1 RFQ: Remotely Operated Vehicle Request for Quote: Remotely Operated Vehicle May 16, INTRODUCTION Industrial Economics, Incorporated (IEc) is seeking a qualified subcontractor(s) to provide a Remotely Operated Vehicle (ROV) to support deep ocean research in the Gulf of Mexico. The research is scheduled to be completed during the timeframe spanning June 15 th through July 15 th in the northern Gulf of Mexico, and will revolve around video and sample collection using an ROV. A vessel for this cruise is being procured separately. The cruise will target collection of data and information at mesophotic reefs occurring along the continental shelf edge in approximately 60 to 90 m depth. 2.0 STATEMENT OF WORK / SPECIFICATIONS The Subcontractor will provide an ROV for service in the Gulf of Mexico between approximately June 15, 2014 and July 15, The exact dates of service, mobilization days, and at-sea days will be determined based on vessel and ROV availability. It is anticipated that the port of call for the cruise will be Gulfport, MS; but ports including Panama City, Pensacola, Mobile, and Pascagoula also would be considered. For purposes of this RFQ, please designate the port of call assumed for pricing purposes. 2.1 Technical requirements of the ROV include: Must be able to handle currents of 1.5 knots without losing station. Must have at least one manipulator with a spatially correspondent 5- or 7-function manipulator arm; though two multi-function manipulator arms is preferred. Must have a biobox for storage of samples with either a self-opening top; or if the biobox requires it, a second manipulator arm for opening and closing the biobox. Must have minimum four 200 watt, 5,500 kelvin LED lighting, min. 135 v X 77 h flood. Must have forward-looking HD video camera with the following specifications: o HD of at least 1920 x o Surface-controlled pan, tilt, zoom, focus control. o Mounted low on the ROV. o HD video overlay should include depth, time, and date. Latitude and longitude are also desirable. o At least 10 X zoom. o At least one pair of parallel lasers for scaling; spread-beam lasers are preferred, but point lasers are sufficient. Must have at least one digital still camera and lighting with the following specifications: o At least 18 megapixel resolution. o At least one pair of parallel lasers for scaling; spread-beam lasers are preferred, but point lasers are sufficient. o If one camera is provided it must be mounted on a surface controlled pivot to allow for both forward and down-facing imaging; or if two cameras are provided, the 18 megapixel camera must be mounted for forward-facing imaging and a second camera of at least 10 megapixel resolution must be mounted for down-facing imaging. Must have multibeam imaging sonar with tilt. Page 1 of 3

2 RFQ: Remotely Operated Vehicle Must have CTD. Must have ethernet bus. Must be portable, able to launch from a standard scientific vessel with a 20 foot, 5,000 lbs. weight capable A frame. Must be controlled and supported from a ROV control van (to also be provided by bidder) with a footprint not exceeding 8 by 20 ; and ROV van must be able to provide video feed out to a remote video observation station on board the vessel. Must have a USBL navigation system, of TrackPoint IIC capability or higher, with transducer head, control box, and pingers (capable of tracking ROV in 150m depth or less). Must be 150m depth capable without a supporting winch. Must be available for service in the Gulf of Mexico between June 15th and July 15th, Must be capable of operating 12 hours/day with a three person crew, for a minimum 10 continuous at-sea days. As alluded to above, the vendor must provide an ROV control van with a footprint not exceeding 8 by 20, and will be responsible for delivering the ROV and van to a port of call in the Gulf of Mexico yet to be determined. The vendor must also be responsible for supplying a USBL navigation system for ROV tracking. Finally, the vendor will be responsible for providing all necessary ROV-related staff on the cruise. The vendor must be fully self-insured and provide proof of insurance meeting the requirements of the Special Provisions, Annex A; and the vendor must be willing to sign standard liability waivers for operating on board the oceangoing vessel. 3.0 TERMS AND CONDITIONS By submitting the quote, and if selected to provide the items required by this RFQ, offeror agrees to accept and conform to the Special Provisions detailed in Annex A. 4.0 RESPONSE Bidders must provide a detailed description of the ROV s size and specifications and a description of how the proposed ROV meets all of the specific requirements detailed in Section 2.0 above; as well as a description of the ROV control van and its specifications. Bidders must provide fully burdened day rates including all associated service, labor, and travel costs for mobilization days in port, and at-sea days. Bidders must also provide a single line item total cost for any and all shipping and transport of the ROV and van to and from a port of call in the Gulf of Mexico. Finally, the quote must include a description of relevant liability insurance carried by the bidder, as well as any insurance or liability waiver requirements. Quotes must be submitted via in.pdf format to procurement@indecon.com on or before 2:00 PM ET, May 26, Questions in regard to this RFP may be submitted in writing via to procurement@indecon.com by 2:00 PM ET, May 21, EVALUATION CRITERIA IEc anticipates making one award for the work described in this RFQ. The award will be made based on best value as determined by IEc. In determining best value, IEc will consider qualifications, availability, pricing, relevant experience, past performance, and capacity among other factors. IEc may, at its sole Page 2 of 3

