13 BUSINESS DEVELOPMENT FOREIGN TRADE ZONE What is a foreign trade zone? The term usually refers to a specific location within a country that is officially designated for eligibility for tariff and tax exemptions regarding the purchase or import of raw materials, components or finished goods. Such materials and goods can generally be stored, processed or assembled in the FTZ for re-export (in which case taxes and duties would not apply) or for entry into the domestic market (in which case taxes and duties would be deferred until the time of entry).
14 ECONOMIC DEVELOPMENT FOREIGN TRADE ZONE How is an FTZ Point Established? BCB has initiated a request on behalf of the CBRM working in partnership with the Sydney Port Team to establish an FTZ Point through their local Regional Development Agency (ACOA). The request proposal would be assessed against a broad set of considerations. Once established, BCB would act as a navigator working with ACOA and other provincial/federal agencies in assisting business access programs.

22 REN SERVICES Business Cape Breton Aligning our initiatives to advance the Prosperity Framework and the REN model in creating prosperous growth for Cape Breton. Providing a collaborative, unified approach to economic development to revitalize the Cape Breton economy. Develop and deliver programs and projects which enable the citizens of Cape Breton to embrace economic change, motivate and stimulate a higher level of discussion and action regarding our economic challenges and demonstrate a cohesive approach to economic development on the island. Facilitating the successful creation, operation, growth and retention of business on Cape Breton Island. In cooperation with the Cape Breton Partnership, implement a Business Retention and Expansion Program for Cape Breton. Business Cape Breton/Cape Breton Partnership will work on behalf of the CB REN to advance regional investment capabilities. Encourage port related economic development and marketing for Cape Breton. Promote the Think Cape Breton First program island wide and on a continuous basis to nurture a culture of purchasing goods and services on island whenever possible.
23 REN SERVICES Cape Breton Partnership Advancing the municipal investment readiness action plans. Providing updated economic information and data including industry sector analysis. Supporting the delivery of the Prosperity Framework, Cape Breton Island and Mulgrave s Regional Economic Development Strategy. Collaborating with Business Cape Breton and other potential partners on projects that support business growth, new startups and the expansion of existing businesses. Implementing a Business Retention and Attraction program in concert with Business Cape Breton.
