3 Voter s Bill of Rights & Responsibilities Each registered voter in this state has the right to: 1. Vote and have his or her vote accurately counted. 2. Cast a vote if he or she is in line at the official closing of the polls in that county. 3. Ask for and receive assistance in voting. 4. Receive up to two replacement ballots if he or she makes a mistake prior to the ballot being cast. 5. An explanation if his or her registration or identity is in question. 6. If his or her registration or identity is in question, cast a provisional ballot. 7. Written instructions to use when voting, and, upon request, oral instructions in voting from elections officers. 8. Vote free from coercion or intimidation by elections officers or any other person. 9. Vote on a voting system that is in working condition and that will allow votes to be accurately cast. 7 Check Your Voter & Absentee Status Free Access System You can now track the status of your request using the new Free Access System. Simply supply the requested information on our website located at: CLICK ON VOTER LOOKUP. FILL IN REQUIRED INFORMATION AND HIT SUBMIT. (You will be asked to supply your last name, date of birth and your house number.) Once this information is submitted you will be able to see your registration information and when you press show my absentee/mail ballot information you will see exactly when your ballot was mailed, and when it was received by my office once you have returned it. IF YOUR ADDRESS IS PROTECTED, YOU WILL NOT BE ABLE TO USE THE VOTER LOOKUP When we make permanent changes to a precinct: new voter information cards are mailed and a letter informing those voters affected of their new precinct and polling place. If we are moving a polling place for an election we follow F.S (2). At least 14 days prior to the election - a notice will be mailed to those voters informing them where the polling place is located for their precinct and the duration the site will be their polling location. We also notice it in our precinct polling place ad before the election. 7

8 Did YOU Know? CHANGES IN REGISTRATION It is the responsibility of the voter to notify the elections office of a name, address or party change. Contact our office at for instructions or complete a voter registration application and mail it in or hand deliver to one of our offices for processing. It is important that the elections office has your current signature on file. This is especially important when validating your signature on an absentee ballot and/or petitions. If your signature has changed, you may update it any time by submitting a voter registration application to the elections office. Applications can be found at: libraries, government offices and post offices or by calling or e mailing the elections office to have an application mailed to you. WHERE TO VOTE Your precinct number and polling place location are listed on your voter information card. You will not be permitted to vote in a precinct in which you do not live. Your voter information card will also tell you which U.S. Representative, State Senate, State House, County Commission and School Board districts you live in, based on your residence address. Identification at the Polls WHEN TO VOTE AND WHAT TO BRING TO THE POLLS Polls are open on election day from 7 am to 7 pm Voters are required to present picture identification, as well as signature identification, before voting. The following current and valid picture identifications can be used: Florida Driver s License Florida Identification Card (issued by the Dept. of Hwy Safety & Motor Vehicles) U.S. Passport Debit or Credit Card Military or Student ID Retirement Center ID Neighborhood Association ID Public Assistance ID If the picture identification does not contain the signature of the elector, an additional identification that provides the elector s signature shall be required. If you do not present picture and signature identification, you will be allowed to vote a provisional ballot. 8

9 Early Voting EARLY VOTING Any registered voter may vote early during the dates scheduled for Early Voting. Watch the newspapers, website or contact our office for date and time schedule. Main Street, Bushnell, FL Wildwood Annex Office 7375 Powell Road, Wildwood, FL Allamanda Rec Ctr 1515 St. Charles Place, The Villages, FL Laurel Manor Rec Ctr 1985 Laurel Manor Drive, The Villages, FL Tierra del Sol Rec Ctr 808 San Marino Drive, The Villages, FL Rohan Rec Ctr 850 Kristine Way, The Villages, FL Absentee Ballots VOTING BY ABSENTEE BALLOT To have an absentee ballot mailed to an address other than an address on file, we must receive a written request with your signature. Any registered voter may vote by absentee. An absentee ballot may be requested for a specific election or for all elections through the end of the calendar year of the second regularly scheduled general election. The request can be made in person, by mail or by telephone. Only the voter or a designated member of his or her immediate family or legal guardian can request a ballot for the voter. Immediate family means the voter s spouse or the parent, child, grandparent, or sibling of the voter or of the voter s spouse. The person requesting a ballot must disclose: The name of the voter for whom the ballot is requested The voter s address The voter s date of birth The voter s signature (written requests only) If the voter has designated an immediate family member or legal guardian to request a ballot for him or her, that designee must provide the above information in addition to the following: The requester s name The requester s address The requester s drivers license number, if available The requester s relationship to the voter The requester s signature (written requests only) When requested ballots are mailed: UOCAVA No later than 45 days before each election. Everyone Else between 28 to 35 days before each election. After the above mailings absentees are processed daily. 9 Absentees are NOT FORWARDABLE!

