1 Utah Military Academy Incentive/ Phase Program This document is the preliminary plan to address cadet conduct beginning in the school year. The Phase Program consists of 4 phases. As cadets advance through each phase they are given more privileges. Conversely, failure to comply with Academy academic expectations/standards of conduct will set cadets back into a previous phase. All Cadets will enter the Academy in Phase 1. During phase 1, cadets must remain in the cafeteria or gym during lunch. Phase 2 cadets are allowed to be in the hangar/hallways during lunch (if classes are in session that hallway is off limits during lunch). Phase 3 allows cadets to be outside the building during lunch but they MUST remain on school property (and wear proper headgear). Phase 4 allows cadets to leave campus during lunch. Phase 4 is available to high school cadets only. 7th/8th grade cadets must remain on campus during school hours. Seniors in good standing will remain in Phase 1 1-week and can move directly to Phase 4. Juniors in good standing will remain in Phase 1 for 1-week and then move into Phase 4. Sophomores in good standing will remain in Phase 1 for 1-week then move into Phase 3. Freshmen in good standing will remain in Phase 1 for 1-week then move into Phase 2. 7th/8th grade cadets in good standing will remain in Phase 1 for 1-week then move to Phase 2. Cadets that receive demerits may be moved back one or more phases based on the discretion of the administration. Phase will be recorded on the student s I.D. card.
2 Cadet Standards of Conduct Cadets are required to meet all cadet standards within the cadet guide to include uniform wear, academics, and behavior. Cadets are to exemplify the Air Force core values of Service, Excellence, and Integrity. Students must also adhere to all class rules. These standards are not optional. Failure to meet these standards will result in a demeritable offense and disciplinary action. All disciplinary actions/demerits will result in extra duty, marching tours, suspension, or expulsion. Conversely cadets that exhibit behavior above and beyond may be awarded with a merit. Teachers will maintain a positive learning environment and manage their classroom in a constructive and positive way. Teachers may reward students who have gone above and beyond normal expectations by awarding a merit. All demerits will be given only by administration, AFJROTC personnel, or office personnel. This policy is being put into effect to make the merit/demerit program effective. No list of rules/regulations can be exhaustive in listing all possible meritable/demaeritable behavior infractions. Other situations may arise in the course of the year that require disciplinary action. These will be handled as circumstances require by the administration. The purpose of any disciplinary action is to assure the goal of quality education is met and not jeopardized by inappropriate attitudes or actions of a few. Meritable behavior may include but is not limited to: - Assisting a teacher without being asked - Assisting a fellow student without prompting (when observed by a teacher) - Maintaining a 3.5 GPA with no D s or F s during an entire term (Honor Roll) - Serving or volunteering in an Honor Guard, Parade, or School service project - Positively representing the school at a recruiting event - Perfect Uniform Inspections for entire term - Perfect Attendance for an entire term - Earning an ACE level - Perfect PT score - Perfect test score Rewards for meritable behavior - Uniform pass (limit 1 per month to be used the 1st Friday of every month) - Movie and popcorn extracurricular (weekly) - A snack from the PIC store - Homework pass from participating teachers (teacher defines conditions, limit 1 per teacher per term) - Bonus points on an exam (TBD by the teacher) - Extra time on homework/project (TBD by the teacher) - Lunch with Mr. Throckmorton (a favorite teacher) - Lunchtime movie - Increase Phase/Reduce time before upgrade in phase - Term field trip - aquarium/toads/observatory (No demerits) - Permission to use lunch trucks on Fridays (No demerits) Demerits may be given for the following offenses (list is not inclusive) - Improper uniform wear - All students are responsible for the maintenance and proper wear of their uniform. Failure to do so will result in a demerit. Students will have 1 week to replace lost uniform items. If not replaced within 1 week demerits will be issued.
