CHIC s Mission To leverage information technology to help member organizations save healthcare dollars, make healthcare providers more efficient and to provide the foundation for future innovation.
History of CHIC Created with federal funding received through Office of Rural Health Network Development in 1997 Incorporated as Non-Profit in Offices Duluth, MN and Minneapolis, MN 5 Service Lines: MIIC USAC GMTBI HIE-Bridge HealthBio
HIE-Bridge Health Information Exchange 2 Main Services: HIE-Bridge Connect Pull Information HIE-Bridge Direct Push Information
Comparison of Services HIE-Bridge Connect Pull of information through a query on network Implementation time varies from 6 to 20 weeks Access to Record Locator Service Secure network built with NwHIN Connect protocols Requires an EHR* HIE-Bridge Direct Push of information to known, trusted recipient Minimal implementation time Access to directory of all Direct addresses in the state Secure built with NwHIN Direct Standards Does not require an EHR Can be integrated into an EHR *HIE-BridgeView is available for those without an EHR system
Who Uses HIE-Bridge? Hospitals Ambulatory Clinics Behavioral Health Facilities Skilled Nursing Facilities Assisted Living Facilities Rehab Clinics Dental Offices County Local Public Health Home Health Organizations
Why Should I Use HIE-Bridge? To be compliant with Meaningful Use Stage 1 & 2 To be compliant with Minnesota s 2015 EHR Interoperable Electronic Health Record Mandate To increase patient coordination of care between providers To increase patient confidentiality by eliminating Protected Health Information shared via FAX To quickly access crucial medical records for better treatment decisions To increase office efficiency (less time spent on the phone looking for clinical information from others)
Use Cases Memory care patient moves to Montevideo to live with her son. Patient has 5 years of clinical records in Duluth. Patient needs to be seen by your neurologist. Provider logs into HIE-BridgeConnect and (with patient consent) immediately has access to clinical records from hospitals and memory care facility in Duluth, as well as list of current medications patient is taking. Cancer patient has been treated by local oncologist. Patient goes to Arizona for winter and contacts office asking for clinical information sent to oncologist in Mesa. Local oncologist logs into their EHR, which automatically launches HIE-BridgeDirect and all needed information is instantly sent to provider across the country. Unresponsive patient presents in ED. Besides a drivers license, there is no other information on the patient. While ED team is working to stabilize patient, simultaneously HUC launches HIE-Bridge Connect to find that patient is allergic to many meds that would otherwise be given. Correct meds are now able to be given and patient is admitted to hospital.
Greater Minnesota Telehealth Broadband Initiative Using broadband to support Telehealth 1. Conduct a broadband needs assessment 1. Review current broadband expenses 2. Review current capacity 3. Catalogue current applications & projects using broadband TIPS For Broadband: Healthcare applications and daily business activities require more capacity Plan for the future and not for the now
FCC Health Care Connect Fund Through GMTBI Broadband Discounted to 65% of costs for construction, hardware and recurring circuit connections for 3 years Why join the GMTBI? 65 participating healthcare facilities to-date including: Rural Hospitals Rural Clinics Urban Hospitals Community Mental Health Centers Centralize USAC filings and participate in non-profit consortia
GMTBI: What did we imagine? Minnesota network for statewide telehealth, health information exchange and healthcare applications Improved access to patient care in rural Minnesota Reliable and secure connectivity Network of networks Any provider connecting to any other provider Development beyond the initial pilot sites and across state boundaries
GMTBI Managed Health Care Broadband Network Connects all sites using MPLS Cloud Protects personal health information Maintains independence for connection service decisions Leverages pooled resources for purchasing Provides service and support for complex connections Three Points of Presence in regional locations
