5 About IGNOU Indira Gandhi National Open University (IGNOU) has been established by the Government of India by an Act of Parliament in 1985 (Act No. 50 of 1985) with the objective of enhancing access to quality higher education through distance mode. The University has been mandated to: provide access to higher education to all segments of the society; offer high-quality, innovative and need-based programmes at different levels, to all those who require them; reach out to the disadvantaged by offering programmes in all parts of the country at affordable costs. IGNOU started offering academic programmes from 1987 with 4,528 students on its rolls. Today, it serves the educational needs of about three million students in India and abroad. There are 226 academic programmes ranging from doctoral level to awareness level currently on offer. IGNOU is uniquely positioned in terms of its outreach to all corners of the country and all segments of the society. This gives the University a distinct identity and character in the panorama of higher education in India. IGNOU has evolved as the world s largest, most diverse and inclusive higher education institution. As a leader in open and distance learning in India, IGNOU has been making a significant contribution in democratizing and expanding opportunities for quality tertiary education in the country. In addition, it has registered an impressive international presence. (1993) IGNOU has received Award of Excellence for Distance Education Material by the Commonwealth of Learning, Canada. (1999) UNESCO has declared IGNOU as the Largest Institution of Higher Learning in the World in Facilities available to Learners Learner-centredness is at the core of the academic and administrative structure of the University. Beginning from pre-admission stage till certification stage, the learners receive continuous academic and other support in various forms. Some of the facilities available to the learners are: Pre-admission counselling at Regional Centres and Study Centres; Teaching support in the form of face-to-face academic counselling at Study Centres; Conduct of practical sessions under the supervision of experts for programmes having practical component; 1

6 Conduct of shops/seminars/extended contact programmes depending on specific course requirements Continuous evaluation and feedback; Multimedia support in the form of recorded audio/video lectures, teleconference, radio counselling, video-conferencing, etc.; Library facility; Conduct of examination at a nearby study centre; Learning on the move: one can continue one s studies in an uninterrupted manner in case of change of place/location. How to Enroll Enrolling with IGNOU is simple and easy. IGNOU follows the policy of walk-in admission which means that one can apply for admission round the year. Application forms are available at all Regional Centres and Study Centres. Filled-in application forms can be submitted at the Regional Centre concerned. There are two-cycles of admission: January and July. While most of the programmes are available in both cycles, some are available in either January or July Cycle. For more details please visit our website. There are three categories of programmes: Programmes which anyone fulfilling the minimum eligibility criteria can join directly; Programmes with limited seats where admission is on the basis of merit list based on prior qualification and experience; and Programmes where admission is through an entrance test. Majority of the programmes fall in the first two categories. These are offered through the Common Prospectus. For programmes having admission through entrance test, separate Prospectus is available. Given below are answers to some of the anticipated questions in the form of Frequently Asked questions (FAQs). If you need additional information, please feel free to contact us. Following the FAQs are brief details of academic programmes on offer. We are sure you will find something of your interest! Frequently Asked Questions (FAQs) Where can I get an application form? Where should I submit my filled-in application form? Application forms are part of the Prospectus which are available at all our Regional Centres and Study Centres. You can also download the Prospectus from our website: The filled-in application form is to be submitted at the Regional Centre concerned. Can I choose my Study Centre, or shall the university allot me the Study Centre? You can choose your Study Centre as per your convenience. However, since all our programmes are not available at all the Study centres, you should confirm that the Programme you are applying for is available at the Study Centre opted by you. Normally the Centre opted by you shall be allotted to you. In exceptional cases the University may allot a different Centre due to unavoidable reasons. How should I pay the programme fee? The fee can be paid through a Bank Draft drawn in favour of IGNOU, payable at the city where the Regional Centre is located. You can also pay the programme fee in cash by way of Bank challan at designated Banks/Branches. For more details regarding payment through challan, please contact the Regional Centre. 2

