4 Introduction The Pasco-Hernando Community College Faculty Credentials and Qualifications Manual is designed to guide the credentials evaluator through the process of assessing the academic credentials and qualifications of the College s full-time faculty and adjunct faculty. All of the College s full-time faculty and adjunct faculty are required to meet the guidelines established by the Commission on Colleges of the Southern Association of Colleges and Schools (SACS). This manual identifies the academic credentials required to teach courses in each discipline and program offered by the College. It also provides guidance on the process for approving individuals to teach based on experiential qualifications. This Faculty Credentials and Qualifications Manual is divided into two parts. The first part of the manual, The Credentialing Process, includes the standards related to faculty as identified by SACS in the Principles of Accreditation: Foundations for Quality Enhancement. The process for establishing faculty credentialing requirements for disciplines, programs, and courses is described. The process of evaluating full-time faculty and adjunct faculty credentials is outlined. Since an individual s credentials do not always match the minimum academic requirements expected for each discipline and program, a section on determining experiential qualifications of faculty is included. The membership list of the National Association of Credential Evaluation Services is provided, as well as helpful websites for identifying the accreditation status of colleges and universities. The second part of the manual has three sections: Credentialing for Courses by Discipline/Program; Credentialing for Technical Credit Courses; and Credentialing for Institutional Credit Courses. The Credentialing for Courses by Discipline/Program section contains a comprehensive listing of the credentialing requirements for the disciplines, programs, and courses offered by the College. Criteria such as the transferability of courses, minimum academic qualifications, and qualifying academic fields are contained in this section. The Credentialing for Technical Credit Courses section includes criteria such as minimum requirements, qualifying s, industry credentials and qualifying academic fields. The Credentialing for Institutional Credit Courses contains minimum academic requirements and documented accordance with Florida Bureau of Educator Certification Standards. Appendix A contains the Approved to Teach worksheets. Appendix B provides the steps followed when using the Approved to Teach module. Additions, deletions, and revisions may be made periodically to the Faculty Credentials and Qualifications Manual upon review and approval of the Ad Hoc Faculty Credentials and Qualifications Manual Committee which is chaired by the Vice President of Instruction/Provost, West Campus, and includes the Provost, East Campus; Provost, North Campus; Dean of Arts and Sciences; Dean of Health Occupations; Dean of Workforce Development; the Associate Dean, East Campus, and Associate Dean, North Campus. The College s Vice President of Instruction/Provost, West Campus, will provide clarification, additional information, and final rulings on the qualifications and credentials of the institution s full-time and adjunct faculty as contained in the Faculty Credentials and Qualifications Manual. 3

5 Credentialing Guidelines, Policy, and Procedures The College utilizes the following sources as its guidelines, policy, and procedures when determining acceptable qualifications for its full-time and adjunct faculty. The text below is quoted from the Commission on Colleges of the Southern Association of Colleges and Schools Principles of Accreditation: Foundations for Quality Enhancement. Comprehensive Standard The institution employs competent faculty members qualified to accomplish the mission and goals of the institution. When determining acceptable qualifications of its faculty, an institution gives primary consideration to the highest earned degree in the discipline. The institution also considers competence, effectiveness, and capacity, including, as appropriate, undergraduate and graduate degrees, related work experiences in the field, professional licensure and certifications, honors and awards, continuous documented excellence in teaching, or other demonstrated competencies and achievements that contribute to effective teaching and student learning outcomes. For all cases, the institution is responsible for justifying and documenting the qualifications of its faculty. ( Furthermore, an excerpt from the Faculty Credentials Guidelines that was approved by the College Delegate Assembly of the Commission on Colleges of the Southern Association of Colleges and Schools in December 2006 states: When an institution defines faculty qualifications using faculty credentials, institutions should use the following as credential guidelines: a. Faculty teaching general education courses at the undergraduate level: doctorate or master s degree in the teaching discipline or master s degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline). b. Faculty teaching associate degree courses designed for transfer to a baccalaureate degree: doctorate or master s degree in the teaching discipline or master s degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline). c. Faculty teaching associate degree courses not designed for transfer to the baccalaureate degree: bachelor s degree in the teaching discipline, or associate s degree and demonstrated competencies in the teaching discipline. 