4 ANNEX A Special Provisions IEc RFQ: Remotely Operated Vehicle INDEMNIFICATION Subcontractor shall indemnify and save IEc, its officers and employees harmless from and against any and all claims, demands, damages, liabilities, losses, suits and judgments (including all costs and expenses incident thereto) for injury to or death of any person or by reason of damage to property occasioned, wholly or in part, by an act or omission of Subcontractor, its lower-tier subcontractors, agents, or employees, including any and all expense, legal or otherwise, incurred by, suffered by, accrued against, charged to or recoverable from IEc arising out of or relating to the Work; provided, however, that Subcontractor shall not be liable for injury to persons or property caused by the sole negligence of IEc, its agents and employees. Neither IEc nor any of its directors, officers, agents, Subcontractors, or employees will be liable to the Subcontractor for consequential, incidental, indirect, special or punitive damages, including loss of use of property or lost profits, whether such liability arises out of contract, including breach of warranty, or tort. The contractor is required to comply with applicable federal and state workers compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer s liability section of the insurance policy, except when contract operations are so commingled with a contractor s commercial operations that it would not be practical to require this coverage. Employer s liability coverage of at least $100,000 shall be required, except in states with exclusive or monopolistic funds that do not permit workers compensation to be written by private carriers. (b) General liability. (1) The contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. (2) When special circumstances apply in accordance with FAR (b), Property Damage Liability Insurance shall be required in the amount of [to be determined]. Page 1 of 3

5 ANNEX A Special Provisions IEc RFQ: Remotely Operated Vehicle (c) Automobile liability. The contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. (d) Aircraft public and passenger liability. When aircraft are used in connection with performing the contract, the contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability, and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater. (e) Vessel liability. When contract performance involves use of vessels, the Contractor shall provide, vessel collision liability and protection and indemnity liability insurance as determined by the Government. H DEDUCTIBLES UNDER REQUIRED INSURANCE COVERAGE COST REIMBURSEMENT (APR 2010) (a) The contractor is required to present evidence of the amount of any deductibles in its insurance coverage. (b) For any insurance required pursuant to , Insurance Coverage, the contractor s deductible is not allowable as a direct or indirect cost under this contract. The Government is not liable, and cannot be invoiced, for any losses up to the minimum amounts of coverage required in paragraphs (a) through (d) of clause If the contractor obtains an insurance policy with deductibles, the contractor, and not the Government, is responsible for any deductible amount up to the minimum amounts of coverage stated. (c) If the contractor fails to follow all procedures stated in this subsection and in FAR (g), any amounts above the amount of the obtained insurance coverage which are not covered by insurance will not be reimbursable under the contract. H DEDUCTIBLES UNDER REQUIRED INSURANCE COVERAGE-FIXED PRICE (APR 2010) When the Government is injured, wholly or partially as a result of the contractor s actions and such actions are covered by the insurance required by , Insurance Coverage, the Government is entitled to recover from the contractor the full amount of any such injury attributable to the contractor regardless of a deductible. The Contracting Officer may offset the amount of recovery against any payment due to the contractor. ADDITIONAL INSURANCE COVERAGE REQUIRED (a) Marine Liability. Contractor shall use its best efforts to ensure that any Contractor or Subcontractor owned cargo, equipment and supplies is adequately insured by the appropriate level of Marine Cargo Insurance including coverage for all risks of direct physical damage or loss to such cargo, equipment and supplies in transit to be included in the Work. (b) Protection and Indemnity ( P&I ). Contractor shall use its best efforts to ensure that the deployed vessel is adequately insured by the appropriate level of P&I Insurance including coverage for all risks of direct physical damage or loss associated with the deployed vessel to be included in the Work.
