1 2010 LEED Application Guide for Multiple Buildings and On-Campus Building Projects (2010 AGMBC) For Use with 2009 LEED Rating Systems for Design and Construction and Operations and Maintenance Published October 11, 2010 Part 1: October 2010 Part 1 contains guidance to help project teams certify projects individually on the same site on either a new or existing campus where there is one owner or common property management and control. Part 2: 2011 Part 2 will contain guidance to help project teams certify a group of projects as a package where the entire project set will receive a single rating. These projects may constitute an entire campus or be a subset of an existing campus.

4 Introduction The purpose of this guidance document is to provide direction when applying the LEED rating systems to multiple building and on-campus projects that are on a shared site under the control of a single entity; for example, a corporate or educational campus, government installation, or commercial development. These types of projects represent a great opportunity for sustainable planning and design. USGBC and GBCI recognize that this market requires unique guidance in order to: encourage a holistic, sustainable approach to project management capture economies of scale in the certification process through shared credits address the unique challenges and opportunities inherent in campus projects This guidance document is informed by the 2005 Application Guide for Multiple Building and On-Campus Building Projects (2005 AGMBC) and incorporates additional strategies to further streamline the certification process for multiple building and on-campus projects, while maintaining the technical integrity and rigor of the LEED Rating Systems. The different certification pathways offered by the 2005 AGMBC have been simplified, and broken-out into discrete sections that will be released as they are ready for use. In addition, guidance for operations and maintenance projects is now included in this series. For the purposes of this document the term campus is used to represent a single site under the ownership or management of a single entity. For example, this could be a military base, a corporate or government campus or a college or university. Please see the Glossary for additional definitions. Part 1 (Included in this document) contains registration and certification guidance provided by GBCI to help project teams certify multiple projects individually* on the same site. These projects may be located on either a new or existing campus where there is one owner or common property management and control. *LEED Certification on a campus where each project is registered and certified independently. 5 Part 2 (Coming in 2011) will contain guidance to help project teams certify multiple projects as one group* where the entire set, with a single LEED project boundary, will receive a single certification. These projects may constitute an entire campus or be a subset of an existing campus, and each building within a single registration will be required to independently demonstrate compliance with all minimum program requirements and prerequisites. There will be a limit on the number of buildings/square footage permitted in a single registration. *LEED Certification for multiple projects on a shared site, such that more than one building may be included within a single LEED registration. Part 2 addresses the following rating systems: Design and construction rating systems: LEED for New Construction, LEED for Core & Shell, LEED for Schools, LEED for Retail, LEED for Healthcare and LEED for Commercial Interiors Operations and maintenance rating system: LEED for Existing Buildings: Operations & Maintenance This does not apply to projects registered under LEED for Homes or LEED for Neighborhood Development. USGBC and GBCI will continue to expand support for customers in these settings by adding functionality in LEED Online v3 that will simplify and streamline the registration and certification processes for project teams using this guidance. Credits may be added to the list of allowed credits in this guidance as well as further direction where the best compliance or documentation paths are unclear. Feedback received from project teams that use this guidance is very valuable and will be utilized to inform future versions of the guidance. Comments should be submitted through the contact us pages at contact page on usgbc.org or contact page on gbci.org. Applicability LEED 2009 Project teams that wish to utilize campus or shared-site approaches to credits are required to use the guidance contained within this document. Project teams for projects registered under LEED-NC v2.1 or v2.2 are not eligible to use this document, and should instead either upgrade their project to LEED 2009, or follow the 2005 Application Guide for Multiple Buildings and On-Campus Projects (LEED-CS v2.0 and LEED for Schools 2007 projects may use the 2005 AGMBC as applicable). This guidance does NOT create a new rating system. Users may follow this guidance and apply it to existing rating system requirements in a campus or shared site setting. Version 1 October 11,