6 Faculty Qualifications and Credentialing for Disciplines, Programs, and Courses The Commission on Colleges of the Southern Association of Colleges and Schools Principles of Accreditation: Foundations for Quality Enhancement and industry credentials will be used as the basis for establishing the faculty qualifications and credentialing requirements for each area as defined in this Faculty Credentials and Qualifications Manual. A Faculty Credentials Ad Hoc Committee will be appointed by the Vice President of Instruction/Provost, West Campus to review annually the Faculty Credentials and Qualifications Manual and the credentialing process. This ad hoc committee will make recommendations to the Vice President of Instruction/Provost, West Campus for consideration. On an annual basis, the Vice President of Instruction/Provost, West Campus will submit the Faculty Credentials and Qualifications Manual to the Council of Instructional Services for approval. Upon approval by the Council on Instructional Services, the Faculty Credentials and Qualifications Manual will be submitted to the President s Cabinet for review and approval. The Vice President of Instruction/Provost, West Campus will make provisions so that the Faculty Credentials and Qualifications Manual is widely accessible for review by the College s faculty, administration, and staff. Additionally, the adoption, revision, and deletion of programs and courses approved by the Council of Instructional Services, President s Cabinet, and the District Board of Trustees will require ongoing changes to the Faculty Credentials and Qualifications Manual. Process for Evaluating Full-Time and Adjunct Faculty Qualifications and Credentials 1. All applicants for faculty positions must submit a PHCC Application for Employment. 2. For those faculty positions requiring academic qualifications, the applicants must also submit official academic transcripts. For those faculty positions requiring additional or alternative qualifications (licensure, certifications, work experience), the applicants must submit the appropriate qualifying documents. The evaluation of academic transcripts should only be conducted upon receipt of official documents. Applicants hired on the basis of submission of unofficial transcripts must submit official transcripts during their initial term of hire. Failure to provide the College with official academic transcripts will result in termination of employment. For faculty positions requiring additional or alternative qualifications, copies of the appropriate documents are acceptable. The individual must provide a College administrator with the original of the document. The original document will be copied and returned to the individual. 3. The application and all accompanying documentation should be sent directly to a Provost, Associate Dean, or Academic Dean for review and completion of a Pasco-Hernando Community College Approved to Teach worksheet. 4. Upon review, the Provost, Associate Dean, or Academic Dean will request approval for an applicant to teach via the College s Approved to Teach module in the Consortium Student Record System (CSRS), the institution s official computer database system for administrative 5

7 record-keeping. The request must contain, depending on the courses the applicant is being approved to teach, data records indicating the following information: the applicant s degrees received, program majors, and granting institutions work experience, including employer, date hired, and duties, if required for approval to teach licensure and/or certificates, including the license number, license code, agency code, and expiration date approved to teach notes the specific courses for which approval to teach is being requested All Approved to Teach requests submitted by Provosts, Academic Deans, and Associate Deans must ensure that the applicant has met all necessary requirements as indicated in this manual and in accordance with guidelines established by the Commission on Colleges of Southern Association of Colleges and Schools (SACS). 5. Requests for approval to teach may be initiated by the Provosts, Academic Deans or Associate Deans. Requests initiated by the Provosts and Associate Deans must be approved by the appropriate Academic Dean. The Vice President of Instruction/Provost, West Campus must provide final approval of all requests for approval to teach. 6. All Approved to Teach electronic records and all corresponding documents used to verify that an applicant meets credentialing requirements will become part of the College s official administrative records and shall be retained permanently. 