1 Minutes EMS BOARD MEETING June 22, 2011 The meeting of the Emergency Medical Services Board opened at 9:04 a.m. in the Iris Room at 227 French Landing Drive, Heritage Place Metro Center, Nashville, Tennessee. CALL TO ORDER/ROLL CALL Members of the Board present: Chairman Larry Griffin opened the meeting at 9 am. Roll call taken following members present. Timothy Bell, Susan Breeden, Richard Holliday, Kevin Mitchell, Dennis Parker, Robert W. Thurman, Jr., and Robert Webb were present. Eight members were in attendance quorum was established, Dr. Julie Dunn was recognized arriving at 9:20 am, Jeff Davis and James Ross were recognized arriving at 10:30 am. Eleven board members in attendance at 10:30 am, Dr. Sullivan Smith absent. Also present: Lucille F. Bond, Assistant General Counsel Donna G. Tidwell, Director of Emergency Medical Services Jackie W. Scanlon, Attorney for Michael Lynn, Lyles TN GREETING AND APPROVAL OF MINUTES: Chairman Griffin welcomed the board members and guests to the meeting. Chairman Griffin requested a motion to approval of the March 30, 2011 Board Meeting. Motion was made by Tim Bell to accept the minutes as written seconded by Susan Breeden. Motion passed. Amendment to the December 1, 2010 Minutes: Donna G. Tidwell, Director of EMS requested, the board accept a correction in the December 1, 2010 minutes to reflect the board s approval of the retirement of Richard Land s EMS call number 7. This was presented and inadvertently left out of the minutes. Tim Bell made a motion to approve the amendment seconded by Kevin Mitchell, e motion passed.

2 REPORT FROM THE TENNESSEE PROFESSIONAL ASSISTANCE PROGRAM: Elaine Eaton, Assistant Director of the TNPAP presented the Monitoring and Referral Statistical Report for July 1, 2010 through May 31, Ms. Eaton presented the data that was requested by the Board at the March meeting. The report included reasons for referrals, sources for referrals, number of evaluation and number that lead to signed agreements, number of discharges and reason for discharge. REPORT FROM THE OFFICE OF GENERAL COUNSEL: Lucy Bond, Board Attorney reviewed conflict of interest document with Board Members. Rules Ms. Bond amendments relating to Air Ambulances have been signed by the Attorney General and being prepared in Office of General Counsel (OGC) for forwarding to the Secretary of State for signing. The Rule amendments relating to Scope of Practice, Personnel Licensure and Education are currently under internal review in OGC. Litigation Matters Ms. Bond reported thirteen (13) open cases in the Office of General Counsel for the EMS Board. Case review for additional complaints will be conducted in July. Legislation Ms. Bond reported three (3) statutes that have passed have an affect EMS. Public Chapter 361 extends EMS until 2016, Public Chapter 364 designation of Level IV trauma centers, and Public Chapter 270 which allows certain health providers including paramedics and EMT s to test arrested persons who have exposed officials or others to blood or other bodily fluid. CONSENT ORDERS: Vital Care Medical Transportation, LLC, License 10083, Lafollette, TN A consent order on Vital Care Medical Transportation, LLC was presented to the Board to include stipulation of Grounds for Discipline. The Stipulations of Fact were sufficient to establish that the Respondent had violated the following statues or rules which are part of the Act, TENN. CODE ANN , et seq., and TENN. COMP. R. & REGS., , et seq., for which disciplinary action by the Board is authorized. The respondent during the months of August and September 2010, allowed an EMT-IV to participate in fifty (50) ambulance runs on a lapsed license. The Responded for purpose of avoiding further administrative action with respect to this cause agrees to the PROBATION of its license to engage in the practice of emergency medical services in the State of Tennessee (license number: 10083) for three (3) months, effective immediately upon ratification of this Order by the Board and agrees to pay a Civil Penalty of two thousand five-hundred dollars. Tim Bell made a motion to accept the Consent Order as written Dennis Parker seconded the motion. The motion passed with roll call vote. Thomas Wayne West, EMT-IV 36777, Jackson, TN A Consent Order on Thomas Wayne West was presented to the Board to include stipulation of the