6 Who should use this guidance? Project teams may use this guidance when pursuing certification for two or more LEED projects that meet all of the following criteria: certification is being pursued under a LEED 2009 rating system the projects are under the same ownership, same property developer, or property management the projects are located on a single shared, physical site as defined in the LEED Minimum Program Requirements Each of the projects can independently meet the LEED Minimum Program Requirements and prerequisites When is this guidance not applicable? This guidance is not written to cover the implementation of the LEED for Neighborhood Development rating system. The LEED for Neighborhood Development Rating System integrates the principles of smart growth, urbanism and green building into the first national system for neighborhood design. Projects that utilize LEED for Neighborhood Development to certify their neighborhood can also utilize the 2010 AGMBC to certify the projects within that neighborhood. The guidance does not cover the LEED Volume Program. However, organizations may take advantage of both the Volume Program and the 2010 AGMBC to certify projects in their portfolio because the two programs meet the needs of different types of projects. The LEED Volume Program is for organizations planning to certify either a large number of newconstruction projects or existing projects that are all based on a uniform prototype. The new multiple-building guidance, by contrast, is for projects that are not necessarily uniform in design but are located on a single campus or site. For organizations that do not meet the criteria for the Volume Program, the 2010 AGMBC is a way to streamline the certification process, for project located on the same site. This guidance document (the 2010 AGMBC) is not applicable to pre-leed 2009 rating systems. Part 1 Individual Project Certification The guidance in Part 1, provided by GBCI and USGBC, explains how projects are certified individually and can take advantage of certain credits that can be reviewed holistically on a campus basis. This includes instructions for documenting campus credits through a separate, independent review of those credits outside of an individual project certification review. Once earned, these campus credits are available to individual projects located within that same LEED Campus Boundary (see section below). Version 1 October 11,
7 The AGMBC Help section of LEED Online v3 contains significant information to explain how to register and certify projects using this guidance. The Help content should be used alongside this guidance document to certify projects. 1.1 Registration and Documentation Requirements All campus credit and prerequisite information should be documented within the Master Site registration. The Master Site is a holding place for all campus credits. All projects submitted for certification on the campus that reference the Master Site can utilize the credits pre-approved in the Master Site review. The Master Site can be submitted for review either prior to or at the same time as the first building submitting for certification review. Similar to the review process for individual projects, teams can choose to submit the Master Site for a standard (combined) or split (design and construction) review. At no time will the Master Site registration receive a LEED Certification. Project teams are required to first register a Block within LEED Online v3. The Block acts as a grouping mechanism and allows individual project registrations to be linked together. The Master Site and individual projects are then registered separately within the registered Block in LEED Online v3. Project teams should use the term Master Site in the naming of the Master Site registration. For example, State University Master Site. A separate LEED registration is required for each project. Individual projects should be registered using a similar naming convention as the Master Site (for example, State University Project 1). Project teams are required to provide the following information with the Master Site: a general narrative of the overall campus project a schematic site plan showing the location of the LEED Campus Boundary and the location of each individual project pursuing LEED certification a list of the campus-wide credits which have been/will be submitted a list of the individually registered projects to which the campus credits will apply Determining the LEED Campus Boundary Project teams are required to define the LEED Campus Boundary in the Master Site, the LEED boundary for all campus credits, as well as an individual LEED project boundary for each registered project. Both the LEED Campus Boundary and individual LEED project boundary are expected to comply with applicable Minimum Program Requirements and Supplemental Guidance as published on the USGBC website. Project teams should review the Minimum Program Requirements Supplemental Guidance and pay special attention to MPR #3: Must Use a Reasonable Site Boundary and MPR #7 Must comply with a Minimum Building Area to Site Area Ratio. 