SRINAGAR: Despite the Central government s nod and approval to hand over the 300 Kanals of HMT land, currently under the occupation of CRPF, to the state, the J&K government has so far failed to retrieve it. According to well placed sources, during the regime of NC and the Congress the government of India had decided to handover three hundred kanals of vacant land out of 527 kanals to state government along with the built-up area but the proposal remained in the files and no further action was taken. Since the land falls within the Zainakote Industrial Estate, the Industries and Commerce Department had suggested that the land should be handed over to it for industrialization along with the built-up area, the senior official said and added that afterwards there was no further action either from the Industries department or from the state government. The HMT watch factory was set up in 1971 at the Zainakote but subsequently the factory became defunct and dysfunctional and has been locked for last 25 years. The official said that the HMT which exits at Zainakote Industrial Estate has a vacant land of 300 kanals, one built-up area and residential quarters. The I&C department could not proceed further in the matter as a result the vacant land was occupied by the CRPF and also has been encroached by the land grabbers. Pertinent to mention residents of the area including Zainakote, Khosipora and Mustafa Abad have been protesting the presence of CRPF camp at the HMT land after the paramilitary personnel shot dead a local youth Gowhar Nazir there on November 7. Residents have been joined by local legislators, including PDP MP Tariq Karra demanding eviction of the CRPF camp from the defunct factory premises. As per the officials of the Industries and Commerce Department three hundred Kanals of vacant land if provided to the state government would generate employment for at least 2000 jobless youth and also would increased the economic condition of the local inhabitants. Sheikh Ashiq, former P10 KO ANALYSIS Curious Omission It remains unclear why the state government is loath to take over this prime stretch of land. Usually, and often times, if and when the state government is hesitant to do something, it blames the Centre. AFSPA is the case in point. But, in the case of the land in contention, there is no scope for blame games. The Centre has given a clean chit for the land to be taken over. In the public interest, the state must come clear about this strange and curious omission. If it is just inertia, then the state must get rid of it and take due action but as has been speculated by some that some influential coterie of business persons are eyeing this prime stretch of land for their vested interests, then the state should also come clear on this. A new study has found that finger prick blood tests can often be misleading and results may be inaccurate. The findings suggest that health care professionals must take care to avoid skewed results as they design new protocols and technologies that rely on finger prick blood. We began looking at this after we got some surprising results from our controls in an earlier study, said lead investigator Rebecca RichardsKortum from Rice University in US. The researchers noticed that there was wide variation in some of the benchmark tests that they were performing on hospital-grade blood analysers. The benchmark controls are used to gauge the accuracy of test results from a new technology under study, so variation among the control data was a sign that something was amiss. The researchers designed a simple protocol to test whether there was actual variation, and if so, how much. They drew six successive 20-microlitre droplets of blood from 11 donors. As an additional test to determine whether minimum droplet size might also affect the results, they drew 10 successive 10-microlitre droplets from seven additional donors.each 20-microlitre droplet was analysed with a hospital-grade blood analyser for hemoglobin concentration, total white blood cells (WBC) count, platelet count and three-part WBC differential, a test that measures the ratio of different types of white blood cells, including lymphocytes and granulocytes. Each 10-microlitre droplet was tested for hemoglobin concentration with a popular point-ofcare blood analyser used in many clinics and blood centres. P10 Search Ops Extended to New Areas in Kupwara SRINAGAR: Two days after army colonel was killed in a gunbattle with the militants Kupwara forests, army on Thursday extended the search operation to new areas of north Kashmir district. Sources said that the army has cordoned off entire Kalaroos forest area and conducted searches for the militants who have managed to break army cordons so far. The search operation in Manigah and Safawali sectors, launched on Monday continued on Thursday. The massive search and cordon operation is being conducted by the army s 9 PARA, 4 PARA and 41 RR along with police SOG parties. The army has also pressed choppers in the service to maintain the aerial surveillance over the dense forest area. Sources said that the army on Thursday fired several shots in an attempt to provoke retaliatory fire from the hiding militants. However there was no response from the other side. The army soldiers were trying to establish the contact as they apprehend presence of the mili- tants in the forest area. When reports last came in the search operation was on in the area. Pertinently, army Colonel Santosh Mahadik of 41 RR was killed and two other personnel were injured in an encounter at Behak forest area near Sonwali village and Manigah two days back. The said militant group had managed to escape army dragnet four times since last week from different locations. The group, according to sources, had managed to give slip to soldiers on Friday evening, before injuring two soldiers at Payerpati forest area in Manigah. On Wednesday late afternoon, the group had managed to escape again. This is for the fourth time when the militants gave slip to soldiers despite a heavy cordon in the forests, they had said. Pertinently, the group, according to a police official, had infiltrated on intervening night of 30/31 October and was trapped in the mountainous terrain due to heavy rains and snowfall. On Nov 10, the army s 41 RR had recovered P10 Pay Panel Recommends 23.55% Hike NEW DELHI: In a big bonanza to central employees and pensioners, the seventh Pay Commission today recommended a per cent increase in salary, allowances and pension along with a virtual one-rank-one-pension for civilians, involving an additional outgo of Rs 1.02 lakh crore a year. A minimum pay of Rs 18,000 per month and a maximum of Rs 2.5 lakh per month has been recommended by the Commission, headed by Justice A K Mathur, that presented its 900-page report to Finance Minister Arun Jaitley here. The recommendations, which are to be implemented from January 1, 2016, will benefit 47 lakh Central Government employees and 52 lakh pensioners. The impact the recommendations will be Rs 1.02 lakh crore Rs 73,650 cr on Central Budget and Rs 28,450 cr on Railway Budget. The award of the pay panel will also benefit staff of autonomous bodies, universities and public sector units, Jaitley said after receiving the report. Very few doctors are available there. The patients are compelled to come to Srinagar hospitals for the treatment thus increasing patient flow in city hospitals. There is a need to enhance and upgrade health facilities in district hospitals so that load of patients in city hospitals is reduced. 