2 GENERAL RECOMMENDATIONS TO ALL PROJECTS 1. Annual Round Table Tempus & Erasmus+ Projects Implementation: National and International levels should be established (responsible NEO, projects and Ministry of Education and Sciences of Ukraine). 2. Facilitate participation of representatives of the Ministry of Education and Science of Ukraine and strengthen the role of the Ministry in project implementation, exploitation and dissemination of Tempus & Erasmus+ projects outcomes. 3. Engage employers to participate in Tempus & Erasmus+ projects development and implementation. 4. Involve graduates, students, young researchers into the process of curricula development on competence-based approach within Tempus & Erasmus+ projects development and implementation, which foresees learning outcomes described based on competence of future professional at all level, as well as into the capacity building of departments on research, innovation, career development and employability, etc. 5. Reinforce the focus on systematic studies on state of play of higher education reforming and analysis of legislation that help to define project idea and risk assessment as well as ensure effective implementation. 6. Perform on regular basis seminars and trainings to higher education institutions on implementation of Bologna instruments: ECTS, ESG, Qualification Frameworks, student-centered learning and teaching, competence-based approach etc where possible within projects events. 7. Promote to the international educational market Joint curricula for Master and Doctoral (PhD) levels developed within a Tempus projects to engage international students and allowing an individual to receive two or more degrees from partner universities. 8. Develop the third higher education cycle structured PhD programmes based on modern approaches and international experience in the Doctoral School format, using corresponding results of a number of Tempus projects aimed at developing research training and Doctoral Schools. 9. Ensure inclusiveness of specific courses for soft/transferable competences development into modernized and created Master and Doctoral (PhD) programmes within Tempus & Erasmus+ projects for the purpose of graduates employability enhancement. 10. Implement the joint use of the various modern equipment and software purchased within the Tempus project by partner universities (computer classes, video conference halls, special educational research laboratories, libraries, etc). 11. Place on the Internet resources both on the websites of the universities participating in the projects and at various information and communication events so that other higher educational institutions could use them in their work (electronic consulting networks, e-libraries, platforms, Internet portals, media centres, distant learning systems, etc). 12. Promote results of Tempus projects and disseminate information in the Internet space, it is necessary to make the most use of educational Internet resources and the website of the Ministry of Education and Science of Ukraine not only during project implementation but also after that, to ensure sustainability of the project results. 13. Develop strategic projects with focus on achievement of specific purpose and objectives over 5-7 years using international projects: as an example to enhance social dimension of higher education by expanding courses to different audiences disadvantaged groups, housewives, newly set enterprises, retired citizens, etc. and to increase multi-disciplinary aspects of programs that are of interest to professionals in the different domains (e.g. e-trading systems are in interest of engineers, economics, IT specialists). 2

Regular training Universities leadership and faculties on new skills in the context of autonomy: student-centered learning and teaching, ICT, soft skills, R&D, academic writing and foreign language, innovation and commercialization, new management and leadership. SPECIFIC RECOMMENDATIONS 1. LeAGUe Network for Developing Lifelong Learning in Armenia, Georgia and Ukraine ( ) Presenter Sergii STIRENKO, National Technical University of Ukraine «Kyiv Polytechnic Institute» Ukrainian partners: KHARKIV NATIONAL UNIVERSITY OF RADIOELECTRONICS, NATIONAL TECHNICAL UNIVERSITY OF UKRAINE KYIV POLYTECHNIC INSTITUTE, ODESSA NATIONAL POLYTECHNIC UNIVERSITY, TARAS SHEVCHENKO NATIONAL UNIVERSITY OF KYIV 1. Plan of implementation of framework for LLL. 2. Proposition of legal and administrative framework within which the educational institutions can act. 3. Disseminate Plan of activities on integration of higher education, innovation and research via Internetsites of the Ministry, NEO and project partners. Conduct regular national and regional events on issues of integration of higher education, innovation and research by trained education managers of Universities-partners. 3. UNIVIA Development and improvement of the University Administration on International Affairs ( ) Presenter Olena CHRNIYAVSKA, Poltava University of Economics and Trade, Yavgenia KOLOMIETS-LUDVYG, Kyiv National Economic University named after Vadym Hetman Ukrainian partners: KYIV NATIONAL ECONOMIC UNIVERSITY NAMED AFTER VADYM HETMAN, POLTAVA UNIVERSITY OF ECONOMICS AND TRADE 1. Developed necessary policy documents on base of review of Partner & EU universities' International Relations Offices (IRO) 2. Created completely new International Relations Office (IRO) and Quality Monitoring Division within it in the partner universities with optimal and flexible administration mechanisms in order to improve the work of IROs as an integral part of overall University administration. 3. Established special mechanism for IROs based on both European experience and own educational traditions, that will assist partner universities to clarify the concrete mission and tasks of IRO 3. Worldwide universities network 4. Number of foreign students and teaching staff as well as participation in exchange programs will be significantly increased (2016). 