2 A Message from Secretary of State Jesse White As a tenet of our democracy, citizens have the right to vote for their representatives at the local, state and federal levels. Every 10 years following the U.S. census, the 435 seats in the U.S. House of s are reapportioned based on population shifts. In the 2011 reapportionment process, Illinois lost one of its 19 U.S. House seats. The 18 remaining congressional districts were redrawn, altering the geographic boundaries for every district. At the state level, senatorial and representative districts also were redrawn for the 2012 election cycle. As Secretary of State, it is my privilege to present this Illinois Handbook of Government, which features the new congressional and legislative district maps. Photos and contact information for members of the 113th Congress and the 98th Illinois General Assembly are provided, as are photos and biographies of the state s executive officials. I am very pleased to feature a story on pages 3-5 about a remarkable project that recognizes and preserves the memories of our veterans. The Illinois Veterans History Project encourages veterans and their families to contribute details of their military experience to a permanent database in the Illinois Digital Archives. As a veteran, I have a vested interest in this project and am committed to reaching out to more veterans to ensure that their contributions are not forgotten. As in past editions, this Illinois Handbook of Government also includes pertinent Illinois facts and official state symbols, as well as the U.S. and Illinois Constitutions. 5 ILLINOIS VETERANS HISTORY PROJECT Honoring our veterans for future generations In a historic effort to preserve the legacy of our nation s veterans, the U.S. Congress unanimously passed a law in 2000 mandating the Library of Congress to compile and archive the histories of Americans who have served in military conflicts, from World War I to the present. The Veterans History Project was created to honor American military personnel and civilians involved in the war effort by documenting their experiences. These personal recollections are preserved so that future generations have a better understanding and appreciation for the sacrifices these brave men and women made defending our freedom. As Illinois State Librarian and Archivist, as well as a veteran who served in the U.S. Army s 101st Airborne Division, the Illinois National Guard and the Army Reserve, Secretary of State Jesse White partnered with the Library of Congress and launched the Illinois Veterans History Project in November The initial phase of the project began with the collection of written information about Illinois veterans through completion of the Illinois Patriot Information Form. The form allows contributors to record military service dates, branches, ranks, medals and injuries of veterans, both living and deceased, as well as personal wartime accounts. In 2007, the Secretary of State s office began collecting oral history interviews of Illinois veterans. Interviews can be conducted by family members and friends, or by request to the Illinois State Library, public libraries and veterans organizations. Local chapters of the Disabled American Veterans and several high schools have signed on Secretary of State Jesse White greets members of the Macon County Honor Guard during the Illinois Veterans History Project ceremony at the Illinois State Library in September

6 to promote interviews of veterans in their communities. The Illinois Court Reporters Association also has partnered with the project to transcribe the oral interviews. Since the Illinois Veterans History Project was implemented, more than 6,100 Illinoisans from all ranks, branches and conflicts have taken part in this extraordinary initiative. Written interviews and CDs of audio and video interviews are submitted to the Library of Congress for permanent retention. I was a paratrooper, reservist and in the Illinois National Guard. I had wonderful experiences in my tours of duty. [After I was first drafted] As I m walking on the base, I see these gentlemen in these beautifully decorated caps, uniforms that were tailor-made, spit-shined boots and bloused pants. I said, That s the Army I want to soldier in. I asked the officer, What unit are you with? He said, The 101st Airborne. The P-38 was a great night fighter.... When the P-38s took off, they shut the searchlights off so it wouldn t blind our fighter pilots. We would watch the action from the top of our foxholes as the P-38s attacked the bombers. We made roofs over our foxholes with palm trees, and we would sit on them. It was quite a show. All through the night it was like daylight because they kept the front lines lit up with flares and there were at least two or three flares up all of the time. It had rained that evening and so we had to sleep in wet and muddy foxholes that night.... 