5 MLA Rashid opposes Centre's package for Kashmiri Pandits SRINAGAR: Awami Ittihaad Party (AIP) president and MLA Langate Er Rashid Thursday asked Union and state governments to wind up the industry established for so-called rehabilitation of Kashmiri Pandits and appealed Kashmiri leaders of all thoughts to giveup their personal agendas and egos to protect the rights of Muslim majority community. Addressing party workers at Sopore Town Hall, Rashid condemned Union government for providing three thousand jobs and six thousand residential quarters to these self-styled migrants, a party statement said this evening. It were the Kashmiri Muslims who suffered worst at the hands of state and nonstate actors. Their children were deprived of education due to turmoil and used as human shields in encounters and were subjected to forced labour for more than 15 years. These Kashmiri Pandits didn t care about Kashmir which they have been calling Matrebumi and do forget that from Ikhwani to NC workers and from police personnel to informers of security agencies, it were Kashmiri Muslims who despite being hated by huge majority of Kashmiris for their acts, fought and sacrificed their lives for upholding Indian Flag in Kashmir. It is Kashmiri Muslims and people of Chenab and Pir Panchal regions who deserve the packages for their unbelievable sufferings but Union government are provoking them by treating Kashmiri Pandits like very important citizens. Rashid alleged that the act is purely to reduce the supremacy of Muslims community in the administration which is already under threat after RSS sponsored government has taken over in the state, as it has started removing Muslim officers from prestigious postings in civil secretariat and Jammu region. Vladimir Putin (Russian President) A Cliched Debate on Terror The fallout of the Paris attacks is playing out across the Europe and America. French president Francois Hollande has already declared war on ISIS. Hollande also has declared the state of emergency in the country. The law gives the government to clamp curfew, ban public gatherings, and tighten border controls. It also gives police the power to search houses without warrant, bar assembly of people and forbid protests, something we are very familiar with in Kashmir. In one stroke, the murderous attacks in Paris have drastically impacted the psyche of one of the world s most free country, forcing it to alter its way of life. Other European countries are also mulling stricter forms of control to protect themselves against an anticipated terror attack. The public mood is becoming more and more anti-islam. The political right is gaining renewed traction and there is now greater chariness about accepting refugees from Syria. This has raised concerns about Europe s significant Muslim population. Muslims in Europe too have become deeply conscious about their identity. In a touching incident that reflects this anxious state of affairs, a Muslim man stood blindfolded in the centre of Paris asking mourners to embrace him as they gathered to commemorate the 129 victims killed in a series of terror attacks across the capital. But this is unlikely to change the broader darker mood towards Islam. France has witnessed many mosque desecrations over the weekend. Social sites have witnessed outpouring of vitriol against Muslims and Islam. Muslims participating in mourning gatherings have been heckled. And in media the debate has once again returned with full force to the Islamist terror. The commentators are drawing a seamless connection between Islam and the terrorism. A cycle of discourse that has played out unchanged since 9/11 is going round and round again, almost word for word, argument for argument. ISIS is now one more diabolical representation of Islam, succeeding Al Qaeda. There is little questioning as to who created this monster, in the first place. By intervening violently in the Muslim countries just because the ruler or a regime wasn t to their liking, western powers have ravaged state after state and destroyed the order. This has left anarchy in its wake with an assortment of militias and the apocalyptic groups like ISIS holding the sway. In Syria just because west wanted an end to Bashar-al-Assad s rule, it armed the rebels to the teeth, little caring which ideology they espoused. The aim was to replicate a similar strategy in Libya where US and Europe joined forces to get rid of Colonel Muammar Gaddafi, who met a brutal end himself by being publicly lynched by the rebel gunmen. Libya is now in chaos ruled by militias. In Syria they couldn t remove Assad but they have helped organize ISIS, a nihilistically violent ideological group, which has now broken free of their control. ISIS is now on its own, having seized vast swathes of territory in Iraq and Syria to carve out a statelet it calls caliphate. While west goes about its new drawn fight against terrorism, there is a need to introspect and examine the causes of Muslim violence. An objective analysis of the history of the past twenty five points blame squarely towards US and its European allies. Invasions of the other countries on the pretext of dislodging a disagreeable ruler or a regime and framed in a grand moral narrative have only ended up destroying the lives of the ordinary people. And as a result of these wars, there are now four deeply dysfunctional states Afghanistan, Iraq, Syria, and Libya. And their dysfunction has in turn crippled the Muslim world. Now while US and Europe seek to safeguard themselves against the blowback from their heinous sins in Islamic world and launch another joint war, they should also acknowledge their role in creating the large part of the mess in the first place. The adventurous, glamorous and challenging enterprise of kindling, illuminating and enlightening tender young minds has become a lack-lustre and uninspiring activity devoid of its sorely-needed spirit, mainly because successive leaderships (if they deserve that name) have been too occupied with other, more lucrative, concerns to bother about what is the corner-stone of the well-being of a people. This has had a direct bearing on the condition of schools and their performance. By an ironic twist of circumstance, the teaching profession has been for long, the last resort of the capable and the destination of choice for those who are unable to fit in anywhere else. When the screening process for entry into this field - on which the entire social edifice rests - should have been highly stringent, it had largely become a hit- and-trial exercise with the barest minimum regard for talent, skill and temperament. Having been active partners in ruining the state-run school system, the ruling classes now abdicate all responsibility by dumping the educational sector into the private lap. This is seen in the lavish support to fashionable and prohibitively expensive private schools and the mushrooming of lesser copycats who are making a financial killing in the absence of a dependable and affordable public structure. It is nothing short of a scandal that parents should avoid sending their wards to government schools on account of the latter s dismal record, and prefer seedy and crowded private options no matter how mercenary they are. Students cleared by the state-run school system in Kashmir often barely make the grade in rudimentary literacy, particularly in rural and remote areas. This is sought to be cloaked by the performance of a handful of private schools, with no thought for the colossal amounts spent on running a vast network of under-performing institutions. Howsoever sound the system may appear on paper, on the ground it is as rickety and run-down as the school houses spread all over rural Kashmir chronically starved of staff and proper equipment. Reports of under-manned schools, particularly at the primary level, are a routine feature such areas, while institutes in the city appear to bursting at the seams with needless staff, Schools in far-flung areas function at the sweet discretion of their often lone teachers, and instances of just