8 LEED Campus Boundary A LEED Campus Boundary must be defined. Keep in mind that guidance on where to draw the LEED Campus Boundary is intentionally non-specific. USGBC cannot provide a single policy that speaks to every eventuality, so instead general guidelines are given, and the project team must use their own judgment in drawing a reasonable boundary. The following points should be considered when defining this boundary: Projects may elect to use the legal limits of the campus (e.g. property boundary) or define an alternative boundary for LEED purposes that is wholly contained within the legal ownership rights of the site. The entire area contained within this boundary is required to be under the same ownership or property manager or developer. All individual LEED project boundaries must be wholly contained within the LEED Campus Boundary. The LEED Campus Boundary may include projects for which LEED certification will not be pursued and it is not necessary that the sum of all individual LEED project boundaries make up the entire LEED Campus Boundary area. However, all site features and amenities within the LEED Campus Boundary will be considered during the review of the campus credits. For example, when calculating the open space requirements for SSc5.1 and SSc5.2, the footprints of all projects within the LEED Campus Boundary must be included in the calculations (regardless of whether the project is seeking LEED certification). The LEED Campus Boundary must be a single unbroken site, unless the noncontiguous parcels meet the conditions stated in the MPR Supplemental Guidance. To comply with the minimum project area to site area ratio requirement the gross floor area used for the calculation should include all projects within the LEED Campus Boundary, those pursuing LEED certification and those not pursuing LEED certification. If the LEED Campus Boundary changes or if any subsequent projects change the Master Site registration s credit performance, all affected credits must be rereviewed at the expense of the project team Individual LEED Project Boundary Each individually registered project must have its own LEED Project Boundary. The LEED Project Boundary must include all land that is associated with and supports normal project operations, including all land that was or will be disturbed for the purpose of undertaking the LEED project. In some instances this may be coincident with the area disturbed during construction of the project. Version 1 October 11,
9 1.1.2 Credit Guidance This section provides guidance necessary for project teams to pursue campus credits. Table 1A lists the prerequisites and credits that are available as campus credits for the LEED 2009 design and construction rating systems, some of which were not included in the 2005 AGMBC. Table 1B lists the prerequisites and credits that are available as campus credits for existing projects utilizing the LEED 2009 Existing Buildings: Operations & Maintenance rating system. The credit/prerequisite requirements are unchanged and remain consistent with the published LEED Rating Systems, Reference Guides, Addenda, and LEED Online Forms. However, documentation paths have been created so that project teams with multiple projects and oncampus projects can follow the LEED project certification process more easily Additional General Guidelines Applying similar credits across rating systems The project team may apply credits and prerequisites earned in the Master Site review to individual projects registered under different rating systems within the same Block, if the credit is earned by applying the requirements of the most stringent rating system. Anticipating future needs It is commonplace for a campus to be sized to meet future needs. For example, if a stormwater management facility has been sized to anticipate a future need (i.e. it is currently over-sized), it can be pre-approved for use by upcoming projects (until that anticipated capacity is depleted). Campus strategies for credits not included in Tables 1A and 1B If the project team believes that they can demonstrate compliance with a credit not listed in this guidance as a campus credit, they may either submit the approach during the Master Site review, or submit an inquiry via the Project CIR process if feedback is required prior to submitting a project for certification review. The team must describe why their campus approach will produce the same end result as an individual compliance approach. FTE or Occupant Calculations If a project team pursues a campus credit that involves full time equivalents (FTE) or occupants, they must provide FTE or occupant calculations for all projects contained within the campus boundary in the Master Site (regardless of whether those projects are pursuing LEED Certification). For each individually registered project, only the FTE or occupant calculations for that project are required. Including Projects within the LEED Campus Boundary that are not pursuing LEED Certification The LEED Campus Boundary may include projects for which LEED certification has not/will not be pursued. However, please note that all campus features and infrastructure within the campus boundary will be considered during the review of the campus credits. For example, a campus contains Buildings A, B & C; where only Buildings A & C are pursuing LEED Version 1 October 11,