7 Oh, it was cold. I have no idea what the temperature was.... Yeah, it was just miserable.... It seemed like all I ever got was beans and frankfurters and what we d do, we d throw them up on the manifold of the truck and stuff and get them hot so you d have a hot meal. And then at night you bedded down and you d get in your sleeping bags.... The federal government is organized into three branches: Executive, Legislative and Judicial. The President of the United States heads the Executive Branch and carries out the laws passed by Congress. The Legislative Branch is made up of the U.S. Senate and U.S. House of s. The court system, headed by the U.S. Supreme Court, makes up the Judicial Branch and interprets the laws. State Powers: The U.S. Supreme Court has the final authority in any disputes, such as constitutional issues or treaties, between the states and the federal government. States cannot prevent the federal government from exercising its powers under the U.S. Constitution. However, the states do retain powers as specified in the 10th Amendment, one of the 10 amendments known as the Bill of Rights, which states: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to their States respectively, or to the people. Amendments and Elections: The federal government depends on the states for two major responsibilities: approving amendments to the U.S. Constitution and the election of federal officials. Amendments must be proposed by a two-thirds vote of both houses of Congress and ratified by three-fourths of state legislatures or special conventions. Subject to some limitations, the states have the right to determine the voting ballot form, conduct the elections, and tabulate and certify election results. Intergovernmental Cooperation: State governments cooperate with the federal government in many ways, including the implementation of joint law enforcement programs to prevent and detect crime, and the allocation of federal grants for specific purposes such as transportation construction or safety programs. In Illinois, federal aid accounts for about one-quarter of total state revenues. Of that, about 50 percent consists of federal reimbursements for public assistance expenditures. 6

9 U.S. SENATORS FROM ILLINOIS 113th Congress Dick Durbin of Springfield is Illinois 47th U.S. Senator. First elected to the Senate in 1996 to fill the seat vacated by his political mentor, the late U.S. Senator Paul Simon, Durbin was re-elected in 2002 and He has served as Majority Whip since January 2007, the secondhighest ranking position in the Senate, and previously served as Minority Whip. In addition to seats on the Judiciary and Rules Committees, Durbin also serves on the Senate Appropriations Committee. In more than a decade on the committee, he has helped secure funding for everything from veterans care and schools to highways and health-care clinics. DICK DURBIN (D) During his three terms in the Senate, Durbin has focused on economic development, education, transportation and access to affordable, quality health care. He also has pushed for campaign finance reform, worked to protect children from tobacco marketing and gun violence, championed Illinois farmers and promoted ethanol production. Durbin began his public service to the people of Illinois in 1982 when he was elected to the U.S. House of s serving the 20th Congressional District. Dearborn St., Ste. 3892, Chicago, IL 60604; Mark Steven Kirk of Highland Park won simultaneous elections to the U.S. Senate on Nov. 2, A special election allowed Kirk to complete the term of his predecessor, while the general election seated him for a six-year Senate term commencing on Jan. 4, He serves on the Senate Committees on Appropriations; Banking, Housing and Urban Development; Health, Education, Labor and Pensions; and the Special Committee on Aging. Kirk was first elected to serve the people of Illinois in 2000, winning a U.S. House seat representing the 10th Congressional District. He was re-elected four times, serving until his election to the Senate. Prior to his 10 years in MARK KIRK (R) Congress, Kirk served on the staff of Congressman John Porter, as a special assistant to the Assistant Secretary of State, and as counsel to the U.S. House International Relations Committee. Born in Champaign, Kirk received his B.A. from Cornell University, his M.S. from the London School of Economics and his J.D. from Georgetown University. 