one or two tutors handling multiple classes and hundreds of students are common. The standards of such schools and the education they impart can well be imagined. The situation has been allowed to drift for far too long in the hope that with time the growing, engineered preference for private schools would phase the government system out of existence. It remains to be seen how well measures taken in desperation, like recruitments scrounged in haste, are able to turn the tide for society, particularly low-income, rural and agrarian classes for whom state-run schools were the mainstay of hope. The team has been conciliatory about its treatment but the International Cricket Council (ICC) should take note of this. International teams have refused to visit Pakistan over justified security fears. It seems, however, that if we simply put international teams at clubhouses in stadiums and refuse to let them go anywhere else, the security problem would apparently be solved. No country, of course, would accept such conditions to play cricket in Pakistan. Yet, our women cricketers are expected to put up with this in India. Additionally, the final of the tournament is supposed to be held in Mumbai. India needs to explain how our cricketers will be able to stay in Mumbai in the current climate if we reach the final. The ICC also needs to consider if India should be allowed to hold multi-nation tournaments at a time when it can t guarantee safety of all players. It is now too late to reschedule the World Cup and our pulling out of the tournament in protest will only heighten tensions. We should make clear that we are only playing under duress and that such conditions are unacceptable if any of our sportspersons tour India again. DEAR EDITOR, I would like to comment on the letter, written by one Shoaib Bhat, Kashmir Observer, Jan 22, titled, "Who is Responsible For LoC Killings?" I must say to Shoaib that, you seem to know a lot. If it is true, there should be investigation and appropriate action taken against those who provoked peace and created this environment of mistrust. Could you also tell us who beheaded and mutilated the bodies of the Indian soldiers? This should not have happened in any case. UN roles in Kashmir has been minimised post 1971 for India. It is just symbolic now. It seems that the United Nations has not played any role in this sector for a long time. In my view, it is more a political point on part of both these countries, one wanting to and the other avoiding its role in Kashmir. It is not in the interest of any of two countries India and Pakistan to indulge in any misadventure here or anywhere. No one should man Kargil or other higher reaches, the rough terrain and all this is in the extreme frigid cold and hostile environment. The military on both sides should be minimised but there is something that seems to invite and incite the elements to Kashmir. It is part of the history of the sub-continent. A LONG WAY TO GO EXPECTING THAT the venom of hatred infused into their people over the years by the leaders on both sides could easily and quickly be remedied merely by the antidote of Confidence Building Measures (CBMs) while they themselves continue to foster an environment of mutual mistrust! The reaction of New Delhi and Islamabad to the recent incidents on the LoC serves as a grim reminder that the basic philosophy of building bridges through CBM initiatives by increasing people to people contact is flawed. Flawed, not because the concept in itself is wrong, but because the leaders themselves don t seem to be interested in setting an example by displaying confidence in each other. Though, both countries are now showing some sanity in their dealings, the damage done to the precarious bilateral relationship between the two by irresponsible statements like there can be no business as usual and war mongering has undone whatever little may have been achieved by the CBMs. However, despite both sides reiterating that the bilateral ties had not been derailed, the recent turn of events suggest otherwise. New Delhi, suddenly like a bolt out of the blue, raked up the issue of the relevance of the UN Military Observer G r o u p (UNMOGIP) on the LoC in Jammu and Kashmir. Declaring that UNMOGIP s role has been overtaken by the Shimla Agreement of 1972 between India and Pakistan, signed by the Heads of the two governments and ratified by their respective parliaments, the Indian representative suggested its termination. As expected, Pakistan strongly denounced New Delhi s contention by saying that no bilateral agreement between the two nations had overtaken or affected the role or legality of the UNMOGIP. New Delhi initiated the UNMOGIP debate under the garb of better spending of resources allocated for the Observer Group elsewhere in difficult economic times. However, as expected, this noble proposition with fiscal import failed to cut any ice as the issue under discussion was an open debate on peacekeeping and not on austerity measures. Why New Delhi decided to deviate from its age-old policy of letting the sleeping dogs lie to bring up the UNMOGIP issue and the timing it chose to do so, defies comprehension. So, while nothing came out of this debate, old wounds were reopened and normalisation of the bilateral ties between New Delhi and Islamabad has taken yet another body blow. Islamabad too seems to be itching for a chance to take on New Delhi. Just a day after the Jamaatud-Dawa Chief, Hafiz Saeed offered asylum to Bollywood star Sharukh Khan, Pakistani Interior Minister Rehman Malik too joined in by saying that though Sharukh Khan is a born Indian and he would like to remain Indian, but I will request the government of India (to) please provide him security. Not content with his request to the Government of India, Malik went on to appeal to the Indian public that, I would like to request all Indian brothers and sisters and all those who are talking in a negative way about Shah Rukh, they should know he is a movie star." While New Delhi may be annoyed at Malik s request, the people of India will perhaps remain ever grateful to the Pakistani Interior Minister for enlightening them with the fact that Shahrukh Khan is a movie star! Can bilateral ties between India and Pakistan improve if Pakistan agrees that the UNMOGIP is not required any longer in J&K and India reciprocates by providing Shahrukh Khan Z category security? Though the recent exchanges between New Delhi and Islamabad may bring a whiff of humour into our lives, the dismal future of the bilateral relations, which the present line of engagement portends, is disquieting and sends shivers down the spine. It is high time that leaders of both countries stop behaving like schoolchildren and remedy the serious foot-in-the- mouth disease, which seems to have afflicted them. Physics was about equations, balance and sticking pins in paper while trying to trace angles of reflection and refraction through a thick glass slab. Most things in Mr P s class started out as premises before gradually working their way through a series of reasoning stages to a finely drawn conclusion. Dispute that, he d say, pointing to a solved equation on the blackboard. Of course, who could? Especially who could who had his head wrapped around other notions those of total freedom to pursue the pathways of one s own mind, frolic in the fields of an idyllic nature and dream of writing lines that rhymed and described life in a more natural way a way that had nothing to do with science? A young man dreaming is how I come to view my school reports of that day and age when I glance at them occasionally these days yellowing in a plastic sleeve. If the dissecting of a frog taught me anything it pointed me in the direction of vegetarianism and a kindness to all animals great and small. Science