1 Guidelines for Content grants Round /18 Please read these grant guidelines before you apply. The grant guidelines include important information about this grant category including what you can use the grant for and the criteria used by the appropriate assessors to assess your application. These guidelines apply to Content projects only. Grant guidelines for Specialist Radio Programming funding can be found here. Please note, funding for Content projects is limited by available funding levels. 1. What is the objective of the Content grant category? Content grants aim to support the development, production and distribution of original content via Australian community radio and/or television broadcasters and associated platforms. Original content is content that has never been broadcast before. This can include new episodes of existing programs. This year we are particularly looking to: increase community participation and diversity in community broadcasting and/or support high quality and creative content production 2. Who is eligible to apply? You can apply for a Content grant if you are a current or prospective community broadcaster producing content for broadcast by a recognised community broadcasting station. While the application process is open to any producer, the grant itself must be managed by an eligible organisation listed below. We encourage you to negotiate an auspice agreement with any auspice organisation you work with. Eligible organisations include: a community radio station with a long term or temporary licence a community television station an incorporated non-profit community broadcasting sector organisation a Remote Indigenous Media Organisation or Remote Indigenous Broadcasting Service an incorporated not-for-profit organisation producing video content with an agreement for broadcast via a licensed community broadcasting entity or recognised community broadcasting aggregator / distributor such as community television online platforms Incorporated not-for-profit organisations auspicing applications for program groups broadcast on a community radio station. Community broadcasting sector organisations provide services and resources for the sector. A station with a temporary licence must have been on air for at least two years cumulatively prior to applying.

2 Guidelines for Content grants What conditions apply? The production must be first broadcast by a recognised community broadcasting organisation and continue to be made available to that organisation upon request. Permission should be sought from the community broadcasting organisation to rebroadcast content on alternate platforms. You must acknowledge the CBF s financial support as detailed on the CBF website You must ensure a sample of the production is made available for publication on the CBF website. The CBF will not acquire a copyright interest in funded content. The owner of copyright in a work is the creator unless the creator has assigned copyright in advance, such as through a presenter s, employment, auspice or broadcast agreement. If the content you re proposing is about Indigenous peoples or culture, please refer to the CBF Indigenous Engagement Protocols [link to be provided]. 3. What types of activities can you apply for? You can apply for any content-specific project for broadcast on: licensed community radio station community television online platforms associated with a community radio or television station aggregating / distribution services associated with community broadcasting Organisations seeking support should demonstrate how they will address one or both of the funding objectives above, such as: Increasing community participation and diversity in community broadcasting by: o increasing the amount of local content produced at your station o demonstrating strong engagement with community services such as local councils, cultural organisations, community groups, schools, emergency services, Indigenous groups, migrant and refugee services, or sporting organisations o encouraging multiple contributors, and diversity of gender and cultural background in the production and/or presentation of the content o increasing the representation of women and young people on air o undertaking outreach projects to encourage new and emerging communities to broadcast on the station. Support high quality and creative content production by producing: o resource-intensive radio content, which may include a high proportion of spoken word content or live music recorded by the station o resource-intensive video or audio content, such as a fictional series and long-form documentary o radio content primarily for national distribution or by many stations 2

3 Guidelines for Content grants o o content of national significance or content that raises the profile of independent community media content that encourages increased multiplatform engagement such as podcasts, social media, digital radio, live events, art forms and online distribution. You may apply to be considered for multi-year funding support. If your request is accepted, you will be required to provide additional information such as more detailed budgets and planning documentation. How much can you apply for? You can apply for any number of program / content production projects and there is no limit on how much you can apply for. Applicants should note that assessors will take the value represented by your proposal into account in their assessment scores. Small-scale proposals have a simpler application and reporting process. Proposals are competitively assessed against proposals requesting a similar level of support: Under $10,000 More than $10,000 Each individual proposal requesting $50,000 or more within your overall application must demonstrate financial contributions from other funding sources, such as other funding partners, sponsors, fundraising or financial contributions from your organisation s own resources. The proportion of the co-contribution may be considered in assessment. Such contributions are in addition to any in-kind or volunteer support. 5. What are the priorities in this grant category? The Content Grants Advisory Committee (CGAC) will apply the following priority weightings on assessment scores from: regional organisations (5%) low income organisations with limited capacity to fund initiatives (5%). These applicants will receive a weighting on their assessment score as described in section 8 below. An applicant may qualify for both weightings. 3