10 DELIVERY TO A DESIGNEE A qualified voter may designate in writing another person to pick up a ballot for the voter. Carry out ballots are available to a designee five (5) days prior to the day of the election. The designee may only pick up two (2) ballots per election other than his or her own ballot or ballots for members of his or her immediate family. The designee must have written authorization from the voter, present a picture identification and sign an affidavit. Absentee ballots cannot be picked up on Election Day unless there is an emergency to the extent that the voter will be unable to go to his/her polling place. VOTING & RETURNING YOUR ABSENTEE BALLOT The voter must personally vote the ballot (unless assistance is required due to a disability) and sign the return envelope. Absentee ballots must be returned by mail or hand delivered so that they reach the Bushnell elections office by 7:00 PM on the day of the election. Voting System in Sumter County Sumter County voters will be issued a paper ballot and will use a pen to color in the ovals when selecting their choice of candidates and/or issue(s). [example 1 page 11] Once the voter has completed their ballot, they will insert the completed ballot into the DS 200 Ballot Scanner. [example 2 page 11] VOTING PROCESS 1. Once you have gone through the initial process of showing your identification to the Inspector and you have been given your ballot inside a secrecy folder: You will use a pen to color in the ovals when selecting your choice of candidates and/or issue(s) Once you are finished filling in the ovals, place the ballot inside the secrecy sleeve and take the ballot to the DS 200 Scanner Screen should have a Welcome message Voter gently inserts only the ballot under black flap where arrow is on unit s guide until machine grabs it through the scanner F.S : Any voter who spoils his or her ballot or makes an error may return the ballot to the election official and secure another ballot, except that in no case shall a voter be furnished more than three ballots 10

12 OVERVOTES ON THE BALLOT If you choose more than what is allowed in one or more races, the machine will alert you. If you press CORRECT YOUR BALLOT the ballot will be returned and a poll worker will issue you another ballot to complete. Note: You can not have the same one back If you press CAST YOUR BALLOT WITH ERRORS, the ballot will be cast and the contest(s) with too many votes will not be counted. UNDERVOTES ON THE BALLOT The DS 200 will alert you if you undervote (blank ballot). You can either press ACCEPT or RETURN. If you PRESS ACCEPT, the ballot will be processed. If you PRESS RETURN, the ballot will be returned to the voter for completion. After choices have been made on the ballot, the voter will insert the ballot into the DS 200. After the DS 200 has accepted your ballot, a poll worker will give you a sticker that indicates you have voted. ELECTRONIC BALLOTS Since July 2005, in compliance with the Federal Help America Vote Act, Sumter County has had one touch screen unit with audio capability per precinct to allow voters with disabilities to vote in private and without assistance. These machines do not use paper ballots, but instead allow the voter to make their choices using buttons on the platform. The disabled voter can use headphones to hear the ballot being read to him/her and uses buttons to make his/her choices. 12

