SUMMARY AND BACKGROUND The purpose of this Request for Proposal (RFP) is to solicit proposals from various candidate organizations, conduct a fair and extensive evaluation based on criteria listed herein, and select the candidate who best represents the direction Peguis First Nation wishes to go. Peguis First Nation is the largest First Nation community in Manitoba, with a population of approximately 10,000 people of Ojibway and Cree descent. Formed in June of 2012, Chief Peguis Investment Corporation (CPIC) is mandated by Peguis First Nation to pursue investments that will truly benefit the community by providing investment income, capacity building, employment opportunities, both on and off reserve, and community involvement. Peguis First Nation identified the need to develop a strategy to help improve the community for its members and future generations. As a result, in 2011 Peguis developed a Comprehensive Community Plan 1 (CCP) that helps to guide Peguis. Developed by the leadership, members and youth, the plan is fundamental in bringing the vision for Peguis into reality. The plan is a general framework for guiding action. In order to implement the CCP, work plans associated with the CCP planning areas need to be developed and implemented. This RFP focuses on three of the 15 planning areas outlined in the CCP: Chapter One: Prosperity Development Chapter Four: Community Development Chapter Ten: Lands and Resources The focus of this project is to hire a professional planning consultant to facilitate synergetic comprehensive economic planning with key Peguis First Nation entities. 2. PROPOSAL GUIDELINES This Request for Proposals represents the requirements for an open and competitive process. Proposals will be accepted until 3:00 pm CST, August 14, If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in proposals must be all-inclusive to include any outsourced or contracted work. 1 The CCP is available online at: 2

4 All proposal costs must include scope, budget, schedule, and other necessary items pertaining to the project. Budgets must be itemized to include an explanation of all fees and costs. Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. 3. PROJECT PURPOSE Peguis First Nation intends to develop and implement the next stage of the Comprehensive Community Plan, which states: Each department, program or entity that has responsibility for carrying out some part of CCP implementation will need to develop a detailed work plan which identifies specific actors and their roles, short-term measurable goals and strategies, timelines, resource requirements, progress markers and evaluation indicators. Teams assigned to each of the fifteen areas of work will need to be brought together in a planning workshop and provided with technical support in the development of their work plans. Each separate program manager within these work groups will need support in adapting their team s work plans to accommodate the activities required for CCP implementation PROJECT SCOPE The focus of this project is to hire a professional planning consultant to facilitate economic planning with key Peguis entities: Chief Peguis Investment Corporation (CPIC), Peguis Development Corporation (PDC), Peguis Lands Department (Lands), Treaty Land Entitlement Office (TLE), and Peguis Training and Employment, Chief and Council The project consists of two phases: Phase 1 The successful organization must gather and review existing plans and agreements of key Peguis entities.. 2 The Peguis First Nation Comprehensive Community Plan, Page 99, bullet 3. 3

PROJECT PURPOSE Peguis First Nation intends to develop and implement the next stage of the Comprehensive Community Plan, which states: Each department, program or entity that has responsibility for

5 Phase II The organization will facilitate session(s) to identify existing and upcoming economic opportunities and identify opportunities for synergy. Based on the opportunities identified and with feedback from participants, develop a detailed work plan, which identifies departments, specific actors and their roles, short-term measurable goals and strategies, timelines, resource requirements, progress markers and evaluation indicators for the Peguis-owned entities. The selected bidder will be responsible for: Planning, coordinating and facilitating all planning sessions. Hospitality costs to be included in overall project costs Workshop/planning material for all participants Including culturally-appropriate planning sessions Reporting on results at the completion of each phase The facility will be provided by CPIC. It is the executive boardroom at Chief Peguis Business Centre, located at 1075 Portage Avenue, Winnipeg, Manitoba (capacity 22). 6 6. BUDGET All proposals must include proposed costs to complete the tasks described in the project scope. Pricing should be listed for each of the following items utilizing sub categories as required: Professional Fees and Technical Services (e.g. facilitation, research, etc) (break out all costs and include costing methodology - costs per unit, number of units) Travel (transportation, meals, accommodations) Communications (e.g. development of content, dissemination, etc) Meetings (e.g. facility rental, hospitality, etc.) Other 7. BIDDER QUALIFICATIONS Bidders should provide the following items as part of their proposal for consideration: Description of relevant experience in facilitation and planning Resumes of key professionals undertaking activities 8.
