The aircraft arrived at the airfield exactly at 5:30 p.m., PAF spokespers o n Col. Enrico Canaya said. T h e s e c o n d C-295 with tail number 140 departed from Spain last Sept. 8 and was flown in by pilots of Airbus Defense and Space. The PAF technical inspection and acceptance committee shall undertake the necessary inspection and acceptance procedures before the aircraft will be flown to Col. Jesus Villamor Air Base (CJVAB) Grandstand, Pasay City for the turnover and blessing ceremony which will be scheduled later. The medium lift fixedwing aircraft acquisition is one of the projects nearing realization under the Armed Forces of the Philippines (AFP) Modernization Program to boost its capabilities for the medium tactical airlift requirement for humanitarian assistance and disaster response and transport of AFP personnel and logistics to any part of the country as needed. The first and second C- 295Ms were delivered in advance. The first C-295M aircraft arrived here last March 22 and was formally turned over and blessed on March 30 at CJV- AB, Pasay City. Cayabyab MABALACAT CITY Mayor Marino Boking Morales said the city will experience further economic upheaval due to the increasing operations at the Clark airport, one of the busiest airports in the country. Morales made the statement after the Department of Transportation and Communications (DoTC) infused an initial P1.2 billion for the construction of the low-cost carrier terminal. The expansion of Clark airport which will be done in phases will increase its capacity to 15 million passengers per year. The new Clark airport design was done by the French team Aeroport de Paris. Morales has expressed gratitude to President Benigno Aquino III and Clark International Airport Corporation president and chief executive officer Emigdio Tanjuatco III for having pushed for the development of the local airport. For his part, Tanjuatco has brushed aside certain perceptions that the government is neglecting Clark airport. The fact that this project is up for bidding this year is proof that government is serious in developing Clark Airport, Tanjuatco said. Meanwhile, Morales said the expansion of the Clark airport proves that President Aquino is bent on further improving the airports all over the country particularly Clark. The expansion of Clark airport will offer job opportunities and will open up Clark to other big airline operators and new investors, Morales added. The Clark airport is within the territorial jurisdiction of Mabalacat City, now one of the vibrant cities in Pampanga province. Cayabyab CITY OF SAN FERNANDO Some 12 distressed overseas Filipino workers (OFW)-returnees from different parts of Central Luzon received P120,000 in livelihood assistance, the Department of Labor and Employment said Wednesday. DoLE Regional Director Atty. Ana Dione said the livelihood assistance was sourced from National Reintegration Center for OFWs (NRCOs) Livelihood Development Assistance Program (LDAP). In her report to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, the undocumented OFW-returnee beneficiaries received their livelihood grants in the form of goods, early September. The NRCO LDAP s various livelihood projects are small startup businesses which include piggery, canteen, rice retailing, sarisari store, and fresh egg dealership. The city s Persons with Disability Affairs Office (PDAO) led by Michael Miranda held a training on candle making for 60 PWDs. The program was in partnership with ACE Computer Institute. Aside from livelihood programs, the PDAO is also conducting barangay forums on Republic Act 9442, an act amending RA 7277, otherwise known as the magna carta for disabled persons. This aims to disseminate information on the privileges and incentives for PWDs. Lilia Pineda to make a statement that precautionary measures are now being observed in the province. Although the cases are 66 percent higher compared to the same months last year, there is no outbreak of dengue in the province, according to Health officials. There is, however, a clustering of cases in some barangays in Mabalacat City, Angeles City, City of San Fernando, Lubao, Guagua, Candaba, Floridablanca, Macabebe, Magalang, Masantol, Mexico, Porac, San Luis, San Simon and Sta. Rita. Apart from the measures, Pineda is urging barangay chairmen to maintain cleanliness in their respective villages to prevent the spread of mosquitoes with dengue virus. The Governor made an assurance that she will be closely monitoring the dengue cases in the province. District and provincial hospitals, she said, are ready to deliver the necessary needs of the dengue patients. (045) IS IT true that the Philippines had been dragging its feet on signing the open skies policy of the Association of Southeast Asian Nations (ASEAN)? The Philippine government s consent upon which overall economic progress is contingent now lies in the hands of the current administration. With a few more months to go, the Aquino administration should act immediately on the passage of the open skies policy to improve connectivity and Check and increase the number of warm bodies entering Balance Arnel San Pedro the country. It will also help the tourism sector which fails to achieve its target. What is preventing the Philippine government from signing the open skies policy? The basic Freedoms of the Air Act would allow foreign carriers to come into the country without too much restrictive government policies hindering their operations. The contention stemmed from the fifth to the seventh freedoms of the air that would make up for a genuine open skies policy all over Asia. The Fourth Freedom of The Air is the right or privilege, in respect of scheduled international air services, granted by one State to another State to take on, in the territory of the first State, traffic destined for the home State of the carrier. The 5th Freedom of the Air, however, would allow a foreign airline, for example Singapore Airlines, to drop passengers at Clark International Airport, allow new passengers to board the aircraft and proceed to a third country. It s like tak- ASEAN Single Aviation Market ing away the potential passengers of local carriers like Philippine Airlines and Cebu Pacific. It s like taking away their socks without them knowing it. There s the rub. That is