4 Safe At Work Ontario - Overview Safe At Work Ontario (SAWO) is the s (MOL) occupational health and safety compliance strategy designed to: Improve the health and safety culture of workplaces Reduce workplace injuries and illness Avoid costs for employers and claims related to the Workplace Safety and Insurance Board (WSIB) Lessen the burden on the health care system Provide a level playing field for compliant companies Cornerstones of SAWO: Focused inspections Transparent enforcement Intervention and system partnership Sustained compliance through Internal Responsibility System (IRS) Continuous evaluation and improvement e of the strategy 4

5 Safe At Work Ontario and Blitzes Additional SAWO Two components: Blitzes (heightened enforcement focus) Sector Plans FOCUS OF A BLITZ GENERAL Under SAWO, each sector enforcement program conducts a series of heightened enforcement activities known as blitzes throughout the year A blitz is generally focussed on addressing particular hazards in specific workplaces within each program During a blitz, MOL inspectors generally focus on the following issues Competent supervision Responsibilities of directors and officers of corporations Effectiveness of Joint Health and Safety Committees (JHSCs) and Health and Safety Representatives (HSRs) 5

6 How will the PPE Blitz Support SAWO? Encourage employers to identify hazards and proper selection, use and care of personal protective equipment, including developing and implementing measures and procedures, and worker training related to PPE Act as a deterrent to employers who are in non-compliance with the OHSA and the applicable regulations Promote and raise awareness about PPE in industrial and health care workplaces Enhance partnerships with Health and Safety Associations and other stakeholders which will help reduce injuries to Ontario workers 6

8 The PPE Blitz The PPE Blitz will be conducted by both the industrial and health care sector programs It will last for one month (October 01 31, 2011) The PPE blitz focuses on the following industrial i workplaces: Education Farming Wood and Metal Fabrication Vehicle Sales and Service Food and Beverage Wholesalers Note: Inspectors will have flexibility to visit any workplace including those in forestry and pulp & paper sectors The PPE blitz focuses on the following health care workplaces: Hospitals Long-term Care Homes and Homes for Residential Care (Retirement Homes) 8

9 Why the PPE Blitz? Workers suffer serious injuries due to both lack and/or improper use of PPE Therefore, the purpose of this PPE blitz is to protect workers and prevent those injuries To encourage employers to identify hazards and proper selection, use and care of PPE Promote and raise awareness about PPE in industrial and health care workplaces 9

10 The PPE Blitz Focus Health Care FOCUS: WHO, WHERE, WHAT and WHY? WHO? - Health care workers not providing patient care WHERE? Selected Health Care Workplace Departments Dietary/Nutrition Services/Kitchen Maintenance Shop Housekeeping/Environmental Services Central Sterile Supply Laundry WHAT? - Type of Protective Equipment: head, eye/face, hearing, respiratory, hand and foot 10

11 The PPE Blitz Focus - Industrial The focus of the Blitz is on head, eye and foot protection. However, if inspectors become aware of other PPE issues or hazards they will be addressed. This means: Inspectors may also address other types of PPE including fall, respiratory, skin and hearing protection. Inspectors may also address safety hazards 11

12 What MOL Inspectors may look for during the Blitz Inspectors may look to confirm: Employers/Supervisors: 1. Provide adequate supervision of working using PPE 2. Provide required training on use of PPE. 3. Ensure that PPE is properly p used 4. Ensure proper storage and maintenance of PPE 5. Ensure workers are properly fitted for respirators 12

13 What MOL Inspectors may look for during the Blitz Inspectors may look to confirm: Workers 1. Wear required PPE 2. Report hazards requiring PPE to supervisor 3. Report missing or defective PPE 4. Do not remove or disable required PPE 5. Know they can refuse unsafe work 13

14 Compliance with OHSA and Its Regulations Ensure that the selection, use, and care of PPE as specified in the OHSA are being met by all workplace parties: Employer Duties Under Section 25 of the OHSA, an employer must: Provide and maintain in good condition all prescribed PPE - Clause 25(1)(a) & (b) Ensure that the PPE is used by the worker as prescribed - Clause 25(1)(d) Provide information, instruction and supervision to a worker Clause 25(2)(a) Supervisor Duties Under Section 27 of the OHSA, a supervisor must: Ensure that a worker wears the PPE required by OSHA and the regulations - Clause 27(1)(a) Ensure the worker uses the PPE required by the employer - Clause 27(1)(b) Worker Responsibilities Under Section 28 of the OHSA, a worker must: Wear any PPE required by the employer - Clause 28(1)(b) Report to the employer or supervisor any known missing or defective PPE - Clause 28(1)(c) Not remove or make ineffective any PPE required by the employer or by the supervisor Clause 28(1)(d) 14

15 Compliance with Reg Industrial 79. A worker required to wear or use any protective clothing; equipment or device shall be instructed and trained in its care and use before wearing or using the protective clothing, equipment, or device. 80. A worker exposed to the hazard of head injury shall wear head protection appropriate in the circumstances. 81. A worker exposed to the hazard of eye injury shall wear eye protection appropriate in the circumstances. 82. A worker exposed to the hazard of foot injury shall wear foot protection appropriate in the circumstances 15
