3 Senate Bill 58 S.B. 58, 83rd Legislature, Regular Session, 2013, directed HHSC to: Include covered mental health rehabilitation and mental health targeted case management, into managed care Establish an advisory committee tasked with providing formal recommendations on the inclusion of services in managed and integration of physical and behavioral health Develop two health home pilots for the integration of physical and behavioral health. Effective September 1, 2014, the following mental health services were included in the STAR and STAR+PLUS and STARHealth managed care programs for individuals diagnosed with severe mental illness: Targeted Case Management Mental Health Rehabilitative Services Crisis intervention services Medication training and support services Psychosocial rehabilitative services Skills training and development services Day programs for acute needs Page 3
4 Behavioral Healthcare in the 1115 Transformation Waiver Five-Year Medicaid 1115 Demonstration Waiver ( ) Under the waiver, the Delivery System Reform Incentive Payments (DSRIP) program was created to incentivize the transformation of healthcare delivery systems through infrastructure development and testing innovative care models in order to improve care for low-income individuals (access, quality, and health outcomes). Projects are funded at the Medicaid federal match rate with the non-federal share of funds coming from a local or state public entity. Of the 1,491 active DSRIP projects, almost one third (472) have a behavioral health focus. These projects are eligible to earn over $2.6 billion all funds during the life of the waiver. The Meadows Mental Health Policy Institute has estimated that the number of people served for FY : 200,554 Adults; 62,300 Children Page 4
5 Office of Mental Health Coordination The Legislative Budget Board has identified 18 state agencies that receive state money for mental health.* The Office of Mental Health Coordination created by HHSC Rider 59, Senate Bill 1, 83 rd Legislature, provides broad oversight on public mental health policy in Texas and responsible for coordinating the policy and delivery of mental health services throughout the State of Texas. In addition, the office of Mental Health Coordination shall consult and coordinate with other state agencies, local governments and other entities to ensure a strategic, statewide approach to mental health.
