NEMMCO s Final Determination Report titled Schedule for Pricing during Market Suspension v1 issued 31/03/ Introduction 2.1 Overview This Business Specification describes the development of an automatic process for the weekly creation & publication of Market Suspension Pricing Schedule reports. This automatic process was implemented as part of the June 2004 MMS release. AEMO is required under National Electricity Rules (NER) clause (g)(2) to determine pricing schedules to be used for energy spot pricing (& under the Ancillary Service rule changes NER clause (g4)(2), market ancillary service pricing) during a Market Suspension. The corresponding Market Suspension Pricing Schedules are to be published by posting onto the AEMO Website at least 14 days in advance of the first day to which the Schedule relates. Prior to the automation of this process AEMO manually ran a spreadsheet-based macro on the 1st business day of each week, to import the relevant historical price data from the MMS Database & produce the Market Suspension Pricing Schedule report files. These files were then manually posted on to the AEMO website. 2.2 Background to the Market Suspension process During a Market Suspension (as defined under NER clause (a)) AEMO is required to determine the spot price to be applied during a spot market suspension in accordance with NER clause As detailed in Flowchart 2.1 below, the Market Suspension Pricing Schedule is to be used for setting energy & market ancillary service prices when the latest Pre-dispatch schedule is no longer considered valid, as determined by AEMO. 5 Pursuant to NER clause (g2) the energy prices in the Market Suspension Pricing Schedule may be scaled prior to their final publication as the spot price, to ensure that the resulting regional reference price do not exceed the corresponding price in an importing region multiplied by the interconnector s average loss factor. The use of Market Suspension Pricing Schedules during a Market Suspension period & the subsequent energy price scaling are both manual processes & are not part of the new automatic reporting process described in this Business Specification. 7 2.3 Business Drivers Benefits The benefits of automating the Market Suspension Pricing Schedule publication process are: Avoids delays in publication of Market Suspension Pricing Schedule Reduces time & costs associated with the manual process. Reduces potential for error associated with manual processing National Electricity Rules (NER) The automatic process is in accordance with Market Suspension provisions in NER Clause New Business Requirements 3.1 Report Design The calculation of pricing schedules within the Market Suspension Pricing Schedule report remains unchanged from the previous manual process. Each Market Suspension Pricing Schedule report file consists of two sets of 48 trading interval prices for each region, for the energy & eight FCAS markets. One set consists of region trading interval prices that apply to all weekdays (excluding those that are not public holidays for the majority of that region), & the other set apply to weekend days (including those that are public holidays for the majority of that region). Day-types are managed through an internal MMS Calendar. Each region weekday price is calculated as the historical average of prices in the MMS database for that region, market & trading interval for all weekdays within the previous 28 days up to the end of the AEMO Billing week (midnight Saturday) prior to the report s publication date. Each region weekend price is calculated as the historical average of prices in the MMS database for that region, market & trading interval for all weekend days within the previous 28 days up to the end of the AEMO Billing week (midnight Saturday) prior to the report s publication date. The data fields EFFECTIVEDATEFROM & EFFECTIVEDATETO inside each report file refer to the start date & end date respectively of the one-week period that the pricing schedules within the file apply to, which is two weeks hence from the report s publication date. 8 An extract from a sample fictional Market Suspension Pricing Schedule report file is shown below. 3.2 Report Format The Market Suspension Pricing Schedule report files are in AEMO s standard CSV flat-file format. Each file has the following filename format: PUBLIC_MKTSUSP_PRICES_<#CASE_DATE>_<#REPORT_DATETIME>_<#EVENT_QUEUE_ID>.CSV Where; #CASE_DATE = Market Date (YYYYMMDD) when the previous report was created - usually the Sunday before last #REPORT_DATETIME = Market Date & time (YYYYMMDDhhmiss) when this report was created - usually last Sunday around 03:00hrs #EVENT_QUEUE_ID = Unique Job ID for creating this report 3.3 Report Publication Timing & Frequency In accordance with NER clause (g1) AEMO is required to publish the Market Suspension Pricing Schedules at least 14 days in advance of the first day to which the Schedule relates. The automatic process calculates, creates & publishes a new Market Suspension Pricing Schedule report file at around 0300hrs every Sunday. The file is automatically posted onto the AEMO Website at location "Market Data Market Management System (MMS) CSV Files MARKET SUSPENSION DEFAULT PRICING SCHEDULES". The file is also automatically issued via the Participant Server to any market participant that requests receipt of these files. As the Pricing Schedule report published in the current week will only apply in two weeks time, then at any one time there will be (at least) three Market Suspension Pricing Schedule report files published on the AEMOAEMO Website, applicable for the next three billing weeks starting from the current week. 9 If AEMO performs an off-line after-the-event MMS database update to any energy or FCAS price within the last 28 day period, then this will require AEMO to initiate a recalculation the affected Market Suspension Pricing Schedules & a re-publication of these report files. This requires AEMO to manually trigger the Market Suspension Pricing Schedule reporting process in order to pick up the updated prices. In this case multiple Market Suspension Pricing Schedule report files will exist for the same week, with the report created later (that is, with the later #REPORT_DATETIME in the report s filename) taking precedence. This manual process is covered in an internal AEMO Market Operating Procedure. 3.4 Report Archiving There is no AEMO Website archiving of Market Suspension Pricing Schedule report files, with files older than three weeks automatically deleted. However, Market Suspension Pricing Schedule report files are available from AEMO on monthly CD-ROM. Page 9 of 9
