None What is your strongest area of legal expertise? Litigation. I have tried jury and bench trials to verdict in Municipal, District, Superior and Federal District Courts and I have instructed law students and lawyers in trial advocacy for over twenty years. What recommendations do you have for improving court system funding and administration? Given the recent funding cuts, it may be necessary for the court system to look for new sources of revenue generation. I do not favor the courts paying for themselves because the people who come into the courts subject to assessments are often least able to pay. As funding reaches the crisis point the private sector may need to be engaged to pilot forward looking projects such as what may come from partnerships being formulated with the initiation of the Center for Children and Youth Justice. What actions have you taken in the last five years on issues regarding access to the judicial system? I have arranged for scholarships to trial advocacy seminars which I have taught for lawyers working in the non profit sector and I have provided trainings to public defenders and legal services lawyers. I have initiated a no cost seminar, then traveled to Colville, Washington to train lawyers representing low income people in civil and criminal cases so that the quality of the representation being provided would be improved. 8 What recommendations do you have for increasing access to the judicial system (Civil and Criminal)? The profession should continue to encourage lawyers and their firms to incorporate more pro bono representation into their firm billing requirements. Each Bar association should do its part in providing expanded legal clinic services following the model of the KCBA. Also, the Washington Young Lawyers program that provides legal services at a capped hourly rate should be expanded and young and older lawyers should be encouraged to participate. Finally the Bar should unite behind advocating for restored funding to legal services such as the Northwest Justice project and Columbia Legal Services. If a sitting Judge, what committees have you been appointed to and what are the significant accomplishments of those committees or yourself? If not, which committee assignments would you seek? N/A Have you reviewed the General Rule Definition of the Practice of Law, and the Practice of Law Board s Work? Do you have comments or ideas? Would you be in favor of the proposed Legal Technician Rule? This rule allows trained, tested and licensed nonlawyers to provide specifically defined legal services without supervision by a lawyer. Please explain. I have reviewed the Rule and the PLB s work. While I remain concerned about the failure of our profession to adequately serve the needs of our community I am not confident that the proposed Legal Technician Rule will have the desired effect of providing adequate low cost services in the family law area to those in need. The stakes in family law cases are high and litigants need to be well advised in the first instance or the cost in dollars and time to correct mistakes can be devastating to families. The current rule permits individuals with partial training to act in some matters independent of an attorney and with respect to other matters with unspecified levels of supervision. I also question how much cost savings there would be for the client given the cost associated with a supervising lawyer and given that that a Technician would need to have many of the office resources used by lawyers such as office space, research access, telephone, etc. Page 8 of 10 Rev New

As Program Director for the National Institute for Trial Advocacy I have directed scholarship money and teaching opportunities to minority lawyers. I have also made it a point to feature minority presenters in programs I have been responsible for. What are the main messages of your campaign? What is your campaign plan? How many doors have you knocked on to date, pieces of mail planned, budgeting, staffing? What is the fundraising goal for your campaign? How much have you raised to date? Why will you win? The main message of my campaign is that I bring over 30 years of broad legal experience to the bench. I ve tried civil and criminal cases in Municipal, District, Superior and Federal District Courts and I have handled appellate matters. I serve as a Judge Pro Tempore in King County Courts. I have taught hundreds of lawyers how to conduct themselves in court. to handle all Bench. I am fair and highly regarded by my colleagues. My extensive legal career and life experiences equip me uniquely to manage the many challenges presented to Superior Court judges. My campaign plan is to reach as many voters in King County through communication, attendance at legislative district meetings, events, and community forums. The size of King County prevents doorbelling, although I hope to participate in community events throughout the County. We are still determining the target mail plan. I expect I will need to raise $135,000 this election cycle. I have raised just about half of that. I have a combined paid staff and volunteer staff on my campaign.
