1 Design of Enterprise Management System LING Chuanfan School of Information Technology,Jiangxi University of Finance and Economics, P.R.China, Abstract management is the key factor in deciding the Enterprise Competitiveness, and Management System guarantees the healthy operation of the entire process including the knowledge acquisition, processing, storage, dissemination and sharing of knowledge and innovation. Based on the analysis of the content and objectives of knowledge management, the article discusses the basic functions of the knowledge management system and proposes the basic design principle of knowledge management system. In addition, the logical structure of an internal enterprise knowledge management system and function structure of enterprise knowledge management system were developed d on the value chain. Keywords management, Management system, value chain 1 Introduction As far as enterprises are concerned, the knowledge is its possession of various management rights, patents, trademarks, goodwill, non-patent technology, business secrets, research and development capabilities, sales capabilities, project members knowledge and skills, management capability, and so on. These resources are not as visible as the traditional resource which can valuate. Therefore, the new ideas must be also proposed for management. Management will be a key factor in deciding enterprise competitiveness has been formed a consensus. 2 The Contents and Objectives of Management The research objectives of management is the knowledge, its contents involve the production, organization, conversion, acquisition, dissemination and other activities, and the related management theory and application of technology field. The main goal is to enable every staff to understand what knowledge system has, who need it, and how to rapidly transfer it to the people who need them most. 2.1 The contents of knowledge management Due to the complexity of knowledge management itself, and in addition, difference of the starting point and purpose for researching, the experts and researchers, d their practice and understanding, make many definitions of knowledge management from different point of view, such as : (1) management is a activity which serves in the organization s survive, development and other key points, under intensifies day by day and non-continual environmental variation situation, its essence lies in organic unite process of the ability to deal with information and innovation. (2) management is systematized management which manages disorderly knowledge in business process, realizes knowledge sharing and the use, and raises the business level and the efficiency. (3) management is an effectively management process how to recognize, obtain, decompensate, memory, appraise and use knowledge resources which an organization has and can contact. (4) By changing the idea and behavior of members, Management is establishing a knowledge-sharing and innovation in the internal environment which improve our use of the collective wisdom and ability to innovate and achieve the organizational objectives finally. The core of Management is the sharing of knowledge and innovation. (5) management harmonizes the different aspects of human resources and information technology, market analysis and the operating strategy together to develop the enterprises, thus creating a operating result of whole greater than the sum of local parts. 913
2 In short, knowledge management is a process management of enterprise knowledge production, distribution, exchange, integration, internalization, evaluation, improvement and use, to achieve sharing knowledge, raise enterprise knowledge increment and the knowledge content of products, enhance their innovation capability and core competitiveness, enhance customers satisfaction and loyalty to the enterprise and products and ensure that enterprises have a rapid, healthy and sustainable development. Therefore, the essence of the enterprise knowledge management is to manage all the staff's experience, knowledge, ability and other factors, and then achieving knowledge sharing and effectively realizing the transformation of the knowledge value. 2.2 management objectives To ensure the entire process from knowledge production to knowledge innovation works healthily, management system should complete following functions: collect knowledge broadly, arrange knowledge rationally, transfer knowledge rapidly, gain knowledge from many angles, makes high-effect use of knowledge, reinforce the changing from recessive ness knowledge to dominance knowledge, share the knowledge, promote knowledge innovation, and cultivate the culture adapting to knowledge administration organization. Enterprise knowledge management's target embodies in three dimensions, namely lifting effect of the knowledge management ability, realizing the schedule of progress putting knowledge management into effect and corresponding cost restricts. Any knowledge management tactics is different with respect to the degree satisfying knowledge management effect, schedule and cost request, so we can establish hierarchical structure which shown in Figure 1 to choose the most effective scheme. management target management effect Schedule Cost gain transformation Organization structure Figure 1 Hierarchy of knowledge management target 3 The Function of Management System The essence of enterprise knowledge management is carrying on the management to the knowledge value chain, which makes the knowledge of the enterprise rise in value unceasingly in the movement. The enterprise's knowledge value chain is as shown in Figure 2. acquisition processing The storage, dissemination and sharing of use and innovation Figure 2 Enterprise's knowledge value chain A successful knowledge management not only lies in carrying on the management to the value chain in each link, moreover lies in optimizing the connection between these links, and speeding up the the transformation rate of knowledge. Enterprise's knowledge management system should have following function: (1) Support knowledge sharing 914
3 The knowledge management system ought to provide supports for encouraging each kind of sharing knowledge. (2) Support knowledge recognizing The knowledge management system has the recognizing ability according to the normal knowledge material standard, In order to decide whether accepts knowledge material submitted. (3) Support knowledge transmission The knowledge management system automatically transfer the knowledge material to the relate management department of knowledge according to the established the examination and approval flow. (4) Support knowledge update The knowledge management system updates its knowledge library promptly and this kind of renewal is established on the of the knowledge appraisal and recognition. The knowledge validity is judged by the knowledge manager or management department of knowledge, but the software structure supports this kind of mechanism is important. 4 Design of Management System 4.1 Basic principles of the system design (1) Planning and arranging the various elements of the knowledge system systematically, maximizing the sharing of knowledge and innovation, and raising the ability of organize and staff. (2) Maintaining flexibility and openness of the structure, and reserving the interfaces in advance for the future new knowledge, and giving full consideration to social and cultural background and business environment factors. (3) Using modular design rules that can reinforce and revise the content of knowledge system in future. (4) Representing the latest development of modern information technology, and becoming a powerful tool which enhances efficiency and competitiveness of the enterprise. 4.2 The basic framework of knowledge management systems (1) Conceptual model of management system Conceptual model of Enterprise knowledge management system consists of three basic elements including explicit knowledge sharing and hidden knowledge mining, the knowledge management of the environment change, and the knowledge property management and operation. The mutual relations between them as shown in figure 3. Its core is the networking and the knowledge warehouse, which can carry on the seamless retrieval to the knowledge in the heterogeneity system, and provide the knowledge to the user through the Web browser. Along with the development of the management theory and the information technology, especially the people's ideas renewal, the knowledge management system will be able to gradually improve and step to its mature. As the neural system established in real system in the objective world, the knowledge management system adapted the request of the time development, which has the knowledge innovation ability, and will certainly give full play in the future knowledge competition stage. 916
