1 Itawamba Community College Housing and Residence Life Overview The Department of Housing and Residence Life at Itawamba Community College is composed of a central office and seven residence halls at the Fulton Campus: Chickasaw, Itawamba, Lee, Monroe, Monroe Annex, Pontotoc and Sheffield. The central office is staffed by a secretary and director. Each residence hall has an adult hall director, who lives in the building, and a student staff of resident assistants (RAs). These staff members are responsible for the day-to-day operation of the hall which includes discipline, programming and social activities. All residence halls are air conditioned modern facilities with a wide variety of amenities including laundry facilities, vending areas and security cameras. Each room is furnished with a bed, mattress, three-drawer chest, chair, closet or wardrobe, free cable TV, free Internet access and a smoke detector. Free post office boxes are available. Proximity card access is utilized in six of the seven buildings to provide added security for residents. Room Check Procedures Every Tuesday 4-7 p.m. 1. Room/bathroom should be clean, garbage removed, floors swept or vacuumed. 2. Excessive electrical-extension cords present a fire hazard. No more than three items should be plugged into each outlet. 3. A list naming the individual responsible for cleaning the bathroom and commons area must be posted each week. Failure to adhere to this regulation will result in all parties being fined $ If you have any questions about room inspection, talk to your hall director before the first room inspection. 5. Hall director s decisions are final. 1
2 Residence Hall Rules and Regulations To request a room, students must complete an application for student housing and submit a $50 deposit which may be sent to the following address: Itawamba Community College BUSINESS OFFICE 602 West Hill Street Fulton, MS The housing deposit is nonrefundable once the residence halls open for the semester but will be refunded (minus charges for damages or other bills owed to the College) when a student properly checks out of the hall at the completion of the semester. All residence hall students must complete the early registration process by the published date listed on the College website. Failure to complete this process could result in cancellation of the housing assignment. All residence halls open on a designated date prior to or during the week of registration. Check-in To check-in, students should report to their assigned residence hall at the time specified in the assignment letter. Students will be given a key to their room and complete the inventory sheet with assistance from the residence hall staff. Checkout Checkout procedures are the reverse of check in procedures. Students should remove all personal items, clean the room, complete the inventory sheet with the residence hall staff and return the key. Failure to properly check out of the residence hall will result in a $50 fine. 2
3 Students must check out of the residence hall within 12 hours of their last exam or are subject to a fine. Items left in the residence halls must be removed within five days of checking out. Belongings which have not been removed within five days will be stored in the Physical Plant for a maximum of 30 days, after which they will be donated to a local charity. Note: Students who need additional time to remove their belongings may contact the Housing Director. Lost Keys The Hall director or Resident Assistant should be contacted as soon as possible when a room key has been lost. Housing personnel will ensure the room locks are changed, and the individual who lost the key will be charged $25. If a key is misplaced or left at home, a duplicate key can be checked out at the residence hall desk for three days. If at the end of this period the key is not returned, the room lock will be changed and the student charged $25. There is a $5 charge to open a student s room. Residence Hall Violations Residence hall violations are grouped into three main categories. All class A offenses will result in immediate and possible permanent dismissal from campus housing. Any combination of two class B offenses in one school year will result in immediate and possible permanent dismissal from campus housing. Any two class C offenses will equal one class B offense. Any offense that is not listed below will be assigned a class rating by the Director of Housing or the Vice President of Student Services. Class A Theft Possession of drugs Possession of a firearm Pulling a false fire alarm Failure to obey a direct order of a school official Fighting 3
