3 A RESOLUTION BY COUNCILMEMBER(S) WINSLOW A RESOLUTION BY COUNCILMEMBERS CLETA WINSLOW AND IVORY LEE YOUNG, JR. AUTHORIZING THE DEPARTMENT OF PUBLIC WORKS, IN CONJUNCTION WITH THE ATLANTA UNIVERSITY CENTER, TO CONDUCT A PEDESTRIAN, PARKING AND TRAFFIC CONTROL STUDY FOR THE NEIGHBORHOODS AND STREETS ADJACENT TO THE ATLANTA UNIVERSITY CENTER; AND FOR OTHER PURPOSES. WHEREAS, the Atlanta University Center District encompasses a group of the country' major institutions of higher learning for African Americans; and, WHEREAS, located we t of Atlanta' central business district, the six colleges of the Atlanta University Center include: Atlanta University; Clark, Morehouse, Morris Brown and Spelman Colleges; and the Interdenominational Theological Center; and WHEREAS, the communities around the Atlanta University Center have experienced a rash of violent crimes (robbery, gun violence, etc.), and more recently the death of a Morehouse student; and WHEREAS, earlier last year the City Council President convened a Campus Safety Roundtable to discuss safety concerns, best practices for campus safety, and solutions to ensure the safety of students as well as residents in this area; and WHEREAS, the elected officials of this area are keenly aware of the proliferation of crime and violence being perpetrated on unsuspecting residents and students and are planning to take action to make this problem go away; and WHEREAS, the lack of adequate lighting, foot/bike/horse patrol, call boxes and other preventative measures are not readily available in this area which could be a deterrent to crime; and WHEREAS, the citizens of Atlanta and the Atlanta University Center District would greatly appreciate a comprehensive review of this to determine what is needed to combat this rash of crime that has invaded their neighborhoods. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ATLANTA, GEORGIA that the Department of Public Works hall conduct a pedestrian, parking and traffic control study for the neighborhoods adjacent (Mitchell Street to the north, Fair Street to the south, Joseph Lowery to the we t and James P. 5 .a BE IT FURTHER RESOLVED, that the study will make recommendations that include but are not limited to: defining the parking study area, identifying public and private parking facilities available for the Atlanta University Center visitors, identifying traffic congestion patterns and associated solutions (i.e. one way streets, speed humps etc.), intersection improvements (lighting, striping, signalization, other traffic calming measures, etc.) BE IT FURTHER RESOLVED, that the recommendations and best practices identified from the Campus Safety Roundtable be implemented to combat the proliferation of crime that has plagued this area AND FINALLY BE IT RESOLVED, that all resolutions and parts of resolutions in conflict herewith be and are hereby waived in this instance only.
