4 About CCC Central Community College is a multi-campus community college serving a 25-county area in central Nebraska approximately 14,000 square miles with a population of more than 300,000. CCC offers 33 career and technical education programs with a focus on degree, diploma and certificate programs requiring two years or less to complete. The college also offers an academic transfer program for students who want to complete the first two years of a bachelor s degree before transferring to a 4- year college or university. In addition, the college offers classes in communities throughout its 25-county service area, online learning, and training and development for businesses, industries and other organizations. Central administration is located in Grand Island. Three main campuses are located in Columbus, Grand Island and Hastings. Educational centers are located in Holdrege, Kearney and Lexington. Additionally, CCC uses a variety of distance learning techniques to provide educational services in some 90 communities in its service area. The Drug-Free Schools and Communities Act The Drug-Free Schools and Communities Regulations Act (DFSCA) requires that, as a condition of receiving funds or any other form of financial assistance under any federal program, a college or university must certify that it has adopted and implemented a program to prevent the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees. In order to certify its compliance with the regulations, a college or university must adopt and implement a drug prevention program to prevent the unlawful possession, use, or distribution of illicit drugs and alcohol by all students and employees both on school premises and as part of any of its activities. Creating a program that complies with the regulations requires a college or university to do the following: Prepare a written policy on alcohol and other drugs. Develop a sound method for distribution of the policy to every student and IHE staff member each year. Prepare a biennial review report on the effectiveness of its alcohol and other drug programs and the consistency of policy enforcement. Maintain its biennial review report on file so that it can be submitted, if requested by the U.S. Department of Education, other entity or individual. Central Community College (CCC) Dean of Student and Enrollment Services conducted a review as required for the years 2013 and A hardcopy of this report is available at the Associate Dean of Student s offices on each of the three campuses. Campus Security & Fire Safety Report CCC publishes an annual Security and Fire Safety Report to comply with the requirements of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. The report is available at and is ed to students annually, referenced 1

5 in the student handbook and available at any Campus Associate Dean of Students Office. It is also available to anyone that applies for enrollment or employment. Compliance with the DFSCA Creating a program that complies with the regulations requires colleges and universities to do the following: 1. Annually distribute to each student and employee (all of these items are addressed in the Security and Fire Safety Report also known as the annual Clery Act report): Standards of conduct that directly prohibit the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees both on school premises or as part of any of its activities; A description of the applicable legal sanctions under local, State, or Federal law for the unlawful possession or distribution of illicit drugs and alcohol; A description of the health risks associated with the use of illicit drugs and the abuse of alcohol; A description of any drug or alcohol counseling, treatment, or rehabilitation or re-entry programs that are available to employees or students; and A clear statement that the institution will impose sanctions on students and employees (consistent with local, State, and Federal law), and a description of those sanctions, up to and including expulsions or termination of employment and referral for prosecution, for violations of the standards of conduct. 2. Conduct a biennial review to: Determine the effectiveness of its alcohol and other drug (AOD) programs; and Ensure sanctions are consistently enforced. Maintain its Biennial review report on file so that the College can submit it to the U.S. Department of Education if requested to do so. Report Objectives In order to meet compliance, the 2014 Biennial Review of the College s alcohol and other drug related policies and programs were conducted in February The objectives of the review as identified by the U.S. Department of Education include: Determining the effectiveness of and to implement any needed changes to alcohol and other drug programs, and, Ensuring that the disciplinary sanctions for violating standards of conduct are enforced consistently. Alcohol and Other Drug Program Goals CCC is committed to educating students, staff, and faculty of the dangers of abuse of alcohol and other drugs, to have appropriate information and resources to ameliorate such abuse, and to ensure that violators of the College s policy are subjected to appropriate enforcement regarding the inappropriate or illegal use or abuse of such substances. 2

