7 Amendments to the Fire Safety Systems (FSS) Code MSC 90 adopted amendments to the FSS Code by adding: a revised Chapter 6 on Fixed foam fire-extinguishing systems for machinery spaces, cargo spaces, vehicle spaces, ro-ro spaces and special category spaces, replacing the existing chapter, and; a revised Chapter 8 on Automatic sprinkler, fire detection and fire alarm systems These amendments enter into force 1 January 2014 SOLAS Ch. II-2/FSS Code 7
8 Free-fall lifeboat testing Regulation III/20 has been amended allowing simulated operational testing during renewal survey Operational testing of free fall lifeboat release systems either by free fall launch with only the operating crew on board or simulated launching, subject to lifeboat design The amendments enter into force 1 January 2014 SOLAS Ch. 9 Means of Rescue at MSC 90 Plans and procedures for recovery of persons from the water will be required for all ships Applicable to new ships with delivery on or after 1 July expected Existing ships shall comply by the first intermediate or first renewal survey of the ship to be carried out after 1 July expected Guidelines for the development of plans and procedures for recovery of persons from the water approved in principle, expected to be finally approved at MSC 91 Reg. 12 Use of Armed Security Personnel MSC 89 and MSC 90 MSC has recognized the continued and increased threat to commercial shipping by Somaliabased pirates and that this has led to the use of armed guards offering maritime security services for vessels transiting the high risk areas Considering the difficulties to identify reliable and professional services, the complex legal requirements governing the legitimate transport, carriage and use of firearms etc. MSC adopted: Resolution MSC.324(89) Implementation of Best Management Practice Guidance 1 - (MSC 89) Recommendations for flag States on the use of PCASP 2 - (MSC 89) Guidelines for shipowners on the use of armed security personnel (PCASP) 3 - Rev.2 (MSC 90) Guidelines for private maritime security companies (PMSC) 4 - (MSC 90) Guidelines for flag States on measures against Somalia-based piracy 5 - (MSC 90) In addition the International Standardization Organization (ISO) has been asked to develop international standards for PMSCs. 1 MSC.1/Circ.1337 Best Management Practices to Deter Piracy off the Coast of Somalia and in the Arabian Sea Area (BMP3) developed by the industry 2 MSC.1/Circ.1406 Interim recommendations for flag States regarding the use of privately contracted armed security personnel on board ships in the High Risk Area 3 MSC.1/Circ.1405/Rev.2 Revised Interim Guidance to shipowners, ship operators and shipmasters on the use of privately contracted armed security personnel (PCASP) on board ships in the high risk area 4 MSC.1/Circ.1443 Interim guidance to private maritime security companies providing privately contracted armed security personnel on board ships in the high risk area 5 MSC.1/Circ.1444 Interim guidance for flag states on measures to prevent and mitigate Somalia-based piracy 12
13 Passenger Ship Safety at MSC 90 MSC 90 adopted Res. MSC.336(90) containing interim operational measures aimed at enhancing the safety of passenger ships 1 : number of lifejackets on board (except for ro-pax) emergency instructions for passengers passenger muster policy access of personnel to the navigating bridge voyage planning A draft long term action plan was agreed, subject to the final outcome of the Costa Concordia investigation report 1 MSC.1/Circ.1446 Recommended interim measures for passenger ship companies to enhance the safety of passenger ships 13
14 Amendments to the IMDG Code and MARPOL Annex III MSC 90 adopted amendments to SOLAS Ch. VII and the IMDG Code including annexes with updated information of dangerous goods Regulation VII/4 now specifies which documents shall be available to parties involved when carrying dangerous goods in packaged form The amended IMDG Code comes into force 1 January 2014 The amendments may be applied on a voluntary basis from 1 January 2013 Similarly, MEPC 61 adopted a revised MARPOL, Annex III, Regulations for the prevention of pollution by harmful substances carried by sea in packaged form; enters into force on 1 January

MSC.290(87)) MSC 87 also adopted: International Goal-based Ship Construction Standards for Bulk Carriers and Oil Tankers (res. MSC.287(87)) Guidelines for the verification of conformity with GBS (Self-assessment and Audit) (res. MSC.296(87)) MSC/Circ.1343 Guidelines for the information to be included in a Ship Construction File (SCF).
