I am the Assistant City Clerk, Director of Elections and Voter Services for the City of Minneapolis. I am also the chief election official for Special School District ¹01, Minneapolis Public Schools. Consideration of electronic rosters is embraced and fully supported by the City. As the third largest jurisdiction, following counties Hennepin and Ramsey, the City of Minneapolis will provide valuable insight and knowledge of enhancing the voter experience while maintaining the integrity of the election as an accurate, transparent and secure process. Implementation of such an endeavor is vital for our large, diverse population and it will only enhance and strengthen the application of electronic rosters statewide. My knowledge and expertise in elections and driver's license laws and procedures will benefit the Electronic Roster Task Force. As you can see from my attached resume, I have extensive experience in elections and with Driver and Vehicle Services (DVS) in applying new laws, policies, procedures, and programs. I participated in numerous pilots for DVS to identify shortcomings and benefits prior to roll out and provide best practices for the end user. My strengths indude relationship building skills and strong liaison ability. My comprehensive perspective enables me to bridge the vision or goal at the policy making level, engage stakeholders in the implementation, and deliver positive results for the end user. caarl~ oral eswfseo Affirmative Action Employer Regarding elections, I represent the municipality'0 perspective in the Secretary of State's Election Work Group on Equipment/Equipment Reporting System (ERS). Previously I represented the City of White Bear Lake and continue to participate on behalf of the City of Minneapolis. As the first municipal election official to administer the election process for a school district, I advocated for consideration and reform relative to school district elections. I administered the elections - since 1997-for White Bear Areas Schools ¹624; encompassing three counties and ten local jurisdictions. I can assure you that I have the ability to represent the school board's perspective as well as advocate for options that will benefit all jurisdictions. Within this Work Group Equipment/ERS I was a member of the EPollbook subgroup. This subgroup reviewed the 2009 City of Minnetonka Poll Book i

3 Pilot Project report to identify and recommend potential revisions to Statute and Rule needed to implement poll book technology in the election process for the State of Minnesota. I also participated in piloting the AB module (SVRS) for municipalities. I am also an active member of the LMC Election Task Force. Furthermore, I have worked with and professionally know the Secretary of State's Election Division staff, municipal election officials and county election officials (both metro and outstate). If additional information or input is needed, I have access to multiple contacts throughout the state. Relative to DVS, I was an active member for the Minnesota Deputy Registrars Association (MDRA) as Board Member, President and Advisory Board Member. Through participation of multiple MDRA/DVS committees I gained the reputation of representing all deputies throughout statemetro and outstate-on behalf of MDRA. I also have a strong professional relationship with DVS Director Pat McCormack and Driver Services Program Director Joan Kopcinski. I have known Ms. Wachlarowicz professionally for 11years. I have worked with her In my capacities as election administrator in Ramsey County from , election administrator in the Offic of the Secretary of State from and as Manager of Elections and Vital Statistics for Dakota County from 2012 to the present. During this time Ms. Wachlarowlcz has also been a member of the Office of the Secretary of State's Election Reporting System and Voting Equipment Workgroup, which I led while worldng for that office. This group is comprised of representatives from the Office of the Secretary of State's Ofgce as well as county and municipal election officials that collaborated on topics related to voting equipment and election reporting. When the group was established in 2007, we speciflcagy sought out Ms. Wachlarowicz for her experience related to municipal election administration. Ms. Wachlarowicz was an active member of the group, participating in a number of projects that are germane to the upcoming Electronic Roster Pilot Project.
