1 SPECIAL EDVCA TION PROGRESS REPORT: SCHOOL SOCIAL WORK SERVICES The goal of the school social work service is to support the mission and objectives of the Baltimore City Public Schools through the provision of a range of services to promote student social/emotional growth, positive behavior and academic achievement. A primary focus this year was to concentrate on service belivery -geared to improving adherence to IEP requirement of the special education students. Helping the student is primary and staying in compliance is also primary. Another thrust of our service was focusing on strengths of families, that is an intensive, relentless search for what children and their families can do. It was our intention that such an effort would increase our understanding of helping families and reduce the level and intensity of the need for therapeutic interventions. It would also expand the kind of intervention in which we engaged. In order to accomplish our goals we assigned school social workers according to the intensity of the need for the related service of social work. We attempted to insure that no worker would carry more than 35 cases at a time and in school with heavy SED populations fewer cases would be assigned as the needs are so great. We engaged the services of two very good contractual agencies and, generally speaking, they responded quickly and appropriately as needed. Every school has access to the social work services. Only a few do not have a social worker directly assigned. This is related to the low numbers of special education students enrolled in their respective school. It should be noted here that we currently have 145 school social workers, serving 180 schools. Over 50% (87) of the workers are assigned to one school. This enables workers to become more involved in the individual schools. One feels a real sense of belonging and being a part of the school. Frequently social workers are involved in the Student Improvement Team~ Student Support Team and related school activities that have direct impact on the progress of the special needs student. 2 SSW SIGNIFICANT ACCOMPLISHMENTS ARE AS FOLLOWS: A. DIRECT SERVICES TO STUDENTS 1. Provided school social work services on a regularly scheduled basis to 172 schools which included 2 Chapter One schools. 2. Provided services to all SED programs. 3. Provided consultation services to those schools not assigned school social workers on a regular scheduled basis. 4. Served as membg'rs of school based ARD Committees. 5. Made referrals for services internal to Baltimore City Public Schools (e.g. psychiatric referrals, etc) and external ( a large number of mental health agencies, hospitals and community agencies) to Baltimore City Public Schools. 6. Processed referrals to East Baltimore Mental Health Partnership. B. MANAGEMENT 1. Developed and implemented a staffing model and school assignments for school social workers. 2. Disseminated to school social workers policies, procedures and guidelines relative to service delivery, accountability and administrative matters. 3. Developed and/or updated all forms related to service provision and accountability. 4. Coordinated in conjunction with clinical facilitators all activities pertaining to procedure for getting psycho-social assessments completed. 5. Maintained central office files for psycho-social assessments completed during the year. 6. Received and maintained monthly statistical reports for school social workers. This was done area-wise and in the central office. 7. Developed, implemented and maintained a supervisory plan which ensured the provision of system wide discipline supervision for staff. 8. Coordinated activities related to field placements for social work students assigned to Baltimore City Public Schools. 9. Submitted annual performance evaluations for school social workers. 10. Scheduled regular meetings with area office staff for purposes of program planning, policy implementation and monitoring service delivery. 11. Facilitated public relations activities pertaining to the school social work services which included dissemination of printed materials in observation of National Professional Social Work Month in March the 100th anniversary of the profession. 12. Visited schools to determine working conditions. 13. Audited school records as part of area teams. speclrpt 2.
3 14. Assisted in development of proposal designed to train staff in the area of sexual harassment - grant was approved May Obtained some therapeutic materials for school social workers. 16. Responded to inquiries and concerns emanating from advocacy groups, parents and school personnel. 17. Secured funding for suicide prevention project and revised the Save Our Students manual Oversaw the maintenance of resource materials in the central and area.,. offices (e.g. books, videos, charts, cassettes, etc.). 19. Established area crisis teams. C. STAFF TRAINING AND DEVELOPMENT 1. Conducted 12 system - wide and area wid~ professional development and staff meetings for school social workers, thus meeting contact hour requirements. 2. Participated in staff development activities. 3. Conducted workshops for school based staff (e.g. abuse and neglect, conflict resolution, etc) and for ARD managerial staff. 4. Participated in workshops system-wide sponsored by MSDE and professional organizations representing school social workers. 5. Assisted in developing and revising procedures related to the ARD process. 6. Disseminated information to school social workers relative to current trends and practices in the field of social work. D. CONSULTATION AND ADVISORY SERVICES (INTERNAL) 1. Provided consultation and resource services to school and central office personnel in the area of social work. 2. Provided technical information to schools in matters related to child abuse and neglect. 3. Provided consultation and support to parents and students as requested by schools or by direct appeal from persons experiencing school-related difficulties. 4. Interviewed applicants for school social work positions. E. CONSULTATION AND ADVISORY SERVICES: AGENCIES (EXTERNAL) 1. Provided consultation and referral assistance to agency personnel with clients experiencing school related problems. 2. Provided liaison and coordination services between the Baltimore City peclrpt 3.

Maintained lines of communication between Department of Social Services (DSS) and BCPS in an effort to address specific social, environmental, and economic factors affecting student adjustment. 4. Disseminated to community agencies information pertaining to school policies and procedures, criteria for educational programs and services provided by this office. 6. OTHER SERVICES PROVIDED ON BEHALF OF SPECIAL EDUCATION STUDENTS (ON AVERAGE): Consultations: 425 per month Group Counseling Sessions: 275 sessions per month Parent Individual Counseling Sessions: 450 session per month ARD Meetings: 400 per month Home Visits: 125 home visits per month SPECIAL PROJECTS: 25 projects per month - Includes: Doctors' club, mentoring groups, clothes closets, food pantry projects, peer mediation groups, tutoring groups, bereavement groups, Reasoned Straight (off shoot of Scared Straight, etc.).