3 Grounds for Discipline. The Stipulations of Fact were sufficient to establish that the Respondent had violated the following statues or rules which are part of the Act, TENN. CODE ANN , et seq., and TENN. COMP. R. & REGS., , et seq., for which disciplinary action by the Board is authorized. While employed by Eagle Medical Services in Jackson, TN respondent was involved in an accident while operating an ambulance. The Respondent s post accident drug test result was positive for marijuana. The Respondent was terminated from his employment. The Respondent for purpose of avoiding further administrative action with respect to this cause agrees to have his license to practice in the State of Tennessee SUSPENDED and to undergo an evaluation with TNPAP. Should the evaluation recommend a contract with TNPAP the Respondent agrees to sign a contract with TNPAP, at which time the Respondent s license will be placed on PROBATION. Should the Respondent s contract with TNPAP be extended, the term of probation of Respondent s license will also be extended to the new term of the TNPAP contact. The Respondent agrees to complete his TNPAP contract requirements and agrees that any violation of said contract will constitute a violation of this Order. Should the evaluation not recommend a contract with TNPAP, the Respondent s license will be placed on PROBATION for a period of no less than three (3) years. Susan Breeden made a motion to accept the Consent Order as written and seconded by Dr. Julie Dunn.. Motion passed with a roll call vote Kevin Gary McCants, EMT-IV 36275, Morristown, TN A Consent Order on Kevin Gary McCants was presented to the Board to include stipulation of the Grounds for Discipline. The Stipulations of Fact were sufficient to establish that the Respondent had violated the following statues or rules which are part of the Act, TENN. CODE ANN , et seq., and TENN. COMP. R. & REGS., , et seq., for which disciplinary action by the Board is authorized. While employed by the Morristown Fire Department, the respondent was involved in an accident while operating an engine for the Morristown Fire Department. The Respondent s post accident drug test result was positive for marijuana. The Respondent was terminated from his employment. The Respondent for purpose of avoiding further administrative action with respect to this cause agrees to have his license to practice in the State of Tennessee SUSPENDED and to undergo an evaluation with the TNPAP. 4 Dennis Parker made a motion to table the Consent Order until the Division could obtain records concerning reinstatement of the expired license of the respondent seconded by Dr. Julie Dunn. The motion passed with a roll call vote. I Care EMS of Polk County, Inc., License 10119, Ducktown, TN Robert Webb recused himself from the hearing. A Consent Order on ICare EMS of Polk County, Inc. was presented to the Board to include stipulation of the Grounds for Discipline. The Stipulations of Fact were sufficient to establish that the Respondent had violated the following statues or rules which are part of the Act, TENN. CODE ANN , et seq., and TENN. COMP. R. & REGS., , et seq., for which disciplinary action by the Board is authorized. The Respondent during the month of August 2010, allowed an unlicensed Paramedic to participate in twelve (12) ambulance runs. The Paramedic was licensed in another state and had applied for Tennessee licensure; however his application was not complete at the time. The Respondent for purpose of avoiding further administrative action with respect to this cause agrees to pay a Civil Penalty in the amount of one thousand, two hundred dollars ($1,200.00) for twelve ambulance runs in which the service allowed an unlicensed person to participate, effective the date of ratification of this Order by the Board. Dennis Parker made a motion to accept the Consent Order as written and seconded by Dr. Julie Dunn. The motion passed with a roll call vote. This concluded the Consent Orders with the exception of Joseph M. Brown, EMT-B 25507, Memphis, TN and Dustin Shane Crabtree, EMT-IV 35808, Oneida REQUEST FOR RECONSIDERATION Salih Abdul-Haqq Zaid, EMT-B 28414, Memphis, TN request for reconsideration of denial of authorization for Licensure Richard Holliday recused himself from the hearing. Donna G. Tidwell, Director of Emergency Medical Services discussed the reason for denial by the Division as the Board reviewed the application file documents. The Board questioned