3 Association Ontarienne De Garde D enfants A Domicile The Home Child Care Association of Ontario The Home Child Care Association of Ontario was formed in 1983 to support caregivers and agencies to address the needs of today s active families who wish to access licensed home child care. There are currently more than 70 licensed home child care agencies that are members of the Home Child Care Association of Ontario, 4 associate members and 4 individual members. The member agencies provide valuable flexible hours of care to thousands of children through screened home child care providers. Our role as the Home Child Care Association of Ontario is to provide professional education opportunities, project coordination, and awareness programs to our membership. To improve services, enhance agency networking opportunities, and encourage quality licensed home child care, the Home Child Care Association of Ontario keeps its member agencies current through the annual provincial conference and regional meetings. The Home Child Care Association of Ontario Advocates for policies and positions that support a vital licensed home child care sector. We Believe That: Quality in home-based care is achieved through licensing standards, fair remuneration, training, education and social support Licensing standards should apply to all home-based child care Legislated standards should apply to all home-based child care All children should have equal access to quality care Providers should receive fair payment
4 We Strive To Encourage And Promote: Communication among individuals, groups, corporations, organizations, federal, provincial and municipal authorities engaged in the planning, financing and delivery of home child care services The development of policies and programs in the home child care field The adoption and maintenance of appropriate standards of practice in the provision of home child care The continuing education and development of all individuals, groups, corporations, organizations and federal, provincial and municipal authorities involved in the provision of home child care Social action as appropriate Research in the home child care field
5 The Home Child Care Association of Ontario Association Ontarienne De Garde D enfants A Domicile The Home Child Care Association Board The Board is composed of representatives of licensed home child care agencies, incorporated provider associations, and interested community members. The Board strives to recruit and elect members that reflect a balance using the following parameters: geographic location (Northern, Central, South Eastern & South Western Ontario); agency size, scope and expertise; agency model type (municipal, non-profit, First Nations, approved corporations); community expertise and provider associations Standing Committees of the Board are ongoing and undertake the workload of the Home Child Care Association of Ontario. Where appropriate, non-board members are recruited to serve on specific standing committees. 8 The Home Child Care Association of Ontario Board President Message On behalf of the Board of Directors of the Home Child Care Association of Ontario, HCCAO, I m pleased to report that was a year of great promise for advancement in licensed home child care. The HCCAO was fully engaged in a process led by the government of Ontario to help shape the development of the Ministry of Education s draft Child Care Modernization Act. This act, if passed, begins to address improving the safety and accessibility of child care in Ontario. The HCCAO supports the Child Care Modernization Act 2014 (commonly known as Bill 10). We are pleased that Bill 10 moves towards increasing access to licensed home child care spaces in Ontario. We applaud the Ministry of Education in its efforts to modernize child care, specifically home child care. And we look forward to providing feedback on the proposed legislation, including our strong recommendation to mandate safe and reasonable limits on the numbers and ages of the children in home child care environments in Ontario. The HCCAO also contributed to the ongoing development of child care policy and programs by serving on the Early Years Advisory Group. Under the auspices of the Ministry of Education, chaired by Jim Grieve, Assistant Deputy Minister, Early Years Division, this group was a forum where key stakeholders came together to discuss issues including full-day kindergarten, home child care and family support programs. We also came together at our 2013 annual conference, called Embracing the Early Years, which was held in November in Burlington, Ontario. The conference was a partnership of local agencies, colleges and us, the Home Child Care Association of Ontario. The focus of the conference was quality and best practice within the early years. The association would like to thank Affiliated Services for Children and Youth in Hamilton for hosting the conference and making it easy for the association to be a partner. The conference was very successful with more than 500 delegates in attendance and universally glowing evaluations. The Association could not do the work we do without the support and dedication of its volunteers. On that note, we would like to take this opportunity to thank Network Child care Services in for its support and hospitality. From meeting space, to storing documents and financial department support for HCCAO, Network Child care Services team have been amazing partners.
