6 Preamble Based on Articles 7bis(4), 50() 50(bis) UEFA Statutes, following regulations have been adopted. Part I. General provisions Article 3 Scope application These regulations apply whenever expressly referred to by specific regulations governing club competitions to be played under auspices UEFA (hereinafter: UEFA club competitions). These regulations govern rights, duties responsibilities all parties involved in UEFA club licensing system (part II) define in particular: a) minimum requirements to be fulfilled by a UEFA member association in order to act as a licensor for its clubs, as well as minimum procedures to be followed by licensor in assessment licensing criteria (chapter ); b) licence applicant licence required to enter UEFA club competitions (chapter ); c) minimum sporting, infrastructure, personnel administrative, legal financial criteria to be fulfilled by a club in order to be granted a licence by a UEFA member association as part admission procedure to enter UEFA club competitions (chapter 3); These regulations furr govern rights, duties responsibilities all parties involved in UEFA club monitoring process (part III) to achieve UEFA s financial fair play objectives, define in particular: a) role tasks UEFA Club Financial Control Body, minimum procedures to be followed by licensors in ir assessments club monitoring requirements, responsibilities licensees during UEFA club competitions (chapter ); b) monitoring requirements to be fulfilled by licensees that qualify for UEFA club competitions (chapter ).

At least one staff member or an external financial adviser must have a financial background a diploma in accountancy/auditing recognised by appropriate national body (e.g. national trade association), or must have several years experience in above matters (a recognition competence ). Article 7 The decision-making bodies The decision-making bodies are First Instance Body Appeals Body must be independent each or. Article 9 The core process 3 4 The licensor must define core process for verification criteria thus control issuing licences. The licensor guarantees licence applicants full confidentiality with regard to all information submitted during licensing process. As soon as a licence withdrawal is envisaged, UEFA member association must inform UEFA administration accordingly. Article 5 Special permission If a club qualifies for a UEFA club competition on sporting merit but has not undergone any licensing process at all or has undergone a licensing process which is lesser/not equivalent to one applicable for top division clubs, because it belongs to a division or than top division, UEFA member association club concerned may on behalf such a club request an extraordinary application club licensing system in accordance with Annex IV. Based on such an extraordinary application, UEFA may grant special permission to club to enter corresponding UEFA club competition subject to relevant UEFA club competition regulations. 21 As a minimum, first squad captain or his replacement first squad head coach or assistant head coach must attend this session or event. Article 3 Racial equality practice The licence applicant must establish apply a policy to tackle racism discrimination in football in line with UEFA s 0-point plan on racism as defined in UEFA Safety Security Regulations. INFRASTRUCTURE CRITERIA Article Stadium for UEFA club competitions The licence applicant must have a stadium available for UEFA club competitions which must be within territory UEFA member association approved by UEFA member association. If licence applicant is not owner a stadium, it must provide a written contract with owner(s) stadium(s) it will use. It must be guaranteed that stadium(s) can be used for licence applicant s UEFA home matches during licence season. The stadium(s) must fulfil minimum requirements defined in UEFA Stadium Infrastructure Regulations be classified at least as a UEFA category stadium. Article 5 3 Training facilities Availability The licence applicant must have training facilities available throughout year. If licence applicant is not owner training facilities, it must provide a written contract with owner(s) training facilities. It must be guaranteed that training facilities can be used by all teams licence applicant during licence season, taking into account its youth development programme. Article 6 Training facilities Minimum infrastructure As a minimum, infrastructure training facilities must include outdoor indoor facilities, dressing rooms a medical room. 6

22 PERSONNEL AND ADMINISTRATIVE CRITERIA Article 7 Club secretariat The licence applicant must have appointed an adequate number skilled secretarial staff according to its needs to run its daily business. It must have an fice space in which to run its administration. It must ensure that its fice is open to communicate with licensor public that it is equipped, as a minimum, with phone, fax facilities. Article 8 General manager The licence applicant must have appointed a general manager who is responsible for running its operative matters. Article 9 Finance ficer The licence applicant must have appointed a qualified finance ficer who is responsible for its financial matters. The finance ficer must hold as a minimum one following qualifications: a) Diploma certified public accountant; b) Diploma qualified auditor; c) Recognition competence issued by licensor based on practical experience at least three years in financial matters. Article 30 Media ficer The licence applicant must have appointed a qualified media ficer who is responsible for media matters. The media ficer must hold as a minimum one following qualifications: a) Diploma in journalism; b) Media ficer diploma provided by licensor or an organisation recognised by licensor; c) Recognition competence issued by licensor, based on practical experience at least one year in such matters. Article 3 Medical doctor The licence applicant must have appointed at least one doctor who is responsible for medical support during matches training as well as for doping prevention. The qualification medical doctor must be recognised by appropriate national health authorities. 7