7. For samples of the Approved to Teach worksheets, refer to Appendix A of this document. Specific instructions in the use of PHCC Approved to Teach module are contained in Appendix B of this document. Determining Experiential Qualifications for Faculty Under special circumstances, individuals may have experience that clearly contributes to student learning outcomes and that can be considered in lieu of formal academic preparation. In these cases, the College s Internal Management Memorandum #2-9C, Determining Experiential Qualifications for Full-Time and Adjunct Faculty, must be referenced. The College s process for determining experiential qualifications for full-time and adjunct faculty is as follows: A Provost or Academic Dean will inform the College s Vice President of Instruction/Provost, West Campus (Vice President) that a request to approve an individual to teach based on experiential qualifications is being initiated. The Provost or Academic Dean requesting approval to qualify an individual to instruct at the College based on experiential qualifications will compile the following documentation in support of the request: 1. A memorandum addressed to the Vice President of Instruction/Provost, West Campus that contains: The rationale to support qualifying the individual to instruct at the College based on experiential qualifications and how the individual s experience relates to the course or courses to be taught. 6

8 The types and levels of professional experience the individual possesses that pertain to the discipline the individual is requesting to instruct. A description of professional contributions the individual has made such as patents, products, software development, and/or similar innovations, if applicable. Examples of published research in textbooks and/or refereed journals, if applicable. A list of professional recognition the individual has received at the local, state, and/or national level, if applicable. 2. A curriculum vitae, if applicable. 3. Official academic transcripts. 4. Documented current professional certifications and/or unrestricted licensures, if applicable. 5. Third party verification that supports the experiential qualifications, if applicable. Prior professional experience teaching courses for which the College has established minimum educational requirements in accordance with the Commission on Colleges of the Southern Association of Colleges and Schools (SACS) guidelines will not be considered in determining experiential qualifications. Upon receipt of the memorandum and supporting documentation, the Vice President will schedule a meeting with the Provosts, Academic Deans, and Associate Deans. The Provosts, Academic Deans, and Associate Deans will review the memorandum and supporting documentation and compare the individual s experiential qualifications with the competencies, skills, and knowledge identified by the faculty. The Provosts, Academic Deans, and Associate Deans will provide the Vice President with a recommendation regarding the individual s request to be qualified based on experiential qualifications. The Vice President will approve or not approve the recommendation and provide the Provosts, Academic Deans, and the individual with a written response. If the request to qualify to teach based on experiential qualifications is approved, the Vice President will take appropriate action that will enable the individual to teach at the College. The Vice President shall forward the memorandum and supporting documentation related to this matter to the Director of Human Resources to be placed in the individual s personnel file. If the request to qualify to teach based on experiential qualifications is not approved, the Vice President shall return all documentation to the Provost or Academic Dean who initiated the request. Foreign Credential Evaluation Services and Helpful Websites The College may accept credits and degrees from colleges and universities located outside of the United States, upon the review of official academic transcripts and credentials. 55 Using the Approved to Teach Module in CSRS This procedure indicates the steps needed to initiate the review of a new instructor s qualifications for approval to teach specifically designated courses offered by the College. It also provides instructions for using the search capabilities of the Approved to Teach module to identify instructors who have already been approved to teach specific courses. 1. Identifying the Instructor Note the potential instructor s Social Security Number (SSN) as indicated on the PHCC Application for Employment. Check the PNAM screen to determine if the applicant is already on file; if not, go to the PERCR screen and ADD a new record containing the applicant s name and SSN. Transmit. Note the potential instructor s Employee ID#. 