Ferrara Fire Rescue Margy Mills Name: Fire Rescue Chief Procedures: None EXECUTIVE SUMMARY: Executive Aide In accordance with Chapter 87, Article 4, Emergency Medical Service and Transportation General Ordinances, Martin County Code, any ambulance service that engages in rendering emergency medical service and ambulance transportation in Martin County shall apply for the appropriate Certificate of Public Convenience and Necessity (COPCN) from the Board of County Commissioners. APPROVAL: LEG CA BACKGROUND/RELATED STRATEGIC GOAL: In accordance with Section , General Ordinances, Martin County Code, Emergency Medical Service providers must obtain a COPCN prior to operating in Martin County. Additionally, Section 80641c9c 1 of 9
2 87.110A (Renewal) states that, The certificates may be renewed by the Board after Emergency Medical Service Advisory Council review and recommendation. Renewal shall be made by application by the certificate holder. However, if the Board has reason to believe that the public health, safety, and welfare require it, a public hearing may be ordered by the Board to consider not renewing any certificate. Section B states that, Application for renewal of existing certificates of public convenience and necessity shall be made by written request to the Fire Rescue Chief, or his designee. This request shall be filed no less than 90 days prior to the expiration date of the provider certificate of public convenience and necessity. COPCNs for six (6) EMS providers expire on December 4th, There are two classifications of COPCNs for renewal. Class A: Covers government entities that use Advanced Live Support vehicles to conduct emergency, non-emergency, and inter-facility Advanced Life Support (ALS) or Basic Live Support (BLS) services. Class B: Covers business, agencies, and hospitals that use ambulances based in Martin County to conduct non-emergency, inter-facility medical transport or transfer services at the ALS or BLS level. By June 24, 2014, written requests for renewal of COPCNs were received from all current providers. On September 4, 2014, the Martin County EMS Advisory Council conducted a public meeting with agency, municipality and public notice pursuant to Section A of General Ordinance, Martin County Code and unanimously recommended the renewal of COPCNs for: Advanced Medical Transport Class B (ALS & BLS), American Medical Response (AMR) Class B (ALS & BLS), City of Stuart Fire Rescue Class A (ALS & ALS non-transport), Falck Southeast II, Corp., d/b/a All County Ambulance Class B (ALS & BLS), Martin County Fire Rescue Class A (BLS, ALS, ALS Air, ALS non-transport), We Care of the Treasure Coast Class B (ALS & BLS), All COPCNs will be effective December 4, 2014 and will expire on December 4, ISSUES: Section A provides: The certificates may be renewed by the board after Emergency Medical Service Advisory Council review and recommendation. Renewal shall be made by application by the certificate holder. However, if the Board has reason to believe that the public health, safety, and welfare requires it, a public hearing may be ordered by the board to consider not renewing any certificate. Before any such action can occur, the Board must first comply with the notice and hearing provisions of section LEGAL REVIEW: This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law.