Ms. Tidwell regarding compliance of the September 17, 2008 Consent Order. Ms. Tidwell stated that Mr. Zaid had not complied with the Consent Order which placed his license on PROBATION for 3 years for duration of Probation Respondent must submit Criminal Background Check every 12 months and; must notify EMS Division of all current places of employment while on probation. Ms. Tidwell stated that one of the documents was a NOTICE OF SUSPENSION from the Department of Human Services due to non compliance with an order of child support on October 17 th, The Board interviewed Mr. Zaid. Mr. Zaid stated that he paid his child support and is current; he also stated he did not think that he had to send in those items since the Child Support order was issued after the Order from EMS. Mr. Zaid stated that he had all his continuing education up to date and he was willing to provide documents to show compliance of EMS Board order. Tim Bell made a motion to DENY until in compliance and return back to the Board for review and seconded by Robert Webb. A roll call vote was taken. Motion passed. After a lengthy discussion over several items regarding Mr. Zaid s request Tim Bell made a motion to

5 have the Division handle reviewing the documents, confirm compliance that Mr. Zaid met all requirements for approval of Licensure motion seconded by Robert Webb. Motion passed with a roll call vote. 10:40 AM Chairman Griffin informed the board with the arrival of Administrative Law Judge Mary M. Collier presiding over the contested hearings. Ms. Elizabeth Miller, the Court Reporter was present for contested cases. CONTESTED CASE Michael W. Lynn, Paramedic 14965, Lyles, TN At the request of Judge Collier a roll call of board members present was conducted. Judge Collier also confirmed Donna G. Tidwell, Mr. Lynn and Frank J. Scanlon, Attorney of Nashville representing Mr. Lynn were all present. Judge Collier read the charge to the Board and began the hearing by calling Mr. Scanlon to open. Mr. Scanlon opened for Mr. Lynn with a statement requesting reinstatement of his Paramedic license. Mr. Lynn s license was REVOKED on March 24, 2010 by this Board. Mr. Scanlon stated that Mr. Lynn has made application for reinstatement of his revoked license. He stated Mr. Lynn had completed reinstatement requirements passing NREMT paramedic assessment examination and paid all required fees for licensure. Lucy Bond, the Assistant General Counsel made her opening statements and presented Exhibits to the Board. Ms. Bond read the FINDING OF FACT on or about March 24, 2010 the Petitioner entered into a consent order with the board in which he agreed to the REVOCATION of his license due to misappropriation of narcotics from his employer and personal use of the drugs. The petitioner applied for reinstatement of his licensure as an EMT-PARAMEDIC in Tennessee pursuant to T.C.A , et seq. On or about March 30, 2011, Mr. Lynn appeared before the Board and requested reinstatement. The Board DENIED his application. The Board denied Mr. Lynn s request for reinstatement of his license. Mr. Lynn timely filed a letter to APPEAL the Board s decision to deny his application for licensure. Mr. Scanlon and Ms. Bond gave closing statements. Judge Collier read the charge to the Board and turned deliberations over to Chairman Griffin and the Board. After much discussion Kevin Mitchell made a motion of the Findings of Facts as presented from the order and seconded by Robert Thurman. The motion passed with a roll call vote. Jeff Davis made a motion to accept the Conclusions of Law as presented from the order and seconded by James Ross. The motion passed with a roll call vote. Kevin Mitchell made a motion to REINSTATE Mr. Lynn s license with the conditions effective upon the date of entry of the Order with the Administrative Procedures Division. The Respondent s license shall remain on PROBATION for the duration of his TNPAP contract. The Respondent shall complete a Division approved ethics course within six (6) months of the effective date of this Order and shall submit documentation of such to the Division s administrative office. The Respondent shall perform twenty (20) hours of Community Service by providing lectures and education to EMS Personnel during in-service and/or students in EMS classes during the period of his probation and provide documentation of said Community Service to the Division s administrative office.