13 Registering to Vote YOU MAY REGISTER TO VOTE IF... P You are a US Citizen P You are 18 years of age (may pre register at 16, but must be 18 to vote) P You are a legal resident of the State of Florida and of the county in which you wish to register P Registers pursuant to the Florida Election Code Anyone convicted of a felony or declared mentally incompetent with respect to voting, may not register or vote until his or her civil rights or competency has been legally restored. HOW TO REGISTER You may register in person at the elections office, driver s license offices, public libraries, HRS office and other state offices that serve persons with disabilities. You may also register by mail by completing and printing the on line form on our website at: or by picking up an application at one of the Sumter County public libraries, post offices, city halls, and other public locations. You can also call our office and request an application be sent to you (352) FIRST TIME VOTERS WHO REGISTER BY MAIL Special identification requirements apply if you register by mail and you are a firsttime voter in the State and you have not been issued a Florida driver license number, Florida identification number, or a Social Security number. Instead, you must provide one of the following forms of identification that are current & valid in order to register if it contains your name and photograph: P United States passport, P Debit or credit card, P Military identification, P Student identification, P Retirement center identification, P Neighborhood association identification, or P Public assistance identification. Or you can provide instead a copy of a current and valid utility bill, bank statement, government check, paycheck, or other government document containing your name and current residence address. DO NOT SEND original documents. To avoid any potential problems when you go to vote, it is best that you submit a copy of the required identification with your voter registration form. If you wait until later and vote absentee, you must provide a copy of the identification with your absentee ballot or your ballot will not count. If you fall into one of the following categories, you do not have to satisfy these special identification requirements, provided you swear or affirm under penalty of oath on your ballot certificate that you are exempt: P Are 65 years of age or older. P Have a temporary or permanent physical disability. P Are a member of the uniformed services on active duty or a spouse or dependent, thereof, who, by reason of such active duty, is absent from the county on Election Day. P Are a member of the Merchant Marine or a spouse or dependent thereof, who, by reason of service in the Merchant Marine, is absent from the county on Election Day. P Are residing outside the United States but are eligible to vote in Florida. 13

14 Registering To Vote - Things to Remember WHEN TO REGISTER / BOOK CLOSING INFORMATION You can apply to register to vote at any time. However, registration books close 29 days before each election. You must be registered for at least 29 days before you can vote in an election. If you mail your registration application, the date your application is postmarked will be your registration date. If your application is complete and you are a qualified voter, a voter information card will be mailed to you. Your Sumter County voter registration will permit you to vote in national, state, county and municipal elections, if you live in a municipality. PARTY AFFILIATION (Florida is a Closed Primary State) You may register in any political party of your choice or register with no party affiliation. However, only party members may vote in their party s primary. EXCEPTION: If all candidates for an office have the same party affiliation and the winner will have no opposition in the general election, then all qualified voters, regardless of party affiliation, may vote in the primary election for that office. Nonpartisan judicial, school board offices and special districts are included in a primary election. All registered voters are entitled to vote on these nonpartisan offices. At general elections, all voters regardless of their party affiliation can vote in the general election. WHEN YOU MOVE... If you move your residence outside your assigned precinct, you must vote in the precinct to which you have moved. If you move, you must notify the supervisor of elections. You cannot vote in any precinct other than the one in which you live and are registered. However, if you are temporarily living outside your home county, you can apply to be registered and vote in the precinct that contains the main office of the supervisor of elections. These voters will not be registered to vote in municipal elections. If you move to another county in Florida, you must vote in your new county. WHEN YOU CHANGE YOUR NAME... If you change your name by marriage or other legal process, you must provide notice of such change to the voter registration official using a voter registration application signed by the voter. If you have not provided this information prior to going to vote, you must update this information prior to voting. WHEN YOUR SIGNATURE HAS CHANGED... Updating your signature with the supervisor of elections office is very important. Absentees and petitions are verified by the voter s signature in our data base. If the voter s signature has changed either from age or health, and our office hasn t received an update on the signature, it could mean that your absentee won t be counted or signed petition verified. Don t leave it up to the canvassing board to determine if your vote should count. Updating your signature is easy. Use a voter registration application and mail it in or hand deliver to one of our offices today. 14