4 Guidelines for Content grants 6. What can you use the grant for? Content development and distribution costs directly associated with the production and delivery of a specific program or project, such as: project specific wage support: presenters, producers, cast, crew, project management, technicians program specific needs: research materials, music and copyright purchases, relevant projectspecific insurance such as defamation insurance for a special broadcast event, travel, marketing, development resources, TV studio hire, venue hire, small equipment, equipment hire, catering, materials for set design, costumes and props, make-up, interpreters, subtitles and captioning, program specific training, phone/internet costs, program website costs, production support and facilities organisational support: administration costs for funded projects (up to $1,000 per project). 7. What can't you use the grant for? Ongoing specialist program costs (Indigenous, Ethnic, RPH programs), which can be applied for as a Specialist Radio Programming component of your Content Grant application Operational costs, training, or equipment which can be applied for as part of a Development & Operations grant application Costs incurred prior to 1 July 2017 Overseas travel Costs that could be met by an organisation s in-kind contribution such as studio hire fees and admin staff work time Contingency costs. 8. How will this application be assessed? Your application will be competitively assessed on its merits. Each proposal within your application will be read by panels of people drawn from the CGAC and from our assessor pool. You may suggest that assessors with a particular cultural background, gender or skill set would be the most appropriate to read and score each of your projects within your application against the criteria below. The CGAC will consider assessment scores and comments for each proposal within your application on its merits and in the context of your overall proposal and make recommendations to the CBF Board. Your application may receive part support, i.e. some project proposals within your application may be supported and some may not. 5 Guidelines for Content grants This project will be assessed on the following basis: Weighting Criteria Example application form question 40% Idea - the application is putting forward a reasonable proposal or concept for which there is a demonstrated need. The proposal meets one or both of the objectives of the grant category. 30% Impact the application will have a demonstrable, positive outcome for the station / sector / community. 30% Implementation the application shows that you can complete the project, demonstrating clear planning and good value for money. What would you like to do and why is it important? How will you increase community participation in community broadcasting? Demonstrate how your proposal will produce high quality and creative content. Who will the proposal benefit? How will you measure its success? How will the proposal be carried out? Who will be involved? Provide details of the Budget. Hint: how will you promote the project? Note: Supporting documents provided will also be considered against relevant grant criteria. Your entire Content Grant application will be considered by the CGAC on the basis of: aggregated assessment scores for each proposal priority weightings to be applied to the score for each proposal on the following basis (Applicants may qualify for both weightings): o Regional Stations (+ 5%) o Stations with an average annual income less than $100,000 over the past 3 years (+ 5%) the number of projects funded per organisation the total funding amount requested per organisation the diversity of content funded each round, including a balance between support for local content and content produced for many stations or for national distribution the total funding available in each round. 9. What should you include in the application? The application will include: a summary of primary contact and organisational details, a brief summary of each Content project request (in your order of priority) project details - applicants attach and complete details for each proposal. most recent Annual Report and financial statements, even if you have supplied this information to the CBF previously 5

6 Guidelines for Content grants Applicants are strongly encouraged to include the following supporting documentation: a demo or pilot program clear and detailed Project Budgets for each proposal documentaries: a story pitch outline video projects: a production schedule and either a synopsis, step outline, beat sheet or treatment non-station entities: a letter from a recognised community broadcasting station demonstrating their commitment to broadcast the production. Applicants are encouraged to supply a letter of support from any external partners supporting your proposal. If the project is currently available through a distribution service applicants are encouraged to provide evidence through links or attachments that outline this. 10. How will you report on the grant if the application is successful? You will be required to submit a grant report. The grant report details what happened with the proposed activity (successes, learnings, outcomes) and includes any information required by the special conditions of your grant agreement. The grant report will show that the funds were expended as per the approved grant budget in your grant agreement. You will need to keep records of all grant expenditure. An office holder at your organisation will be required to certify that the grant funds have been expended as per your grant report. We may require an Auditor to sign a form declaring that grant funds have been expended as per the approved grant budget in your grant agreement. Any variation to the approved grant budget required should be requested in writing during the funding period. Grant expenditure variations must be approved in writing before a grant report is submitted. You must acknowledge the CBF s financial support as detailed on the CBF website. 6

