1 AA British Insurance Premium Index AA British Insurance Premium Index Quarter July 2013 The AA British Insurance Premium Index (Index) has been tracking the quarterly movement of car and home insurance since It measures the market average premium (an average of all quotes on a UK-representative basket of 'customers') as well as the five cheapest quotes for each 'customer' to provide the index. 2 AA British Insurance Premium Index Motor insurance premiums Quarter Car and home insurance premiums plummet Biggest ever annual car insurance premium drop Home premiums continue falling trend Motorists will welcome the biggest fall in car insurance premiums ever recorded by the AA's British Insurance Premium Index. The average quote for an annual comprehensive car insurance policy fell to , dropping 9.8% from in July Simon Douglas, director of AA Insurance, said: "This fall, the biggest the AA's Index has recorded since it started in 1994, is the sixth successive quarterly drop in premiums. It will be welcome news for hard-pressed motorists facing sharp fuel price increases." The quote is an average of the five cheapest premiums aggregated from the direct or broker channels and price comparison sites. "Insurers were facing a fast-widening gap between premium income and claims costs, largely driven by whiplash injury claims and fraud which saw very sharp premium increases between 2009 and 2011," Mr Douglas said. "That gap is closing and premiums are falling again thanks to competition, as well as improved fraud detection by the insurance industry and tightening of the law that is beginning to curb the number of spurious new whiplash injury claims. The news that hundreds of rogue 'no-win nofee' claims firms have been reined in is welcome and in part, falling insurance premiums reflect that.* "I hope that Britain's shameful reputation as being the 'whiplash claim capital of Europe' will now be put behind us. However, Mr Douglas says that the motor insurance industry still faces many challenges: for example bringing down the high frequency and cost of crashes involving young drivers and uninsured driving. 3 AA British Insurance Premium Index He also points out that the gender-neutral insurance environment, following a European Court of Justice ruling which came into effect last December, has seen premiums for young men falling while those for women have either remained static or have risen by much less than expected. "The background of falling premiums has helped insurers to more effectively manage the premium gap between men and women, although young drivers have fared least well. Some new and young women drivers will have seen a small premium increase, even after taking their no-claim discount into account." Mr Douglas expects premiums to continue falling but adds: "The cost of car insurance is still around double what it was six years ago." Car insurance winners and losers All ages have on average seen significant premium falls over the past year but those between 23 and 29 have seen the biggest fall, at 12.8% (to ). The smallest fall was among drivers aged over 70 at 3.9% (to ). Regionally, areas that have seen the highest activity from claims management companies have seen the biggest percentage drops over the last quarter: Granada 4.4% (to ), followed by London 3.5% (to ). 6 AA British Insurance Premium Index Home insurance premiums Quarter Home insurance costs carry on falling but flood agreement could reverse trend Average quoted premiums for home insurance have fallen again, particularly for buildings cover which has dropped for the fourth quarter in succession. The average quote for a home buildings policy fell by 5% over a year (2.6% over the past three months) to , representing the biggest annual fall recorded by the Index. The average quoted premiums for a typical contents policy fell by 2.1% over the quarter (3.8% over the year) to while the combined buildings and contents policy average fell 2.5% (5.8% for the year) to Simon Douglas, director of AA Insurance, says that home insurance continues to offer extremely good value for money. But he says he is concerned that the flood agreement, reached in principle between the government and the insurance industry early in July, could affect all home insurance policies. "While the details have yet to be thrashed out, I understand that the Flood Re agreement will see premiums for homes in flood-prone areas capped in line with council tax bands, making them affordable. "I do see this as very welcome news although primary legislation will be needed, as well as EU approval before the agreement takes effect, which will take time. "Claims will be met partly from insurers and partly from a 'flood reinsurance pool' which has to be funded from somewhere. The government is unlikely to underwrite the scheme (as happens in other European countries) so it seems likely that a levy of around 10 could be added to every home insurance policy." Mr Douglas suggests though, that while premiums are falling thanks to a competitive home insurance market, some of any potential levy could be absorbed. "But if there is a major flood disaster soon after the agreement is finalised that will lead to a sharp rise in home premiums, as happened after the 2007 disaster. "There's still a long way to go but the progress in helping flood-prone families, many of whom are seeing increasing risk from flooding, is very welcome news. 7 AA British Insurance Premium Index "After all, it is far better that flood potential is removed than go through the painful business of cleaning up after a disaster which is not just heart-breaking for the families affected but costly for insurers, local authorities, the economy and the government." Mr Douglas added that while some home owners might not be happy about bearing a little of the cost of covering flood-afflicted properties, there is a fast-increasing number of homes at risk of flooding through water run-off. "There is no doubt that the British weather is seeing greater extremes of rainfall affecting people who have never suffered flooding in the past.