provided me with an insight into laterality. That is, you could be seated in the lap of science and be totally at ease contemplating poetry. Science didn t care because ultimately it seems everything is relative. Talmiz ahmad On the night of Friday, November 13, three teams totalling eight persons attacked seven targets across Paris. They killed nearly 130 people and injured a few hundred more. Most of the people killed were at a music concert, their night of convivial song and laughter brought to an abrupt and horrific end. The Islamic State of Iraq and [Greater] Syria (ISIS) has rushed to take credit. President François Hollande has described the assault as an act of war and declared a state of emergency, the first occasion since the Second World War. The shadow of the five-year fratricidal conflict in Syria had now reached the heart of Western culture. Ever since the ISIS captured world attention after the dramatic capture of Mosul in June last year, followed by the occupation of other territories across the Iraq-Syria border and the declaration of the Caliphate in these lands of historic Mesopotamia, the conflicts in the region have taken new and more violent turns practically every day. Hundreds of Syrian soldiers, Yazidi, Kurdish and other Iraqi civilians, and a few Western hostages have been summarily executed through beheadings by ISIS, often captured and widely publicised on social media throughout the world. Though attacked by the United States and GCC forces, the ISIS has not suffered any major setback militarily; in fact, it has gradually consolidated itself into a proto-state, with many of the attributes of state order a top advisory council, standing army, substantial financial resources, a council of ministers, provincial governors, a functioning judicial system, a stern security force and provision of municipal and welfare services. And, it seems to have no difficulty in attracting more and more recruits eager to join its ranks and carry out bombings and suicide missions. The distinguished commentator on Arab affairs, Abdel Bari Atwan estimated recently that ISIS had a cadre of about a 100,000 fighters, mainly from the Arab world, but also from other Asian countries and even a few thousand from Europe. In recent months, ISIS has made its presence felt outside Mesopotamia in Libya to the west and Afghanistan in the east. It has also expanded its support base, with increasing numbers of far-flung jihadi bodies (or their splinter groups) declaring their affiliation to the Caliphate in preference to Al Qaeda. Over the past few months, as ISIS carried out its depredations, the war in Syria ground to a stalemate, with the GCC-backed Salafist forces unable to defeat the national forces still loyal to President Bashar al-assad. The ground situation changed dramatically when, from September 30, Russia joined the conflict on the side of the Assad government, deploying its aircraft, tanks, and surveillance capabilities. Russia has carried out lethal bombings against all forces hostile to Assad, not caring to distinguish between ISIS and the other rebel forces, though the former received at least a fifth of the attacks. On November 10, the Russianbacked Syrian forces took eastern Aleppo and the Kweiras air base from ISIS, threatening the group s logistical connections with Raqqa and its territories in Iraq. The consolidation of the Syrian Kurdish forces at the Turkish border has already blocked the flow of weapons and recruits from Turkey. ISIS has responded to these attacks by wreaking some harsh reprisals on its enemies. On October 10, it carried out twin bombings in Ankara in Turkey in which 128 persons, mainly Kurd demonstrators, were killed. On October 31, it claimed responsibility for bringing down a Russian passenger aircraft flying from Sharm el Sheikh to St Petersburg, in which over 200 people lost their lives. The Russians deny this, saying the debris does not contain traces of explosives. On November 6 and 12, it carried out two bombings in Lebanon killing over 40 people, while gloating that it had successfully attacked Shia apostates. A Lebanese commentator, Khalil Harb said presciently: Much more bloodshed is on the way. On the eve of the Paris attacks, the US announced that its drones had killed Mohammed Emwazi, also known as Jihadi John, the UK-origin ISIS member who had presided over several ISIS killings on video and seen across the world. In response to this news, British prime minister David Cameron had said that this had been a strike at the heart of the terrorist organisation. Separately, the Americans also announced that they had killed the head of ISIS in Libya, the Iraqi national, Abu Nabil. The Paris attacks are thus a part of the tit-for-tat attacks that have been going over the last few months and are directly linked to the Syrian conflict. The reactions to these attacks from the protagonists in contention in Syria reflect their deep sectarian and political divide: both Hezbollah and 49 anti- Assad militia groups have strongly condemned the attacks. But, while Hezbollah sees ISIS as a product of the support for terrorists provided by the GCC countries and Turkey, the rebel militias have asserted that Assad is at the heart of terrorist activity in Syria. The Paris attacks mark the first occasion that ISIS has moved out of West Asia to organize assaults on the far enemy in the West, thus indicating that it has assumed Al Qaeda s agenda of global jihad. Again, while it is not yet known whether the Paris attacks were carried out by local, homegrown affiliates or whether there was some participation of experts from the central leadership, it is clear that in spite of the punishment inflicted upon it by major world powers, ISIS retains considerable resilience and, in a short period, has built up networks that enable it to penetrate the security cordon of the world s advanced nations. Wider complicity The Saudi-led GCC countries, Turkey and the US emerge from this imbroglio with little credit. The Saudis have been so focused on regime change in Syria that they have allowed the conflict there to become a major sectarian confrontation in which they have backed jihadi groups, including the Al Qaedaaffiliated Jabhat al-nusra, in their proxy war against Iran. Turkish president Recep Tayyip Erdoğan, in the early stages of the Syrian conflict, was similarly obsessed with unseating Assad since he was seen as a supporter of the Syrian Kurds against Turkey. Erdoğan allowed the free flow of jihadis across the Turkish border into Syria, who later bolstered the ranks of the ISIS. The US approach has been the most weak-kneed and unprincipled: while initially rejecting direct military involvement in Syria, it gave the Saudis a free hand in return for GCC support for the nuclear agreement with Iran. This ensured that the main rebels in Syria were jihadis, many of whom traded their weapons to ISIS or simply joined its ranks. Later, the US saw the Russian entry in Syria as a threat to its global primacy, and worked with the GCC countries to weaken the Russian military effort by providing TOW missiles to the rebels which were most effective against Russian armour. However, recent US reports suggest an even graver culpability on the part of the Americans. Lt General Michael Flynn reported in August this year, that following the US military failure in Iraq in 2006, the Neocons persuaded Vice President Dick Cheney in 2007 to support initiatives to topple the Assad regime by driving a wedge between Syria and Hezbollah ; this would be done by backing the establishment of a Salafist principality in eastern Syria. This, the reports say, marks the beginning of Saudi and other GCC support for Sunni radicals in Iraq who later metamorphosed into ISIS. The Conflicts Forum, which has published the report, concludes: The