10 certification. The project decides to pursue several sites credits as campus credits e.g. NC SSc7.1 Heat Island Effect Non-roof the project team is required to include all campus features and hardscape within the credit calculations, including those associated with Building B, even though that Building B is not itself pursuing LEED certification. No requirement for campus credits Project teams may elect to pursue any or all of the credits or prerequisites listed in Tables 1A and 1B either as individual project credits or as campus credits. Campus Credit Cross-checks Pre-approved campus credits in the Master Site registration will be cross-checked for consistency with every new individual project s overall submittal documentation. If an inconsistency is found, or if other information provided in subsequent individual project applications calls into question the potential achievement of any LEED requirement, GBCI reserves the right to request additional information and/or deny the associated credits or prerequisites. If any of the circumstances listed above occurs, the Campus Credit will have to be re-reviewed at the Project Team s expense. Alternative Compliance Paths for campuses There are no pre-approved rating system alternative compliance paths available for campus projects at this time. If a project team wishes to gain approval for an alternative compliance path, they may either submit the approach during the regular certification review, or submit an inquiry via the Project CIR process if feedback is required prior to submitting a project for certification review. New Versions of LEED If the version of LEED in use changes (for example from LEED for New Construction v2.2 to v2009 or to future versions of LEED) all campus credits must be re-reviewed at the expense of the project team in order to be available for use under the new version of the rating system. For example, SSc4.2 approved under LEED-NCv2.2 with the 2005 AGMBC cannot be applied as a LEED 2009 campus credit. Similarly, if a campus credit is achieved for SSc4.2 under LEED 2009, it cannot be applied to a future project registered under the LEED 2012 rating system(s). Addenda All LEED projects are held to addenda released prior to the project s registration date. Accordingly, we encourage project teams to coordinate registration of the Master Site with those LEED projects that will be taking advantage of the campus credits contained within the Master Site so that all projects are held to the same addenda. Adding Credits to the Master Site After the Master Site has gone through the Master Site review process described above, new credits can be added to the Master Site registration at any time. Review of these credits is facilitated through the appeals process in LEED Online. Please see the Help content in LEED Version 1 October 11,

Such campus credits will be available only to projects associated with the Master Site that have not yet submitted for review Additional Information for O&M Projects This guidance is for multiple existing projects on a shared site with shared management control. The Master Site may be used to pre-approve policies, plans and campus credits that are not dependent on a performance period. Aggregated performance data is not allowed. Individual projects may subsequently submit with project-specific performance periods for all other credits. Design and Construction Streamlined Paths For credits that offer compliance via the Design and Construction Streamlined path, all projects in the LEED Campus Boundary must have previously received LEED certification to be eligible to use this compliance path. District Energy System Guidance If the campus has a central plant, the district energy system (DES) guidance for LEED 2009 Existing Buildings: O&M projects must be used in the individual project submissions. 12 1.2 Glossary Block In reference to LEED online v3 projects, a block is a free project management tool for customers with multiple LEED projects. Projects can be grouped together in a block as specified by the customer. For example, a block may be created to group LEED projects on a campus or under a single management firm. Campus - A single shared site under the ownership or management of a single entity. For example, this could be a military base, a corporate campus or a college or university. Campus Credit - A LEED prerequisite or credit that can be attempted for most or all projects within a LEED Campus Boundary because of shared site features uniformity in project or management traits. LEED Campus Boundary The site area defined as the LEED project boundary for all campus credits. This may be the legal limits of the shared site (e.g. property boundary) or an alternative boundary for LEED purposes. The LEED campus boundary must be a single unbroken site, unless the non-contiguous parcels meet the conditions stated in the MPR Supplemental Guidance. LEED Project Boundary - The LEED project boundary is the portion of the project site submitted for LEED certification. For single building developments, this is the entire project scope and is generally limited to the site boundary. For multiple building developments, the LEED project boundary may be a portion of the development as determined by the project team. Master Site A LEED project registration for the purposes of holding all campus credits for review. At no time will the Master Site receive a LEED certification. 