1 CB(1)477/03-04(02) LEGISLATIVE COUNCIL PANEL ON TRANSPORT Progress Update on the Installation of Speed Enforcement Camera and Red Light Camera Systems Introduction This paper updates Members on the progress of the installation of speed enforcement camera and red light camera systems. Background Speed Enforcement Cameras 2. Driving in excess of speed limits on the road has contributed to the occurrence and severity of most traffic accidents. Overseas experience shows that installation of speed enforcement cameras (SECs) at strategic locations is a useful means to combat speeding effectively. 3. Before January 1999, there were only 10 locations along Tolo Highway and Fanling Highway that were installed with SEC onsite equipment. In January 1999, we consulted this Panel on our proposal to expand the coverage of SECs to 60 other locations at strategic roads and expressways, and to place eight cameras at these locations on a rotational basis. The funding requirement for the procurement of cameras and computer systems, installation works, testing of equipment and contingencies was estimated to be $25.16m. Members supported the proposal. We subsequently secured the Finance Committee (FC) s funding approval for the project in July However, as the price of the successful bid was lower than our estimate, we decided to add another 15 locations to the project, then making a total of 75 locations. The project was scheduled to be completed by September The list of locations is at Annex A.
2 - 2 - Red Light Cameras 4. The red light camera (RLC) system aims to deter drivers from red light jumping which accounts for more than 80% of traffic signal offences. Between 1993 and 1999, 50 road junctions were installed with RLC on-site equipment. This measure proved to be very effective as the number of red light jumping cases at these road junctions had reduced substantially by 43-55%. In view of the effectiveness of the system, we decided to procure 12 additional RLCs and to locate them at 60 additional road junctions. The funding required for the project was estimated to be $16.2M. In July 1999, we secured FC s funding approval for the project. The project was scheduled to be completed by September The list of RLC locations is at Annex B. Problems Encountered 6. For both SECs and RLCs, a digital camera system, rather than the traditional wet film system, would be used. The Transport Department (TD) thus needed to review the technical details, gather information on the technology and hold discussions with suppliers and the Police, with a view to ensuring that the specifications could accommodate the latest technology available and that the system would be compatible with the existing traffic enforcement computer system. Additional time was therefore spent on the pre-tender preparation work. 7. The progress of the SEC project was further delayed by the problem of power supply. Prior to the tender exercise, TD had secured the confirmation of the two power companies that power supply would be available at the selected locations. However, after the contract had been awarded and during the detailed planning stage, the power companies advised that there were problems with power supply at some of the locations. Additional time was thus required to resolve the problem with the two power companies and to identify alternative sites.
3 As mentioned in paragraph 3, we had originally planned to install the SECs at 60 locations on a rotational basis. This was subsequently increased to 75. TD thus required more time to identify 15 suitable sites with power supply and to carry out the related works. Latest Development 9. The technical problems mentioned in paragraphs 6 8 above have now been resolved and the installation works are in good progress. For the SEC project, all works at 43 of the 75 sites have been completed. Installation works at 10 other sites have been completed, awaiting power connection. The installation and power connection works for the remaining 22 sites will be completed by February For the RLC project, works at 56 sites had been completed. Works for the remaining 4 sites will be completed by late December To tie in with the implementation of the SEC and RLC systems, the Police has been providing special training on the new enforcement procedures for its staff. The manual for operating the SEC and RLC systems is also being finalised. Our current target is to put the SEC and RLC systems into operation in the first quarter of Advice Sought 11.