10 U.S. REPRESENTATIVES FROM ILLINOIS 113th Congress In the 2012 general election, Illinois voters elected 18 candidates to serve in the U.S. House of s for two-year terms. Illinois lost one of its 19 House seats as a result of the 2010 census reapportionment, wherein the 435 seats in Congress are redistributed based on population shifts among the states. The Illinois congressional map was redrawn into 18 geographical districts (see pages 11-12), from which 12 Democratic and six Republican U.S. s were elected to serve in the 113th Congress. Democrats picked up four congressional seats in the November 2012 election, reversing the trend from In the 8th district, Iraq war veteran Tammy Duckworth (D) defeated first-term Republican U.S. Rep. Joe Walsh. Democrat Brad Schneider edged freshman Republican Congressman Robert Dold in the 10th district. In the redrawn 11th district, Democrat Bill Foster, who represented the 14th district in , defeated U.S. Rep. Judy Biggert (R), a longtime incumbent representing the 13th district. Political newcomer Cheri Bustos (D) defeated another single-term congressman, U.S. Rep. Bobby Schilling (R), in the 17th district. Incumbents held on to 12 Illinois congressional seats while two newcomers filled the seats of retiring representatives. Republican Rodney Davis was elected in the re - drawn 13th district, and retired Maj. Gen. William Enyart (D) won the 16th district seat. In the 2nd Congressional District, U.S. Rep. 15 ILLINOIS GOVERNMENT ILLINOIS CONSTITUTION Legislative Branch Executive Branch Judicial Branch The Constitution of the State of Illinois, the governing document of the state, was first adopted in 1818 after Illinois was admitted to the Union as the 21st state. The current version of the Illinois Constitution, adopted in 1970, extended anti-discrimination and health environment rights, granted home-rule rights to larger cities and counties to tax and rule without state authorization, and gave line-item veto power to the Governor to eliminate specific provisions in legislation. Branches: Like the federal government, Illinois government consists of Ex - ecutive, Legislative and Judicial Branches to check and balance each other s powers. The Governor heads the Executive Branch and shares authority with five other elected constitutional officers: Lieutenant Governor, Attorney General, Secretary of State, Comptroller and Treasurer. As chief executive, the Governor controls the state budget, appoints department administrators and reports to the General Assembly annually on the condition of the state. The General Assembly heads the Legislative Branch, made up of the 59-member Senate and the 118-member House of s. The General Assembly introduces and passes legislation involving policy and administration of state and local affairs, taxes and spending. The Supreme Court heads the Judicial Branch, which comprises five Appellate Court districts and 24 judicial circuits. The seven-member Supreme Court interprets the Illinois Constitution and laws and hears final arguments in certain legal cases. Local Governments: The powers and responsibilities of local governments, including their ability to raise revenue and enter into debt, are dependent on state statutes. *Illinois has 6,968 units of local government, more than any other state. General purpose units, the main form of local government, have multiple functions and provide basic services such as police, fire, roads, sewer, water and public health services. These local government units include county (102); municipal, including cities, villages and towns (1,298); and township (1,431 in 85 counties). Unlike general purpose units, special purpose districts (4,137) are dedicated to a single purpose and their boundaries cross the boundaries of other local governments. School districts (905) may be the most familiar, but special districts provide many other types of services such as parks and recreation, library facilities, soil and water conservation, hospitals and mass transit. Political Party System: The two major political parties Republican and Dem ocrat are responsible for the conduct of public affairs in the state as well as the nation. 17 PAT QUINN 207 State Capitol Springfield, IL GOVERNOR Pat Quinn (Democrat) was sworn in as the 41st Governor of Illinois on Jan. 29, He won election to a full term on Nov. 2, Seeking to restore integrity to state government, Governor Quinn signed an executive order establishing the Illinois Reform Commission to review ethics rules. He secured passage of new ethics laws, a constitutional amendment providing for gubernatorial recall and measures to strengthen the Freedom of Infor mation Act. Quinn has made job creation and economic growth his top priority. His $43 billion capital construction initiative is expected to create and retain more than 436,000 jobs over six years. He has worked to return fiscal stability to Illinois through reform of the pension, workers compensation, unemployment insurance and Medicaid systems, as well as delivered bold education reforms, including setting teacher evaluation benchmarks. Quinn also has moved Illinois forward by abolishing