5 Baltimore Protests & Civil Unrest Event Summary On Saturday, 4/25/15, protests relating to the death of Freddie Gray began in Baltimore and continued until 5/2/15. The protests which centered a few blocks from Exelon facilities turned violent on 4/27/15, resulting in stores being looted and cars burned with a State of Emergency declared by the Governor. Although the Baltimore Riots were the largest-scale Business Continuity activation in Exelon s history, there were no employees injured, no Exelon property damaged and little to no loss of revenue for the Company. April 25 th Protests increased in the city Closed and secured BGE Headquarters April 28 th Early dismissal of BGE Campus (near Security Mall) City curfew enforced April 30 th BGE Campus reopened May 2 nd May 3 rd Delivery and set-up of 185 PC s Curfew lifted on the 3 rd May 5 th 3 Campuses reopened Baltimore Riots Timeline Spring Gardens Campus Closed April 27 th RBC Closed Early dismissal of 5 Company campuses Activation of Hot-sites/Staging Area State of Emergency Declared Candler, Pratt, GEB Closed Front Street Complex Closed April 29 th BGE Campus reopened May 1 st Activation of Rentsys agreement to stage computers and monitors May 4 th BGE Campus reopened State of Emergency lifted 5 5

7 Baltimore Protests & Civil Unrest Incident Economic Impacts Impacts to the Community Financial Impacts* 15 structural fires 144 vehicle fires (includes police vehicles) More than 380 businesses damaged, vandalized and/or looted, to include: Over 30 liquor stores and pharmacies 7 jewelry stores $20 Million in damages Cost does not include the damage costs to the businesses' nor the state & federal tax losses. Preliminary economic impact is expected to be over $30.5 Million Includes future hospitality, tourism, conventions, etc. *Economic impacts and figures as of June

9 Baltimore Protests & Civil Unrest Looking Ahead What do we know? Each of the six (6) police officers will be tried individually. The first of the six (6) trials was held at the end of 2015 resulting in a Hung Jury. The case will be retried and the other five (5) trials have been delayed for various reasons. Baltimore City was the selected location to hold the six (6) police officers trials. Baltimore officials agreed to pay the Gray family $6.4 million to settle an expected lawsuit. How Baltimore is preparing for the upcoming trials? Expect proactive police presence and response. Implemented enhanced training and equipment for all Baltimore Police Department (BPD) Officers. Enhanced coordination and sharing of intel with the private sector. Baltimore City and the BPD are doing significant community outreach in the North-Penn area. How is Exelon preparing for the upcoming trials? Continual liaison with law enforcement and other agencies. Continue to build confidence that not all protests will result into unrest and riots. This continues to be a challenge and will continue to surface as we approach the trials. Drafted canned messages encouraging employees to safely leave the building. Communicated lessons learned with senior leadership and impacted business unit leaders. Revamped PC-Quick Ship Retainer Agreement to accommodate the needs of the business. 9
