2 Background FVG Region policies Friuli Venezia Giulia Region have defined a model of integrated system of social and health services: -The promotion of home care and community based care through the partnership between Municipalities and Local Health Authorities and the involvement of the third sector; - Innovative models for integrated care: multi-dimensional and crosssectoral evaluation of needs, personal tailored project, integrated taking care - Innovative tools of local integrated health and social planning: Territorial activities Program (PAT) and Local Plan of social policy (PdZ, Piano di Zona) - Joint initiatives with research/innovation (ICT) and housing sectors
3 Background FVG Regional Innovation Projects in Welfare sector -Regional Law n. 26/2005 on Innovation, Scientific Research and Technology Development, Art.22, Innovation in the Welfare Sector; 15 projects/year on: Promotion of quality of life at home for elderly and dependent; Accessibility and automation of apartments with technologies (domotics); - Teleassistance and telemedicine; (Projects like Refreedom, Presto a casa, HelpKey TV,..) - ASPAD Project, Regional System Framework actitvies for the Promotion of Innovation, Home-care and Accessibility - Regional cluster TAV - Technology for Ambients of Life (AAL domain)
4 Housing: Innovation in the home care system Accessibility: experimentation (in 3 different places) of an evaluation system of accessibility of buildings on the basis of WHO-ICF approach (with the specific contribution of WHO FIC CC) Autonomy: Presto a casa/back home project, two domotic flats, one of them for training, the other one for temporary staying Regional Law 1/2005, art. 3, Promoting Indipendent living (Abitare possibile), advanced home care models for the elderly, 10 Municipalities involved so far Co-housing (Condominio solidale), promoting also intergenerational solidarity ICT: Regional Law on Innovation 26/2005, art.22 Innovation in the welfare system Regional network on ICT, and quality of life at home (among public and private partners) Regional services on tele-help, tele-assistance, tele-monitoring Community development: Local Plans for social policies (PdZ) Community foundations, new organizational model of PPP in managing and financing initiatives at local level for taking care of elderly and people with disability Advanced integrated home-care (formal care plus voluntering families as informal carers and community animators)

9 HELPS COMMON CHALLENGES 1. The access to information to overcoming practical obstacles preventing from leading healthy and active lives within the chosen living environment 2. The application of accessibility criteria in urban planning and housing design to reducing spatial segregation and facilitating life at home for all 3. The empowerment of human resources dedicated to in/formal homecare 4. The cross-cutting contribution of ICT to the individual autonomy, considered both in terms of wider access to technology and market potential 5. The involvement of local neighborhood communities in the development of forms of social citizenship to reconstructing social links based on reciprocity and solidarity 6. The sustainability and efficiency of care systems

15 HELPS PILOT ACTIONS 8 Pilot actions, one per country, have been initialized: AT, Weppersdorf: AAL solutions in integrated supervised flats CZ, Brno: innovative needs evaluation among elderly DE, Leipzig: adaptation and equipment of a sample flat for independent living HU, Debrecen/Budapest: training programs and tools for in/formal caregivers (WEBNURSE) IT, Trieste: Public Private Partnership for an integrated management of housing and homecare, co-housing initiatives and community welfare PL, Poznan: adaptation of open AAL platforms for social re/integration SI, Ljubljana: establishment of an Info Point to facilitate access to information and services SK, selected municipalities: intergenerational self-help groups at neighborhood level and AAL for informal care
16 HELPS PILOT ACTION IN FVG REGION: THE CITY OF TRIESTE Trieste is the regional capital city: a medium-size city ( Inhabitants on ) over65 people, 27,54% of the total population. Another crucial data: over65 people live alone (36% of the over65 population), and, among them, are over75 ( women and men). Sources: PdZ and Social Policies Department of the Municipality of Trieste
17 FVG Region PILOT ACTION Innovation in SOCIAL HOUSING and Home-care Private/public partnership for innovative housing and home-care models 2 experimentations in Trieste: -an innovative co-housing solution foresees that beneficiaries sign a formal Commitment for Solidarity. - the existing Montebello Project in a Public Residential Complex, testing advanced integrated home-care and de-institutionalisation processes with the development of a stronger community-oriented network, thanks to the commitment of volunteering families and local associations. Local actors involved: Municpality of Trieste, Local Health Authority of Trieste, Regional Housing Agency, ITIS (public social care institution), Fondazione Luchetta (community NGO)

Montebello experimentation (public housing stock) General objective: development of innovative and advanced solutions of community welfare through: Community and integrated home-care services; De-institutionalisation processes; Participatory needs assessment; Development of informal assistance services thanks to volunteering families; Promotion of social inclusion within the inhabitants.

20 FVG Region PILOT ACTION 2. Co-housing experimentation based on a solidarity contract Main elements: coexistence of different beneficiaries and different generations; independence and privacy are maintained (17 private flats) jointly with a shared commnunity spaces, with full accessibility criteria; building up a supportive local network for monitoring service and the promotion of mutual informal services (mutual help and integrated aid); Participatory process (focus groups) with beneficiaries and organizations staff for needs survey and criteria setting for social innovation; set of criteria for informal care that will be included in a Solidarity Contract.

22 Al servizio di gente unica SOME KEY RECOMMENDATIONS FROM HELPS PROJECT -One effective form of information is participation - it is strategic and useful to focus on the role of formal and informal caregivers and the set of interventions and actions required to enforce their skills, enabling them to connect more effectively to the needs of elderly and disabled people. The training of formal and informal caregivers is certainly the most effective means of coping with this challenge -it is important not only to design accessible homes, but also to guarantee accessible public spaces. There is a need for further reinforcement of the cooperation between residential housing companies and organizations, local associations and elderly citizens and other end users - To make technological innovations user-friendly, users involvement in all stage of ICT solutions design and implementation including regular evaluation of the end user s satisfaction is necessary This project is implemented through the CENTRAL EUROPE Programme co-financed by the ERDF
23 Al servizio di gente unica SOME KEY RECOMMENDATIONS -Interpersonal relations and intergenerational solidarity are one of the key conditions for developing new forms of informal care and solidarity among citizens and dwellers. Local authorities should support and promote partnerships that strengthen neighbourhood and community networks, also by establishing new formal tools - Social innovation for independent living cannot, therefore, prescind from a person-centred approach, but sustainability in this respect cannot prescind from organizational innovation, in which the vertical and horizontal integration of actors and functions appear to be necessary processes that must also be supported through the use of instruments of change management. - defining strategies and practices in the transition from institutional care to community-based care, sustainability is the key issue. Passing from experimentation to permanent policies is a big challenge in which sustainability will be the central theme in coming years.