2. Reviewing Transcripts Review the employment application to determine receipt of all transcripts needed to document that the applicant is qualified to teach. Follow these steps: a. Review the degrees received. Note the appropriate degree code. b. Review the program major for each degree. See the appropriate table or the CRDMJ screen to identify the appropriate major codes. Note the major codes. c. Review the transcript to determine the institution that awarded the degree. Use the INSTB screen to identify the appropriate institution codes. Note the institution codes. d. If the graduate degree (master s level or higher) is not in the teaching discipline as determined via the PHCC Faculty Credentials Manual, note the graduate level course numbers, titles, and semester hours (multiply quarter hours by.66 if needed) in courses in the discipline. Check the Credentials Manual to verify that minimum academic qualifications have been met. 3. Indicating Credentials via the CRDTL Screen If minimum requirements have been met, either complete the Approved to Teach data entry worksheet or proceed to data entry: a. Go to the ATTSM menu screen and select 06 or go directly to the CRDTL screen. Enter your authorization (auth) code. b. Enter the instructor ID#. Transmit. The instructor name should display. c. Tab to ACD column. Enter A (add a new line); C (change an existing line); or D (delete an existing line). d. If the instructor has attained at least the minimum degree requirement in the teaching discipline, enter the degree code, the major code, and the institution code from above. You do not need to enter data regarding specific courses taken. Enter a separate line for each degree earned. e. If the instructor has the minimum degree requirement, but it is not in the teaching discipline, you will need to enter the course number, course title, and semester hours earned for each course in the teaching discipline until the minimum course hour requirement (normally 18; see the Credentials Manual) has been met. Add lines as appropriate, noting the degree code, the major code, the institution code, the course prefix and number (no blanks), the course title, and the number of semester hours earned in the course (entered to at least one decimal point). Indicating Licenses or Certifications via the ATTLC Screen After noting any degrees received on the CRDTL screen, if approval to teach is based upon certification or licensure and copies of the pertinent documents have been received, complete the following process either via the Approved to Teach worksheet or through data entry: a. Go to the ATTSM screen, select 08, and transmit, or go directly to the ATTLC screen. Enter your authorization (auth) code. b. If the instructor s ID# is not already displayed, enter the ID# and transmit. c. Tab (if needed) to the ACD column; enter A (to add a new line); C (to change an existing line), or D (to delete an existing line). d. Using the License/Credentials Code Table or the ATTLT screen, enter the appropriate License/Certificate Code and the expiration date of the document. e. Using the Agency Code Table or the ATTAT screen, enter the agency code of the agency granting the certificate or license. Enter the License/Certificate number as appropriate. Proofread your entries and transmit. 5. Indicating Work Experience via the WKEXB Screen If approval to teach is based upon work experience, after receiving verification of the appropriate work experience from the employer (including the hire date), complete the following process either via the Approved to Teach worksheet or through data entry: a. Go to the ATTSM screen, select 07 and transmit, or go directly to the WKEXB screen. Enter your authorization (auth) code. b. If the instructor s ID# is not already displayed, enter the ID# and transmit. c. Enter the Hire Date in YYMMDD format; enter the Employer Name; enter a brief description of duties as they relate to the work experience requirement. Adding or Reviewing Notes via the ATTND Screen If you want to attach a note to the instructor s record (either a general note or a record of the conditions under which an exception to the normal teaching requirements has been made via committee review of the instructor s portfolio ) complete the following steps: a. 57 7. Entering Approval Requests via the ATTCM Screen The ATTCM screen is used to record an initial request for approval to teach either a single course or multiple courses. Transmitting the completed screen routes the request to the next level of approval. The routing currently in use is: Associate Dean (if originator) Academic Dean Vice President of Instruction/Provost, West Campus. a. Go to the ATTSM screen, select (03) and transmit or go directly to the ATTCM screen. Enter your authorization (auth) code, the instructor s ID#, and transmit. The instructor s name should display as well as any existing ATTCM course approvals. b. Tab to the ACD column and enter A to add, C to change any existing lines of approval, or D to delete any existing lines. c. Enter Y to release a line for approval. d. Enter the course number being approved (in ABC1234 format). e. Enter the Basis for Approval: Q - Qualified to Teach E - Approved via portfolio review exception A - Allowed for one semester only (unofficial documents) S - Approved as a secondary instructor only f. Enter the status of the instructor s documents: P - Pending (unofficial document received, official document in transit) T - Official transcript received O - Other official documents received (license, certification, work exp) g. Repeat Steps b f as needed; proofread and transmit. 8.