6 As is the case for many universities and colleges across the United States, drug and alcohol awareness efforts directed to CCC students focus on harm reduction and prevention. At the same time, CCC fully supports those who choose to remain abstinent from the use of alcohol or other drugs, and it seeks to provide a broad array of activities that are alcohol and drug-free. More generally, the College is dedicated to attempting to change the culture of abuse that is so common among college and university students. Programming is offered at all three campuses. CCC Policy Addressing DFSCA CCC is committed to having alcohol free and drug free campuses. CCC policies and procedures are available on the Human Resources information pages on CCC s SharePoint site. The entire set of information pages on CCC s SharePoint site are available to faculty, staff and students. In compliance with the Drug-Free Schools and Communities Act, the following CCC policies are in place: CCC Policy: Drug-Free Workplace Policy The College affirms its responsibility and commitment to maintain a drug-free workplace. The College prohibits the unlawful manufacture, distribution, dispensing, possession, or use of controlled substances on College property or while conducting College business off College premises. The College Board of Governors require strict compliance to the Drug-Free Schools and Communities Act Amendment of 1989, Public Law , as the same may from time to time be amended. CCC Policy: Consumption of Liquor on Public Property Policy The College Board of Governors requires strict compliance with Neb. Rev. Stat and , as the same may from time to time be amended. CCC Policy: Drug and Alcohol Testing Policy It is the policy of the College that the use, possession or presence of alcoholic beverages or illegal drugs by employees while on duty and students, in a vehicle or on property owned or used by the College is prohibited. Employees or students shall not report for duty, be on College controlled property or at a College activity under the influence of any alcoholic beverage or illegal drugs. Violations of this policy will be governed by the College Drug and Alcohol Testing Procedure. For purposes of this policy, the term illegal drug means intoxicants and narcotics, marijuana or any other controlled substance as defined by Nebraska or Federal law. The term illegal drugs does not include any medication, which has been lawfully prescribed to be used by the student or employee. Violation of this policy shall be grounds for participation in an alcohol abuse program and/or the termination of employment or dismissal from the College. CCC Student Code of Conduct Items that Pertain to the DFSCA The entire CCC Student Code of Conduct is located in the CCC Student Handbook. Copies of the handbook are available at any campus Associate Dean of Students office and online. Central Community College s standards of conduct clearly prohibit the unlawful possession, use, or distribution of illicit drugs and alcohol by students and employees on its property or as part of any of its officially recognized activities. There is one exception to this rule; CCC s Board of Governors has authorized faculty and staff 3

7 working with the Hospitality and Culinary Arts program to purchase alcohol for the purposes of students using it as an ingredient for cooking. Below is a list of specific items in CCC s student code of conduct that pertain to the DFSCA. CCC Student Code of Conduct Student Non-Academic Conduct Item 8 Using alcoholic beverages (including the purchase, consumption, possession or sale of such beverages) or being under the influence of alcoholic beverages while on college property or at a college sponsored activity. CCC Student Code of Conduct Student Non-Academic Conduct Item 16 Possessing, using, selling, or distributing any type of controlled substance, such as drugs, on college property or at college functions or activities (not including possession or use of medications pursuant to a physician s prescription). This includes, but is not limited to, unlawful possession, use, or distribution of illicit drugs and alcohol on college property or as part of any of the college s activities. CCC Student Code of Conduct Student Non-Academic Conduct Item 20 Violating any local, state, or federal law, ordinance, or regulation: i. While on college property; or ii. While in the course of any college function or activity; or iii. Which violation adversely affects or adversely reflects upon the college s pursuit of its educational objectives. Potential sanctions are addressed in the CCC Student Handbook. Copies of due process procedures can be obtained from the Associate Dean of Students office or via the CCC website. Substance Abuse Results in Health Risks Numerous health risks have been identified with substance abuse (use of illicit drugs and excessive use of alcohol). Abusers can lose resistance to disease, develop physical and psychological dependence, become depressed, develop heart problems, contract infections, or become malnourished, physically exhausted, and even die. Reality is often distorted, reactions may be slower, and the risk of accidents can increase. Extended substance abuse can cause coma, respiratory arrest, and convulsions. Injected drugs increase the risk for infectious diseases such as hepatitis and AIDS. Body systems are affected. The liver, lungs, and heart are damaged. For women, there is an increase in birth defects associated with use during pregnancy. The advising offices on each campus have more in-depth information on the inherent health risks related to substance abuse. Specific Alcohol Related Health Risks The following information on health risk information related to alcohol consumption was taken from What Works: Schools Without Drugs, U. S. Department of Education (1992): Alcohol consumption causes a number of marked changes in behavior. Even low doses significantly impair the judgment and coordination required to drive a car safely, increasing the likelihood that the driver will be involved in an accident. Low to moderate doses of alcohol also increase the incidence of a variety of aggressive acts, including spouse and child abuse. Moderate to high doses of alcohol cause marked impairments in higher mental functions, severely altering a person s ability to learn and 4

