUITCOM applications; coordinate issues with responsible developer; train Tier I help desk personnel on a regularly scheduled basis. c. Database administration. Perform database administration for development environment. d. System administration. Perform system administration for development environment. e. Technical documentation. Develop and maintain all application system documentation such as source code, data dictionary, flow diagrams, and tables. 10. Liaison: 6-9
11 a. Functional point of contact for coordination of application development and maintenance tasks with contractor lead; preparation of programming assignment documentation, as required. b. Prepare Data Processing System Requests (DPSRs) for mainframe systems and Project Change Requests (PCR) for all other systems in support of the Recruiting mission. 11. Web Services: a. Web Development (Content Oriented Information). b. Web Application (Process Oriented E-commerce). Determine which Page Masters should be authorized with write permissions and report when write permissions should be terminated; insure that information contained on the NAVCRUITCOM site conforms to existing Intranet/Internet policies and standards; ensure sites are Section 508, Handicap Accessibility compliant; liaison with code Page Masters to develop strategies for information delivery to headquarters and field elements; create web pages using content creation software, such as FrontPage (NAVCRUITCOM standard), Netscape Composer, Notepad, and Dream Weaver; overall responsible for updates and modifications to contents and links on the NAVCRUITCOM site; post unit information on the NAVCRUITCOM Intranet/Internet for Page Masters who are not authorized write permission; act as liaison between the NAVCRUITCOM codes and NAVCRUITDISTs when resources or training are needed; and represent N6 and act as Chairman of the Intranet/Internet Technical Working Group. INFORMATION ASSURANCE DIVISION (IA) (N63) Function. The Information Assurance Division is responsible for the information assurance program within a command, site, system, or enclave. The Information Assurance Manager (IAM) is responsible to the local IA command authority and Designated Approving Authority (DAA) for ensuring the security of an IT system, and that it is approved, operated, and maintained throughout its life cycle in accordance with IT system security certification and accreditation documentation. Additionally, this individual is responsible for creating the site accreditation package. The IAM functions as the command's focal point for IA matters on behalf of, and principal advisor to the DAA. 6-10
12 Major Responsibilities 1. Develop the IA Program. Approve all deviations from and inform the ODAA prior to approval of any deviation to the IAP. 2. Develop and maintain an organization or DoD information system-level IA program that identifies IA architecture, IA requirements, IA objectives and policies: IA personnel; and IA processes and procedures. 3. Ensure that incidents are properly reported to the ODAA and the DoD reporting chain, as required. 4. Act as the primary IA technical advisor to the ODAA and formally notify the DAA of any changes impacting the DoD information system's IA posture. 5. Obtain DAA signature on Memorandum of Agreements prior to connecting command Information Systems (i.e. LANs, WANs, MANs, stand-alone PCs, and laptops) to any external information systems. 6. Obtain authority from the DAA to operate information systems prior to implementation. A determination of an acceptable level of risk will form the basis for requesting authority to operate the system. 7. Ensure that information ownership responsibilities are established for each DoD information system, to include accountability, access approvals, and special handling requirements. 8. Ensure the development and maintenance of IA certification documentation according to DoD Instruction by reviewing and endorsing such documentation, and recommending action to the ODAA. 9. Maintain a repository for all IA certification and accreditation documentation and modifications. 10. Appoint the Information Assurance Officer (IAO) Staff in writing and coordinate appointments with the chain of command. Provide oversight to ensure that IAOs are following established IA policies and procedures. 6-11
13 11. Ensure that all IAOs and privileged users receive the necessary technical and IA training, education, and certification to carry out their IA duties. 12. Coordinate regularly with IAOs and Network System Administration Staff, who provide system-level INFOSEC support within the confines of the IAMs area of responsibility. 13. Ensure that compliance monitoring occurs, and review the results of such monitoring. 14. Ensure that IA inspections, tests, and reviews are coordinated. 15. Ensure that all IA management review items are tracked and reported. 16. Develop and ensure an ongoing Risk Management process is maintained during the life cycle of the Information System. 17. Review and approve the product development plan for new services and products. This includes a determination as to tailoring the level of effort for Risk Management and tasks applicable to the development process. 18. Ensure security violations are investigated and expeditiously resolved. Approve solutions within the IA policy. If necessary, deny access to affected systems. Inform the DAA via the chain of command of actions taken. 19. Ensure that virus attacks are resolved and reported to Navy Cyber Defense Operations Command (NCDOC). 20. Ensure that computer network attacks/intrusions are reported expeditiously to NCDOC per Computer Network Incident Reporting Procedures. 21. Conduct annual user awareness lectures as well as IA indoctrination briefs for all newly reporting personnel to ensure all users' are properly certified. 22. Provide training to the command Information Assurance Staff on Risk Assessment, security, test, and evaluation for accreditation/re-accreditation. 6-12
