10 Major Mentor Protégé Programs Protégé Eligibility Requirements: All Protégés must be eligible for Federal Contract Awards; Not debarred or suspended Small Business Administration Must be in developmental stage of 8(a) program; OR Not yet received 8(a) contract; OR be less than ½ the Size Standard of its Primary NAICS (SIC) Code; AND in good standing in the 8(a) Program General Services Administration SB; SDB; WOSB; HUBZone; VOSB; SDVOSB Department of Defense SDB; OR Qualifying organization employing the severely disabled; OR WOSB; OR SDVOSB; OR HUBZone 10

11 Major Mentor Protégé Programs Mentor Eligibility Requirements: All Mentors must be eligible for Federal Contract Awards, in good financial health, able to provide developmental assistance to Protégé Small Business Administration Profitable for past 2 years and experience in 8(a) program is preferred Must be approved by SBA prior to entering in MP agreement General Services Administration Large business prime contractor currently performing with a small business subcontracting plan Small business prime contractor Department of Defense Large business prime contractor currently performing with a small business subcontracting plan negotiated with DoD or another Federal Agency 11

12 Major Mentor Protégé Programs Mentor Protégé Program Benefits: All Protégé s gain expertise, resources and capabilities from Mentors Small Business Administration Help Protégés to raise capital (Mentors may own up to 40% of Protégé s firm) Large firms can JV with 8(a) Protégé and still be considered 8(a) (and Small) for both Prime and Subcontract awards General Services Administration Mentors can gain favorable evaluation factor for compliance with subcontracting plans in previous contracts Mentors are eligible for non-monetary awards Department of Defense Mentors can get reimbursement of allowable costs of developmental assistance provided to Protégé Mentor can receive credit toward their SDB subcontracting goal based on the cost of developmental assistance provided to Protégé 12