jihadification of the Syrian conflict has been a willful policy decision [of the US administration]. Double Standards The bloodshed in Yemen has been continuing for over a year now. With thousands dead and cities razed, the situation has been described as a humanitarian catastrophe. The conflict has received scant media attention. The coverage of Yemen has battled to secure the interest of international journalists. The story is complex, the actors many and Yemen is not quite safe, even in better times. The horror of the airstrikes has then been received with a collective groan, drowning the realities of the suffering in a story few actually understand. As human beings continued to be counted as collateral damage civilian casualties are ignored in the media because the perpetrators are US-backed. The litany of crimes committed only reach the levels of Western outrage if the roles are reversed. All of that stands in the starkest contrast to the intense victim focus whenever an American or Westerner is killed by an individual Muslim. The latest example being France. It is the prevailing tale of most coverage of the subaltern: westerners have names, the rest of us are numbers. We know the reasons why Yemen will not be told in the West. But aside from the West, remarkable silence has come from within the global Muslim community. This is not a uniquely Muslim problem, which Muslims must now try to solve miraculously, but the question must be asked: where is Muslim outrage and solidarity for the horror unfolding in Yemen? Azad Essa Executive Editor The Daily Vox The new warfare The Third World War may already be in progress, and it is going to be like neither of its two predecessors. It involves many of the same protagonists as well as countries that were born of the first two world wars. While casualties will be minuscule in comparison to the two earlier wars, it is a clash of ideologies in the same way in which Fascism was pitted against liberal democracy, with the outcome being far from preordained. As world leaders scramble to come up with a response to the Paris bombings, Russia has announced that the airliner which crashed in Sinai in October, killing 224 of its citizens was brought down by foreign explosives. This lays to rest any lingering doubt there may have been that the event was a tragic accident, and is going to sharpen considerably Russian resolve when it comes to the matter of containing, never mind eradicating, the Islamic State (IS). The French air force has bombed Raqqa, capital of the socalled caliphate created by the IS, and President Obama, speaking at a news conference after the G20 conference in Turkey on November 16, again reiterated that he would not put American boots on the ground to fight the IS. Indeed, apart from the Russians, nobody is keen to put boots on the ground to fight the group, which for its part has declared that it will strike at all the countries ranged against it. On the evidence of the Paris attacks and the airliner bombing, this is no idle threat. It has that capacity and will use it to extend the battlefield by non-conventional means beyond the limits of the Levant and the Fertile Crescent. Despite having no air force, armour or conventional means of force projection, the IS is able to engage on the asymmetric battleground in a way that the armed forces and the police of the countries that it is attacking have little experience of combating, with many countries lacking even basic counter-terror equipment or trained forces. Currently, the IS in many ways has the upper hand. While it is unlikely that it will be the winner of this third world war, it is certainly going to wreak havoc before it is contained. 7 Friday Ever since its formation in 1999, the Peoples Democratic Party (PDP), which runs a coalition government with the BJP in J&K, has talked about the supremacy of the state s 87-member Assembly, arguing it has a major say in the resolution of the Kashmir issue. In 2003, Mufti Mohammad Sayeed was the chief minister of the PDP-Congress coalition government in the state when the then Prime Minister Atal Bihari Vajpayee addressed the people of Srinagar and announced a dialogue with separatists, within the ambit of Insaaniyat, Kashmiriyat aur Jamhooriyat. He also extended a hand of friendship to Pakistan. Ahead of the prime minister s November 7 visit, Mufti Mohammad Sayeed and his ministers left no stone unturned to create a Vajpayee-like moment for Prime Minister Narendra Modi in Srinagar. The ruling party presumed that a huge crowd in Srinagar would convince the prime minister that India and Pakistan should start dialogue and the Centre should initiate talks with separatists to find a political solution to the Kashmir issue as the party believed that massive crowd in 2003 changed the opinion of Vajpayee. They believed the same would happen this time. PDP, which is an ally of the BJP, even went on to justify how their alliance with BJP is proof of Modi being a secular leader. Some of its leaders argued in spite of being votary of selfrule, a regional Muslim party, having certain ideas about Kashmir, Modi allied with the PDP in the state. This way the PDP prepared ground for Modi in Srinagar hoping he would announce Vajpayee-like political initiatives and talk about the intolerance debate. The state government squeezed separatists and ensured that they do not come out to take a parallel march on November 7 as announced by senior separatist leader Syed Ali Geelani. Across Kashmir, hundreds of separatist leaders, their activists were taken into custody. Some netizens, who posted pro-march links and statements on Facebook, were called to police stations. And on November 7, thousands of PDP workers were brought to the venue of the rally at the Sheri Kashmir Cricket Stadium. Seeing large numbers of people, PDP leaders were elated, with Mehbooba Mufti waving to audience she had gathered for Modi. Mehbooba, who was the first speaker, told the prime minister that Kashmiris have sealed How Modi Killed Mufti s Vajpayee Dream their fate with India. She pleaded to the prime minister that these people have hopes from you and you surely might have thoughts for them. Then came chief minister Mufti Naseer GaNai Mohammad Sayeed. He began with praise and described the prime minister as the man destined to make India a world power. Sayeed said his alliance with BJP reflected the wishes of the people, as 1.2 billion people of the country reposed their faith in Modi's leadership. Then he invoked Vajpayee, his favourite subject and dream, and asked the prime minister to take the lead in engaging Islamabad in a sustained and meaningful dialogue. Bade Bhai ko Chote Bhai se Milna hi hoga, Sayeed said. On intolerance, Sayeed drew Modi's attention towards the legislative Assembly resolution and said the House had set a perfect example by passing a peace resolution that sent a message of tolerance and inclusiveness to the rest of the country, thus subtly conveying his belief that the Assembly of the only Muslim majority state of India wanted that the prime minister talk about growing intolerance. In his response, for around 30 minutes of his 40-minute speech, Modi talked about how beautiful Kashmir is and how much he is in love with Kashmiris, and that it is this love that brings him again and again to this paradise on earth. He talked about how he skipped celebrating Diwali last year with his family and preferred to spent it with flood-affected Kashmiris. He added that even the Chinese prime minister wanted to celebrate his birthday last year, but he gave preference to Kashmiris. Modi said he went to his mother to seek blessings and she donated Rs 5,000 towards rehabilitating Kashmiris. Earlier, she would give Rs 11. Then he talked about how in 17 months he made India the fastest growing economy