1 Sturgeon Falls Recreational Oldtimers Hockey League Constitution (Inaugural constitution September 2008) Article I - Name and Purpose: A) The official name of the organization shall be known as the Sturgeon Falls Recreational Oldtimers Hockey League herein after referred to as the SFROHL. B) The representative players and teams shall play with sportsmanship as well as providing a wholesome experience for the individual players and officials involved. Article II - Objectives: A) To govern and administrate hockey according to the bylaws and playing rules within the SFROHL Constitution and in accordance with the C.A.R.H.A. and the N.O.H.A. B) To promote, govern adult organized recreational hockey within the territory under its controls and teams. C) To foster a general community spirit and camaraderie among its members, supporters and teams. D) To maintain and increase the interest in the game of hockey. E) If at anytime the SFROHL ceases to carry out the purpose as herein after stated in the constitution, all assets and property held by it, whether in trust or otherwise, shall after the payment of its liabilities, be held in local bank by the last executive of the SFROHL for a period of one year, after which time the trust account shall be donated to the West Nipissing Sharks Swim Team. Article III- Scope and Operation: A) An Executive Committee of seven (7) Members shall be selected and appointed annually to conduct the business and affairs of the SFROHL in accordance with the Bylaws and Regulations of the SFROHL, subject to Article IV. B) The SFROHL, at any special meeting previous to the commencement of the regular season or at its first regular meeting, may adopt, amend or revise or repeal Bylaws and Regulations for the governance of the organization provided, however, that at any regular executive meeting so held, the notice herein required may be waived by majority vote. C) The Constitution of the SFROHL shall not be amended except at the first regular meeting by 2/3 of the majority of the members voting, present at the meeting. Page 1 of 7

2 Article IV- Executive Board: A) The Executive Board of the SFROHL will consist of 7 Representatives, one Representative from each team and 1 at large. The person chosen at large shall assume the position of the Chair of the Board. B) The current representatives, being Marc Cuiellerier, Gilles Villeneuve, Marc Horner, Michel Davidson, Yves Rancourt and Jacques Dupuis, shall remain on the Executive Board until such time as they resign. Once a person resigns, those interested to become a Team Representative shall submit their name to the Chair of the Board. C) The current Chair of the Board, being Larry Michaud, shall remain on the Executive Board until such time as he resigns. Once he resigns, those interested to become the Chair of the Board shall submit their name to the Executive Committee. D) A quorum of one half (1/2) plus 1 of voting members will be accepted. Article V- Meetings: A) Regular meetings will be held at the call of the Chair, with a minimum of 2 meetings per year (year-end and draft). B) The Executive Representatives may call a meeting at any given time if deemed to be necessary for the benefit of the SFROHL C) Procedures and Rules of Order for the conduct of meetings are outlined in Bylaw #4. Bylaws Bylaw #1: Voting Privileges A) Only one Team Representative from each team shall have voting privileges. The Chair will have tie-breaking privileges only. B) In no case may there be voting by proxy. C) Only Team Representatives in attendance shall be allowed to vote. Page 2 of 7

3 Bylaw #2: Executive Committee A) Members of the Executive Committee shall keep their position until they resign. Any person wishing to become a Member of the Executive can apply through the Chair of the Executive Committee, when a vacancy occurs. B) Member of the Executive Committee shall appoint the Chair of the Board. This person should not be a Team Representative. Any person wishing to become Chair of Executive shall submit his name to the Committee prior to the first meeting of the year, only when there is a vacancy. C) Notice of all meetings shall be given, by the Chair, to the Executive Board as far in advance as possible. Any member of the Executive Committee or appointed who is absent for 3 consecutive meetings shall automatically tender his resignation. D) In the event that a Team Representative has been relieved of his duties as outlined in Bylaw #2: Item B, that team will select a new Team Representative for the balance to the season. Bylaw #3: Duties of Executive Committee A) The Chair shall preside at all meetings of the SFROHL He will cast a vote only in the event of a tie. He shall assume direction or enact suspension of all officials or other SFROHL personnel. The Chair along with a Treasurer (Executive member) will oversee the league s finances. In cases requiring immediate decision (except for financial matters), the Chair may take action, with or without reference of his Executive Committee. B) The Executive Committee shall appoint a Referee-in-Chief prior to the start of the regular season. The Referee-in-Chief shall ensure that there is at least one (1) official and one (1) timekeeper per game. He shall advise the Executive Committee of any rule changes in C.A.R.H.A. or N.O.H.A. It is also the Refereein-Chief s responsibility to ensure that all on- and off-ice officials are fully aware and thoroughly knowledgeable of the rules of the C.A.R.H.A. as well as the SFROHL as set out within this Constitution. C) The Executive Committee must authorize all purchases. Page 3 of 7