4 Class B Fine and/or suspension Possession of alcohol Unauthorized entry of residence halls Harassing other students Vulgar music Vandalism to room furnishings or the building Class C Fine and/or suspension Failing room inspection Throwing foreign objects at halls or doors from balconies Excessive noise Destroying communication jacks All sanctions and fines may be appealed to the Vice President of Student Services. CODE OF STUDENT CONDUCT Individual Responsibilities and Standards Students who register at Itawamba Community College agree to conform to its regulations and policies and are subject to disciplinary action upon violation of these regulations and policies. All students of Itawamba Community College are expected to maintain the highest standards of moral conduct and concern for the wellbeing and rights of their fellow students. The students standards of public and private behavior must not reflect unfavorably on the student or the College, and they must be such that they will not disturb the student body or the community. All students have the responsibility to avoid the specific offenses in the Code of Student Conduct. Offenses in these areas of concern are considered extremely serious by the College, and students who commit one of these offenses may expect severe action to be taken. Any activity that is deemed dangerous or potentially dangerous to the individual or other students, faculty, staff or administration is prohibited. This includes, but is not limited to, the following: skateboard, roller blades, water guns, water balloons and any form of golf practice, 4
5 other than instruction received from an accredited class taught at the institution. Itawamba Community college reserves the right to inspect, interrogate or search wherever there is reasonable cause to believe that a law has been violated. Searches of residence hall rooms and student vehicles Students as any other citizens are protected by the Constitution against unreasonable search and seizure. If, however, there is a reasonable cause to believe that a law has been violated, a search may be considered reasonable. Therefore, in a reasonable exercise of college duty to maintain discipline and an educational atmosphere, a college official may search a student s room and/or vehicle where a reasonable cause exists. A normal inspection of students rooms can be held for health, safety and standard of maintenance in the authority of a college official, and can be, if necessary, in the absence of students. Students are subject to the local, state and national laws, as well as the regulations of the College. Enrollment in no way relieves persons of this responsibility. Students who are penalized for violations of public laws are not exempt from further action by the College. The College reserves the right to take disciplinary action. The following actions are violations of the Code of Student Conduct. These violations may result in a student s being asked to withdraw from the College and readmission denied. Obstruction or disruption of teaching, research, administration, disciplinary procedures or other college activities, including the College s public service function or of other authorized activities in college-owned or controlled property. Plagiarism and/or cheating in any form (test, examination, term paper, musical, artistic, etc.) are against school policy and subject to disciplinary action. Obstruction of the free flow of traffic, both pedestrian and vehicular, on college-owned or controlled property. Physical assault, abuse or detention of any person on collegeowned or controlled property or at any college-sponsored or 5
6 supervised function thereof, or conduct which endangers the health or safety of any person. Theft or damage to property of the College or property of a member of the community or the property of a visitor to the College. Abusive and profane language is prohibited. Unauthorized entry to or use of college facilities, including both buildings and grounds. Unauthorized possession or use of a key to any college facility or other property. Violations of college-established policies or regulations. Violations of rules governing residence in college-owned or controlled property. Use, possession, distribution or manufacture of narcotics, illegal drugs or illegal steroids and/or drug-associated paraphernalia (this does not apply to medicine prescriptions) or controlled substance as defined by the laws of the State of Mississippi or United States Code except as expressly permitted by law. Failure to comply with directions of college officials and/or law enforcement officers acting in performance of their duties and to identify oneself to these officials when requested to do so. Harassment (including sexual harassment), intimidation or bribery of any student, disciplinary committee member, witness or school official will result in disciplinary action. Illegal or unauthorized possession or use of firearms, fireworks, explosives, dangerous chemicals, ammunition, airguns, paint guns, water guns or other weapons (including, but not limited to, bows and arrows, switchblades or martial arts weapons) on college-owned or controlled property (even in automobiles). Breach of peace, abetting or procuring another to breach the peace on college-owned or controlled property or at college-sponsored or supervised functions. This includes excessive noise. 6