6 The Respondent shall obey all laws of the State of Tennessee and a violation of this Order shall constitute a separate violation of the Emergency Medical Services Practice Act, T.C.A , and is grounds for further disciplinary action by the Board. This is a formal disciplinary action and will be reported to the Health, Integrity and Protection Data Bank (HIPDB) and/or similar agency. Motion was seconded by James Ross. The motion passed with a roll call vote. Dr. Julie Dunn made a motion to accept the Policy Statement read by as follows; Whereas it the responsibility of this Board to ensure that the citizens of the State of Tennessee receive appropriate care, it is the policy of the Tennessee Emergency Medical Services Board to require strict compliance with the laws of the State of Tennessee. It is also the policy of the Board to apply the law so that we preserve the quality of EMS. Each case is based upon its own merit, testimony, evidence, and special circumstances. While the Board does not condone or endorse drug use or theft, the Board does realize that people make mistakes, and for this reason, we have made our decisions in this case. The Motion was seconded by Robert Thurman.. Motion passed with a roll vote. This concluded the Contest Case of Michael W. Lynn, Paramedic 14965, Lyles, TN EMS Board recessed for Lunch 12:45 1:45 PM Chairman Griffin called board to session. Chairman Griffin recognized the presence of Administrative Law Judge Mary M. Collier and Ms Elizabeth Miller, the Court Reporter for continuation of contested cases. CONTESTED CASE Keith Wade Large, Paramedic 21941, Tazewell, TN At the request of Judge Collier a roll call of board members present was conducted. Judge Collier also confirmed Ms. Bond and Ms. Tidwell and Elaine Eaton of TNPAP were present. Judge Collier confirmed Mr. Keith Wade Large was not present. Ms. Bond presented the documents of notices of charges mailed to Mr. Large and Certified Receipts. Dr. Julie Dunn made a motion to hear the case by DEFAULT, seconded by Richard Holliday. Motion passed with a roll call vote. Ms. Bond stated on December 15, 2009 the Board ordered Respondent s license suspended for (6) six months and ordered Respondent to undergo an evaluation by the Tennessee Professional Assistance Program (TNPAP) and to follow any and all TNPAP recommendations. The ordered required the Respondent to appear before the board to provide proof of compliance and continuing recovery. On March 9, 2010, the Respondent informed TNPAP that he was either unwilling or unable to follow its recommendations and TNPAP closed his file. On September 22, 2010 the Respondent appeared before the Board and requested that it reconsider the discipline imposed on his license. On September 22, 2010 the Board voted to continue the suspension of the Respondent s license and ordered him to seek an alternative evaluation from another TNPAP evaluator. The Respondent has discontinued all communication with TNPAP and has not been evaluated by another TNPAP evaluator. The Respondent has violated the terms of the Board s Order. James Ross made a motion to accept the Finding of Facts as read from the Order and seconded by Kevin Mitchell. Motion passed with a roll call vote.

7 Jeff Davis made a motion to accept the Conclusions of Law as read from the Order and seconded by Susan Breeden. Motion passed with a roll call vote. James Ross made a motion to REVOKE the license for a minimum of two (2) years, effective upon the date of entry of this Order with the Administrative Procedures Division and if the Respondent reapplies for a license to practice as an emergency medical technician in the State of Tennessee, he must appear before the Board motion seconded by Jeff Davis. Motion passed with a roll call vote. Tim Bell made a motion to accept the Policy Statement presented as follows; Whereas it is the responsibility of this Board to ensure that the citizens of Tennessee receive appropriated care, and all EMS personnel comply with the rules and regulations of this Board, it is necessary that we take action in the case. Sufficient proof has been developed by the State which is clear, concise, and convincing that in this case a pattern of on-going and continuing unprofessional conduct persists. For this reason, we have taken the action that we have taken. The Tennessee Emergency Medical Services Board can neither condone nor endorse personnel violating the Tennessee EMS Practice Act. Motion seconded by Kevin Mitchell. Motion passed with a roll call vote. This concluded the Contest Case of Keith Wade Large, Paramedic 21941, Tazewell, TN This concluded the contested cases. Judge Collier and Ms. Miller left the meeting. CONSENT ORDER Joseph M. Brown, EMT 25507, Memphis, TN Earlier the Board tabled the hearing on the case. Richard Holliday had been excused following the contested case. Jeff Davis and James Ross were recused. A consent order on Joseph M. Brown was presented to the Board to include stipulations for the Grounds for Discipline. The Stipulations of Fact were sufficient to establish that the Respondent had violated the following statues or rules which are part of the Act, TENN. CODE ANN , et seq., and TENN. COMP. R. & REGS., , et seq., for which disciplinary action by the Board is authorized. The Respondent was employed as an EMT-B had been administratively placed on inactive status for failure to meet renewal requirements. The Respondent knew his license had been placed on inactive status, but he willfully and knowingly continued to ride on fire trucks as part of the crew without informing his employer of his inactive status for 22 months before reinstating his license. The Respondent agrees to a REPRIMAND to his license his license to practice as an EMT-B in the State of Tennessee and agrees to pay a civil penalty of two thousand, two hundred dollars ($2,200.00). The REPRIMAND and CIVIL PENALTY are formal disciplinary action and will be reported to the HIPD. Payment shall be made within thirty (30) days of ratification of this Order. Dr. Julie Dunn made a motion to accept the Consent Order as presented seconded by Dennis Parker. Motion passed with a roll call vote. Dustin Shane Crabtree, EMT-IV 35808, Oneida Richard Holliday and Dr. Smith were both absent.