in the world, so much so that now the world is comparing India with China. Even as Modi told the crowd that he didn t need any advice from anyone on Kashmir, Mufti was visibly disappointed that his dream that the crowd in Srinagar could convince Modi to take political initiative had drowned in Modi s China speech. The prime minister of India then announced Rs 80,000 crore financial assistance to the state providing much relief to finance minister Haseeb Drabu, who was anxiously waiting for the declaration for past one year, which had put his reputation at stake in the party. While Drabu got respite, Mufti failed to score any political package, even as his PDP had beaten its arch rival National Conference on its political slogans of self-rule, friendship with Pakistan, dialogue with separatists and didn t hesitate to project itself as soft separatist. On this Diwali, Modi killed PDP s delusion that Srinagar could determine the India-Pakistan equation and a resolution of state Assembly of the only Muslim majority state on intolerance can force him to make a statement. It's got an economic package, but lost its slogan. ---Daily O A faith hijacked TaNuj GarG THE horrific Paris attacks have reopened the hot global debate linking terrorism with Islam. The cliche terror has no religion is being bandied around yet again. While I m sure it is exasperating for my Muslim friends to be repeatedly reminded of the religion of the terrorists when a heinous atrocity takes place, it is delusional and escapist to suggest that an extremist ideology is not being used to wage jihad. There is no doubt that some rotten apples give the Muslim community a bad name. It isn t a good feeling to be bunched with ruthless, radicalised militants whose sole ideology is hate. The fact is that everyone is an enemy for these butchers and the irony is that Muslims are as much a target as non-muslims. Considering the Holy Quran preaches peace and compassion and condemns violence, it is beyond enraging to see these militants conveniently and blatantly hijack Islam to validate their dastardly acts and suit their nefarious aims. One of the miscreants screamed Allahu Akbar while opening fire at unsuspecting victims and indiscriminately executing hostages in a Parisian theatre. Another was barely 15-years-old, which means that his indoctrination with a hate-filled ideology may have started at the impressionable age of 10. France has sadly experienced what the Syrians, Lebanese and Iraqis have been experiencing for long with the alarming rise of the Islamic State (IS). But for a mainstream European nation to be the victim ensures that decibel levels of global outrage are significantly higher. Even Madonna pays a tribute to Paris at her concert, never mind that there were other affected nations too. What we are seeing is the IS swiftly moving away from its conventional and insurgent territorial operations in Iraq and Syria, and extending its networks in other countries. France has been its first major success and armed with this triumph, it is only a matter of time before the IS transforms into a global terrorist movement on the lines of al Qaeda. It is a shame that the US, Russia and European nations have been unable to set aside their differences and unite, in order to exterminate the self-proclaimed jihadi agency. The time for prayers, rage and analyses is long over. Francois Hollande has moved to action to fulfill the immediate thirst for retribution. Massive air strikes on IS s self-styled de facto capital in Syria are already in motion. The IS needs to be annihilated like the Khalistan movement was in 1984 and the LTTE in This is necessary to prevent the otherwise peace-loving Muslim community from being repeatedly blamed for such tragedies, facing heightened scrutiny and being viewed through the same prism as the one employed to view the perpetrators of crime. We must remember that till anti-muslim bigotry does not stop, groups like the IS will continue to use this ideology to recruit more foot soldiers for more nihilistic violence. A proxy war continues between world powers in Syria from where five million have fled and 7.5 million rendered homeless. And the sinister black flag of IS flutters over refugee camps in Palestine, over towns in Syria, at locations in Tripoli and at many other sites in the Middle East. It is painted onto walls in Karachi too. According to the more conservative estimates, some 300,000 people have been killed in the Syrian civil war since it began in More and more groups have been drawn in, the IS opposing the Baathist Party led by Bashar al-assad who succeeded his father Hafiz al-assad in 2000, when Syria s leader since the early 1970s died. The Iranian-backed Hezbollah supports Assad against the violently anti-shia IS, other home-grown outfits of all kinds are involved including moderate Shia and Sunni groups, the US, the UK, France and other western powers conduct raids against Assad on the grounds they are backing protesters who rose against Assad during the Arab Spring of Ironically enough they battle on the same side as the IS, while claiming to support moderates, and also bombing IS targets to complicate matters still further. France has been most active in air raids against the IS. Assad s depleted forces now control barely 30 percent of Syria. Russia backs its old ally, Assad, whose father had maintained close links with Moscow through his three decades in power. North Korea and Venezuela have also backed Assad in various ways, with Greece doing so most sensibly of all by providing much needed LPG to keep Syria running. The Turks have also moved in, but oddly enough instead of helping to resolve the civil war in any way, they have begun bombing Syria s minority Kurdish population, opening up a new front of violence against a people who have been persecuted across the region. The war has spilled over into Lebanon where the IS also asserts its power with the country s parliament paralysed due to ethnic and religious divides and unable to A war on the mind Kamila HayaT reach any agreement on how to elect their next president. There are reminders of the time some 25 years ago when Lebanon was caught up in its own civil war with diverse ethnic and religious groups locked in battle against each other. An agreement on an equitable division within parliament eventually helped settle this crippling battle. The impact is felt in Iraq, in Libya and across the Middle East. It was almost inevitable given the involvement of the west that it would be felt in places like Paris. This does not mean we can in any way justify or condone what happened in Paris as masked gunmen belonging to the world s most feared terrorist group created mayhem and terror. But as Facebook offers a feature allowing profile pictures to be turned red, white and blue in solidarity with France, there is nothing to allow us to so easily stand with the beleaguered people of Syria with their tricolored, the red stripe of which depicts bloodshed, the people of Iraq and its own red, white and black emblem or the people of Lebanon, whose flag is dominated by the symbolic cedar tree which covers the snow-clad mountains of Lebanon and is intended as a symbol of the stability the country has once more lost. The symbolism is a reminder of the ways minds are manipulated. We are essentially being told certain lives matter more than others; that those who died in Paris are more important than those who die every day in other parts of the world. The media and governments manipulate us to think in this manner, and we fall in line with what is essentially propaganda a way to make us believe blindly in certain ways of looking at the world. We need to think a little more. In our own country, while there has been debate over what happened in France triggered by the massive