5 Centralization One central authority dictating process, procedure and service. SHARED SERVICES VS Shared Services Reports to multiple authorities (the client becomes the authority). Service is provided by a centralized provider. Focused on service delivery - not necessarily individual customer requirements or needs. Customer is charged regardless of customer requirements, needs or service performance levels. Focused on delivering what the customer needs and continuously creating better service for the customer. 6 SHARED SERVICES The Facilities Maintenance Initiative: Implementation of the following: 1. Establish a Statewide Facilities Council. 2. Analyze Shared Services Model for all, or portions of, statewide facility maintenance. 3. Develop and implement statewide sharing of resources. 4. Consolidate existing service contracts. 5. Establish an accepted statewide facilities maintenance software program. Initial focus in Juneau 2/16/2016 6

10 AS ENERGY PROGRAM Our statutory requirement is to perform energy efficiency improvements in at least 25% of State public buildings 10,000 square feet or larger, excluding Legislative and Court Buildings by January 1, By the end of 2014 we accomplished this and are continuing to execute and develop further projects. 2/16/

11 ENERGY PROGRAM Provide comprehensive energy efficiency project development, management, implementation and advisement to State and public agencies. Manage and execute Energy Savings Performance Projects to serve our State Agencies. Collaborate with Alaska Housing Finance Corporation, Alaska Energy Authority and other state energy partners to improve statewide energy efficiency. 2/16/

13 ENERGY PROGRAM 2015 Highlights: DOT&PF Northern Region Energy Upgrades Accomplished at sixteen facilities across Alaska >$240,000 in annual energy savings Assisting other public entities 2016 in-progress projects include: DOC Spring Creek Correctional Center >$299,000 in annual energy savings 2/16/

15 ENERGY PROGRAM Energy Efficiency Project Examples Before After At Mt. Edgecumbe High School (Sitka) new high efficiency fluorescent lights were installed in the Gymnasium-both reducing energy use and dramatically improving the gym environment. 2/16/

16 ENERGY PROGRAM Examples of energy efficiency technologies implemented or analyzed include: New lighting technologies fluorescent and LED High efficiency heating systems (fuel oil, natural gas), cogeneration Heat pump systems, air, ground-source, or seawater heat pump systems Renewables - solar, wind, biomass heating 2/16/

17 ENERGY PROGRAM 2016 Initiatives: DOT&PF and Alaska Housing Finance Corporation partnership to provide resources for developing energy efficiency projects in rural Alaska. Establish new Energy Savings Performance Contracting agreements to execute energy efficiency projects across Alaska. Continue to implement energy improvements in our State facilities. Further Statewide Potential: Vast potential to improve energy efficiency in public buildings beyond State Government facilities. 2/16/

19 STATEWIDE PUBLIC FACILITIES AS & AS Statewide Public Facilities is responsible for the planning, design and construction of the majority of new public facilities as well as renovation of existing facilities within the State of Alaska. 2/16/

20 STATEWIDE PUBLIC FACILITIES Provide Project Management services for most executive branch departments as well as local communities and tribal organizations. Our projects range from smaller projects such as the Sitka Pioneer Home Reroof project to the planning, design and construction of the new State Library Archives and Museum project in Juneau. 2/16/

21 STATEWIDE PUBLIC FACILITIES Statewide Library Archive and Museum Total Budget: $138,950,000 On schedule for opening May /16/