the death penalty, improving nursing home conditions and legalizing civil unions for all. Quinn has served the people of Illinois for 35 years. As founder of the Coalition for Political Honesty, Quinn organized voter referendums that trimmed the number of representatives in the Illinois House and created the Citizens Utility Board the largest consumer watchdog group in Illinois. He also walked across the state in support of decent health care for all. As Lieutenant Governor from 2003 to 2009, Quinn created the Illinois Military Family Relief Act, which enables taxpayers to voluntarily assist families of National Guard members and reservists called to active duty. The fund has distributed more than $13 million to more than 25,000 Illinois military families and has been replicated in 40 states. Quinn also served as State Treasurer from 1991 to 1995, and as commissioner of the Cook County Board of Property Tax Appeals. Born in Chicago and raised in suburban Hinsdale, Quinn graduated from North - western University School of Law and Georgetown University School of Foreign Service. He has two sons and resides in Chicago. Office of the Governor The Governor is the chief executive of the state, responsible for the administration of all areas of the Executive Branch. The Governor appoints administrators and department directors, subject to approval by the Senate, and holds general administrative responsibility over several semi-independent boards and commissions. The Governor annually presents a proposed state budget to the General Assembly and reports on the condition of the state, setting priorities and direction. The Governor also grants pardons and reprieves; calls special legislative sessions; approves or vetoes legislation; approves state construction contracts; and serves as commander-in-chief of the state s military forces. 15

18 SHEILA SIMON 214 State Capitol Springfield, IL www2.illinois.gov/ltgov LIEUTENANT GOVERNOR Sheila Simon (Democrat) was elected Lieu - tenant Governor on Nov. 2, She is the second woman to serve as Lieutenant Governor. Simon s mission is to make government more accountable and transparent for the taxpayers of Illinois. She serves as the Governor s point person on education reform and is leading efforts to improve college and career readiness, inspire ethical government, and advocate for women and families. During her first two years in office, Simon toured the state s 48 community colleges and 12 public universities to advance the state s college completion goal. To compete in the global economy, Illinois needs 60 percent of working-age adults to hold a college degree or certificate by Simon also is pushing for stronger math curricula, affordable college costs and consumer reports on schools, among other reforms. Simon is setting a higher standard for ethical leadership by releasing annual financial profiles of herself and her senior staff. She has worked to overhaul the way public servants disclose potential conflicts of interest and served on the Governor s Illinois Reform Commission, which helped establish the first campaign-contribution limits in Illinois. To protect taxpayers, Simon supported eliminating political scholarships, found budget-neutral ways to increase funding for rape-crisis centers, and is introducing an income tax receipt so taxpayers know where their dollars are being spent. She also has reduced her office s budget by more than 10 percent in two years. Before becoming Lieutenant Governor, Simon prosecuted DUIs and domestic battery cases as an assistant state s attorney in Jackson County. She taught legal writing at Southern Illinois University School of Law, where she helped establish a domestic violence legal clinic to serve victims and train law students. On the Car - bon dale City Council, Simon served as a conservative steward of the city s budget and promoted open, ethical government. Simon graduated from Wittenberg University in 1983 and from Georgetown University Law Center in She lives in Carbondale with her husband, Perry Knop, and they have two daughters. Office of the Lieutenant Governor The Lieutenant Governor is first in line for the governorship. The office handles a variety of responsibilities delegated by statute and assigned by the Governor. The Lieutenant Governor serves as the Governor s point person on education reform and chairs the Governor s Rural Affairs Council; the Illinois River, Mississippi River, and Wabash and Ohio Rivers Coordinating Councils; and the Interagency Military Base Support and Economic Development Committee. 