9 A special thank you to Family Day Care Services of which hosts the HCCAO website, providing access to all our members and stakeholders and to our municipal partners from Waterloo Region, who facilitate communication to our members. HCCAO could not do its work without the strong support of these volunteer partners. As well, I would like to take this opportunity to thank the HCCAO Board of Directors, a dedicated group of professionals who have helped guide the organization during turbulent times. In particular, we would like to acknowledge the support from long-time board member Francine Fox. We want to thank Francine for her tremendous contribution over many years as a very active board member. We hope we will be able to call Francine in Sudbury from time to time to tap her deep experience and historical perspective. Francine will be missed. Of course, we would not be an association without the active participation of our membership. We thank you for your involvement and for having the confidence in us to represent your interest in strengthening licensed home child care in Ontario. 11 The Home Child Care Association of Ontario Insurance Report The insurance committee is a sub-committee of the PPI committee and over the last year we worked with Marsh Canada, our Insurance Broker, to review our insurance coverage and ensure that the insurance fees remained stable particular through the time of major transitions in our sector. Through the hard work of the staff team at Marsh we were able to consider another insurance provider with a long history of working in the non-profit sector and in particular with the specific coverage related to child sexual abuse. In July of 2013, the HCCAO with Marsh s support began the relationship with Ecclesiastical Insurance Canada. The transition has been very smooth and as we have moved into year two with this firm, we look forward to continue to work with Marsh and Ecclesiastical to ensure that we provide a positive benefit for member agencies. To access this program, the requirement is to be a member agency of the HCCAO and have a valid child care license. Joan Arruda
12 The Home Child Care Association of Ontario Education Committee Report The mandate of the Education Committee is to keep our membership informed. Working together, sharing knowledge, best practises and information helps to make our sector stronger has been a time of change. By collaborating with early years partners in 2013, we were able to co-present the Embracing the Early Years conference in November. With more than 500 early years professionals in attendance, we were able to highlight the strength and importance of the early years sector, in particular the importance and role that licensed home child care plays. Quality early learning and child care is the result of an ongoing commitment by many organizations. Together, we are creating change and highlighting the need and importance of licensed home child care in Ontario. It is essential that the interests of the HCCAO membership are well communicated and that decision-makers fully appreciate the breadth of experience and knowledge that licensed home early learning and child care advocates bring to the table. Excellence in licensed home child care agencies can set the tone and create the environment in which home based early learning and care can thrive. We thank the ongoing contributions of the committee members and board members for supporting the work of education committee. 14 The Home Child Care Association of Ontario Policies, Positions and Issues Committee Report The mandate of the Policies, Positions and Issues Committee is to promote the licensed model of home child care, to support appropriate standards that ensure quality care and to be current with issues relating to the delivery of home child care in Ontario. The continued main responsibilities of the Policies, Positions and Issues Committee include: Representing the Home Child Care Association of Ontario on Government initiated committees, task forces and consultations Developing draft positions for issues, policies and initiatives that are relevant to the membership Responding to papers and reports written on issues related to home child care Advocating on behalf of the Association
15 This year, members of the Policies, Positions and Issues committee drafted two position papers that were then shared with our membership. The purpose of these papers was to articulate and consolidate our beliefs and demonstrate our cohesiveness as a sector. Our first paper Funding Home Child Care Moving to Base Funding identified a realistic and valid option for funding home child care that would support access for families to a quality service and agency stability. Our second paper identified that the HCCAO is generally in support of the Child Care Modernization Act (formerly Bill 143) particularly with respect the sections related to the provision of unlicensed, unregulated home child care. We identified our position regarding the proposed regulation changes (Regulation 262) and our belief that it is critical that regulatory changes either follow or at very least occur simultaneously to the passage the Modernization Act. Both of our papers have been shared widely and are available on our website Finally, the Policies, Positions and Issues committee continues to oversee the insurance portfolio on behalf of its members; reviewing coverage and ensuring reasonable rates for the member agencies We are looking forward to another active year as a committee and anticipate some exciting changes for our sector in the future.