7 Participation in a riot, raid or unauthorized demonstration or gathering when ordered to do so by an authorized official will be considered participation. Gambling in any form is in violation of state laws and is not allowed on college-owned or controlled property. Possession, consumption or evidence of consumption of alcoholic beverages on campus or at a social event sponsored by an organization of the College thereon. The following statement of policy is in effect until further notice: Itawamba Community College student organizations are required to comply with county and state laws regarding alcohol. In addition, the College forbids the possession and/or consumption of alcoholic beverages (including beer) on the campus and/or at any activity sponsored by a student organization functioning at the College on college-owned or controlled property. Drunkenness or evidence of intoxication is a violation of law and/or college rules and regulations. The College prohibits the setting of, or adding to, unauthorized fires on college property, or willfully have damaged or misused any fire protection equipment, initiated a false fire alarm, negligently discharged a fire extinguisher or set a fire in a residence hall or other campus building. Falsification of records willfully and knowingly giving false information is strictly prohibited. This includes statements (oral or written) to college officials, faculty or staff. Forgery the alteration or misuse of college documents, records or identification cards is prohibited. Traffic violations. Public display of affection which is not in keeping with good taste and high moral standards. Ignoring financial obligations to ICC or any agency of ICC. It shall be a violation for any student to publicly disseminate any information regarding any violation or alleged violation of Code by any other student, or any facts purported to pertain 7
8 thereto, or to further publicly disseminate any alleged facts about any student subject to disciplinary proceedings while such proceedings or any appeals therefrom are still pending. It is recognized that a right to fair hearing must be protected and guaranteed to all students. Violations of the laws of the federal and local governments. Bulletin board, handbooks and official notices Students are responsible for reading notices in and/or posted on official bulletin boards and . Ignorance of such material or any notices that have been duly posted cannot be accepted as an excuse. Students should have their I.D. card in their possession when they desire to use ICC facilities or to participate in the activities that are sponsored by the College. Failure to show the I.D. to a college official or the use of another student s I.D. may result in disciplinary action. Unauthorized visitors in residence halls. Students may not have as a guest a member of the opposite sex in their residence hall room except during designated visitation hours. ICC students owe it to themselves, their classmates and instructors and to ICC to be well-groomed. No manner of dress will be allowed which will disrupt the normal educational process. Shirts and shoes must be worn in the classrooms, cafeteria, LRC, auditorium and Student Activities Center. No students may continue to reside in campus housing if they are not enrolled and attending regularly a minimum of 12 semester hours or a full-time vocational-technical program. Students having a sanction which includes removal from the residence hall must vacate immediately. If an appeal is made, students must vacate the residence hall while waiting for the appeal date. 8
9 Students removed from campus housing for disciplinary reasons must leave campus at 3:30 p.m. and cannot return until 7:30 a.m. unless they are attending a supervised function of the College. Failure to comply could result in trespassing charges. It is impossible to predict all human behaviors or to write down all rules and regulations for proper conduct; therefore, no code of conduct can be totally comprehensive. Students at ICC are expected to conduct themselves in a manner which exhibits exemplary conduct both on and off campus. Alcohol Any student found in possession of alcohol will be fined $100, placed on probation and required to attend the assigned alcohol awareness session. In addition, a letter will be sent to the student s parents if the student is under the age of 21. College Property Students are responsible for college property. Any damages that occur in a student s room will be charged to the occupants of that room. Common area (lounges, restrooms, vending, laundry, hallway or suites) damages may be assessed to the students living in that area unless the party responsible can be identified. Room Furniture Room furniture is not to be relocated to another room or floor of the residence hall. Sheffield Hall, due to its unique design, does not allow any moving of furniture inside or outside the room. Students in all other halls may arrange their room furniture with approval from their Hall Director. No additional furniture will be allowed in the residence hall to include rocking chairs, recliners, couches, loveseats, futons, etc. Small T.V. stands or computer tables are allowed. Students may be fined for having illegal furniture in their rooms. 9
10 Appliances Students may bring irons, radios, televisions, microwaves and refrigerators (not to exceed 4.0 cubic feet). Hot plates, coffee pots or any type of open flame cooking appliances are not allowed. Overnight Guests Permission to have an overnight guest is at the discretion of the Hall Director of each building. All other visitors must leave the residence hall by 10 p.m. Quiet Hours Quiet hours shall begin at 8 p.m. and continue until 8 a.m. the next day. During this period, students should be able to study in their rooms without loud noise or disturbances. Reasonable quietness is expected at all times. Curfew After 11 p.m., students must be in transit to or from buildings on campus. Care and Cleaning of Residence Halls Itawamba Community College is committed to providing modern wellkept facilities for students who choose to live on campus. The commitment extends to providing quick response to maintenance concerns and ensuring the facilities are clean and presentable. The residence hall is the students home away from home, therefore, assistance with maintenance and cleaning is requested. Students are responsible for cleaning their rooms, bathrooms, common areas, patios and balconies. Each Tuesday, the Hall Director or Resident Assistant will conduct a room inspection to ensure the rooms are clean. Residents should not sweep trash into the hallways. To report a maintenance problem, contact the Resident Assistant (RA) or Hall Director. Room Inspection Residence hall rooms are subject to inspections by appropriate college officials. During the inspections, the room will be checked for room damages and unsanitary conditions. 10