19 LISA MADIGAN 100 W. Randolph St. Chicago, IL ATTORNEY GENERAL Lisa Madigan (Democrat) was elected to a third term as Attorney General on Nov. 2, She is the first woman to hold the office and the seniormost female Attorney General in the country. As Illinois chief legal officer, Madigan has established a national reputation for aggressive efforts to protect consumers, safeguard communities and promote open, honest government. She led the crackdown against the country s largest predatory lenders and is the only state Attorney General to sue national lenders for discriminatory practices. As a consumer protection advocate, Madigan has worked to protect people from identity theft and unsafe products. She continues to educate consumers about scams, mediate complaints, and file lawsuits to stop fraudulent practices and seek restitution on behalf of consumers. Madigan has championed tougher sanctions against sexual predators and stronger laws to protect women and children from domestic violence, including making Illinois the first state to mandate testing of sexual assault evidence. She also leads a statewide task force that investigates and prosecutes online child exploitation. To help protect nursing home residents from abuse, Madigan created a groundbreaking initiative that sends investigators on unannounced visits to facilities to ensure compliance with resident safety standards. Her office has provided training to law enforcement to improve the response to methamphetamine and synthetic drug production and use, and worked to curb access to these drugs through tougher legislative measures. Madigan created the state s first-ever Public Access Counselor and led the effort to strengthen Illinois Freedom of Information and Open Meetings Acts. She created a Public Integrity Unit to investigate fraud, waste and abuse. Since 2003, the Attorney General s office has collected more than $8 billion in revenue for the state. Before becoming Attorney General, Madigan served in the state Senate and was a litigator for a Chicago law firm. She also worked as a teacher and community advocate, developing after-school programs to help kids stay away from drugs and gangs, and volunteered as a high school teacher in South Africa during apartheid. Madigan earned her bachelor s degree from Georgetown University and received her J.D. from Loyola University Chicago School of Law. She and her husband, Pat Byrnes, have two daughters. Office of the Attorney General The Attorney General is the lawyer for the state and the people of Illinois. The Attorney General acts as an advocate to protect consumers, safeguard children and communities, preserve the environment, uphold Illinois open government laws, and defend the rights of Illinois most vulnerable residents. 17

20 JESSE WHITE 213 State Capitol Springfield, IL SECRETARY OF STATE Jesse White (Democrat) was first elected Sec - retary of State in 1998, becoming the first African- American to hold the office. He won landslide re-election campaigns in 2002, 2006 and again in Secretary White has brought integrity and innovation to the office. He has empowered his Inspector General with greater investigative authority, successfully fought for stricter DUI laws, reformed the Commercial Driver s License program, and continued to upgrade and expand the range of services available online. A strong proponent of traffic safety, White has initiated measures to combat distracted driving by banning texting while driving and cellphone use in school and construction zones. His efforts to strengthen the state s driver licensing program for teen drivers are credited for a 50 percent drop in teen traffic deaths. White also streamlined the process requiring first-time DUI offenders to install Breath Alcohol Ignition Inter - lock Devices (BAIID) on their vehicles to maintain driving privileges. Since January 2009, BAIID installations have quadrupled from 3,000 to 12,000 annually. In 2012, White proposed successful legislation to crack down on fraud and abuse of the disability parking program by toughening penalties for the misuse of disability placards and violation of parking privileges. The Secretary of State s Organ/Tissue Donor Program serves as a model for other states. Under White s administration, Illinois donor registry has climbed to more than 5.2 million potential donors. Prior to becoming Secretary of State, White served 16 years in the General Assembly and was Cook County Recorder of Deeds from 1992 to He founded the internationally known Jesse White Tumbling Team in 1959, and continues coaching the team to keep at-risk youth drug-free and in school. Born in Alton, White graduated from Alabama State College. He served our country as a paratrooper in the U.S. Army s 101st Airborne Division and as a member of the Illinois National Guard and the Army Reserve. He played professional baseball with the Chicago Cubs organization, followed by a 33-year career as a teacher and administrator with Chicago public schools. He resides on Chicago s near north side. Office of the Secretary of State The Secretary of State s office is the largest and most diverse office of its kind in the nation, providing more direct services to Illinois citizens than any other public agency. The office issues vehicle license plates and titles; licenses drivers and maintains driver records; registers corporations; enforces the Illinois Securities Act; and administers the state s organ/tissue donor registry. As State Librarian, the Secretary of State oversees State Library and literacy programs, and as State Archivist maintains records of legal and historical value housed in the Illinois State Archives. 18

