4 Course Description Preservationists working in rightsizing cities large and small are dealing with daunting issues of vacancy and abandonment in the built environment. To confront the issues, citywide preservationists must be equipped with effective strategies and tools. Alignment with colleagues in city planning, government, and community development to tackle these issues is critical to ensuring preservation has a seat at the decision-making table. This session will provide a brief primer on rightsizing as it relates to communities of all sizes and then dive into six of the most prevalent policy tools that cities are using in their strategies to address abandoned properties: data collection, code enforcement, receivership, mothballing, land banking, and strategic demolition. Attendees will leave with examples of how each of these tools have been effectively utilized on the ground and how they might be deployed in their own communities.
5 Learning Objectives At the end of the this course, participants will be able to: 1) Participants will be able to identify the positive characteristics of historic resources that offer advantages for redevelopment and hold economic potential. 2) Participants will be able to explain to public officials, neighborhood residents, and clients the potential long-term planning and economic development benefits of utilizing a data-based framework for tackling vacant and abandoned properties. 3) Participants will be able to suggest strategic approaches to rightsizing urban neighborhoods that face declining population and investment. 4) Participants will be able to explain why cities and urban neighborhoods should adopt a targeted and strategic approach to rightsizing and demolition.
6 DEFINITIONS LEGACY CITIES Legacy cities are older, industrial urban areas that have experienced significant population and job loss, resulting in high residential vacancy and diminished service capacity and resources. RIGHTSIZING Tailoring a city s infrastructure, footprint, and city services to align with its current and projected population through strategic and inclusive proactive planning.