11 Offenses and their penalties per semester include: First Offense $25 Second Offense $25 Third Offense $25 (Referred to Director of Housing) Fourth Offense $25 Removal from housing for four school weeks Walls, Doors and Floors Do not use any type of tacks, nails, tape, etc. to hang items that will damage the walls or doors when removed. Do not use any type of adhesive (glue, duct tape, etc.) to attach carpet to the floor. Tack strips are provided in each room. Students may use the tack strips to hang pictures, posters or decorations in their rooms. Pets Pets such as dogs, cats, birds, fish or any other animal or reptile may not be kept in residence halls. Parking Parking is available on campus and assigned adjacent to each residence hall. All vehicles that are kept on campus must have a parking decal which costs $10. The decal is to be affixed to the driver s side of the back window within 48 hours after registration. Itawamba Hall residents must use the north and south parking areas. The front parking area is a designated commuter parking lot between 7 a.m. and 2 p.m. Please note that parking in the commuter parking lot during that time frame will result in parking violations and/or fines. Please refer to the Student Guide or ICC s website, for additional information. Vehicles Bicycles or motorcycles or their parts may not be kept in the residence halls. 11
12 After-Hours Disciplinary action may be taken against any student assisting someone of the opposite sex or someone who has been banned from campus housing in gaining entry into a residence hall. Dress Code There is no dress code for the public areas of the residence halls, but students should dress appropriately. Hall Directors can request students to leave a public area if, in their opinion, the student is dressed inappropriately. Sales and Solicitations Sales and solicitations are prohibited in the residence hall. Firearms Any type of firearms, bows, large knives, ammunition or any other type of explosives are strictly prohibited. MS Code Weightlifting Equipment Weightlifting equipment is prohibited in the residence halls. Personal Property The College is not responsible for loss or damage of any and all personal items or valuables irrespective of cause. Students should consider purchasing renter s insurance or ensuring these items are covered by the parents homeowner s policy. Visitors During School Hours Only residents will be permitted to enter the residence halls during school hours unless the Hall Director grants permission. Visitors after school hours must leave by 10 p.m. when all lobbies close. Safety Equipment Smoke detectors, fire extinguishers and alarms are installed in the residence halls for safety. Discharging, tampering or abusing this safety 12
13 equipment will result in expulsion from the residence hall. Additional disciplinary action and legal action may also be pursued. TV Cable and Computers Free TV cable service and Internet is provided in each residence hall room. Internet Access Resident students have access to the Internet using ICC s network. ICC offers wireless Internet in the residence hall rooms. Residence hall rooms may include ICC wireless equipment that is not to be tampered with, altered or damaged. If equipment is damaged or altered, the student will be responsible for the cost of the repair. In addition, there is a zero tolerance policy for any additional wireless equipment in the residence halls to include outside routers, boosters, supplements, additional access points and/or creating access points through phones or other wireless devices. If residents are found to be in possession of such equipment, the first offense will be a warning. Any additional offense will result in a $50 fine per offense until the equipment is removed from the residence hall. Itawamba Behavioral Intervention Team Itawamba Community College is committed to a campus environment that encourages respect for others with an emphasis on educational process and personal development. The mission of the Itawamba Behavioral Intervention Team is the prevention and intervention of issues relating to the safety, physical and mental health and well-being of ICC s community. Missing Persons The following procedures have been established for missing persons in compliance with Title IV regulations. All concerns regarding a possible missing person (student, faculty or staff) should be immediately directed to the Campus Police office. Upon receipt of a missing person report, the Campus Police will initiate a priority investigation. The Chief of Campus Police and investigator will meet with 13