Article 3 Physiorapist 3 The licence applicant must have appointed at least one physiorapist who is responsible for medical treatment massages for first squad during training matches. The qualification physiorapist must be recognised by appropriate national health authorities. He must be duly registered with UEFA member association /or affiliated league. Article 33 Security ficer The licence applicant must have appointed a qualified security ficer who is responsible for safety security matters. The security ficer must hold as a minimum one following qualifications: a) Certificate as policeman or security person in accordance with national law; b) Safety security diploma from a specific course run by licensor or by a state-recognised organisation; c) Recognition competence issued by licensor based on practical experience at least one year in stadium security matters. Article 34 Stewards The licence applicant must have engaged qualified stewards to ensure safety security at home matches. Article 35 Supporter liaison ficer The licence applicant must have appointed a liaison ficer to act as key contact point for supporters. The supporter liaison ficer must regularly attend meetings with club s management must collaborate with security ficer on safety security-related matters. Article 36 Head coach first squad The licence applicant must have appointed a qualified head coach who is responsible for football matters first squad. 8

24 The head coach must hold one following minimum coaching qualifications: a) Highest available UEFA coaching diploma UEFA member association territory on which licence applicant is situated according to association s membership status under UEFA Coaching Convention. b) Valid non-uefa coaching diploma which is equivalent to one required under a) above recognised by UEFA as such; c) Recognition competence issued before 009/0 season by UEFA member association based on relevant practical experience at least five years as head coach. Article 37 Assistant coach first squad The licence applicant must have appointed a qualified coach who assists head coach in all football matters first squad. The assistant coach first squad must hold one following minimum coaching qualifications: a) Second-highest available UEFA coaching diploma UEFA member association territory on which licence applicant is situated according to association s membership status under UEFA Coaching Convention; b) Valid non-uefa coaching diploma which is equivalent to one required under a) above recognised by UEFA as such; c) Recognition competence issued before 009/0 season by UEFA member association based on relevant practical experience at least five years as head or assistant coach. Article 38 Head youth development programme The licence applicant must have appointed a qualified head youth development programme who is responsible for running daily business technical aspects youth sector. The head youth development programme must hold one following minimum coaching qualifications: a) Second-highest available UEFA coaching diploma UEFA member association territory on which licence applicant is situated according to association s membership status under UEFA Coaching Convention; b) Valid non-uefa coaching diploma which is equivalent to one required under a) above recognised by UEFA as such; c) UEFA Elite Youth A-Diploma as issued by UEFA member association recognised by UEFA; 9

25 0 d) Recognition competence issued before 009/0 season by UEFA member association based on relevant practical experience at least two years as head a youth development programme. Article 39 3 Youth coaches For each matory youth team, licence applicant must have appointed at least one qualified coach who is responsible for all football matters related to this team. At least one youth team coach must hold one following minimum coaching qualifications: a) Second-highest available UEFA coaching diploma UEFA member association territory on which licence applicant is situated according to association s membership status under UEFA Coaching Convention; b) Valid non-uefa coaching diploma which is equivalent to one required under a) above recognised by UEFA as such; c) UEFA Elite Youth A-Diploma as issued by UEFA member association recognised by UEFA; d) Recognition competence issued before 009/0 season by UEFA member association based on a minimum five years relevant practical experience. The or youth coaches must hold minimum qualification as defined by UEFA member association. Article 40 Common provisions applicable to UEFA coaching qualifications under UEFA Coaching Convention A holder required UEFA coaching diploma within meaning Articles 36 to 39 is considered a coach who, in accordance with UEFA implementation provisions UEFA Coaching Convention, has: a) been issued a UEFA coaching diploma by a UEFA member association; or b) at least started required UEFA coaching diploma course. Simple registration for required diploma course is not sufficient to meet this criterion. If UEFA Coaching Convention membership status a UEFA member association is upgraded (e.g. from A-level to Pro-level), following apply: a) with regard to provision under paragraph a) above new highest or second-highest available UEFA coaching diploma (as applicable) will become matory for licence applicant as from third licence season after approval association s new membership status by competent

After this transitional period, only a holder newly required UEFA coaching diploma will be deemed in compliance with criterion; b) with regard to provision under paragraph b) above, only participation in an education course for newly available highest or second-highest UEFA coaching diploma (as applicable) will be deemed in compliance with criterion. In case a partnership agreement under UEFA Coaching Convention, UEFA coaching qualifications fered by UEFA member association with limited UEFA Coaching Convention membership status apply. UEFA reserves right to review consequences any downgrade in UEFA Coaching Convention membership status (e.g. from Pro-level to A-level) as well as those partnership agreements with UEFA member associations in question, to take decisions on a case-by-case basis in this respect. All qualified coaches must be duly registered with ir UEFA member association /or its affiliated league. Article 4 Rights duties The rights duties personnel defined in Articles 8 to 39 above must be defined in writing. Article 4 3 Duty replacement during season If a function defined in Articles 8 to 39 becomes vacant during licence season, licensee must ensure that, within a period a maximum 60 days, function is taken over by someone who holds required qualification. In event that a function becomes vacant due to illness or accident, licensor may grant an extension to 60-day period only if reasonably satisfied that person concerned is still medically unfit to resume his duties. The licensee must promptly notify UEFA member association any such replacement.