media coverage the bombings naturally attracted, there has been too little thought about the massacres that take place on a regular basis in the Middle East, ironically so much closer to our own land, or to the people who have fled the fighting. Life for these refugees in Europe will undoubtedly be more miserable now. But like most other countries in the Muslim world, Pakistan has little to say on this. Few of us really understand the admittedly intricate complexities of the Syrian civil war or have even attempted to do so. Only a few commentators speak out for the people of what is perhaps the world s most wronged country at this current moment in time. Many of them are westerners. It is also shocking how we have come to accept violence in our own land. From children, following television images coming out of Paris, there was some scoffing at a death toll of only 127. We are used to death, and we seem to like it better when the numbers are higher. It has become like a game of cricket, nothing more than that. The higher the score, the better the game. Death means nothing to a generation that has grown up with violence and horror all around it. We are also doing too little to fight back this horror. In our own country, more people died in December last year at the Army Public School in Peshawar than the number killed in Paris. Yes, candles were lit for them. There were vigils. There is talk now of a holiday to mark the occasion although this would probably mean a day when we think of matters far removed from the blood that spilled at that school. On the whole, however, we did very little to keep the killing alive in minds. The world did less. The kind of media coverage we see from Paris did not come and, like the rosary beads spun through the centuries, the media has become our new rosary. We believe only what it puts out. Much of it is a deception; a distortion of the truth. We do not question what it says. The violence is closing in on us as a nation with every passing day. There is a real risk that the IS may assume a bigger role in the country. It has already claimed responsibility for several of the most violent terrorist attacks carried out in our cities. Whether or not these claims are strictly accurate, the fact is that we live in the heart of terror. Our institutions may today be battling over whose responsibility it is to rid us of this. But it will take a massive effort, involving all of us, for militancy to be beaten back and the suicide bombings which have become the norm for us stopped. We must condemn the happenings in Paris; we must mourn for that beautiful city and the equally beautiful city of Beirut in Lebanon and the historical wonderlands that comprise Syria a place that brings together almost every religion in the world. But we must also mourn for our own country, for what it has become and for what lies ahead for it in the future. [email protected]

It added that the assembly "calls upon the government of Myanmar to protect the human rights and fundamental freedoms of all individuals, including persons belonging to the Rohingya minority." The resolution said Rohingyas should have full citizenship and related rights in Myanmar. 9 BUSINESS 9 Friday percent Indians online were cyber crime victims last year: Norton NEW DELHI: An estimated 113 million Indians, or 48 percent of Indians online, fell victim to cyber crime last year, a report by American software security firm Norton said on Thursday. Indian victims lost about Rs.16,558 on an average, as compared to the global average loss figure of Rs.23,878 ($358), according to the survey by Norton by Symantec that "explores the emotional side of cyber crime", Norton officials said. "Cyber crime takes a true emotional toll. Close to 8 in 10 said they would feel devastated if their personal financial information is compromised while 36 percent said they felt sad after being affected by online crimes compared with 19 percent globally," Norton India country manager Ritesh Chopra said. "Our findings reveal that consumer reservations are indeed grounded in reality. In the past year, 48 percent of India's online population or approximately 113 million Indians were affected by online crimes," he said. Indian consumers affected by cyber crime lost on average 29.6 hours compared to an average of 21 hours across the 17 countries surveyed. The "Norton Cybersecurity Insights Report", covering 17,125 device users aged 18 plus, comprised inputs from 1,000 people from India. At least 66 percent of Indian respondents (compared to 60 percent globally) felt that using public Wi-Fi is riskier than using a public washroom. The report said 60 percent of people worry about experiencing cyber crime. Interestingly, 54 percent of Indians believe it is more likely that their credit card information will be stolen online than from their wallet and one in two (52 percent) have either personally experienced credit card fraud or know someone who has. The survey found that "baby boomers", defined as 55 years, a group often perceived as less tech savvy, have more secure online habits than the "millennials" - born between the 1980s to early "Millennials, born in the digital era, often throw caution to the wind, with 31 percent admitting to sharing passwords and other risky online behaviour," Chopra said. "More than seven in 10 millennials in India have experienced a form of cyber crime, with every second millennial experiencing it in the last 12 months alone," he said. "Also, 32 percent Indians (driven mostly by millennials) reported having their mobile device stolen, compared with the global average of 15 percent," Norton said in a statement. Highlighting the risky behaviour especially among India's "millenials", the survey found people sharing passwords to online sensitive accounts with friends and family. "Of those sharing passwords, more than one in three share the password to their banking account, and on an average they are sharing passwords for two accounts, with the most common passwords shared being (60 percent), and social media (54 percent)," Norton said. "Millennial Indians are at higher risk, with more than one in two users personally experiencing a form of online crime in the last 12 months alone," it added. Release of pulses seized under dehoarding operations is being expedited," the ministry of consumer affairs, food and public distribution said in a statement. "Arrival of new crop has also started. Soon, a pill to manage diabetes NEW DELHI: An insulin pill being developed by researchers led by an Indian American scientist at the University of California-Santa Barbara may in the near future give an easier blood sugar management option to diabetics. "With diabetes, there is a tremendous need for oral delivery. People take insulin several times a day and delivery by needles is a big challenge," said professor Samir Mitragotri who specializes in targeted drug delivery. For those who don't like needles, the discomfort injections can pose is a huge barrier to compliance, said Amrita Banerjee, a post-doctoral researcher in the Mitragotri Lab. "It can lead to mismanagement of treatment and complications that lead to hospitalisation," she said. A pill, said the researchers, could circumvent the discomfort associated with the needle while potentially providing a more effective dose. "When you deliver insulin by injection, it goes first through the peripheral bloodstream and then to blood circulation in the liver," Mitragotri explained. "Oral delivery would take a more direct route, and, from a physiological point of view, a better one," he added. While oral medications to assist the body with insulin production have been around for a while, a pill that delivers insulin remains a highly sought goal of diabetes medicine. Similarly, it said the price of Urad dal was down by 