21 JUDY BAAR TOPINKA 201 State Capitol Springfield, IL COMPTROLLER Judy Baar Topinka (Republican) was sworn in as State Comptroller on Jan. 10, 2011, becoming the first woman in Illinois history to serve in two state constitutional offices. She also served as State Treasurer from 1995 to 2007, the first woman to hold that office and the only State Treasurer to be elected to three consecutive terms. A recognized and respected taxpayer watchdog, Topinka has a reputation for speaking up against the mismanagement of public funds. She brings experience, integrity and sound judgment to state government, and is dedicated to putting her common-sense standards to work for the people of Illinois. As State Comptroller, Topinka created a Con - sumer Affairs Division to enable residents to access information about the office and guide them to the appropriate state agency for services. To that end, the division launched a toll-free hotline at 855-IL-ASK-US. The division also operates the Check for Cash program to assist taxpayers in determining if they are owed money by the state. As State Treasurer, Topinka streamlined banking, collection and investment processes; utilized the latest technology; and accumulated record investment earnings for the state. She also developed low-interest loan programs to encourage community and job development and provide financial support to vital social service programs. Topinka began her public service to the state of Illinois in 1980 when she won a seat in the Illinois House representing the western suburbs of Chicago. She launched a successful bid for the state Senate in 1984, where she served for a decade before being elected State Treasurer. Prior to her public service, Topinka established herself as an accomplished journalist, including 11 years as a reporter and editor for several award-winning suburban Chicago newspapers. In 2008, she established the Smart Women, Smart Money Education Foundation, a not-for-profit financial counseling agency that helps families facing foreclosure save their homes. Topinka was born in the Chicago suburb of Riverside and earned her B.S. degree from Northwestern University Medill School of Journalism in She resides in Riverside and has one son and a granddaughter. Office of the Comptroller The Comptroller is the chief fiscal control officer for Illinois government, charged with maintaining the state s central fiscal accounts and ordering payments into and out of the appropriate funds. To fulfill these duties, the Comptroller has established accounting standards for use by all state agencies. Maintaining the official records regarding state government s fiscal affairs, the Comptroller serves as a clearinghouse for financial information. 19

22 DAN RUTHERFORD 219 State Capitol Springfield, IL TREASURER Dan Rutherford (Republican) was elected State Treasurer on Nov. 2, As a former state legislator, Rutherford understands the fiscal challenges facing Illinois. As Treasurer, he has pledged to be a strong voice for fiscal responsibility by streamlining the office and reducing costs. He also is committed to bringing the business sector s principled fiscal management to state government and to stim ulating economic and job development. Rutherford has streamlined operations by closing six satellite offices and reorganizing staff, and slashed the use of taxpayer-funded fleet vehicles, cellphones and landlines. These measures have allowed him to statutorily cut the office s general revenue operational budget to below that of the previous decade. Rutherford also convened a volunteer committee of private-sector representatives to help him analyze programs, costs and servicedelivery to improve efficiency and effective ness. Because the primary responsibility of the State Treasurer is to wisely invest public funds for the maximum return, Rutherford s priorities are to ensure that state investments are as protected as possible from market fluctuations and to assure taxpayers that all funds will be properly managed. As the state s banker, Rutherford is responsible for investing more than $16 billion in taxpayer dollars. To that end, he has instituted a weekly review of portfolio performances in the Treasurer s office to prevent potential losses. Before