1 PROGRAM DESCRIPTION AND PROCEDURES: The City of North Miami Beach will pay for materials and/or contracted labor for exterior improvements at owner-occupied, single-family homes that are selected to receive such assistance. Eligible exterior improvements are those projects with a total cost to the City of $2, or less. The program is provided as a benefit to surrounding residences whose quality of life is otherwise diminished by long-standing property maintenance issues. The project must rectify property maintenance issues that were cited as code violations or may be deemed as a violation of the City s Code of Ordinances, minimum housing standards, or health and safety conditions. A homeowner can receive H.A.M.R. Program funding only once. Referral to the H.A.M.R. Program does not change the process in any way. The property owner or a legal representative must provide evidence as to his/her inability to bring the violation into compliance or make the necessary improvements due to lack of funding. The payment of outstanding code fines and special assessment liens (e.g. lot clearing, pool pumps, and board up costs) will be waived. All qualified applicants will be placed on a waiting list. Priority is given to senior citizens (62 years and older) and disabled persons, and then to individuals who meet the following household income limits: 1 Person 2 Person 3 Person 4 Person 5 Person 6 Person 7 Person 8 Person $33,800 $38,600 $43,450 $48,250 $52,100 $55,950 $59,850 $63,700 *Miami-Dade County FY2008 Income Limits Summary
2 H.A.M.R. Program funding will be given to projects in the following order: 1. Removal of junk, litter, excess yard waste, etc. including derelict vehicles, bulk trash, and derelict boat trailers. 2. Removal of illegal or dilapidated structures, including sheds, and mobile homes. 3. Mow, weed and substantially trim overgrown grass, trees and other vegetation. 4. Fix broken windows and external doors. 5. Paint exterior walls. 6. Repair fences. 7. Sod yard. Funding may also be offered for the following projects: 1. Removal of a tree deemed to be hazardous and a threat to the safety and welfare of the community. 2. Improvements to the driveway, specifically to clean and blacktop and/or reseal the driveway. 3. Improvements to the roof, specifically to clean and repaint the roof. Funding may also be offered for the following projects: is an incentive based initiative. 1. The property owner will be reimbursed for the cost of the approved improvements and repairs up to $2, after an inspection by City staff verifies that the approved improvements and repairs are completed. 2. Consideration may be granted to individuals that need a partial upfront payment to purchase materials to start the project(s). 3. The property owner will be required to attend a Property Maintenance Workshop. 4. A lien will be recorded against the property for the total cost of the improvements and repairs for which funding was received. The lien will be released one-year after the completion date of the improvements and the property is not sold. Otherwise the property owner will refund the City for the total amount of the cost of the improvements and repairs for which assistance was received, plus a $50.00 administrative fee.

This can be done through a State ID, Driver s License, Passport, Birth Certificate, Social Security Payment (if applicable) and Social Security card. 4.