14 the individual making such report and will gather the following information. 1. Essential information about the missing person, description including clothes last worn if known, possible last location of missing person, individuals with whom the individual might be, known friends and associates, vehicle description and a recent photograph, if possible. 2. The investigating officers will also gather information about the physical and mental well-being of the missing person, a current class schedule, class attendance information, job information if possible including work schedule and residence hall emergency information card. 3. Based upon information gathered in steps one and two, appropriate campus staff will be contacted and either questioned or notified regarding the missing person status. 4. If after the completion of steps one through three, it is determined that the person is actually missing and has been missing more than 24 hours, parents or emergency contact person as designated by the student on the residence hall emergency contact card will be notified by the Vice President of Student Services or the Chief of Campus Police. Students 18 years of age or older have the option of identifying a confidential contact on the residence hall emergency information contact card. 5. After consultation with the parent, guardian or confidential contact of the missing person, the Campus Police will issue a regional welfare alert for the missing person through the National Crime Information Center (NCIC). Further investigation measures will be taken or additional notifications made based upon the circumstances of the individual case. 6. The Vice President of Student Services or Chief of Campus Police will keep parent, guardian or confidential contact apprised of the status of the investigation. In the event a missing person is 17 or younger, the parent(s) will be notified. 14
15 Visitation in Lobby Areas All lobby areas can be used for visitation, Sunday-Thursday, from 6-10 p.m. Lobby visitation may be suspended at any time by the resident manager. Academic Guidelines for Residence Hall Students Along with traditional classes, the College also offers Internet classes. All students must be enrolled in a minimum of 12 semester hours during the entire semester with a minimum of nine of these hours being traditional classes. Students must pass the semester with at least a 1.75 GPA and pass 12 or more hours. At the conclusion of the semester, students who are not in compliance with the above-stated policy will be placed on probation. At the end of the second consecutive semester enrolled, a probation student who does not pass 12 hours with a 1.75 GPA will be ineligible for housing. Illegal Room Change A $50 will be assessed for changing rooms without prior approval of the Hall Director or Director of Housing. Use of Incense The burning of candles or the use of incense in any form in the residence halls is prohibited. Search of a Student s Room ICC is firmly committed to the principles of complete respect for the constitutional and human rights of all students. At the same time, as has been confirmed in many court cases, the institution has the authority to enforce reasonable Rules of Conduct. It is the policy of ICC that arbitrary and capricious searches of a student s room may not be conducted unless a reasonable cause exists to infer that serious violations of college regulations or state and federal law are occurring or have occurred. 15
16 Use of Tobacco in Campus Housing Itawamba Community College has been declared a tobacco-free environment. The use of tobacco in any form is prohibited in the residence halls. Residence Hall Visitation Visitation is a time when members of the opposite sex may visit students in their residence hall rooms. This activity is scheduled on Tuesdays between the hours of 6 p.m. and 10 p.m. Visiting students will be required to check in at the front desk, leave a current ICC student I.D. at the desk and be escorted by their host at all times while in the building. Violation of these procedures could lead to the loss of visitation privileges, suspension from the residence halls or a fine. All doors will remain onefourth of the way open. Non-ICC students may visit residential students on the third Tuesday of each month. Non-ICC students must produce a photo I.D. and be 18 years of age. Visitation violations and their penalties include: 1. Improper check-in or checkout on a visitation night - $50 fine, nine weeks of probation. 2. Visitation occurring on a non-visitation night - $100 fine, 18 weeks of probation 3. Unauthorized entry into the residence hall such as entering through windows Removal from residence hall and restitution for damages. Closure for Breaks Several times during the year it will be necessary to close the residence halls. Refer to the list below when halls will be closed. Thanksgiving break Closed Christmas break Closed Spring break Closed The halls will be open during all other holidays. If a student is granted permission to stay during any period when the halls are closed, they will be charged a fixed monetary amount. 16