5. Partner universities will have much more potential to be included in internationally recognized university ranking lists Azerbaijan, Italy, Kyrgyzstan, Spain, Tajikistan, United Kingdom. Disseminate Review of Partner & EU universities' IROs and developed Policy documents on International Relations Office via Internet-sites of the Ministry, NEO and project partners. Provide training on optimal and flexible administration mechanisms of the IROs activity as an integral part of overall University administration by representatives of created new International Relations Office (IRO) and Quality Monitoring Division within it in the partner universities (in cooperation with the Ministry). Present established worldwide universities network (Azerbaijan, Italy, Kyrgyzstan, Spain, Tajikistan, Ukraine, United Kingdom), its mission and objectives, requirements for joining the Network. Present results of network and IROs activity in the context of indicators changes (number of foreign students and teaching staff, participation in international exchange programs, university position within national and international ranking lists). Participation in organization of regular workshops on internationalization (incl. new function of International Relation Units) in cooperation with NEO and the Ministry. Take part in organization and conduct NEO and HEREs seminars on HE Internationalization issues in cooperation with the Ministry. Disseminate the developed HEI-wide policies and procedures for integration of international dimension into the teaching, learning and research functions of HEIs via Internet-sites of the Ministry, NEO and project partners. Provide open access to the created internationalization database for HEIs, the Ministry and other stakeholders. Present results of IROs activity in the context of quality assurance of internationalization (the MINT approach), indicators changes (number of academic programmes with internationalization dimensions, number foreign students and teaching staff, number student and staff mobility, international scholarships, etc.). Participate in organization of regular workshops on internationalization (incl. policies and procedures for integration of international dimension into the teaching, learning and research functions of HEIs, new function of International Relation Units) in cooperation with NEO and the Ministry. Submit policies for integration of international dimension into the teaching, learning and research functions of HEIs, Quality assurance of internationalization to the Ministry for use in processing development of Strategy of Higher Education Take part in organization and conduct NEO and HEREs seminars on HE Internationalization issues in cooperation with the Ministry. Prepare proposal for Internationalization Strategy for University and National levels and submit to the Ministry and NEO. Develop and implement regular training for Departments heads, faculties using methodologies for LD and OD, manuals on L&OD, including activities in frame of annual Summer Leadership Academy. Services on Institutional Audits for HEIs in cooperation with the Ministry. Promote E-journal Universities and Leadership to international scientometric bases. Reduced graduates' unemployment by supporting young founders and create international jobs and internships in start-ups. 5. Created fundraising structures (each EAN of participating HEI should be financially independent at the end of EANET funding). 6. Regular networking events and offering an EANET prize to especially active members. Present established Entrepreneur Alumni Networks (EAN) and International Entrepreneurial Network (IEN) of universities, experts, external cooperation partners, companies and entrepreneur (Germany, Georgia, Moldova, Netherlands, Romania, Ukraine), its mission and objectives, requirements for joining the Networks to HEIs and the Ministry, place detailed information about EAN and IEN on Internet-sites of universities-partners. Disseminate European approaches to create Alumni and fundraising structures for providing financial independent EAN via Internet-sites of universities-partners and the Ministry. Present established entrepreneurship-related associations for HEIs, its mission and objectives, requirements for joining the associations to the Ministry and other stakeholders. Provide cooperation with Tempus project IMPRESS Improving the Efficiency of Student Services. 7. Provide workshops on Pedagogical Innovations in Inclusive Education policy and best practice in line with Resource Guide on Pedagogical Innovations in Inclusive Education and professional teachers training on the base of National network of promoters in cooperation with the Ministry and HERE team. 9. Present developed Strategic Frameworks and Implementation Plan for structural reform at national level for enhance institutional and financial autonomy and accountability of HEIs to the Ministry and Parliament Committee on Science and Education, Ukrainian academic society. Present developed Policy Roadmap on institutional and financial autonomy and accountability of HEIs to the Ministry and Ukrainian academic society. Disseminate institutional toolkits (EUA s criteria & parameters of autonomy) and learning resources (English/Ukrainian languages) providing guidelines and practical support for HEIs via Internet-sites of universities-partners, the Ministry and NEO. Provide regular workshops on new skills for university management staff and leadership in cooperation with the Ministry, NEO and HERE team. 9

Modernized recruitment process closer links with secondary schools and the introduction of psychometric testing to attract the right students to the right courses. 3. Improved placement services at the universities using modern information technologies and providing specially designed courses for both students and enterprises. 4. Trained students in personal and communication skills including social networking and being able to collaborate with others use lateral and more creative thinking. 5. More communication between Ukrainian and European students groups. 6. Alumni Societies as a source of funding to sustain Centres after the end of the project. 7. Strategic framework for Ukraine which will ensure the spread of project ideas on a national level and legal basis. Promote the Student Support Service Centre as a new management structure within University for providing a better student experience at Ukrainian universities (using Internet-sites of the Ministry, NEO, partner-universities). Disseminate developed psychometric testing for secondary schools on purpose to attract the right students to the right courses. Provide workshops on Alumni Society funding tools for supporting Student Services in University in cooperation with the Ministry and HERE team. Provide cooperation with Tempus project EANET Entrepreneur Alumni Network. Present draft Student Services Strategic framework for Ukraine and developed proposals for legal basis improvement for national public discussion at the Internet-site of the Ministry. 11.
