1 UNICEF NIGERIA COUNTRY OFFICE Monthly Humanitarian Situation Report Date: 23 April, 2012 Highlights 1. A total of 13,218 Children with Severe Acute Malnutrition (SAM) have been treated in the month of March in the 363 Community Management of Acute Malnutrition sites % funding gap for Nutrition and 100% gap in other sectors place constraints on UNICEF integrated response scale up plans. 2 Inter- agency collaboration The cluster approach has not been adopted in. Sector coordination is the mechanism currently in place. UNICEF is the sector lead for Nutrition, WASH and Child Protection sub sector. In March a total of 13,218 children with SAM were treated in 363 CMAM sites. Two interagency nutrition sector meetings were held this month, key issues discussed were the availability of nutrition supplies, access challenges due to insecurity in some of the northern states and cross sector coordination between Nutrition and food security. During the meeting Save the Children UK shared findings on food security assessment conducted in selected Sahel States. UNICEF is also working in close collaboration with international NGO partners such as ACF (Action against Hunger) and Save the Children During this month, the UN Resident Coordinator for participated in the Regional Directors meeting in Dakar- where the Sahel food and nutrition crisis was on the agenda. The UN Resident Coordinator is planning to hold a meeting on the 9 th of May with United Nations Agencies and International NGOs working on the response to the Sahel crisis. The purpose of the meeting will be to ensure coordinated response, information sharing and gap filling. Efforts have been in place to ensure coordinated response and availability of essential nutrition supplies in CMAM sites. The Nutrition Logistician was deployed the first week of this month with the primary responsibility of strengthening the supply chain management. Quality assurance of case management the supervision of CMAM sites is on-going. WASH Assessment of CMAM sites for WASH services has been carried out in Adamawa, Gombe and Jigawa States 10 CMAM communities triggered/sensitised on Community Led Total Sanitation (CLTS) in Jigawa State Plan for provision of water and sanitation facilities in 15 Jigawa CMAM communities; final implementation is planned to hold between second and third quarter. 10 CMAM sites in Adamawa are now provided with water facilities A plan to conduct hygiene promotion in 5 CMAM communities of Yobe has been finalized; hygiene promotion activities will be carried out from the first week of May. Hygiene promotion and supply of WASH kits (basic family kits, squatting plastic slabs, tarpaulins, hygiene kits and water purifying sachets) to 6 CMAM communities have been initiated; these activities will be finalized by end of May.
3 A plan for integrating Water Sanitation & Hygiene Committee (WASHCOM) functions to support CMAM sites in hygiene promotion has been finalized for Bauchi, Borno, Kano and Yobe. Health UNICEF & operational partners Estimated #/% coverage Cumulative % of Target UNICEF Target results ( #) Achieved Children <5 receiving measles vaccination 95% N/A 92 Emergency affected families receiving 2 ITNs N/A N/A N/A List of UNICEF Operational Partners: State Ministries of Health, WHO, UNFPA, MSF-F A total of 4,522 cases and 79 deaths due to measles (case fatality rate 1.75%) have been reported in since January 2012 to second week of April, 1265 cases and 36 deaths in Sokoto and 564 cases and 14 deaths in Kebbi States. Sokoto and Kebbi are States within the Sahel region In 2012, as at 6 April, 18 cases of wild polio virus (WPV) have been recorded in 8 states (namely Borno, Kaduna, Katsina, Jigawa, Gombe, Yobe and Zamfara) compared to 9 cases in 4 States for the same period in The second round of Immunization Plus Days (IPDs) was conducted for four days from 31st March to 3 rd April targeting children under-five. 20,506,958 children have been vaccinated against polio in the 11 states in the Sahel region. In response to the measles outbreak, UNICEF and partners are working closely to implement measles vaccination and case management for affected children UNICEF has already prepositioned diarrhea treatment supplies such as ORS and Ringers Lactate in health facilities and Ministry of Health warehouses for immediate response Child Protection There is no significant displacement reported so far as a result of the Sahel Crisis. UNICEF is working closely with Child protection network in ensuring monitoring of movement/ displacement within Sahel States and neighbouring countries UNICEF, in partnership with Save the Children, conducted a training on Child protection in emergencies, targeting various partners and government institutions, NGOs, CSO, and the Red Cross. A total of 38 participants were trained from 16 to 20 April. UNICEF has already prepositioned emergency child protection supplies such as recreation kits for children. Education Until this reporting period, there is no displacement reported due to the Sahel crisis. The Education sector has continued to work with partners to ensure preparedness for education in emergencies, including prepositioning of supplies. UNICEF has procured and prepositioned emergency educational materials such as school-in-a box, including materials like chalk, blackboard, pencils and tents for learning spaces for a minimum of 10,000 students. The education sector is working closely with the child protection sector in ensuring monitoring of child protection issues. An education specialist in emergency (surge capacity under the stand-by agreement- from Irish Aid) will be deployed by the end of April to support the response in Northern States. Communication for Development (C4D) A stakeholder meeting on the communication strategy for Infant and Young Child was conducted during this reporting period, involving various partners. A total of 46 participants attended the meeting.
4 Assessment of socio-cultural norms and beliefs influencing nutrition and malnutrition in affected communities is on- going. Production and prepositioning of communication materials in health, nutrition, protection and WASH is on-going. Pending availability of funding, the sector is planning to reach communities through community dialogues including interactive message delivery (Community Dialogue, Performing Arts, and Cultural Communication). Supply and Logistics UNICEF has prepositioned emergency supplies to respond to the nutrition crisis, and there is Ready-to Use Therapeutic Food (RUTF) in CMAM sites. 19 containers which were stuck in the port, but have now been released and 10 of these have been dispatched to the field. The remainder will be dispatched in the coming week. 1 container contains about 1,100 cartons of RUTF A consultant is currently working on strengthening the logistics system for nutrition emergency supplies. Work has started by visiting the port in Lagos and will continue with visits to UNICEF and government warehouses. A critical stock of RUTF will be determined to ensure timely response in situations where the caseload may increase rapidly. The main challenge is to ensure availability of sufficient supplies of other related sectors such as WASH, Health, C4D in order to ensure maximum integrated response in reaching out the targeted 208,000 Severe Malnourished children in the Sahel State Human Resources An Emergency Supply & Logistics Specialist has been deployed for an initial period of 3 months in to support the Emergency Nutrition pipelines Two L3 Nutrition Specialists are expected to start work in country offices by 1 st of June The recruitment of the third L3 Nutrition Specialist is still in progress. A senior Nutrition Specialist (L4) based in Abuja will be advertised by headquarters in the next vacancy bulletin. Recruitment of an additional two mid-level professional - NOCs - for Northern is in progress with shortlists already completed. A senior Emergency Health Specialist (on loan from Democratic People s Republic of Korea- UNICEF Country Office) arrived on 15 April for one month. The process of recruiting field emergency coordinators for (Bauchi and Kaduna Field Offices) and additional Emergency Education specialist through the Standby arrangement is still underway. An Emergency Coordinator and Education Specialist have been identified, all will be deployed to Bauchi Field Office Recruitment of third party consultants is in process to ensure strong monitoring and supervision of the intervention.