real competition. Airlines with the best service will survive and others will fold up due to the intense competition in a limited market like the Philippines. Considering that the local carriers had already launched new routes in the Middle East, US and Europe, the ASEAN open skies will further obliterate them. The ASEAN member-countries are considering opening up 5th to the 6th Freedom of the Air. What will happen now if the Philippines holds out on the ASEAN open skies? It will be left behind by its neighboring countries in Asia. Vietnam, who bore the brunt of the recent war in the 70s, has now a very vibrant tourism industry while the Philippines lags behind. The public and private tourism sector organizations from the ASEAN, tourism organizations, airlines, travel associations, and hotel and restaurant associations had bonded to help implement the ASEAN tourism road map to ensure that South East Asia remains a successful tourism destination. Our signing is, first of all, symbolic that we are already willing to be taken as ASEAN and that [we are prioritizing] economic benefits over There s the rub. That is real competition. Reports have it that the Department of Foreign Affairs still has some modification on the ratification of the open skies policy among them apparently concerned the protocols that are subject to slots in Manila. The protocols refer to opening up third, fourth, and fifth freedom rights for foreign carriers. Clemente noted the excuse that there are no slots in the NAIA is isolated from the principle of open skies. It s defeatism. While our neighboring ASEAN countries had a vibrant tourism industry, our country was sulking on the issue of protectionism that fails competition in the free market place. 5 OPINION 5 september 18-20, 2015 Headline Gitnang Luzon ISANG nakababahalang ulat ang kamakailan inilabas ng Department of Health (DoH) ukol sa pagtaas ng bilang ng mga kaso ng dengue infection sa Gitnang Luzon. Ayon sa tala ng nasabing ahensiya, nagkaroon ng 131 percent increase sa dami ng mga na-dengue kung saan ang mga biktima nito ay nasa edad na 11 hanggang 20. Sa nasabing bilang, mayroong 14 ang namatay mula Enero hanggang sa kasalukuyang buwan, hamak na malaki kung ikukumpara sa nakalipas na taon na mayroong dalawa lang na pumanaw dahil sa sakit na dala ng dengue virus. Ayon sa Regional Epidemiology and Surveillance Unit (RESU) ng DoH, mayroong 12,490 na kaso ng dengue virus infection para sa taong kasalukuyan samantalang mayroon lamang 5,396 para sa taong 2014 sa nasabing rehiyon. Sa Gitnang Luzon, ang lalawigan ng Bulacan ang sinasabing mayroong pinakamataas na bilang ng kaso ng dengue at ang lalawigan ng Aurora naman ang mayroong pinakamababang bilang. Sa kabila ng pagiging moderno ng panahong kasalukuyan lalo na sa larangan ng siyensiya at medisina, tila hindi mapuksa-puksa ang kaso ng mga nabibiktima ng dengue. Taon-taon, hindi nawawala ang mga namamatay o nai-impeksiyon FACEBOOK founder Mark Zuckerberg has recently announced that the famous social networking site has been working on alternatives to the Like button. It was not specifically clarified if it will be called a dislike button, as Zuckerberg explained that not every moment is a good moment. The father of Facebook was trying to imply that the idea is to show empathy for posts that may seem inappropriate to clicking Like, such as gruesome images or videos, victims of calamities, war or conflicts, and images of dying people. I get his point. Why would somebody click Like for a post about a dead person? I find it awkward to Like a not so likable post but to make an option such as a dislike option would not automatically make it appropriate either. After the film and/or photo showing, students can write their reactions based on the material they saw. Students are also interested to listen about personal stories, and educators should make it a point to incorporate these kinds of stories or some anecdotes. Stories should be related to the lessons which can help illustrate better the points you want to make. Such strategy also helps learners connect with you on a more personal basis. Why not encourage students to write a journal? Give them a topic or questions that will allow them to think their responses or reactions to an issue. Also, trips can also give them a different insight on things. This will give them the opportunity to see, and interact with other people especially if these are victims of calamities and such. Lastly, brainstorming is also effective, which helps people to think creatively by letting many ideas flow from the student. Coconuts used in the preparation of different kakanin Dolores, who is more popularly known as Ymang Doring (pronounced as Ima or mother) in San Luis town in the province of Pampanga, has crafted a name in the world of delectable delicacies such as bibingkang nasi (native rice cake), kalame kamuting dutung (cassava cake), kalame lansong (glutinous rice cake), among others. It was in the said year when puto (native cakes, not the putong maputi which is the usual partner of dinuguan) was the favorite merienda (snacks) of farmers in the said agricultural town. Puto vendors frequented farmlands to sell their products. There came a point however when vendors of the said kakanin became scarce, until one day, while resting during a day s toil, some farmers asked whom among them knew how to cook puto. Armed with sheer guts and the intention to make other people delighted with her snacks, Ymang Doring stood up and told the farmers that she knows how to cook puto and would be glad to prepare something for them. From then on, Ymang Doring became an expert not only in cooking puto but also other capangan capampangan (Pampango kakanin) for the farmers and their neighbours, who appreciated the taste of native cakes that are cooked the traditional way. With the increasing demand from people who liked the taste of Ymang Doring s kakanin, her family started selling native cakes, and have been doing so for around 20 years now, continuously providing their customers the best of native Kapampangan kakanin. Other best sellers include tibuk-tibok (majah blanca), kalame bico, ynangit, moche, pepalto, ube jalea, suman, duman, sampelot and a lot more. Many people are spreading, by word of mouth, how good these native kakanin taste.