17 Summer Housing Residence halls will be available for students attending summer school. Food service is not available on campus during the summer. TORNADO WARNINGS Itawamba Community College is dedicated to providing for the safety of its staff, faculty and students. One of these areas of concern is tornadoes. The city of Fulton has a severe weather warning system which will be activated in the event of a tornado. When a tornado is confirmed, the alarm system (sirens) will be activated for approximately one minute only. It does not continue through the entire tornado warning. Faculty and staff will be notified when a severe thunderstorm warning or tornado watch exists by means of from Campus Police. If a tornado is sighted and you must move to a designated place of safety, DO NOT leave this area until the all clear is given by Campus Police. This information will be relayed through Physical Plant personnel located in each building and by telephone. In the event of a tornado warning: 1. Do not panic move quickly to a place of safety. Notify fellow employees along the way. 2. Faculty Do not dismiss class. Lead your students to the designated safe area in the building. Campus buildings and their designated safe areas include: 1. 19 Belden Center Police Remain calm. Keep caller on the phone. Ask the caller: When is the bomb to explode? Where is the bomb located? What kind of a bomb? What does it look like? Observe: Age and sex of caller; speech pattern, accent, background noise. Campus Police may order evacuation. Evacuation alarm is by use of fire alarm or P.A. system. Assist the physically challenged. Elevators may be used. Campus Police will conduct search and will announce All Clear. Do not return to building until All Clear is given. Assist physically challenged and injured. Stay away from buildings. Do not block streets as a pedestrian or with your car. Streets must remain open for emergency vehicles. Notify department faculty for assistance with chemical leaks. Do not reenter building until All Clear is given. Campus-wide Evacuation May be ordered by off-campus authority or Campus Police. Commuters and non-emergency staff shall use personal vehicles to leave campus. Resident students should get directions to evacuation site before leaving campus. Students should hitch a ride if they have no vehicle. Students who have no ride should report to the Student Activities Center unless in a danger zone. Campus Police will dispatch personnel to selected evacuation site for control and communication. Administrative personnel will arrange feeding and housing or further evacuation based on the situation if long-term. Campus Police will maintain on-campus security as long as personal safety allows. 23 Action Steps If the intruder is outside your building Proceed to a room that can be locked or barricaded. Lock all doors and windows, turn out lights and stay away from windows. Dial Campus Police or 911 and advise of what is taking place and your location. Remain on the line to give any other needed information. Remain in the room until the police or administrator gives the ALL CLEAR code. Be sure that the ALL CLEAR code is given. If the intruder is inside the building with you If the door can be locked, lock it and stay away from the door. If the door cannot be locked, consider barricading the door or determine if you can safely get to a room that can be locked. Dial Campus Police or 911 and advise of what is taking place and your location. Remain on the line to give any other needed information. Remain in the room until the police or administrator gives the ALL CLEAR code. Be sure that the ALL CLEAR code is given. If the intruder enters your office or classroom Dial Campus Police or 911 on your office phone or cell phone. If possible to talk, give intruder s location and description. If it is not safe to speak, just leave the line open. If possible, attempt to negotiate with the intruder. Attempting to overpower the intruder should be the last resort until all options have been exhausted. If the intruder leaves the area, lock and barricade the door. What you should expect from the responding law enforcement to a hostile intruder Police are trained to proceed as quickly as possible to the sound of gunfire. The purpose is to stop the intruder. 23
24 Officers may be in a variety of uniforms from plain clothes to SWAT uniforms and may be in possession of a variety of weapons. Do as officers direct and keep your hands visible at all times. If possible, tell the officers where the intruder was last seen and a description. Be aware that the first responding officers will not stop to assist the injured. Others will follow to treat the injured. First responders are trained to proceed as quickly as possible to the location of the intruder and stop them. Safety The personal safety of students and staff at Itawamba Community College is a high priority. It is also a shared responsibility among the students, staff and administration to notify the police department of any and all safety concerns. Refer to the list below for helpful safety tips: 1. Students should lock the doors to their rooms at all times. 2. Students should not prop doors or entrances. 3. Students should not allow strangers to enter their rooms. 4. Walk in groups at night. 5. Report crimes immediately to Campus Police. 6. Students should take appropriate steps to secure personal property like bikes, cars, jewelry, etc. 7. Students should report suspicious individuals to the residence hall staff or Campus Police. 8. Provide insurance coverage for personal belongings. 9. Report all maintenance needs as soon as possible. 10. Do not leave valuables in plain sight. 11. Never disconnect a smoke detector.
