1 Guinea CO Humanitarian Situation Report SITUATION IN NUMBERS Highlights From January to 24 April 2014, Guinea has recorded a total of 218 suspected cases of Ebola virus disease with 141 deaths -- a case fatality rate of 65%. Ebola confirmed cases and deaths stand at 115 and 72, respectively. To date, 281 blood samples were collected, 184 analyzed and 115 were found positive to Ebola virus. The epidemic affects mainly prefectures of Guéckédou, Macenta, Kissidougou, Dinguiraye, Dabola and Conakry. 18 children are among the suspected cases. 13 children have died. UNICEF and partners have sensitized and distributed chlorine and soap to 325,819 people in affected areas including Conakry UNICEF has distributed 604,550 bars of soaps, 204,020 bottles of chlorine, 150,000 pairs of gloves, 370 sprayers and 1,650 kg of calcium hypochlorite since the beginning of the epidemic. The Government has taken measures to reinforce the surveillance of the contact persons (payment of salaries of volunteers involved in the surveillance, motorbikes and other logistics were provided.) UNICEF has received a total of US$ 1,329,038 (US$ 523,602 from Japan Government, US$ 200,000 form OFDA/USAID, US$ 100,000 from Japan Natcom and US$ 505,436 from CERF) UNICEF still requires US$ 609,613 to fill the funding gap. 24 April 2014 Ebola 218 suspected and confirmed cases in Guinea (115 cases of confirmed Ebola) 141 deaths (72 deaths of confirmed Ebola) (MoH Guinea 24 April 2014) 18 children with suspected cases of Ebola* 13 children died* *Under the age of 15 between the numbers are not broken down UNICEF funding gap* US$ 609,613 A total of 21 children have lost one or two of their parents to 12 patients the are Ebola currently virus hospitalized: disease. 21 patients were cured so far: 5 in Conakry 12 in Conakry 7 in Guéckédou 7 in Guéckédou 2 in Macenta 878 contacts have been identified throughout the country, 588 of them completed the 21 days required for surveillance and, unfortunately, 21 developed Ebola virus disease symptoms. 1
2 Ebola UNICEF s Response with partners There are cases of children who have been in contact with the sick, or have lost one or both parents, we work with the community to make sure that these children are protected and cared for by relatives in a family environment. We monitor their situation and plan to provide additional psychosocial support once these children have gone 21 days without showing symptoms of Ebola and their protection can be ensured. UNICEF has disseminated information about how to avoid the virus through posters and leaflets, including information on hand-washing with soap and water treatment at home with chlorine. UNICEF has provided transport and distribution of materials for the disinfection of health centres and homes of people infected. As part of social mobilization and communication for behavior change, UNICEF has supported the organization of sessions to inform and sensitize the population and health personnel on Ebola and preventive measures. UNICEF has also distributed liquid chlorine, rehydration fluids, pieces of soap, packets of oral rehydration salts and chlorine powder, health workers in the affected areas. (See table below for details) As soon as Government has declared officially the outbreak, UNICEF delivered five tons of medicines, medical supplies, and equipment to the most affected areas (Guéckédou and Macenta) for the management of cases and the protection of children and their families. UNICEF has supported the development of a national communication plan, which is now being implemented with the Government and with 2 national NGOs through among others a door-to-door sensitization campaign along with distribution of soap, chlorine, gloves to families in Conakry and other affected cities. Currently, we are not aware of any cases of stigmatized children. Participants in these meetings include: Embassy representatives from: Japan, France, UK, Germany, Spain, and the European Union. Representatives from the UN System and NGO community including: World Bank, UNFPA, UNICEF, WHO, USAID, Plan GUINEA, WFP, FAO, OCHA, MSF, SENAH, ICRC, CRG, CRS, Army Health Service, Rusal Alumina, Rio Tinto, Clinique Ambroise Paré, PSI, UMI along with officials from the Ministry of Health epidemiologist and an Inter-country WHO team in West Africa. This meeting aims to provide daily clear information on the epidemiological situation and the response on the ground. Humanitarian Strategy To respond to the Ebola outbreak, the Crisis Committee has developed a National Emergency Plan which focuses on strengthening the response at national, regional and district level; intensified active surveillance (active case finding and contact tracing) support rapid and effective infection control and public health, communication / outreach, management bodies and security of injection. This National Emergency Plan is constantly being revised to meet the changing needs. Communications for Development (C4D) In the affected areas in Forest Guinea (Macenta, Guéckédou, Conakry and Kissidougou) communication activities are implemented to inform and sensitize medical staff, on the measures to be taken to prevent contamination. In these areas, a door-to-door strategy is being adopted. To date, UNICEF and partners have sensitized and distributed chlorine and soap to 325,819 people in affected areas. Messages focus on how to avoid the virus through hygiene, washing hands, water treatment with chlorine before consumption, sanitation, reporting suspicious cases and precautions during funerals and 4
5 burials. To this end, existing leaflets and posters on cholera have been adapted and utilized. As of today, the following were achieved: - 2 TV spots and audio in French and 9 national languages for disseminition by roughly sixty private and community radio and 2 public television, - Reproduction of audio spots in 3,000 copies for distribution to drivers going to affected areas - Production and dissemination of 2 types of posters on the prevention and hospital reference in 30,000 copies - Production and dissemination of 9000 flyers and posters on prevention - Organisation of meeting with approximately 150 religious leaders including chairmen of both the Islamic and christian Councils, Archbishop, Bishops - Establishment of a free (green) call number for quick information on suspicious cases, patients and management of suspected or dead persons. Supply and Logistics Before the epidemic was confirmed, UNICEF mobilized material from its pre-positioned stock in Nzérékoré. Immediately after it was confirmed, UNICEF deployed from Conakry to the affected localities five tonnes of material. Since then UNICEF has been providing chlorine, soaps and C4D materials to partners throughout the country (see details in the table above on distribution of supplies). UNICEF can mobilize, on short notice, essential commodities from its stock in Conakry or from local suppliers. If required, supplies from UNICEF stock in Copenhagen or UNHRD Humanitarian stock in Accra will be airlifted. Media and External Communication Immediately following the Official Declaration by the Ministry of Health, UNICEF issued a press release informing the public of the situation. There was a very heavy response which resulted in multiple interviews on well-known media outlets. An additional press release was published on March 26th with new information and an update on the situation in Conakry. On Monday 28 April Voice of America will run an interview with UNICEF in Guinea. On April 17th, France 2 filmed a distribution of materials and information in the Markets of Conakry. The piece is expected to run in the coming days. On April 15th the Representative interviewed on NBC Nightly News while the interview did not run as of yet, it still may be used on subsequent stories. Additionally we have shared some of our C4D materials including radio broadcasts on our social networks. Funding Currently UNICEF estimates needs to prevent the spread of Ebola at 1,938,651 USD over a 3 month period. The Country Office received US$ 523,602 from Japan Government, US$ 100,000 from Japan Natcom, US$ 200,000 from OFDA/USAID and US$ 505,436 from CERF leaving a gap of US$ 609,613.
