4 P e p c o e N e r g y S e r v i c e s Midtown Thermal Control Center Atlantic City, NJ Pepco Energy, through its wholly owned subsidiary Conectiv Thermal, has developed a $106 million Midtown Thermal Control Center for its Atlantic City District Energy System. This facility provides up to 54,000 tons of cooling and 700,000 lbs/hr of heating and 5.7MW of electrical generation. It is comprised of: A central energy generating plant Several satellite energy generating facilities Approximately 5 miles of steam, chilled water, and condensate piping A fiber optic network for system control and monitoring Energy transfer facilities located at the customer premises The facility operates 24 hours per day, 365 days per year providing essential steam and chilled water to multiple high-profile, mission critical facilities including: Caesars, Bally s Park Place, Bally s Wild West, Claridge, The Pier Shops at Caesars, Trump Plaza, Boardwalk Hall, Trump Taj Mahal, Trump Marina and the Atlantic City Convention Hall. Pepco Energy was responsible for the management of the design and construction of the entire district energy system and recently completed installation, startup and commissioning of a new 5.7 MW Solar Taurus 60 dual fuel gas turbine generator with a heat recovery steam generator and gas-fired auxiliary burner. Steam from the turbine and HRSG is used to displace the steam currently produced by packaged boilers. The electricity produced by the electric generator displaces expensive electricity purchased through the local utility and when economically advantageous, excess electric power is exported to the grid. Pepco Energy is responsible for the complete operation and maintenance of the central facility, the underground piping network, the fiber optic communications, the DCS control system, and each of the customer energy transfer stations. Pepco Energy Services staffs the plant 24 hours per day, 7 days per week. The Plant Manager and Instrument & Controls Technician work 40 hours per week along with the Operators who work on rotating shifts. Pepco Energy Services maintains the operation of the cogeneration system to exceed 95 percent availability. The total costs of designing, constructing, and financing the Atlantic City District Energy facility was $106 million. Pepco Energy financed $31 million dollars of this with tax exempt Thermal Energy Facility Revenue Bonds issued by the New Jersey Economic Development Authority. The remaining costs were financed via a parent loan from Pepco Holdings, Inc. This loan has since been converted to 100% equity.
5 P e p c o e N e r g y S e r v i c e s National Institutes of Health Bethesda, MD CUSTOMER PROFILE The Main campus of the National Institutes of Health (NIH), just outside of Washington, D.C. in Bethesda, MD, is the world s largest medical research facility. The facility is composed of 25 separate institutes and centers, each specializing in a distinct area of research. There are 75 buildings on the 300-acre headquarters site with more than 8 million square feet of laboratories, research hospital rooms, teaching facilities and offices. PROJECT DESCRIPTION In 2004, Pepco Energy Services, Inc. (PES) completed the design, construction and commissioning of one of the largest cogeneration facilities ever built at a Federal Site. The gas-fired CHP plant provides 23-megawatts of power for the site as well as 180,000 pound per hour of steam for space heating & cooling and laboratory support. The plant provides 30% of the peak steam demand of the NIH campus and offers an independent electric supply. PES also modified the existing 13.8 kv substation for the project s utility grid interconnection and ensured air quality permit compliance. The cogeneration plant consists of a 23 MW Seimens combustion turbine (CT) with an inlet air cooling system, an Applied Thermal Systems heat recovery steam generator (HRSG) capable of producing 100,000 pounds per hour (unfired) of 165 psig steam with a dual-fuel Coen duct burner that can produce an additional 80,000 pounds per hour (fired) for the NIH Central Utility Plant and thermal distribution system. The project provides annual energy savings of 640 billion BTU s (~5,000 homes) and reduces NIH s annual energy costs by $4 million (~$62 million over the 15-year contract term). NIH s Cogeneration is one of the cleanest ever built in the world with an average 10 Parts per Million (PPM) of Nitrogen Oxides (NOx) emission without any scrubber or water/steam injection. PROJECT HIGHLIGHTS One of the largest CHP plants ever built for the federal government $62 million project 23 MW gas fired plant Additional $16 million in energy conservation measures and energy management upgrades in more than 25 campus buildings Will cut energy costs by $55 million over 15 years Cogeneration will reduce future CO2 emissions by approximately 100,000 tons per year ONGOING OPERATIONS: PES manages, operates, and maintains the NIH Cogeneration plant for the NIH. PES provides steam, efficiency and availability guarantees, and is currently in the eighth year of a ten year operations and maintenance contract. All operators, maintenance staff, and plant technicians are PES employees, and the PES Plant Manager is fully responsible for all plant operations and maintenance work and for coordination of operations with the NIH Central Plant staff. PES manages all plant modifications and improvements, all commodity purchases for the plant operations, and all permitting and ongoing environmental reporting. The plant was built with connections for two 75,000 pph emergency mobile boilers, and on several occasions NIH has requested that PES provide this service to backup plant boiler operations.