7 Can I send my application form by post, or is it required to be submitted in person? You can send your application form by post also. Please retain a photocopy of your application form and the postal receipt carefully. What I am required to do after submission of my application form? Once your application form is processed at the Regional centre and you are found eligible for admission, you will receive a confirmation of your admission along with detailed information about your enrolment number, Study Centre allotted, etc. Subsequently, you will receive an invitation letter from your Study Centre for attending an Induction Meeting. Your counselling schedule and study material shall be provided to you during the Induction meeting. If I want to withdraw from the programme after confirmation of my admission, shall I get my fee refunded? Fee once paid will not be refunded under any circumstances. It is also not adjustable against any other programme of this University. However, in cases where University denies admission, the programme fee will be refunded after deduction of processing fee, if any, through A/c Payee Cheque only. I wish to register for only some courses of the Bachelor degree programme. Can I do so? IGNOU has a scheme of Associate Studentship which allows you to register for some courses of a programme. For details of the scheme please see the Common Prospectus. As a student of IGNOU, shall I get access to library facility? In case you are staying in the city where your Regional Centre is located, you can make use of the library at the Regional Centre. In addition, you can also use the multimedia facility (recorded audio/ video lectures, teleconferencing etc.) at the Regional Centre. Your Study Centre is also equipped with library/multimedia facility. You may use the facility during the ing hours of the Study Centre. What is Credit System? The University follows the Credit System for all the programmes. Each credit in our system is equivalent to 30 hours of study comprising all learning activities (i.e. reading and comprehending the print material, listening to audio, watching video, attending counseling sessions, teleconference and writing assignment responses).thus, a 4-credit course involves 120 hours of study. This helps the learner to know the academic effort he/she has to put in, to successfully complete a course. Completion of an academic programme (Degree or Diploma) requires successful completion of the assignments, practicals, projects and the term-end examination of each course in a programme. What is the system of evaluation followed by IGNOU? The system of evaluation in IGNOU is different from that of conventional universities. IGNOU has a multi-tier system of evaluation. Self-assessment exercises within each unit of study. Continuous evaluation mainly through assignments which are tutor-marked, practical assignments and seminar/shops/extended contact programme. Term-end examination. Project The evaluation of learners depends upon various instructional activities undertaken by them. A learner has to write assignment responses compulsorily before taking term-end examination from time to time to complete an academic programme. A learners have to submit TMA responses to the Coordinator of the Study Centre concerned to which s/he is attached. 3

8 Can I join two Programmes of IGNOU at a time? Students who are already enrolled in a programme of one year or longer duration can also simultaneously register themselves for any Certificate programme of 6 months' duration. However, if there is any clash of dates of counselling or examination schedule between the two programmes taken, the University will not be in a position to make adjustments. Simultaneously pursuing two academic Programmes either from the same University, or one from the Open University (under ODL mode) and the other from Conventional University (regular or face-to face mode) is not permitted, as of now, except add-on courses. Is there any provision for scholarship or reimbursement of fee in IGNOU? Learners of IGNOU belonging to reserved Categories, viz. Scheduled Castes, Scheduled Tribes and Physically Handicapped are eligible for reimbursement of fee from the respective state governments. Further, scholarship scheme of National Centre for Promotion of Employment of Disabled People (NCPEDP) for Post Graduate level programmes is applicable to the students of this University also. Such students are advised to apply to the awarding authority directly. However, at the time of admission all applicants are required to pay the full fee. I am a foreign national residing in India. Can I take admission in IGNOU? Foreign nationals residing in India are eligible to seek admission in IGNOU programmes provided they have valid student visa for the minimum duration of the programme. So if you have a valid student visa for the minimum duration of the programme of your choice, you may apply for admission. Please note that you will be required to pay the fee applicable to foreign students. Details of fee applicable to foreign students are available on our website. Further, admission in programmes having limited number of seats is not available to foreign nationals residing in India. If I move to another city after joining a programme, can I continue my studies in the new place, or do I have come back for completing the course? IGNOU has a national net of Regional Centres and Study Centres. So in case you change your place, you can continue your studies uninterrupted from your new place. You only have to request your Regional Centre to update your new address and change your Regional Centre/Study Centre Code. Are the Degrees/Diplomas/Certificates awarded by IGNOU recognized? IGNOU Degrees/Diplomas/Certificates are recognized by all member universities of the Association of Indian Universities (AIU) and are at par with Degrees/Diplomas/ Certificates of all Indian Universities/ Institutions, as per UGC Circular letter No. F.1-52/2000(CPP-II) dated 5th May, 2004, AIU Circular No. EV/11(449/94/ dated January 14, 1994, AICTE Circular No.AICTE/Academic/ MOU-DEC/ 2005 dated May 13, 2005 and UGC/DEB/2013 dated If I join a programme of IGNOU but fail to appear in the examination at the first instance, will my registration be cancelled? Flexibility in pace of learning is one of the important features of IGNOU s programme delivery. Recognizing the fact that all our learners may not be able to study at the same pace due to various personal reasons, IGNOU has prescribed a minimum and maximum duration for each programme. Thus, while you can complete your programme in the minimum prescribed period, your registration shall remain valid for the maximum duration of the programme. This helps you pace your studies at your convenience. However, if you are aiming at the University Gold Medal, you must complete it within the minimum prescribed period!