13 1.3 Registration and Certification Fees All registrations associated with a campus are subject to the standard fee structures available on the GBCI webpage. GBCI provides a unique fee structure for campus projects pursuing certification using the procedures outlined in Part 1 of this document. These fees can be viewed at on the 2010 AGMBC fees page. A campus parking plan must be provided in order to illustrate the site/campus parking and a reasonable distribution of preferred parking spaces for the projects seeking LEED certification. Note: Construction Phase Credit CASE 2 ONLY: The development footprints of all of the projects contained within the LEED Campus Boundary (including projects within the LEED Campus Boundary that are not pursuing LEED certification) must be included in the credit calculations. Projects cannot use the green roof option until SS Credit 2 is achievable as a campus credit. CASE 1 and CASE 3 ONLY: The development footprints of all of the projects contained within the LEED Campus Boundary (including those projects not pursuing LEED certification) must be included in the credit calculations. The details of the refrigerants used in all of the projects must be documented. The DES Guidance may be used. Option 2: CFC phase-out plan - This option is not applicable. EAc4 Enhanced Refrigerant Management OPTION 1 ONLY: Option 1 (No use of refrigerants) may be attempted on a campus basis. The DES Guidance may be used. Option 2 CFC phase-out plan - This option is not applicable. Materials & Resources EAc6 (EAc4 for CI) Green Power The compliance path applies to the purchase of green power. In order to demonstrate credit compliance, submit a copy of the green power purchase agreement for all of the applicable green power. Document the green power assigned to each project using the EAc6 green power breakdowns.xlsx found under the resources section on the credit page. For projects using district energy systems, this compliance path is currently unavailable. MRp1 Storage and Collection of Recyclables A central collection area designed to consolidate a project s recyclables meets the credit requirements as long as the intent of the credit and the recycling needs of the occupants are met. For projects with larger site area, it may be possible to create a central collection area that is outside the project footprint or project site boundary. In this case, document how the recyclable materials will be transported to the separate collection area. Indoor Environmental Quality MRc2** Construction Waste Management: Divert from Disposal Note: Construction Phase Credit Attempting this credit on a campus basis and submitting aggregate data acceptable only when the projects are built/renovated under the same construction contract. In order to demonstrate compliance, provide cut-sheets for the the materials/products which will be used in all projects. This should comprise at least 20% of the materials listed for each credit. Note that the VOC budget compliance path is unavailable on a campus basis. SSc8 Light Pollution Reduction INTERIOR LIGHTING Interior lighting control systems may be part of a campus-wide automation system. Include all lighting zones and non-emergency built-in light fixtures. If a campus-wide automation system is not in place, this portion of the credit must be submitted for each individual project. EXTERIOR LIGHTING Option 1: All projects in the campus must have been previously certified. Option 2: All exterior fixtures within the master project boundary must meet the shielding requirements. Option 3: Trespass requirements must be met at the LEED Campus Boundary. Water Efficiency WEc3 Water Efficient Landscaping All of the irrigated areas within the LEED Campus Boundary must be included in the credit calculations in order to document compliance. 17 Energy and Atmosphere EAc3.1 Performance Measurement - Building Automation System A campus-wide building automation system may be used to demonstrate compliance provided that all buildings in the campus are controlled by the system. The preventative maintenance program must address BAS components throughout the campus. Materials and Resources MRp1 Sustainable Purchasing Policy The policy may be implemented on a campus-wide basis and must address any sub-sets of purchasing habits (such as for different project types within the campus). The policy must address the goals, scope and performance metrics for any purchasing credits that any individual projects within the master project intend to pursue. MRp2 Solid Waste Management Policy The policy may be implemented on a campus-wide basis and must address any sub-sets of waste management habits (such as for different project types within the campus). Indoor Environmental Quality EQp2 ETS Control CASE 1, OPTION 1 ONLY (SITE SMOKING POLICY): The smoking prohibition policy may be implemented on a campus-wide basis.
