1 Information Systems University of Innsbruck A Decision Support Framework for Business Process Management Methods in Public Administrations 4th EGOV PhD Colloquium 7 th international EGOV conference 2008 within DEXA 2008 Information Systems University of Innsbruck [email protected] Web: BPM ín Public Administrations The diversity of public administration processes, heterogeneity of participants as well as procedure specific, local and legal regulations allow only a restricted design of standardized processes [Klischewski&Lenk, 2002]. National concepts like DOMEA or ELAK allow a introduction of an ERM system without prior process analysis [Schaffroth, 2005; Fink&Grimm, 2007] A transmission of paper processes 1:1 to digital ones can only yield to a suboptimal result [Traunmüller&Wimmer, 2001]. In implementing ERM Systems different process criteria of multitude activities must be considered [Wolf&Krcmar, 2003]. Most of the already successfully deployed BPM methods in private industries can only be restricted applied to public administration processes [Scholl, 2005]. Practical application of BPM in the domain of public administrations has only occurred to a limited degree [Becker& Algermissen&Nichaves, 2006]. University of Innsbruck Information Systems Page 2 1

Research Question: How can public administrations be supported by a decision support framework for the assignment of process characteristics and for the selection of the adequate process modeling methods in respect of the implemented ERM-System? Which criteria are relevant for the implementation of an Electronic Records Management System? How can public administrations i ti be supported by a decision i support framework to find the adequate process modeling method for their process framework (process landscape)?