8 remember information. Very high doses cause respiratory depression and death. If combined with other depressants of the central nervous system, much lower doses of alcohol will produce the effects just described. Repeated use of alcohol can lead to dependence. Sudden cessation of alcohol intake is likely to produce withdrawal symptoms, including severe anxiety, tremors, hallucinations, and convulsions. Alcohol withdrawal can be life-threatening. Long-term consumption of large quantities of alcohol, particularly when combined with poor nutrition, can also lead to permanent damage to vital organs such as the brain and the liver. Mothers who drink alcohol during pregnancy may give birth to infants with fetal alcohol syndrome. These infants have irreversible physical abnormalities and mental retardation. In addition, research indicates that children of alcoholic parents are at greater risk than other youngsters of becoming alcoholics. DFSCA Related Crime Statistics from Latest Clery Report The numbers below are the tracking of arrests and referrals made relating to alcohol and other drugs in the last three (3) years as listed in the Clery Report. (Please note, these stats are from as at the time of this report, the final numbers for 2014 are being tallied for the 2015 Annual Security Report which will be published on or before October 1, 2015). This information was included as these statistics have a bearing on the level of effectiveness of CCC s educational efforts related to the DFCSA. 5

12 Programs Addressing Alcohol and Drug Use and Abuse Alcohol-Free Activities CCC offers a broad range of alcohol-free activities (campus speakers, concerts, movie nights, leadership conferences,) that involve student clubs and organizations, academic opportunities, social programs, and others. Some of these activities specifically target evening audiences so as to divert high-risk evening drinking into pro-social activities. New Student Orientation All incoming students receive information at orientation from the Campus Associate Dean of Students that includes a review of policies, enforcement, sanctions, and safety related to alcohol and drug use and abuse. Resident Assistant Training All Resident Assistants (RA s) are trained prior to the beginning of each semester on the dangers of alcohol and drug abuse, how to recognize signs of abuse, how to help people connect with assistance, and instructed to report any signs of abuse to CCC administrators. Residence Hall Orientations At the beginning of each semester all students who reside in residence halls are required to attend an orientation during which information about the dangers of alcohol and drug abuse, how to recognize signs of abuse, and instructed to report any signs of abuse to CCC administrators. In addition CCC policy and the Student Code of Conduct are reviewed, including information pertinent to alcohol and drug topics. Analysis of Efficacy of Alcohol and Drug Use and Abuse Efforts At present, the only way available to assess effectiveness is in the count of offenses in the area of alcohol and drugs. Between 2012 and 2013, the number of alcohol violations/arrests across all 10

14 campuses decreased by15, in 2012, the total number was 60, and in 2013 the number was 45. In the area of drug arrests/violations, the 2012 total across all campuses was 16 and in 2013 it was 19. Therefore, results were mixed overall and far from conclusive. It would be very helpful to include an assessment component in future trainings/presentations related to alcohol and drug use and abuse. Recommendations are below to improve both training and to put measures in place for direct assessment of programming. Strengths of Alcohol and Drug Programming There is a large variety of programming available to students at CCC related to these topics and the programs are offered at all campuses. Content is addressed in new student orientation and annual notifications of required elements of CCC s rules and policies, prevention and assistance for persons who need help, the code of conduct and possible sanctions and other elements are included in the annual Clery Report. Weaknesses of Alcohol and Drug Programming It is difficult to assess weaknesses in detail as detailed information on attendance and student perception of the programming are not available. Included in the recommendations section of this report are recommendations to address these deficiencies and also to conduct a climate survey to address the needs of our campus communities. Analysis of Consistency of Enforcement All CCC students involved in drug/alcohol incidents were subject to the CCC student code of conduct. Depending on the facts of each case (some cases involved more violations of the student code of conduct than others), sanctions did vary, but the minimum sanction for a drug/alcohol violation was probation. Program Recommendations Provide programming specifically tailored for faculty and staff in order to raise awareness of the problem and how faculty and staff can help address it. Survey program participants to assess effectiveness and efficacy of training efforts Track numbers of participants in program events Conduct a climate survey related to drug and alcohol use and abuse on the three CCC campuses in order to assess training needs, as recommended by Ed. Establish a review committee in order to conduct future reviews and create reports. Alcohol and Drug Information and Related Services Counseling Resources (Available to Faculty, Staff, and Students) (Counseling, Treatment, and Rehabilitation) Central Community College has contracted with the Family Resource Center to provide a Student Assistance Program and the Employee Assistance Program, with assessment and counseling services oriented toward students for up to three counseling sessions per calendar year. Counselors are 11

15 available locally at Columbus, Grand Island, Lexington, Holdrege, Hastings and Kearney. Counselors will also be available at each campus for students one day per week. Scheduling for appointments on campus is handled by Family Resource Center. ADA Coordinator All employees, including those who do not qualify for Family Medical Leave, may be eligible for jobprotected leave or other reasonable accommodations under the ADA if they have a qualifying disability.