8 A Consent Order on Dustin Shane Crabtree was presented to the Board to include stipulations of the Grounds for Discipline. The Stipulations of Fact were sufficient to establish that the Respondent had violated the following statues or rules which are part of the Act, TENN. CODE ANN , et seq., and TENN. COMP. R. & REGS., , et seq., for which disciplinary action by the Board is authorized. While employed by Vital Care Medical Transportation of LaFollette, TN the Respondent s license to practice as an EMT-IV expired. The respondent renewed his license; however the Respondent continued to practice as an EMT-IV for Vital Care Medical Transportation as an EMT-IV for approximately fortyfive (45) days on an expired license. For the purpose of avoiding further administrative action with respect to this cause, the Respondent agrees to a REPRIMAND to his license to practice as an EMT-IV in the State of Tennessee. The Respondent further agrees to pay a civil penalty of two hundred dollars ($200.00). Dr. Julie Dunn made a motion to accept the Consent Order as written seconded by James Ross. Motion passed with a roll call vote. AGREED ORDER Allen O. Mason, II, EMT-Paramedic 14695, Lancaster, TN Richard Holliday and Dr. Smith were both absent. An Agreed Order on Allen O. Mason was presented to the Board to included stipulations of the Grounds for Discipline. The Stipulations of Fact were sufficient to establish that the Respondent had violated the following statues or rules which are part of the Act, TENN. CODE ANN , et seq., and TENN. COMP. R. & REGS., , et seq., for which disciplinary action by the Board is authorized. On January 14, 2010, the Respondent entered a conditional guilty plea in the Criminal Court for Sumner County, Tennessee, with one count of Obtaining Drugs by Fraud, two counts of Theft Under $500, two counts of Forgery, and one count of Official Misconduct. For the purpose of avoiding further administrative action with respect to this cause, the Respondent agrees to the SUSPENSION of his license to engage in the practice of emergency medical services in the State of Tennessee (license number: 14695) for one (1) year, effective immediately upon entry of the Order with the Administrative Procedures Division. The Respondent furthers agrees to pay a civil penalty in the amount of five hundred dollars ($500.00) to be paid within thirty (30) days. The Respondent further agrees that within thirty (30) days of the effective date of this Order, he shall undergo an evaluation approved by TNPAP, if he has not already done so, and comply with the recommendations of said evaluation. If the results of the evaluation required TNPAP monitoring agreement, the Respondent must obtain and maintain the advocacy of TNPAP until such time as TNPAP submits a report that Respondent is safe to practice emergency medical services in Tennessee without continued monitoring by TNPAP. During the time that Respondent is required to maintain the advocacy of the TNPAP he shall: Cause TNPAP to issue quarterly reports to the Board s administrator detailing Respondent s compliance with terms of the TNPAP contract: a. Comply with all recommendations of TNPAP b. Cause TNPAP to submit a report when and if Respondent is able to safely practice emergency medical services in Tennessee without continued monitoring by TNPAP.