3 - Skipping or sluffing classes - Loitering in the hallways without teacher permission. (teachers: working in the hallways or hangers should be kept to a minimum. Students should not be dismissed from class unless using the restrooms or called down by the office. With nearly double the number of students and classes next year we must keep hallway traffic to a minimum. Students should not be allowed to use the restroom within 15 minutes of the start and end of periods. Only one student from a classroom may be excused at a time and must have a hall pass.) - Unexcused absence - 3 tardies during a term (Teachers will mark a student tardy if they are not present before role is taken. If a student is not present they will be marked as tardy. Tardies may only be excused with a signed permission from the students previous period teacher or the office. Other teachers may not excuse a tardy or absence. Teachers may not give permission for students to skip, miss, or be tardy to another teachers class without that teacher's permission prior to beginning that period.) - Breaking of phase - Skipping responsibilities (to include duty flight) - Swearing, inappropriate language, inappropriate actions - Disrespect to a teacher to include talking back, defiance, put downs - Lying, cheating, or stealing, or failure to report such instances - Public displays of affection (kissing, hand holding, sitting in the lap, etc.) - Disruptive behavior (chronic talking, chronic out of seat) - Excessive horseplay (where injury can occur) - Noncompliance - Encouraging or failing to report a fight/potential fight - Failure to show for duty (extra-curricular punishment) - Vandalism of school or other person s property - Bullying - Leaving building through other than main front doors except when escorted by a teacher or on a detail - Any food or drink in the classroom other than water (must be in a clear container) Punishments for demeritable offenses: - All demerits issued will result in a phone call to a parent - All demerits issued will result in a consequence (most administered during extra-curricular) - All demerits issued will result in a minimum of 1 phase reduction. Phase may only be restored after a minimum 1 week, by an AFJROTC instructor. - Failure to show for punishment during extracurriculars more than twice will result in a 1 day suspension. Suspension will count as punishment for the demerits. - Extracurricular punishments - Detailed duty flight (RED LINES) - lead by teacher/afjrotc Instructor - vaccum - dusting - picking up papers by hand - cleaning bleachers - mopping cafeteria/restrooms - cleaning outside building - cleaning out lights - scrubbing toilets - restocking paper supplies - emptying/scrubbing/rinsing trash cans
4 - cleaning parking lot - scrubbing sidewalks - cleaning walls - Marching tour (30 min) - Duties as prescribed by a teacher - Snow shoveling Progressive Discipline Students who receive more than 3 demerits per quarter will have an unsatisfactory discipline record and are subject to disciplinary probation. Disciplinary probation in subsequent quarters may be grounds for dismissal. Multiple demerits will lead to suspension or possible expulsion from school (following are per quarter) - 4th demerit = 1 day suspension - 5th demerit = 3 day suspension - 6th demerit = 5 day suspension/possible expulsion - 7th demerit = Mandatory expulsion/failure to conform to academy standards The following offenses are considered Major Infractions and may result in immediate suspension/expulsion from the school - Plagiarism - Safe school violations including assault, sexual assault, sexual harassment, threats to kill or harm, discrimination - Sexual harassment or sexual assault may include but are not limited to - Verbal harassment or abuse - Subtle pressure for sexual activity - Inappropriate patting or pinching - Intentional brushing against someone s body - Demanding sexual favors accompanied by implied or overt threats - Demanding sexual favors accompanied by implied or overt preferential treatment - Any unwelcome touching - Reporting - Any cadet who alleges sexual harassment by anyone in the school should report it to the administrator immediately. The right to confidentiality, both of the complainant and accused, will be respected consistent with the school s legal obligations, and with the necessity to investigate allegations and take corrective action as needed. - Drugs, alcohol, or tobacco violations - UMA has the right to dismiss from school cadets who serve or cadets whose parents serve, allow to be serve, provide or dispense knowingly or by neglect, alcohol or illegal drugs to UMA cadets. - Cadets who (in any amount) purchase, possess, use, distribute, or sell illegal drugs before, during, after school related activities, or in any circumstance (to include private parties) are in clear violation of the school code and will be subject o immediate suspension or expulsion. - Physical aggression to include fighting or throwing objects at a person (to include horseplay) - Fighting or violence of any kind, whether in school, school related activities, or in the community is contrary to academy values and will result in suspension for all involved cadets and may result in law enforcement referral.
5 - Gang Associations - Involvement or identification with a gang, defined as a group involved in the commission of crime. - Any criminal action to include vandalism, fire setting, possession or use of combustibles, forgery, or theft - Theft by a cadet at or outside of school will result in a range of consequences including law enforcement referral and possible dismissal from school. - Chronic or excessive abusive language - Truancy - Excessive tardies - Excessive non-compliance - Harassment, Hazing, & Bullying (electronic included) - UMA recognizes harassment of any kind has a negative effect on school climate. Cadets who are isolated, intimidated, and fearful cannot give their education the attention they need for success. Every cadet has a right to an education in a safe environment. Harassment of any kind will not be tolerated. - Definition - Harassment is a pattern of habitual abuse by a cadet or other cadets. It can be physical, emotional, or sexual. Physical harassment includes physical intimidation or assault. Emotional harassment includes extortion, oral or written threats, taunting, put-downs, name calling, threatening gestures or actions, cruel rumors, false accusations, and social isolation. Sexual harassment includes unwelcome sexual advances, requests for sexual favors, and other physical conduct of a sexual nature. Hazing is an initiation process involving harassment and is not tolerated. Competitive Eligibility (Teams/Field Trips) - All competitive sport and team members will maintain a 2.0 GPA with no failures. - Those failing to meet these requirements will not be allowed to play, practice, tryout for teams or participate in field trips, other than educational field trips. Academic Standards Cadets at Utah Military Academy are expected to perform to the best of their ability in class.. UMA is a college preparatory school with high expectations that students must maintain to remain eligible to attend. All cadet s grades are expected to be a C or better. To help cadet s meet this goal there is a study hall available everyday after school from hours. Cadets that are falling behind are expected to make use of this time to receive any extra help needed. Cadets with more than two class grades below a C will be put on academic probation. Guardians must meet with a school administrator to develop a student success plan. While the school is here to support the cadet, education is primarily a guardian responsibility and they must take the lead for academic success. Cadets with two quarters of probation are at risk of losing their enrollment at UMA. This will require a meeting with the administration team, the cadet s counselor, and at least one of the teachers where the cadet s grade is below a C. Cadets in high school (grades 9-12) must make up the credits for any failing grades by the start of the next school year. This can be accomplished through summer school, packets, or competency packets.
