1 SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources for the Data Link Service Provider (DSP) 4 Contract for Data Link and Aviation Services Program Management Office, Airborne Command and Control Branch (A6OC), Headquarters, Air Mobility Command (HQ AMC). CONTRACTING OFFICE ADDRESS: Defense Information Systems Agency DITCO-Scott PL East Drive, Bldg 3600 Scott AFB, IL, INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of large and small businesses (to include small businesses in the following subsets: Small Disadvantaged Businesses, HUBZone Small Businesses; Certified 8(a), Veteran-Owned Small Businesses, Service-Disabled Veteran- Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. HQ AMC, Airborne Command and Control Branch (A6OC) is seeking information for potential sources for engineering support services and Federal Aviation Administration (FAA) certified Inmarsat, Iridium, very high frequency (VHF), and high frequency (HF) communications for worldwide communications navigation surveillance/air traffic management (CNS/ATM). Communications will provide flight safety data link, voice, and value-added air traffic services (ATS) and airline operational communications (AOC) and routing services between Department of Defense (DoD) aircraft, DoD command and control agencies, and worldwide ATS agencies. Capabilities must include DoD customer web-based access to message traffic for airborne fleet communications, flight management, execution reporting, billing/invoice verification, variance analysis, problem resolution, and a DoD/Air Force approved internet interface between the service provider s network and AMC s network for exchange of AMC AOC messages with aircraft and electronic flight plan filing and updates with the FAA and EuroControl. CONTRACT/PROGRAM BACKGROUND: Contract Number: HC D-2002 Contract Type: Firm Fixed Price Incumbent and their size: Rockwell Collins - ARINC Incorporated, Large Business Method of previous acquisition: Full and open competition The current DSP 3 Contract effort provides Inmarsat, Iridium, VHF, and HF communications for aircraft cockpit and cabin users with emphasis on flight safety ATS communications between air traffic control (ATC) and aircrew, AOC/command and control (C2) communications between Government C2 Agencies and aircrew, and C2 and ATC communications for electronic flight plan filing and updates. Engineering support services maintain and troubleshoot issues with messaging services, voice services, worldwide ground to ground networks, and a DoD/Air Force approved Simple Object Access Protocol (SOAP) Internet Interface with a 99.9 percent availability requirement. Current contract period of performance is August 1, 2011 to July 31, New contract will be from August 1, 2016 to July 31, 2021 structured as a base year and four 1-year options. Contractor(s) will perform in their own facilities to provide communications services to worldwide DoD customers. REQUIRED CAPABILITIES: The Government requires Inmarsat, Iridium, VHF, and HF air-to-ground (AtG)/groundto-air (GtA) data link and voice communications, ground-to-ground (GtG) data link message routing services, and engineering support for worldwide CNS/ATM flight safety communications and DoD customer command and control communications with DoD aircraft. 1. Must provide flight deck flight safety services for Inmarsat, Iridium, VHF, and HF data link communications and Inmarsat and Iridium voice communications. 2. Must provide general non-flight safety services for satellite communications to include Inmarsat and Iridium data, Internet Protocol based data, and voice services. 3. Must provide GtG routing of ATS flight safety data link and value-added communications between DoD aircraft and worldwide air traffic service agencies. 4. Must provide GtG routing of AOC and/or C2 data link communications between DoD aircraft and worldwide DoD C2 agencies. Page 2 of 5

Must provide single web-based access to all message traffic (Inmarsat, Iridium, VHF, and HF) for real time AtG/GtA airborne DoD aircraft communications, flight management, execution reporting, billing/invoice verification, variance analysis, problem resolution. 6. ATS and AOC data link and information services will include: Monitoring, processing, conversion, and transmission of digital automatic terminal information service information to requesting aircraft. Pre-departure clearance service which allows for automatic request and receipt of ATC pre-departure clearances. Oceanic clearance delivery (OCD) from the appropriate oceanic area control center via data link prior to the aircraft reaching the oceanic boundary everywhere OCD services are offered. Direct satellite dialing, one-stage dialing system phone numbers for GtA calls to reach aircraft phone, fax, or personal computer modem. Graphical flight services such as aircraft situation display, airport data, worldwide aviation weather graphics, etc. GtG transmission of electronic flight plans between C2 systems and ATS filing facilities and associated ATS systems. VHF and HF radio services that, when requested, transcribe FAA voice position reports into data link messages and forward to Government-specified AOC systems 24 hours per day. 7. Engineering support services will: Support worldwide contractor GtG networks and interfaces providing a 99.9 percent minimum availability. Support avionics qualification and commissioning. Support avionics and ground system configuration, testing, monitoring, problem identification, and resolution. Support and coordinate with industry for initiation, maintenance, and improvement of services. Support services over and above daily operations for baseline changes and new capabilities engineering and fielding. SPECIAL REQUIREMENTS Must provide Inmarsat, Iridium, VHF, and HF data link communications providers and contractor networks that are FAA and International Civil Aviation Organization (ICAO) certified for flight safety services including Future Air Navigation Services and ATS Facilities Notification Controller Pilot Data Link Communications, and Aircraft Communications Addressing and Reporting System (ACARS) communications. Must provide the minimum performance criteria specified in the respective ICAO Standards and Recommended Practices and Global Operational Data Link Page 3 of 5

(portable document format (PDF) version of document available at: A DoD/Air Force approved SOAP Internet interface between the service provider s network and AMC s Mobility Enterprise Information Services for exchange of AtG/GtA AOC and/or C2 messages with aircraft and GtG electronic flight plan filing and updates with FAA and EuroControl. Must provide DoD user access to Inmarsat, Iridium, VHF, and HF data link AOC AtG/GtA messaging with a single web-based interface for continuity of C2 communications to include: Worldwide GtG network for processing and routing data link messages between the service provider s network, partner and affiliate networks, and Government designated systems via approved DoD network entry points. Solution for AtG/GtA Inmarsat, Iridium, VHF, and HF data link ATS and AOC communication services must identify any changes to aircraft avionics and GtG interfaces. o Must have established agreements with ARINC for worldwide AtG/GtA HF Data Link (HFDL) as the only provider of commercial HFDL ATS and AOC communication services. o VHF communications must include VHF Data Link (VDL) Mode 2 (VDL2), VDL2 over Aviation VHF Link Control (AVLC), ACARS over AVLC (AOA), and VDL ACARS including Plain Old ACARS. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is Telecommunication Resellers, with the corresponding size standard of 1,500 employees. This sources sought synopsis is requesting responses from large and small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this sources sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Veteran Owned Small Businesses, Service Disabled-Veteran Owned Small Businesses, Women-Owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company s ability to perform in accordance with the Limitations on Subcontracting Clause (Federal Acquisition Regulation ). Page 4 of 5

5 SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Small Business; 4) CAGE Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government agency contract vehicle. Vendors who wish to respond to this sources sought announcement should send responses via no later than (NLT) March 27, 2015 at 4:00 PM Central Daylight Savings Time (CDST) to Interested businesses should submit a brief capabilities statement package (no more than six pages) demonstrating ability to perform the services listed in this technical description. Documentation should be in bullet format. Company information can be submitted as a separate page and will not be counted towards the six pages allowed for the capabilities statement.