6.08 percent -- from Rs a week ago to Rs on Wednesday. But at the retail level, the government's claims did not appear to hold ground. Gold Monetisation Scheme, launched by Prime Minister Narendra Modi earlier this month, has so far attracted 400 grams of gold, industry body GJEPC on Thursday said. According to official estimates, around 20,000 tonnes of gold worth over Rs.52 lakh crore is lying idle with households and temples in the country. Gem and Jewellery Export Promotion Council s (GJEPC) northern region Chairman Anil Sankhwal said, Under gold monetisation scheme 400 grams have been deposited so far. Industry representatives on Thursday met Economic Affairs Secretary Shaktikanta Das and discussed ways for opening more centres for gold testing. According to a ministry official, 55 gold purity testing centres would come up by December, up from 29, at present. Also number of gold refinery would go up to 20, up from four at present. Mr. Sankhwal said Economic Affairs Secretary had asked BIS to fasten the process of registration of jewellers as collection agents and give out the licences within 15 days. Under Gold Monetisation Scheme, launched on November 5, banks were authorised to collect gold for up to 15 years to auction them off or lend to jewellers from time to time. Depositors will earn up to 2.50 per cent interest per annum, a rate lower than bank deposits. As far as the scheme is concerned, earnings are exempt from capital gains tax, wealth tax and income tax. There will be no capital gains tax on the appreciation in the value of gold deposited or on the interest made from it. The designated banks will accept gold deposits under the short-term (1-3 years) bank deposit as well as medium (5-7 years) and long-term (12-15 years) government deposit schemes. The designated banks may sell or lend the gold accepted under the short-term bank deposit to MMTC for minting India Gold Coins and to jewellers, or sell it to other designated banks participating in the scheme. To meet the growing domestic demand, India imports about 800-1,000 tonnes of gold annually. Footage posted online shows the man standing next to a homemade sign reading: I m Muslim, but I m told that I m a terrorist. I trust you, do you trust me? If yes, hug me. The video shows dozens of onlookers approaching the man and embracing him at the Place de la République, which has become a hub for homages and tributes. One woman is moved to tears by the man's gesture and joins another onlooker to hug him. After taking off his blindfold the man, who remains unnamed, said: I would like to thank every one of you for giving me a hug. I did this to send a message to everyone. I am Muslim, but that doesn t make me a terrorist. I never killed anybody. I can even tell you that last Friday was my birthday, but I didn t go out. I deeply feel for all the victims families. Myth Busted: Antibiotics Do Not Cure Colds And Flu NEW DELHI -- Around 75 per cent of Indians who took part in a WHO survey think, incorrectly, that colds and flu can be treated with antibiotics, the UN agency said as it sought to highlight the issue of widespread misunderstanding about antibiotic resistance. Sharing the findings of a multi-country survey, WHO said that misunderstanding about antibiotic resistance poses a threat to public health while many also do not understand how to prevent it from growing. The survey, conducted in 12 countries and released in Geneva today, also said that in India, only 58 per cent of the respondents knew that they should stop taking antibiotics only when they finish the course as directed. "More than three quarters (76 pc) of respondents report having taken antibiotics within the past six months. 90 per cent say they were prescribed or provided (antibiotics) by a doctor or nurse. "Three-quarters (75 pc) of respondents think, incorrectly, that colds and flu can be treated with antibiotics, and only 58 per cent know that they should stop taking antibiotics only when they finish the course as directed," a WHO statement said. Elaborating about the respondents in India, it said that while 75 per cent agreed that antibiotic resistance was one of the biggest problems in the world, 72 per cent believed that experts will solve the problem before it becomes too serious. Antibiotic resistance occurs when bacteria change and become resistant to the antibiotics used for treating the infections they cause. Over-use and misuse of antibiotics increases the development of resistant bacteria. "As the WHO ramps up its fight against antibiotic resistance, a new multi-country survey shows people are confused about this major threat to public health and do not understand how to prevent it from growing," the statement said. As per the survey, almost two-thirds (64 pc) of some 10,000 people covered across 12 countries said they know that antibiotic resistance is an issue that could affect them and their families, but how it affects them and what they can do to address it are not well understood. It said 64 per cent of respondents believed that antibiotics can be used to treat colds and flu, although the fact is that antibiotics have no impact on viruses. The study on hamsters, which advances basic knowledge on the connection between certain sex hormones and aggression, could go on to advance research on the treatment of inappropriate aggression in humans, researchers said. The results show for the first time that melatonin acts directly on the adrenal glands in females to trigger a seasonal aggression switch from hormones in the gonads to hormones in the adrenal glands - a major contrast to how this mechanism works in males, said lead author Nikki Rendon, a PhD student at Indiana University in US. Melatonin is a hormone that rises in the body during darkness and lowers during daylight. The hormone from the adrenal gland is dehydroepiandrosterone, or DHEA, a sex steroid shown to affect aggression levels in mammals and birds, and possibly humans. The new study shows that melatonin acts directly on the adrenal glands in females to trigger the release of DHEA. DHEA can be converted to androgens and estrogens, which affect aggression in both males and females. In females, DHEA appears to compensate for low levels of estradiol - a form of estrogen - that occurs during the winter.the research was conducted in Siberian hamsters, or Phodopus sungorus, a species with a similar adrenal system to humans.about 130 hamsters were exposed to long days for a week, after which 45 were exposed to shorter days for 10 weeks. A random subset also received an injection of Adrenocorticotropic hormone (ACTH), which is known to trigger the release of DHEA. The hamsters were then placed in situations where one hamster was perceived as an intruder in the other s territory, sparking aggressive actions and short physical fights. The scientists then tracked certain actions, such as the time until an attack, the number of attacks and the length of the attacks, to assign an aggression score. The female hamsters exposed to shorter days had increased levels of both melatonin and DHEA - and higher aggression scores - along with physical changes in their adrenal glands. Females exposed to longer days did not experience these changes, including those that had received an injection of ACTH. Collectively, the results show that melatonin is the primary regulator of aggression in females. It s growing increasingly clear that sex hormones play an important role in controlling aggression in both males and females - but females, human and non-human, are traditionally vastly understudied in the sciences, Rendon said. By conducting this research on females, we are increasing our understanding of hormones and social behaviour in a field currently dominated by discussions on testosterone regulating aggression in males, she said.