4 Bylaw #4: Procedures at Meetings 1. Call to Order 2. Minutes of Previous Meeting(s) 3. Financial Report 4. Chairman Report(s) (if necessary) 5. General Business 6. Pick Date of next meeting 7. Adjournment Bylaw #5: League Registration A) The Executive Board will decide on the total Cost of Registration for each player based on the amount of players, teams and games played during the season and insurance costs for each player. B) All efforts should be made by every player to have the all Cost of Registration paid in full prior to the first game of the regular season, but in absolutely no event later than the 3 rd Thursday of October. Failure to have full payment in by this date will result in that player revoking his rights to play for the season. There will be absolutely no exceptions to this rule. Bylaw #6: Regulations and Governing of Players A) Players must be 35 years of age or older, at time of yearly draft, to qualify for this league. As of September 2008, the Committee recognizes that there are some players not meeting the age requirement; for those players, they shall be grandfathered. B) All existing players, in good standing, in the SFROHL will be automatically in the Annual Player Draft, unless a player advises the league differently. Each team shall consist of a maximum of 12 skaters and 1 goaltender. C) The Draft is based on providing the most equitable and fair allocation of players based on skill levels. The objective is to balance the players to create parity. The Committee shall decide and agree on the best method to allocate players to teams based on their skill levels. Once the teams have been determined, the Committee will review all team selections and, at its discretion, make necessary adjustments deemed necessary to create equity amongst all teams. D) Once a player has been drafted as a member of a team, he absolutely cannot be traded, unless due to extraordinary circumstances the Committee approves the trade. All players shall remain a member of the team which drafted him for the entire season and tournament or until that player is no longer eligible to play due to injury or work related reasons. A player can be replaced with same caliber upon Executive Board permission and player leaving the team will not be eligible Page 4 of 7

5 to play in the SFROHL for the remainder of the season, including the tournament. E) Any player(s) leaving the league due to injury or work related reasons might receive a refund of Cost of Registration (minus the insurance cost) only if the Executive Board has agreed to an acceptable replacement player. The balance owing will be calculated on games remaining. The new player will pay the full balance of games remaining for the season before he plays his first game plus the tournament. Bylaw #7: Regulations and Governing of Waiting List A) Players wishing to join the SFROHL will have their names brought forward at the First Meeting of the year. Potential players can complete an application form and submit their names to any Committee Member or to the Chair of the Committee, and once accepted will be place on the waiting list. B) The waiting list shall be kept year to year with the name of the player as well as the date that they first applied to our league, along with their skill level, if known. C) The selection of players from the waiting list shall be made as follows: a. Priority shall be given to players who have played in this league in prior years b. The date that the new player has submitted their names because the selection will be made from players that have been on the waiting list the longest. D) In the event that there is more than one player as outlined in each section above, the selection shall be made by drawing the names out of a hat. Bylaw #8: Banking Regulations A) The SFROHL requires 3 Executive members to have signing authority at the bank; the Committee will appoint members. B) All cheques require 2 signatures of the above noted in A). Page 5 of 7

6 Rules & Regulations: SFROHL will adhere to C.A.R.H.A. and N.O.H.A. rules and regulations with the following additions and or exceptions: 1. Each game will consist of 2 periods of 25 straight time, with the last 2 minutes stop time should the differential in goals is 2 or less. This is subject to budget cost and will be decided by league Executive Board on a yearly basis. 2. No addition of players will be permitted once the Annual Draft has been completed unless the team s roster drops below 12 players, not including the goalie, and is subject to Executive Board approval. Players will be added based on the skill level of the player leaving. Such selections shall be made according to Bylaw #7 3. All team representatives will require filling out a players list with the names and sweater numbers of all players on their team prior to the start of the season and will notify players of subject rules and bylaws. 4. All sweaters are the property of the SFROHL and are to be returned to each Team Representatives at the end of the season. Suspensions: a. Any Fighting Major penalty will result in the offending player automatically being suspended, as outlined in Section E, both regular season and playoff games apply to this suspension. In the event the games suspension cannot be fulfilled during one season, the amount of games remaining on the suspension shall be applied to the next season the offending player is a paid member of the league. This is all subject to Executive Board s approval depending on the severity of the infraction. b. Any Attempt to Injure infraction will result in the offending player automatically being suspended from the regular season and the year-end tournament, and subject to the Executive Board s decision, could be banned in future years. c. Three (3) Minor penalties of any type in one game will result in the offending player being automatically ejected for that remainder of that game. d. 10 Minute Misconduct penalties will be called and served as per C.A.H.A or N.O.H.A. regulations. If a player receives one (1) 10 Minute Misconduct penalties in one game, that player shall miss remainder of that game will be subject to N.O.H.A. and/or C.A.H.A regulations. Page 6 of 7

7 B) If a player receives three (2) or more 10 Minute Misconduct penalties in one season, the offending player will serve the following suspensions: a. Three (2) 10 Minute Misconducts games b. Four (3) 10 Minute Misconducts ---- season c. Any 5 minute Major Penalty will result in the offending player receiving the following automatic suspensions, including remainder of the game: C) 1 st offense games D) 2 nd offense games E) 3 rd offense ---- Out for the remainder of the season, including playoffs F) In the event that a player receives a suspension at the end of the regular season or during the year-end tournament and his team does not play the amount of games required to fulfill that suspension, that player must serve the balance of his suspension in the following season he plays in the league, regardless of what team he is drafted to. G) All decisions of the Referee-in-Chief will be brought to the Executive Committee to finalize appropriate action. H) Physical abuse of Officials will not be tolerated and will result in the offending player automatically being suspended for one calendar year and his reinstallment is subject to the Executive Committee s review and approval.
