4 Developing an organization demands enormous efforts, hard work and constant engagement. It is an ongoing never-ending process to change and improve in an environment of rapid changes. The Armenian Red Cross organisational development aims to enhance efficiency, effectiveness and sustainability of its service delivery to vulnerable communities. Its programmes and activities cover a wide range of issues, encompassing disaster preparedness and response, health and social care and development programmes in support of poor and distressed people. Youth volunteers are the backbone of Red Cross work. They help the National Society expand its presence much wider into the community and run successful programmes to assist thousands of vulnerable people in need. Volunteers also play an important role in strengthening sustainability of Red Cross services. The Armenian Red Cross has 2,500 volunteers across the country. A big majority of them are young, enthusiastic and committed people who want to make the world a better place to live in. The Red Cross activities provide young volunteers with opportunities to experience the realities of the country, contribute to the society they live in, broaden their horizon, meet their peers and gain professional, as well as interpersonal skills. To maximise the impact of their commitment and hard work on vulnerable communities, volunteers need constant support to improve their technical competence. With the assistance of partner national societies from Germany, France, Switzerland, Spain and Austria, the Armenian Red Cross has organised a number of youth activities and programmes to recruit and train more young volunteers. In 2002 and 2003, the US Government supported a Red Cross project to raise ecological awareness among the population. However, in a country with a widespread poverty, collapsed economy, poor social and health care, and thousands of people on the edge of survival, it is a challenging task to motivate and retain them. To strengthen sustainability of its services, the Red Cross initiated a resource development project supported through the Federation s Capacity Building Fund in The project aimed to generate income through sale of promotional items and organisation of a youth club. The Red Cross is committed to continue this activity with commitment of its volunteers. The role of the Red Cross youth has become a vital element in the Red Cross capacity building. The Federation will continue to support the Red Cross to make volunteers more valued members of the organisation. The plans envisage the formation of youth boards and the development of more effective volunteer management system so that Red Cross can effectively harness the inspiration that exists among its volunteers. These initiatives will be supported by Norwegian Red Cross youth delegates who will work in Armenia through a bilateral youth exchange programme under the coordination of the Federation s Regional Delegation. Various youth projects will also be implemented to provide support to vulnerable people and raise awareness of humanitarian issues Problems and needs Young Armenians are among those who have suffered the most from the country s years of tragedy. Due to harsh socio-economic situation in the country, many of the young people have to work hard to support their families and stay alive, instead of pursuing their education and enjoying happy childhood or adolescence. The worst affected by the dramatic changes in Armenia, that followed the collapse of the Soviet Union, are displaced children, disabled youth and orphans. In addition to other hardships, they have to experience isolation, discrimination and humiliation from the rest of the society. These children, who are the future of the country, have no hope for the future. Main problem: Youth are extremely vulnerable to socio-economic difficulties, violence, discrimination and apathy. They are traumatised and deprived. Page 4

Monitoring and evaluation The monitoring of the project will be carried out by a joint Armenian Red Cross, Norwegian Red Cross youth delegates and Federation monitoring team with support from the Federation s Regional Delegation through random visits to regional and community branches and analysis of monthly progress reports from the national society. The project is based on fun and togetherness. After the external funding ends, Red Cross volunteers will continue to visit handicapped children and organise various activities with them. Some training that does not require big financial resources will continue too for project beneficiaries. Finally, young people are the best ambassadors for any community initiative and their involvement will, hopefully, inspire commitment in others. Page 14
