2 What is the Magna Carta of Comprehensive women s human rights law Seeks to eliminate discrimination against women by recognizing, protecting, fulfilling and promoting the rights of Filipino women Women (MCW)?
3 What is discrimination against women? Gender-based distinction, exclusion or restriction that impairs enjoyment by women of human rights and freedom in political, economic, social, cultural civil or any other field Omission that excludes women from enjoyment of opportunities, benefits or privileges
4 Women s Rights spelled out in the Magna Carta of Women
5 Protection from all forms of Recruitment of women catering to VAW Mandatory training on human rights and GST to all government personnel involved in the protection and defense of women against gender-based violence Mandates all LGUs to establish VAW desk in every barangay violence
6 Protection and security in times of disaster, calamities and other crisis situations In all phases of relief, recovery, rehabilitation and construction effort, women are given protection from sexual exploitation and other sexual and gender-based violence

17 Who will be responsible for implementing the Magna Carta of Women? The state, private sector, society in general and individuals shall contribute to the recognition, respect and promotion of women s rights Phil government shall be the primary duty bearer All government offices Local government units GOCCs Each govt. agency shall be responsible to implement the provisions MCW that fall within their mandate

21 What are the penalties for violators If committed by a government agency, LGU, etc., the person directly responsible for the violation and the head of the agency of LGU will be held liable Sanctions under the administrative law, civil service or other appropriate law shall be recommended by the CH R to the CSC and the DILG In cases where violence was perpetrated, such will be considered aggravating offenses with corresponding penalties depending on the severity of the offenses If violation is committed by private entity oe individual, the person directly responsible will be liable to pay damages The offended party can pursue other remedies available under the law and can invoke any of the provisions of existing laws, especially those that protect the rights of women
22 How will the MCW be funded? The agencies should utilize their gender and development budgets It should be charged against current appropriations and shall be included in their annual budgets in the succeeding years MCW mandates the state to prioritize allocation of all available resources to effectively fulfill its obligations under the said law
