3 Administrative Instructions on ASHI Participation in the United Nations After- Service Health Insurance programme is governed by administrative instruction ST/AI/2007/3*, dated 1 July *This AI is being revised to incorporate changes to benefits implemented as a result of the HR reforms.
4 ASHI Eligibility Requirements ASHI is available to staff members retiring from the UN, and their eligible family members, provided the following requirements are met: Staff members Must be employed on a fixed term or continuing contract at the time of retirement Must be a staff member of UN, UNICEF, UNDP Must be at least 55 years old Must be enroled in a UN Health Insurance plan at time of retirement Must have participated in a UN health insurance programme for at least 5 years if hired prior to 1 July 2007 or at least 101 years if hired after 1 July Participation while holding ALD contracts is not recognized Must receive or have elected to receive a monthly pension from the UNJSPF Granted disability benefit by the UNJSPF or under Appendix D.
5 ASHI Eligibility Requirements Cont d Dependents If the staff member s s DOH is prior to 1 July 2007: A spouse and dependent child(ren) enrolled under staff member s s coverage at time of retirement If the staff member s s DOH 1 July 2007 or after: a spouse and dependent child(ren) enrolled for at least five (5) years (or 2 years if the spouse had coverage with an outside employer) under staff member s s coverage at time of retirement For newly acquired spouse or dependents, they have to be enrolled within thirty days of the effective date of the dependency relationship A Child born within 300 days of staff member s retirement Dependent granted disability benefit by the UNJSPF Deaths In Service or After Service
6 Documents Required for ASHI UN staff members payrolled in New York must submit the following: A completed and signed Application for After Service Health Insurance and Pension Deduction form. All other staff members from UNDP, UNICEF and UN OAHs must present the following: A completed and signed Application for After Service Health Insurance and Pension Deduction form A separation Personnel Action (PA) form from your OHRM representative (if available at the time of applying) Certification of contributory health insurance participation Official OHRM memo of enrolment with index numbers of staff member and all covered dependents, separation date of staff member, and certification of health insurance participation.
7 Documents Required for ASHI- Cont d Disabled staff members and disabled dependents must submit documentation from UNJSPF to support disability benefits Staff members retiring on deferred pension must submit benefit estimates from the pension fund when applying for ASHI
8 Cost of Participation in ASHI Retirees with DOH before 1 July 2007 and at least five years of insurance participation will pay unsubsidized premium contributions until they have participated for 10 years. For retirees with 10 years of insurance participation, the ASHI benefit is subsidized and premium contribution is based on the unreduced pension amount before any lump-sum is taken. This amount, calculated by the pension fund, is used by the Insurance Service to determine the monthly premium contributions.
9 Time Limits ASHI applications will be accepted within a sixty (60) day period beginning 31 days before retirement through 31 days after retirement ASHI applications for dependent spouse or children will be accepted within ninety (90) days of the staff member s s or retiree s s death Participation in ASHI is effective the first of the month following the separation date.
10 Termination of ASHI ASHI terminates when any of the following situations occur: A participant fails to remit premium contributions Periodic disability or compensation benefits awarded by UNJSPF are stopped A dependent child marries, accepts full-time employment, or reaches the age of 25 A participating retiree goes back to active service with the UN and pension deductions resume Upon remarriage of a surviving spouse A participant elects to cancel his or her participation in the ASHI programme. In this case, the retiree will not be allowed to re-enter enter the programme.
11 After Service Life Insurance (ASLI) Participation in the United Nations After- Service Life Insurance programme is governed by administrative instruction, ST/AI/2002/6 and information circular, ST/IC/2002/63 both dated 27 September 2002.
12 ASLI Eligibility Requirements Eligibility is determined by the New York Headquarters office of the United Nations Insurance Service Staff members retiring from the UN must satisfy all of the following requirements for ASLI eligibility: Have at least TEN years participation as an active staff member in the life insurance programme, Have attained at least 55 years of age Is participating in the life insurance plan at the time of retirement. Staff members separating from the UN because of a disability are also eligible for ASLI
13 ASLI Additional Information After-service coverage in the Aetna Group Life Insurance plan is free and requires no application. Coverage is reduced from the moment of retirement, and based on a schedule that depends on your attained age. Details are set out in ST/IC/2002/63. The amount by which in-service coverage is reduced at retirement may be converted into an individual life insurance policy. Details with respect to obtaining the individual (or, "conversion") policy may be obtained from Aetna or from the Insurance Office.