9 Upon lifting of the suspension, Respondent agrees that his license to practice emergency medical services in the State of Tennessee shall be placed on PROBATION, for three (3) years beginning the effective date of lifting the suspension. Jeff Davis made a motion to accept the AGREED ORDER as written seconded by James Ross.. Motion passed with a roll call vote. PROGRAMS APPROVALS Southeastern Institute Donna Tidwell presented the Accreditation Site Survey Basic Emergency Medical Technician for Southeastern Institute, at 3055 Lebanon Pike, Suite 300, Nashville TN 37214, Programs Director Richard Collier, Medical Director Dr. Coery Slovis. Ms. Tidwell reported the program at Southeastern Institute was found to be in compliance in accordance with Emergency Medical Services Rules and Regulation for Emergency Medical Technician IV Training Programs. Therefore the Division recommends initial accreditation of EMT-IV training program for approval Kevin Mitchell made a motion to approve the initial Accreditation of Southeastern Institute for EMT IV training. Seconded by Susan Breeden. Motion passed with a voice vote. Volunteer State Community College Healthcare Center of Emphasis Donna Tidwell presented the Accreditation Site Survey or Critical Care Paramedic Training Program for Volunteer State Community College Healthcare Center of Emphasis, 1408 Nashville Pike, Gallatin, TN 37066, Program Director Kyla Webb, RN, and Medical Director Dr. Jeremy Brywczynski, MD. Ms. Tidwell reported the program at Volunteer State Community College Healthcare Center of Emphasis was found to be in compliance in accordance with Emergency Medical Services Rules and Regulation for Critical Care Paramedic Training Programs. Therefore the Division recommends initial accreditation of Critical Care Paramedic Training Program for approval Jeff Davis made a motion to approve the initial Accreditation of Volunteer State Community College Health Center of Emphasis, seconded by Dr. Julie Dunn. Motion passed with a voice vote and Tim Bell abstaining. Dyersburg State Community College Donna Tidwell presented the Institution Approval Survey for Paramedic Training for Dyersburg State Community College, 1510 Lake Road, Dyersburg, TN, 38024, Program Director Tom Coley, and Medical Director Loren Crown, MD. Ms. Tidwell reported the program at Dyersburg State Community College EMT Paramedic program was found to be in compliance in accordance with Emergency Medical Services Rules and Regulation m13 for Critical Care Paramedic Training Programs. Therefore the Division recommends full accreditation of Dyersburg EMT- Paramedic Training Program for approval. James Ross made a motion for full accreditation of Dyersburg State Community College EMT Paramedic Program seconded by Susan Breeden.. Motion passed with a voice vote. COMMITTEE REPORTS-STANDING COMMITTEES Air Ambulance Committee Donna Tidwell introduced Robert Byrd, Chairperson for the Air Ambulance Committee to the Board. Mr. Byrd reported the committee met on June 14, The Committee decided to review the new rules

10 that were in the Secretary office for signing and should be signed before the next meeting scheduled for on September 27, 2011 at 10:00am. Clinical Issues Committee Donna Tidwell introduced Dr. Holley as Chairperson for the Clinical Issues Committee. Dr. Holley discussed the last meeting and stated the next meeting is August 10, 2011 at the EMS Conference Room. Committee on Ambulance Services Donna Tidwell introduced Brandon Ward as Chairperson for the Committee on Ambulance Services. Mr. Ward discussed the Committee s work completed pertaining to the Rules and Regulations he stated the work had by give to OGC for review. Mr. Ward stated that he hopes to present them at the September Board Meeting for the Boards review. Mr. Ross made a motion seconded by Kevin Mitchell to have the Ambulance Service Committee look into requirement for Ambulance services to conduct random drug screens annual on EMS Personnel. Motion passed with a voice vote. Education Committee Donna Tidwell presented and discussed the approved minutes of the March 29, 2011 Education Committee meeting. Ms. Tidwell also presented the NREMT License Examination Report ending June 22, 2011 by the schools in the for First Responder, EMT and Paramedic programs. Ms. Tidwell answered question from the Board regarding the pass/fail percentages. Trauma Care Advisory Council