14 23. Review command On Line Surveys for documented Vulnerabilities. Plan, coordinate, and apply corrective actions to minimize vulnerabilities to an acceptable level or risk. 24. Ensure an effective procedure is in place to handle Information Assurance Vulnerability Alert (IAVA) and Information Condition (INFOCON) compliance and reporting. 25. Ensure that IS users' activities are monitored to verify compliance with security policies and procedures. 26. Hold a position as a Member of the Configuration Control Review Board (CCRB). NMCI SUPPORT DIVISION (N64) Function. Manage the Navy Marine Corps Intranet (NMCI) program at the NAVCRUITCOM to include Headquarters, NAVCRUITREGs, NAVCRUITDISTs, Military Entrance Processing Stations and NAVCRUITSTAs. Assist in the consolidation of information services through technology standardization and oversight of network operations in the NAVCRUITCOM. Major Responsibilities 1. Advise the Director, Information Technology and Communications Department on status of all NMCI matters. Manage NMCI Program functions to include: a. The transition to NMCI for all sites and individuals the program impacts. b. Periodic upgrade of existing NMCI workstations with new hardware to provide increased technological capabilities and performance for NMCI users. c. Invoicing of NMCI Services (computers, software, etc.), utilizing NMCI Enterprise Tool (NET) and emarketplace (emp). d. Asset Management and Inventory. To include: (1) Funding and managing annual budget. (2) Mod and Build-Out submissions. (3) Manage hardware and software. 6-13
15 (4) Blackberry management. (5) NMCI Missing, Lost, Stolen Devices (MLSD) management. e. Initiate and track NMCI trouble tickets. Provide desktop support to headquarter users. 2. Provide technical assistance and support to NAVCRUITDIST System Administrators. COMMUNICATIONS AND RESOURCE SUPPORT DIVISION (N65) Function. Responsible for the planning, budgeting, and execution of all Operation and Maintenance Navy and Other Procurement Navy funds authorized to the Department. Provide support to scheduling and quality control for all applications software placed in a production environment; and supports the other departments as the chief data administrator for all software within the command. Perform administrator functions including data element management, standardization and policy setting, and interaction with other commands for data sharing/standardization. Provide overall telecommunications management for the command. Major Responsibilities 1. Budget Management: a. Prepare Program Objective Memorandum (POM), NAVCOMPT, Secretary of Defense, and Presidential Automatic Data Processing (ADP) budgets. b. Prepare reclamas to answer all questions concerning the budget submissions. c. Formulate annual operating budgets and ceilings for the department. d. Monitor budget execution and track obligations and commitments against all contracts. e. Prepare all documents needed to secure contracts necessary for the department's mission accomplishment. 6-14
16 2. Telecommunications: a. All Voice and Data Communication in support of the command to include beepers and devices of that nature. b. Functions related to the Telecommunications Ordering and Pricing System (TOPS) including: Overall management review for ordering and billing of local voice service (NAVCRUITCOM wide); orders for service processing by NAVCRUITDISTs to GSA through TOPS; service order processing by GSA; service and support by the Local exchange carriers; oversight of analysis for fraud wastes and abuse; identify budget requirements for current and out years, identify any new requirements and potential funding source, and submit budget exhibits as required; monitor expenditures and conduct timely analysis to prevent over expenditure of budget. c. Maximize savings through best mix of support (commercial and/or Federal Telecommunication System (FTS2001) service). d. Non TOPS Voice ordering functions including preparation of funding documents for communications services. This includes service for FTS2001/MCI, local service, cell phones and pagers; assist the NAVCRUITDISTs in the conversion from FTS2000/ATT to FTS2001/MCI; receive and process the consolidated monthly FTS2001/MCI invoice by certifying and submitting to DFAS-SD for payment; process paperwork for new phones, accessories, lines etc.; trouble shoot line irregularities, handle trouble calls and phone issues for the command; maintain the Communications policy and guidance included in the Logistics Support Manual (LSM) for the HQ and NAVCRUITDISTs; and track the expenditure of communications charges by establishing and maintaining spreadsheets on the monthly charges. 3. Acquisition Configuration Maintenance: a. IT Hardware/Software Support contract oversight. b. Nationwide ADP equipment distribution. c. Manage the Navy Recruiting nationwide IT inventory database via the Defense Information Technology Management System (DITMS). d. Manage the laptop computer warranty program for all of NAVCRUITCOM. 6-15
17 e. Information Management Plan (IMP) consolidation and coordination. 4. Assist department directors with ADP Life Cycle Management. 5. Direct the supervision and training of military and civilian personnel assigned to the division. 6-16