7 Guidelines for support for Specialist Radio Programming Please read these grant guidelines before you apply. The grant guidelines include important information about this grant category including what you can and can t use the grant funds for. These guidelines apply to Specialist Program content only. Grant guidelines for other Content project funding can be found here. Please note, funding for Specialist Radio Program support is limited by available funding levels. 1. What is the objective of Specialist Radio Programming support? Specialist radio programming refers to new episodes of ongoing, regular programs that deliver a specific service, not otherwise provided by broadcasters, to a local community. This funding support is designed to encourage stations to carry specialist radio programming and assists with the maintenance and development of specialist programming content in community broadcasting to meet the needs of particular communities: o RPH programs to serve people with a print disability, in accordance with the specific conditions outlined in section 4. o Ethnic programs to serve a defined local ethnic community, in accordance with the specific conditions outlined in section 4. o Indigenous programs, in accordance with the specific conditions outlined in section Who is eligible to apply? A community radio station with a long term or temporary broadcast licence Incorporated not-for-profit organisations auspicing applications for program groups broadcast on a community radio station. A Remote Indigenous Media Organisation or Remote Indigenous Broadcasting Service 3. Who is not eligible to apply? An applicant seeking support for TV content should apply for programming support under Content grants. A community radio station broadcasting RPH programs within the broadcast 'footprint' of an existing RPH service (predominantly in metropolitan areas). o Check here to see if your station operates with the broadcast footprint of an existing RPH service.

8 Guidelines for Specialist Radio Programming 4. What conditions apply? All specialist programs must: be on air by the start of the upcoming funding period (1 January or 1 July) be produced locally programs originating elsewhere for local re-broadcast are not eligible be broadcast regularly, at least fortnightly between 6am 1am (i.e. not overnight) for the entire funding period be at least 30 minutes long, with a minimum of 80% specialist programming material including culturally relevant music have a minimum of 40% of the program which must be spoken word content or musical content broadcast live or recorded by the station and covers social, cultural and political issues of importance to the relevant community, and news and information relevant to cultural and language maintenance, with an emphasis on local perspectives. Specific specialist programs requirements: An Indigenous program broadcast on a non-indigenous licensed station must be produced and presented by an Indigenous person or group An Indigenous program broadcast on an Indigenous licensed station must be produced and presented by an Indigenous person or group and; must include 50% Indigenous language content and/or content produced and distributed within a remote Indigenous community An Ethnic program must be produced and presented by a person or group of people broadcasting to a defined local ethnic community which has input into the content of the program. The program s spoken language must be at least 50% in a language other than English except where English is the native or common language of the cultural community (e.g. Irish, Indian) or where the program is produced and presented by people under the age of 30. Spoken word content must be no more than 25% religious content. A Multicultural program must be produced by a group of at least 3 broadcasters from differing language/cultural backgrounds and address issues of multiculturalism, identity, settlement, etc. It can be in any language. An RPH Program must conform with RPH Australia's Protocol for RPH broadcasting. Note that: o sponsorship announcements, music, standard news bulletins such as National Radio News (NRN), and other items not specific to the needs of people with a print disability do not qualify as RPH content o all printed items shall be read in full. Material shall be presented with an appropriate identification of: the publication, edition, date of publication, page number and author's name. In no circumstances shall the text be varied or any editorial comment be offered in relation to an item. Note: CBF representatives may review your programs in accordance with the grant guidelines and may require the return of funds associated with non-compliant programs in this grant category. Please ensure every program you are applying for is eligible for funding support. You can find more information about the CBF s Monitoring Policy here. 8