Donna Tidwell introduced Robert Seesholtz, Trauma Program Manager. Mr. Seesholtz thanked Dr. Julie Dunn for all the hard work as Chairperson of the Council this last year. Mr. Seesholtz discussed the site visits to Wellmont Holston Valley Hospital, Wellmont Bristol, and Johnson City Medical Center. Mr. Seesholtz thanked all that participated in the site visit. Mr. Seesholtz submitted the approved minutes from the December 2, 2010 Council Meeting and discuss the actions with the Board. Volunteer Services Ad Hoc Committee Donna Tidwell introduced Jackie Wilkerson Chairperson of the Volunteer Services Ad Hoc Committee reviewing the fee schedule in the rules. Mr. Wilkerson reviewed with the Board the report which had been sent to all board members for review prior to Board meeting. Mr. Wilkerson stated the report was a result of a survey sent to the seven (7) Volunteer Services licensed in TN with four (4) responded to the survey of the following four (4) questions: 1. How is your service funded? Donations or Other 2. What percentage of your funding is from Donations? % 3. Do you charge for Transports? Yes or No 4. Number of Runs last year? Currently Volunteer Services pay 50% less that than other licenses services. On average the Division spends approximately 7-8 hours per service to Inspect, Audit and completing required paperwork. This does not include costs associated with time in travel, fuel, or vehicle maintenance of state vehicles. It is the recommendation of the Committee to leave the fees as they are. No action was taken by the board. Ambulance Services Licensure

11 New Colors for Services Jackie Wilkerson informed the board of the need to have a board approved policy to ensure color and marking scheme are in accordance with EMS Rules and Regulation (2)(3) for new licensed service and currently licensed services wishing to change their color and marking scheme. The Division has received request from eight (8) services in the last few months. Policies Mr. Wilkerson presented the policy of Exterior Marking of Ambulances with new Vehicle Identification Numbers (VIN) which has been approved by Director Donna Tidwell. This Policy is requested to be approved by the Board. Purpose: Policy: Interpretation of Rule (3) General Vehicle Requirements, adopted by the EMS Board in March 2009 and effective August 24, 2010, specifically to deal with vehicle markings. Ambulances permitted with new vehicle identification number (VIN) to a Service having license in Tennessee, pursuant to Chapter 140 of Title 68 shall comply with all exterior markings set forth in the Division of Emergency Medical Services, General Rules (3). This rule shall apply to all remounted vehicles, including external painting, without regard to the KKK-A-1822 specifications in place at the time of original unity construction. Robert Thurman made a motion to approve the Policy seconded by Jeff Davis. Motion passed with a roll call vote. Mission Life Line Jackie Wilkerson discussed the Mission Life Line task force which is lead by the American Heart Association. There was discussion of survey results was completed win the Primary 911 services as the request of the task force as to the availability for services to obtain and 12 lead transmissions. Currently around 60% of those services reporting are transmitting and with 75% of those reporting the services have capabilities to obtain 12 lead but not able to transmit. EMS DIRECTOR REPORT Donna Tidwell reviewed the EMS Statistical Report with the Board. She stated that licensed personnel are still growing in all areas as well as new services being licensed. Ms. Tidwell discussed the upcoming Table Tops Meetings in Lebanon, Tennessee on June 29 & 30. Ms. Tidwell reviewed the pass few months of terrible weather that hit the State. In West Tennessee the floods were unrelenting and the destructive tornadoes in East Tennessee that hit Chattanooga area the EMS Services responding to these events are to be commended for they professional response. NEW BUSINESS Request from Respiratory Care Board Donna Tidwell reported the Respiratory Care Board is requesting that the Emergency Medical Board appoint one or two of it Board Members to the Ad Hoc Committee on Respiratory Care Committee. Chairman Larry Griffin appointed Tim Bell and James Ross to the Ad Hoc Committee. Larry Griffin made a motion to adjourn and seconded by Dr. Julie Dunn at 4:03 PM.