6 P e p c o E n e r g y S e r v i c e s North Carolina Department of Administration CUSTOMER PROFILE The North Carolina Department of Administration (DoA) acts as the business manager for the state government. It oversees critical government operations such as building construction, insurance, education, treasury and budget, purchasing and contracting for goods and services, and the sale of state and federal surplus property. PROJECT DESCRIPTION The North Carolina state government occupies numerous buildings clustered in the capital of Raleigh. A strong commitment to reducing energy consumption, renewal of aging infrastructure, budget cuts and rising energy costs caused the state to explore the use of performance contracting to modernize its energy infrastructure while avoiding the associated capital investment. PROJECT HIGHLIGHTS More than $2 million per year in energy savings Approximately $18.9 million in new infrastructure Reductions in energy useage of morer than 20,000,000 kwh/year Reductions in water consuption of more than 10,000,000 gal/year Improved building comfort In 2004, the North Carolina Department of Administration (DoA) selected Pepco Energy Services, Inc. (PES) to implement a $21.5 million comprehensive energy efficiency and guaranteed savings contract. As part of the performance contract, PES re-commissioned and expanded the downtown district cooling system, provided improvements to HVAC systems and controls, installed energyefficient lighting systems and implemented water conservation measures to many government buildings in the State Capitol. The project will provide the State with more than $25 million in guaranteed savings over the 12-year term. The savings have been exceeded each year since the project was completed. The District Energy improvements consisted of four important elements: district cooling, thermal energy storage, packaged chiller plant and improved chilled-water energy transfer. The old central chiller plant, which had served 10 state buildings totaling 1.3 million sq. ft. of space, was modernized; the existing unused chilled-water TES tank was repaired and re-commissioned. However, the primary investment in new chiller capacity was the all-new, larger-scale, highly energyefficient packaged chiller plant that PES built at a more centralized site within the expanded district cooling network. PES expanded the system to more than twice its coverage, now serving 20 buildings that total 3.5 million sq. ft. The new packaged chiller plant has now become the primary source of chilled water generation, and the old, rehabilitated chilled water plant is now a secondary source at a satellite location. The PES program has also allowed the most reliable and efficient of the remaining in-building chiller plants to be available as distributed, local tertiary sources of chilled-water generation, which can be used only for peaking capacity or emergency backup capacity in extreme cooling conditions.
7 P E P C O E N E R G y S E R V I C E S British Embassy Washington, DC CUSTOMER PROFILE Located adjacent to the United States Naval Observatory on Massachusetts Avenue s Embassy Row, the British Embassy is the largest embassy in Washington, D.C., with nearly 500 employees. The British Embassy selected Pepco Energy after an extensive evaluation that was in accordance with European Union Procurement Rules. PROJECT HIGHLIGHTS $9.5 million in new and more efficient energy infrastructure 250 kw cogeneration system the first ever to be installed by a foreign embassy in Washington, D.C. Central plant installation located in 300,000 square foot Chancery Building that serves entire campus. 22.8% energy cost reductions 29.5% reduction in annual CO 2 emissions 70% reduction in annual NOx emissions PROJECT DESCRIPTION The $9.5 million contract called on Pepco Energy to implement a comprehensive central utility plant refurbishment, including new chillers, boilers, and air handling units. Pepco Energy also installed a 250 kw co-generation system, the first co-generation system to be installed by a foreign embassy in Washington, D.C. Pepco Energy undertook a comprehensive LEED assessment of the embassy and, through the design/build contract, incorporated processes and measures that contributed to LEED certification of the complex. The project consists of: A new natural gas fired 250 kw Combined Heat and Power unit to provide reliable electricity for the Embassy while shaving electric costs at peak hours. Two new natural gas fired boilers that use 18% less gas to provide hot water space heating while reducing overall utility costs. A 75 ton, single effect absorption chiller to convert waste heat from the electricity generation into chilled water for space cooling. Four new air handlers with variable speed drives to improve interior air quality by increasing the efficiency of the existing ventilation systems while reducing electricity use. Two new domestic hot water heaters that will utilize the 1.3 MMBTU s waste heat from the generator to produce domestic hot water. State of the art, computer based Building Automation System to allow for increased monitoring and management of interior environmental conditions. Pepco Energy Services served as the Prime contractor fully responsible for the development and delivery of this design-build project. Pepco Energy managed the design and construction process and provided day-to-day on site project and construction management during construction and commission, and now provides all maintenance.