9 Guidelines for Specialist Radio Programming Specific applicant requirements: Applicants must meet with presenters and program contributors (either in person or via teleconference) prior to application at least once per funding period, to ensure: everybody understands and commits to complying with the grant guidelines requirements for Specialist Radio Programming support throughout the funding period everybody understands and agrees to the funded items requested everybody is aware of their grant expenditure record keeping requirements broadcasters are sufficiently supported by stations and incorporated organisations to provide interesting and relevant content for local communities broadcasters and station representatives have an opportunity to discuss any issues and maintain an open dialogue to include specialist programmers in the overall station community. Each grant application will require the date of your most recent meeting and a list of attendees and their contact information. CBF representatives may request a copy of the written minutes from this meeting and may contact presenters and program contributors directly at any time. You can find a template agenda/minutes for such a meeting here. 5. How much can you apply for? There is no set limit on the total amount you can request for Specialist Radio Programming support, however overall funding is limited. You can apply for resources needed to produce the eligible specialist programming identified in your application. You might not receive the full requested grant amount due to limited available funds. All eligible requests will receive support if they are considered reasonable in comparison with the guide below, your previous requests, requests from other applicants in this grant round and funds available. Your grant budget should detail proposed expenditure for each type of specialist program (aggregated by program type: ethnic, Indigenous or RPH) including additional funds toward program development costs for new program groups. Guide for how much to apply for: Infrastructure/small equipment up to $750 per program, and up to $5,000 per station per program type Program materials up to $1,000 per station per program type Subscriptions/news sources up to $120 per program Music up to $720 per program, and up to $5,000 per station per program type Local travel up to $500 per program, and up to $2,000 per station per program type Program marketing up to $600 per program, and up to $1,200 per station per program type Program website costs up to $200 per program, and up to $2,000 per station Conference registration up to $2,000 per station per program type Broadcaster meeting expenses up to $1,000 per station per program type 9

10 Guidelines for Specialist Radio Programming Community/broadcaster engagement: administration/consultation fees for the station up to $250 per program as a transitional measure Indigenous program wages up to $75 per hour of programming Applicants may request funding in Round 1 for a twelve-month period (July to June), which will be paid in two instalments with payment of the second instalment contingent upon receipt and approval of a grant progress report covering the initial six months (July to December). The second payment may be reduced if funded programming has ceased or is no longer eligible for support. Applications submitted in Round 2 may include new programs and/or amendments to ongoing program support to reflect any programming changes made in the July to December funding period only (six months). 6. What can you use the grant for? Costs relating directly to program production and community/broadcaster engagement, including: infrastructure: small equipment, storage devices (i-pod, USB drive, etc.) program specific needs: reference materials, news sources, music, localised program related travel, program marketing and events, program website costs community participation: conference registration (e.g. NEMBC), broadcasters meeting expenses community/broadcaster engagement: administration/consultation fees for the station funding requests for Indigenous programs may include wages/honorariums for presenter, producer, contributor fees 7. What can't you use the grant for? You cannot use the grant for other organisational costs that don't relate to the production of the program, including: operational costs, training, or equipment which can be applied for as part of a Development & Operations grant application overseas travel payment of membership fees access/airtime fees costs incurred prior to 1 July 2017 costs that could be met by an organisation s in-kind contribution such as studio hire fees and admin staff work time contingency costs. 10

11 Guidelines for Specialist Radio Programming 8. What does the Content Grants Advisory Committee look at when assessing your application? The Specialist Radio Programming components of a Content Grant application are not competitively assessed. Applications that meet the following criteria will receive support: Eligible program your program is eligible for funding as defined above Objective your program contributes to the ongoing maintenance and development of either RPH, Ethnic or Indigenous community broadcasting Completeness the information you have provided including attachments listed on the application form is sufficient for the committee to assess your application Previous reporting you have met all reporting requirements for previous CBF grants Budget the budget items requested are considered reasonable in comparison with your previous requests, requests from other applicants in this grant round and funds available. The approved budget section of your Grant Agreement may vary from your application request. 9. What should you include in the application? For New Programs, a full program audio sample, an example running sheet and an explanation of the services the program provides to the relevant community A clear budget for each specialist program type (Indigenous, RPH and Ethnic) you are applying for.