being elected State Treasurer, Rutherford spent nearly 18 years in the General Assembly, including 10 years as a for the 87th district and seven years in the Senate representing the 53rd Legislative District. He served as Assistant Minority Leader from 2009 until his election as Treasurer. He also has been a businessman in the private sector for the past 27 years. Rutherford was born in Pontiac in 1955 and received his B.S. degree in business administration from Illinois State University. He has traveled to every continent and is a conservationist, personally establishing wildlife habitats and planting thousands of trees and shrubs at his home in rural Livingston County. Office of the Treasurer The Treasurer is the state s chief investment officer, investing a portfolio of approximately $10 billion in state funds and $5.5 billion for local governments to increase their rates of return. The Treasurer s office also administers the Invest in Illinois linked deposit programs to enhance communities and encourage economic growth. The Unclaimed Property Division aims to reunite more than $1.5 billion in lost and abandoned property with its rightful owners. The office s Financial Ed - ucation Division conducts conferences and workshops statewide on personal savings, debt reduction and wealth accumulation. 20

23 WILLIAM G. HOLLAND Iles Park Plaza, 740 E. Ash St. Springfield, IL AUDITOR GENERAL William G. Holland was nominated by the 87th General Assembly as Illinois second Auditor Gen - eral in August He was unanimously reappointed to a third 10-year term in August Holland began his government career as a legislative intern in the Illinois House. In 1978, he was appointed director of the House Majority Appropriations staff, and in 1980, he was appointed the first director of the General Assembly s Washington office. From 1983 to 1992, he served as chief of staff for the Illinois Senate President. Under Holland s leadership, the Auditor General s office has been recognized with several NSAA Excellence in Accountability Awards for performance audits. The office also received the Impact Award from the National Legislative Program Evaluation Society for audits released in recent years. The award is given annually for audit reports that demonstrate significant dollar savings, program improvements and impact on public policies. Holland is a member and vice president of the National Association of State Auditors, Comp - trollers and Treasurers, where he serves on several committees, including Executive, Budget, Personnel and Strategic Planning. He also is a member and past president of the National State Auditors Association, and serves on the U.S. Government Accountability Office s Domestic Working Group, appointed by the U.S. Comp - troller General. He was a member of the inaugural class of the Samuel K. Gove Illinois Legislative Internship Hall of Fame. In 2007, Holland received the William R. Snodgrass Leadership Award from the National State Auditors Association for his distinctive leadership and contributions on state government auditing. He received the Motorola Excellence in Public Service Award in 2001, given annually to a non-elected public official who has improved the lives of citizens through leadership, teamwork and innovation. Holland graduated from Seattle University in Seattle, Washington. He has three children and five grandchildren and resides in Springfield. Office of the Auditor General Through the Illinois Constitution and the Illinois State Auditing Act, the Auditor General is vested with the responsibility of auditing and reviewing the receipt, obligation and use of all State of Illinois funds. As a principal agent of legislative oversight and public disclosure, the Auditor General conducts the Illinois Post Audit Program, which strengthens control over government activity by providing accountability to the people of Illinois and their elected representatives. The Illinois Constitution, the State Auditing Act and the Post Audit Program provide a system to help ensure that the General Assembly, which appropriates funds and sets program and policy goals, has the means to review expenditures and results. 21

24 Illinois State Budget The Illinois Constitution requires the Governor to present a state budget to the General Assembly for the upcoming fiscal year. The Governor s Office of Man - agement and Budget (GOMB) is responsible for estimating revenues and developing budget recommendations that reflect the Governor s programs and spending priorities. The GOMB analyzes the allocation of resources for state agency programs and budgets, evaluates personnel and operating needs, and manages the state s capital program, which includes expenditures for infrastructure projects such as roads, bridges and schools, and programs such as environmental and energy.
